New U.S.-Japan military tieup under fire
Pyongyang, June 14 (KCNA) -- Pyongyang-based papers today describe the interim report on review of "Japan-U.S. defence cooperation guidelines" adopted by the United States and Japan as an expression of new military tieup between the two countries that has been getting graver since the end of the Cold War.
The move means, in actuality, that the United States and the Japanese reactionaries have taken a new dangerous step to establish military domination over the Asia-Pacific region, opposed undisguisedly to the aspiration of the people and the trend of the times, says Rodong Sinmun in a commentary today.
The news analyst continues:
The backbone of the interim report is joint operation of the United States and Japan for military intervention and aggression on any region and country with "emergency" around Japan as an excuse.
Their outcries over "prevention of crisis" and "deterrent to disputes" are intended to justify their military intervention and aggression. By "regional security" and "prevention of disputes" they mean military intervention and aggression.
What can not be overlooked is that the United States and the Japanese reactionaries revealed in the interim report their attempt to invade and stifle the northern half of Korea.
On the plea of "jointly coping with an emergency" on the Korean Peninsula, the Japanese reactionaries are scheming to speed up militarisation and create legal conditions for re-invasion. And, the United States schemes to attack and conquer the north of Korea with Japan as a shockbrigade.
Therefore, the United States is conniving at and urging Japan's militarisation and demanding joint military action in case of "emergency".
The Korean people, who cherish justice and peace, can not remain an onlooker to the moves of the U.S. and Japanese hawks to stifle and reinvade Korea.
Branding the "interim report" as something ill-boding, Minju Joson demands that the United States and the Japanese reactionaries suspend reckless military moves at once.
Rodong Sinmun on s. Korea's plan to import weapons
Pyongyang, June 14 (KCNA) -- Rodong Sinmun today comes out with a signed commentary on the south Korean puppets' plan to import stinger missiles from the United States.
This reveals their criminal plan to perfect war preparations against the north under the signboard of increasing the defence capabilities to cope with "possible surprise attack" from the north, the news analyst of the paper says, and continues:
We cannot but take a serious view of the fact that the south Korean war maniacs are continuously introducing new types of lethal weapons and military equipment.
Kim Young Sam is further intensifying the fascist crackdown upon the pro-reunification, patriotic forces, while amassing lethal weapons to harm fellow countrymen.
This shows how frantically Kim Young Sam is trying to escape from the ruin.
Kim Young Sam is now hell bent on brutal crackdown upon the pro-reunification, pro-democracy forces and preparations for a war against the DPRK in an attempt to remain in power as the war servant of the United States.
War against the north will never open the way for him to survive.
We are always merciless to the enemy who tries to hurt our republic and destroy our socialism.
We will make the Kim Young Sam group pay thousandfold for their reckless moves which are being intensfied day by day.

Juche-based theory on correctly combining political, moral and material incentives
Pyongyang, June 14 (KCNA) -- Rodong Sinmun today carries an article contributed by Prof. and Dr. Kim myong Ryol on the occasion of the 30th anniversary of the publication of Secretary Kim Jong Il's famous work "On Having a Correct Understanding of the Political, Moral and Material Incentives" (June 13, 1967).
Secretary Kim Jong Il in his work gave flawless scientific answers to the correlations between the political and moral incentive and material incentive in socialist society, the principle for their materialisation, the correlations between the speed and equilibrium of economic development and other theoretical and practical problems which should be urgently settled in socialist economic construction.
The work was, is and will be an immortal ideological and theoretical weapon for the Workers' Party of Korea and the Korean people in socialist economic construction, the article says.
Referring to the significance of the work, the article goes on:
The work indicates from a new angle the issue of combining the political, moral and material incentives in socialist society on the Juche-based principle and provides a powerful ideological and theoretical weapon to manage the economy to meet the essential requirement of the socialist system based on collectivism.
Secretary Kim Jong Il said in the work that the working masses' voluntary and creative enthusiasm can be given full play only when main stress is laid on the political and moral incentive. Putting the main stress on the political and moral incentive does not mean neglecting the material incentive. However, if the main stress is laid only on the material incentive in the whole of economic management, it will entail a grave consequence.
The miracles wrought in the 1970s characterised by the great speed campaign, the 1980s characterised by heroic feats in grand socialist construction and the 1990s characterised by the revolutionary spirit of soldiers prove the validity and vitality of the idea and theory of Secretary Kim Jong Il.

His distinguished ideology, theory and brilliant feats will be kept forever in the minds of the leaders of the progressive political parties and peoples all over the world, they added.
They said that the Korean people are exalting the dignity and honor of Kim Il Sung's nation as masters of the country and society with the most revolutionary Party and the people's Government, invincible armed forces and powerful self-reliant national economy as well as their strong socialist state centering on the people, thanks to the President, the sun and the father of the nation, who devoted his whole life only to the freedom and happiness of the people and global independence.
The President is immortal generation after generation because the issue of succession in leadership has been solved successfully in Korea, they said, and added that over the last three years, Secretay Km Jong Il has showed a personal example of what attitude and position the true successor should take.
Japan urged to atone for past crimes
Pyongyang, June 14 (KCNA) -- The Japanese rightwing reactionary forces are now making a hue and cry over the "suspected kidnapping of a Japanese girl", while refusing to make an apology for the killing of innocent Korean people in the past.
This eloquently shows their shamelessness, a signed article of Rodong Sinmun today says.
The Japanese imperialists brutally killed more than one million innocent Korean people in 40 years of their colonial rule over Korea.
Citing specific materials to expose that the man-slaughter committed by the Japanese imperialists in Korea was a heinous crime without an equal in human history, the author of the article says:
Right after they occupied Korea, the Japanese imperialists prattled that Koreans must obey the Japanese law, or they must die. They worked out one evil law after another, detained Koreans at random and punished them without trials.
The Koreans who were detained in 1918 numbered more than 142,000. About 18,000 Koreans were murdered in the period from 1906 to 1911.
The Japanese imperialist aggressors killed as many as 40,000 Koreans at the end of 1931 and early in 1932.
Particularly, at the time of the Great Kanto Earthquake in September 1923, nearly 10,000 Koreans were slaughtered in such brutal ways as hanging, gouging out eyeballs, cutting off noses, dismembering and stabbing them in the abdomen with knives and spears.
The Japanese imperialists ruthlessly killed young Koreans who had been drafted for forced labor. The killing of "Comfort Wwomen for the Army" was an unimaginably brutal crime.
Japan must apologize and atone for such crimes, the paper says, and continues: Atonement for the above-said massacres is not an issue belonging to the choice of Japan. Japan must pay for the killing of Koreans without fail. If Japan refuses or tries to delay it, it will be made to pay more dearly.
The Korean people have a legitimate right to receive apology and compensation from Japan. They will certainly make Japan pay.
