UNICEF mission opened
Pyongyang, August 6 (KCNA) -- A mission of the United Nations Children's Fund (UNICEF) was opened in Pyongyang today with due ceremony.
Present there were Vice-Minister Choe Su Hon, who is also Chairman of the Korean National Coordination Committee of the UNICEF, and other officials concerned, Executive Director of the UNICEF Carol Bellamy and her party on a visit to Korea, Willi Scholl, acting representative of the United Nations Development Programme, John Prout, deputy representative of the World Food Programme, and Runa Soerensen, acting representative of the UNICEF, in Korea.
Participants looked round the mission.
Gift to Secy. Kim Jong Il from UNICEF
Pyongyang, August 6 (KCNA) -- The United Nations Children's Fund made a gift to Secretary Kim Jong Il.
Visiting Executive Director of the UNICEF Carol Bellamy asked DPRK Vice-Premier Jang Chol to convey the gift of the UNICEF as well as her own gift to Secretary Kim Jong Il.
Vice-President meets UNICEF Executive Director
Pyongyang, August 6 (KCNA) -- Ri Jong Ok, Vice-President of the DPRK, met and had a talk with visiting Executive Director of the UNICEF Carol Bellamy and her entourage at the Mansudae Assembly Hall today.
Present at the meeting were Chairman of the Korean National Coordination Committee of the NICEFf and Vice-Minister of Foreign Affairs Choe Su Hon and acting representative of the UNICEF in Korea Runa Soerensen.
DPRK Foreign Ministry spokesman on projected "Ulji Focus Lens" war drill in s. Korea
Pyongyang, August 6 (KCNA) -- The spokesman for the Foreign Ministry of the Democratic People's Republic of Korea released a statement today as regards the announcement that the "combined forces command" of the United States and south Korea would stage "Ulji Focus Lens" joint military exercises throughout south Korea from August 18 to 29.
The statement said:
The projected war exercises will reportedly involve more than 16,500 U.S. troops stationed in the U.S. mainland and south Korea and the units of the three services and Marine Corps of the south Korean puppet army and major administrative organs of the puppet Government.
The United States south Korean authorities are now making every possible effort to conceal the aggressive nature of the war exercises, alleging that they are a "comprehensive command post rehearsal" to provide against "wartime".
However, they are in essence a continuation of the "Team Spirit" war exercises with the signboard of "Ulji Focus Lens".
The announcement made our army and people follow the attitude of the United States and the south Korean authorities with the most sharpened vigilance.
We are fully ready both for peace and war.
If they truly want to establish a new peace mechanism on the Korean Peninsula, they must above all stop the military exercises against the DPRK, the dialogue partner, at once.
If they finally stage provocative war exercises against the DPRK in disregard of our repeated warnings, they will be held fully responsible for all the consequences to be entailed by them.
What should they deplore?
Pyongyang, August 6 (KCNA) -- There was some trouble before the head of the northern delegation to inter-Korean Red Cross talks began a press conference in Beijing on July 26 to give a news briefing on the result of the talks.
Two uninvited reporters of the "Chosun Ilbo" newspaper, branded as a mouthpiece of the "Agency for National Security Planning"(ANSP) of south Korea, infiltrated into the press conference. When identified, they were excluded from the conference and suffered disgrace.
They deserved the disgrace even in an alien land as they belonged to "Chosun Ilbo."
After "Chosun Ilbo" carried a provocative "editorial" on June 24, the north denounced the newspaper as a group of hackwriters and traitors and a mouthpiece of the "ANSP" and sternly declared it would no longer recognise the newspaper as a true press organ.
Far from drawing a lesson from the disgrace it suffered overseas, "Chosun Ilbo" foolishly carried an "editorial" as it had done whenever it experienced a hot agony of shame.
In the "editorial" the newspaper, being a "prostitute of the ANSP" ridiculously accused the north of ignoring "usage of media activities."
If it had had sense as a press medium, it should have cursed and deplored the puppet Government which has left its territory as a colony of the United States for more than 50 years and has its sovereignty violated as well as the corrupt social system where "presidents" have infamous records, Syngman Rhee dying a dog's death in an alien land, Park Chung Hee shot to death by one of his associates, Chun Doo Hwan and Roh Tae Woo thrown behind bars and Kim Young Sam making illicit fortune with his son.
The "editorial" expressed hope that the north would be "internationalised." as for "internationalisation," Kim Young Sam, the pimp, proposed it, only to expose himself to shame, failing to define its meaning.
It is deplorable that the prostitute-like newspaper in the backward colonial society lagging far behind in this civilised 20th century dared call for "internationalisation."
The "editorial" was thus incoherent and outrageous.
The fattening of "Chosun Ilbo" into a press conglomerate is a strange phenomenon that can be seen only in south Korean society.
It is "Chosun Ilbo" and hackwriters that should come back to reason.
The world today advocates independence, not the "internationalisation" called for by the imperialists and their puppets.
Those who have no sense are fading away while resisting this trend.
As the Kim Young Sam puppet regime and the "ANSP" are on the verge of ruin, so the days of "Chosun Ilbo" are numbered.
"Chosun Ilbo" would be well advised to deplore its bitter fate before anything else.
Repressive moves against Hanchongryon accused
Pyongyang, August 6 (KCNA) -- The Kim Young Sam group of south Korea are now intensifying the moves to disorganize and obliterate the South Korean Federation of University Student Councils (Hanchongryon).
In this connection, the Korean Democratic Lawyers' Association published a statement on Tuesday.
The statement scathingly accused Kim Young Sam regime of incriminating Hanchongryon, a legitimate autonomous organization of students, turning campus into a theatre of fascist rowdyism and arresting and punishing patriotic students.
It said:
The Kim Young Sam regime defined Hanchongryon as an "organization benefitting the enemy" with its new-term ceremony this year as an occasion and viciously cracked down upon it for three months before scheming to take legal actions against all of its members. It is an illegal, brigandish deed.
The entire lawyers in the northern half of the country stronvly hold that the "civilianh fascist clique's destructive moves against Hanchongryon should be discontinued at once and students arrested on unreasonable charges should be set free unconditionally.
They also express the belief that south Korean and the world's progressive bar associations and lawyers will condemn the Kim Young Sam group's outrageous and fascist moves and fully support the south Korean students' struggle for defending Hanchongryon.
Sochongryon searched for in s. Korea
Pyongyang, August 6 (KCNA) -- The fascist clique of south Korea on Tuesday made a search for the Seoul District Federation of University Student Councils (Sochongryon) which has been preparing events for reunification, according to a radio report from Seoul.
The riot police made a raid upon Hongik University in Seoul, the venue of preparation for events, at dawn to search a student hall and three other places, and arrested 34 students and confiscated handouts and articles for demonstration.
The attack, part of the Kim Young Sam group's anti-reunification separatist moves, is touching off a spate of indignation among people of different social strata.
Minju Joson on "Ulji Focus Lens"
Pyongyang, August 6 (KCNA) -- Minju Joson today says the projected joint military manoeuvres of the United States and its south Korean puppets, codenamed "Ulji Focus Lens", are part of their criminal acts to further increase tension in the Korean Peninsula and ignite a war against the north and are also a challenge to the Korean people's desire for peace and reunification.
The daily says in a commentary:
The drill, which will be staged from August 18 to 29, is as good as "Team Spirit" joint military exercises. It is a dangerous preliminary war aimed at examining the feasibility of a three-dimensional surprise attack on the north of Korea and completing its preparations.
It is also aimed at preparing the rapid mobilization of all the human and material resources of south Korea in the war.
If the "civilian" war maniacs continue adventurous war preparations, they will meet their disgraceful end earlier.
If the United States is truly interested in the improvement of ties with the DPRK, it should discontinue such military actions as "Ulji Focus Lens" aggravating the situation of the Korean Peninsula.

Pyongyang, August 6 (KCNA) -- Rodong Sinmun today carries an article headlined "Juche revolutionary cause, cause of genuine national independence".
Also printed in the paper is an article captioned "Grand exhibition inflating pride of Kim Il Sung's nation" to mark the 51st anniversary of the building of the Three-Revolution Exhibition.
The paper introduces the traditional trait of army-people unity which is being brought into full play in Korea.
It gives an account of a sojourn of the UNICEF Executive Director and her party in Pyongyang.
Conveyed in the press is news of the participation of the Korean youth and students delegation in the 14th World Festival of Youth and Students.
Rodong Sinmun carries a commentator's article titled "U.S. troops' withdrawal is the main key to ensuring peace on Korean Peninsula" as regards the preliminary talks for the "four-way talks" in New York on August 5.
The paper reports that a spokesman for the DPRK Foreign Ministry declared that we will continue patient efforts to establish a new peace mechanism, as the Korean issue was referred to at a statement of the Chairman of the Fourth Asean Regional Forum.
Seen in the paper is a statement published by the Korean Democratic Lawyers' Association denouncing the Kim Young Sam clique's moves to destroy the South Korean Federation of University Student Councils.
Minju Joson comes out with a commentary condemning the Ulji Focus Lens joint military manoeuvres which the south Korean puppets planned to stage with the United States.
Rodong Sinmun runs an article exposing the moral corruption of Kim Young Sam.
An article of the paper says the imperialists cannot turn back the basic trend of the time toward independence.
Reception for UNICEF Executive Director
Pyongyang, August 6 (KCNA) -- The Government of the Democratic People's Republic of Korea gave a reception for Carol Belamy, Executive Director of the United Nations Children's Fund (UNICEF), and her party at the Mansudae Assembly Hall on Tuesday.
Invited to the reception were Willi Scholl, acting representative of the United Nations Development Programme, Birgitta Karlgren, representative of the World Food Programme, and Runa Soerensen, acting representative of the UNICEF in Korea.
Vice-Premier Jang Chol, Vice-Minister of Foreign Affairs Choe Su Hon, who is also Chairman of the Korean National Coordination Committee of the UNICEF and other officials concerned were present.

Rodong Sinmun on task of "quad talks"
Pyongyang, August 6 (KCNA) -- Freeing the Korean Peninsula from foreign troops is the way of ensuring a durable peace and a main task to be fulfilled by "four-way talks". If this issue is settled, other matters can be resolved between the north and the south of Korea, not by four parties.
Today's edition of Rodong Sinmun, newspaper of the Workers' Party of Korea Central Committee, says this in a commentator's article titled "U.S. troops pullout is key to peace in Korean Peninsula".
The article comes after preliminary talks of the DPRK, the United States, China and south Korea for "four-way talks" took place in New York on Tuesday.
At the preliminary talks the DPRK delegation proposed that the conclusion of a peace agreement between the DPRK and the U.S. and the withdrawal of south Korea-based U.S. troops be main items of the agenda at the "four-way talks".
The daily says the proposal fully accords with the purpose of the "four-way talks" for peace in the Korean Peninsula and paves the indispensable way for its fulfilment.
It notes:
It is due to the unreasonable position of the U.S. that the withdrawal of the U.S. troops has not yet been solved.
The U.S. has based the reason of its military presence in south Korea and its vicinity on the Cold War. But the Cold War has already been terminated.
The Soviet Union, the U.S. rival in the Cold War, has collapsed and the DPRK's former and existing allies have normalized bilateral ties with south Korea.
A non-aggression agreement was signed between the two halves of Korea. And it has been proved clearly that the DPRK has no intention to invade the south.
Though the Cold War has come to an end, the U.S. has persistently pursued its old world strategy. Not content with the frustration of socialism in some countries, the U.S. is inveigling them into its military alliance.
From this point of view, increasingly apparent is the aggressive nature of the U.S.-south Korea and U.S.-Japan military alliances, which have been intensified, targeted at the DPRK, and the U.S. military presence in south Korea and its vicinity.
As long as the U.S. is maintaining its forces in south Korea and its vicinity, targeted at the DPRK, the situation of the Korean Peninsula can never be free from the vicious circle of tension and the DPRK-U.S. relations from the vicious circle of distrust.
We take an affirmative view of the fact that the U.S. proposed "four-way talks" for ensuring peace in the Korean Peninsula and, at a briefing, hinted possible discussion of the U.S. military withdrawal within the framework of the "four-way talks".
But it is unreasonable for the U.S. to link the pullout with the reduction or redeployment of the DPRK's forces. It is really illogical that the U.S., which is keeping continental ballistic missiles targeted at the DPRK in its mainland and having its aggression forces in foreign lands, is calling for reduction or redeployment of troops who are based only in their country.
To withdraw all its troops unconditionally from south Korea and its vicinity is what the U.S. should do first of all at present for peace in the Korean Peninsula and for inter-Korean reconciliation.
If the U.S. is interested in peace of the Korean Peninsula, it should sincerely do what it has to do.
Three major pillars and charters of Korea's reunification hailed
Pyongyang, August 6 (KCNA) -- The Ministry of Foreign Affairs and Cooperation of Equatorial Guinea sent to the DPRK mission in Malabo on July 29 a memorandum supporting the three major pillars and charters of Korea's reunification.
The memorandum said that the three principles of national reunification, the proposal for founding the Democratic Confederal Republic of Koryo, and the 10-Point Programme of Great National Unity, which were advanced by President Kim Il Sung and formulated as three major pillars and charters of national reunification by Secretary Kim Jong Il, are a common reunification programme and basis reflecting the desire of all the Korean people for it. "We express support for them in the name of the Equatorial Guinean Government," it added.
The Equatorial Guinean Government will as ever fully support, on a bilateral and international scale, all the decisions made by the fraternal people and Government of Korea for national reunification, it stressed.
Revolutionary cause of Juche, revolutionary cause of genuine national independence
Pyongyang, August 6 (KCNA) -- The revolutionary cause of Juche started by President Kim Il Sung and being carried forward to completion by Secretary Kim Jong Il is the revolutionary cause of genuine national independence.
Rodong Sinmun stresses this in a signed article today.
The article says:
The revolutionary cause of Juche, the socialist cause of Korean style, is the cause of national independence which places the destinies of the country and nation ahead of other things and subordinates everything to it.
From the first days of paving the way for the cause of Juche President Kim Il Sung put it forth as the most important task to defeat the Japanese imperialists and liberate Korea, and put it forth as an important task to build a powerful sovereign and independent state after the liberation.
Today the Workers' Party of Korea, regarding it as an important revolutionary task to accomplish the historic cause of national reunification and achieve prosperity and development of our country and our motherland, is fighting for its materialisation. This is the sacred country- and nation-loving struggle to establish the sovereignty of the nation throughout the country and guarantee the welfare of posterity for all ages.
The revolutionary cause of Juche is also the revolutionary cause of genuine national independence started and advanced by the Korean people with their own faith and will.
All the lines and policies of the Korean revolution which have been shaped and pursued historically have never based on the established theories or experience of others.
It is the Korean people's way of making revolution and their basic stand to push ahead with the revolution and construction with their own viewpoint, will and decision and to hold fast to independence in external relations.
The revolutionary cause of Juche is the cause of self-reliance which emerges victorious ever by the efforts of the Korean people.
The WPK and the Korean people have held high the banner of self-reliance, mindful that dependence on outside forces leads to the collapse of the country and self-reliance guarantees the prosperity of the country and nation. As a result, the powerful socialist country, strong in the Juche character and national character and independent in politics, self-supporting in the economy and self-reliant in national defence, has been built in this land.
The revolutionary cause of Juche has become the cause of genuine national independence because it has been led by President Kim Il Sung and Secretary Kim Jong Il, adds the article.
Rodong Sinmun on main trend of era of independence
Pyongyang, August 6 (KCNA) -- However desperately the imperialists may try to check the desire and struggle of the progressive people of the world for independence and realise their wild ambition for domination, they cannot turn back the main trend of the era toward independence.
Rodong Sinmun says this in an article today.
The author of the article further says:
The struggle for preserving the Juche character and national character of the country and the nation and realising the independence of the popular masses against domination and subjugation has become a powerful international trend in the present era in which the movement for global independence has entered a new historic stage of its development.
If the people's consciousness of independence is increased, their creative activities will be further intensified and social development and the onward movement of history will be stepped up.
With no cunning method can the imperialists change the course of historic development.
UNICEF Executive Director visits flood-hit area of Korea
Pyongyang, August 6 (KCNA) -- Executive Director of the United Nations Children's Fund Carol Bellamy on a visit to Korea inspected Huichon city, Jagang Province, one of the flood-hit areas, on August 5.
Going round Huichon city hospital, kindergarten and orphanage, she was told in detail about the health condition of the children in this area hit hard by natural disaster for two consecutive years.
She also met and conversed with children's doctors, kindergarteners, nurses and children and acquainted herself with the medical treatment of children's dystrophia from food shortage caused by the protracted natural disaster.
She expressed satisfaction with the fact that the UNICEF assistance is being used well in conformity with its mission. She said that she could see for herself that food shortage caused by the flood for last two consecutive years is adversely affecting the nourishment and health of children.
She added that she was deeply moved to see the DPRK Government striving for the improvement of children's living condition with primary concern for their wellbeing even under the present-day difficult circumstances.
And she heard about serious damage upon agriculture by the heavy drought which lasted several months this year, and worried over it.
This situation needs the assistance of the UNICEF to children, she noted.
