Paper on Japan's ambition for overseas expansion
Pyongyang, August 10 (KCNA) -- The main purpose of the Japanese reactionaries' review of the "guidelines for Japan-U.S. defense cooperation" is to invade any region and any country in Asia in league with the United States on the pretext of "joint reaction to emergency around Japan."
Rodong Sinmun today stresses this in a commentary, which continues:
Asian countries are watchful, regarding the review of the "guidelines" as potential aggression on them.
In a bid to dull the vigilance of neighbouring countries, the Japanese reactionaries openly describe the review as simulating "a change on the Korean Peninsula" and as aimed at coping with "crisis caused by north Korea."
The review, however, is not only targeted at the Korean Peninsula.
The Japanese reactionaries claim that the concept of area around Japan should not be taken merely from the geographical point of view.
They imply that the Asia-Pacific region, which has political, economic, military and strategic importance, is included in the area around Japan. in other words, they mean all countries in this region, and the review of the "guidelines" is aimed at aggression on these countries.
This reveals their aggressive ambition to open the way for unlimited overseas expansion.
With no trick, however, can they conceal their wild ambition and dull the vigilance of Asian countries.
Results of preliminary meeting for "four-way talks" are below DPRK's expectations
Pyongyang, August 10 (KCNA) -- The spokesman for the Foreign Ministry of the Democratic People's Republic of Korea in an interview with KCNA today referred to the results of the preliminary meeting for "four-way talks" recently held in New York.
He told KCNA:
The results of the August 5-7 preliminary meeting held in New York are, in a nutshell, below our expectations. Thanks to our broad-minded effort, tentative agreement was reached at the preliminary meeting on a series of matters such as the level of participants, the venue and procedures of the "four-way talks." however, there were raised seriously conflicting views on some key issues such as the agenda.
Our main principle concerning the agenda is that the "four-way talks" should not discuss internal affairs of our nation in any case and, accordingly, the agenda of the talks should be defined in concrete and explicit terms.
The conclusion of a peace agreement between the DPRK and the United States and the U.S. troop pullout, which we proposed as the agenda items, are the key to the preservation of peace on the Korean Peninsula. at the same time, these issues cannot be settled between north and south Korea.
If there are no such issues, there is no reason to hold "four-way talks" including foreign countries concerned, because the issues that can be settled between north and south Korea have all been agreed upon and specified in documents.
The United States, however, refused to accept such issues as agenda items and insisted on Generalising the agenda items so that other issues can be discussed.
We suspect that the U.S. intends to avoid its responsibility and interfere in internal affairs of our nation.
What also disappointed us was the U.S. position that food assistance to the DPRK can be expanded only after the "four-way talks" are opened.
With serious food problem, we guard against possible use of food assistance to the DPRK as a political weapon at the "four-way talks."
The U.S. attitude at the preliminary meeting added fuel to our fear.
The preliminary meeting also proved that we were right in fearing that the inequality in mutual relations between the parties to the talks may affect the principle of impartiality in discussions.
Because the U.S. fortunately came out to the negotiation table, though belatedly, in response to our long-time call for terminating the armistice and establishing a lasting peace on the Korean Peninsula, we will watch their attitude for some more time.
