Conferences continue to recommend Secy. Kim Jong Il as WPK General Secretary
Pyongyang, October 4 (KCNA) -- The Kangwon and Ryanggang Provincial and Nampho and Kaesong municipal conferences of the Workers' Party of Korea (WPK) held between September 30 and October 3 discussed the issue of recommending Secretary Kim Jong Il as General Secretary of the WPK.
The delegates renewed their determination to make new progress in the Juche revolution.
When resolutions on recommending him as WPK General Secretary were adopted at the conferences, reflecting the unanimous will and desire of the local Party members and people, the delegates welcomed them with a storm of cheers.
Choe Thae Bok, alternate politburo member and Secretary of the WPK Central Committee, was present at the Kangwon Provincial Conference= Kang Sok Sung, Director of the Party History Institute of the WPK Central Committee, at the Ryanggang Provincial Conference= Yang Hyong Sop, alternate politburo member of the WPK Central Committee, and Jon Mun Sop at the Nampho Municipal Conference= and Kim Jung Rin, Secretary of the WPK Central Committee, at the Kaesong Municipal Conference= all as delegates from local Party organisations.
The reporters and speakers recalled great achievements made in their provinces and municipalities, adding that new changes have taken place in all spheres of Party building, politics, economy, culture and military affairs since the beginning of Secretary Kim Jong Il's leadership.
He visited Kangwon Province dozens of times on guidance mission. The looks of the province have changed with the construction of the Wonsan-Mt. Kumgang Railway Line and the Wonsan-Losong Highway and other projects.
He also visited Ryanggang Province on more than 30 occasions after he led the first expedition team to the Mt. Paektu revolutionary battle field in June Juche 45 (1956).
He gave the province important instructions on more than a hundred occasions. The province now has turned into a grand open-air revolutionary museum.
The world-famous west sea barrage, Kangson, home of Chollima, Taean and Chongsan field, home of the great Chongsanri spirit and method, in Nampho municipality are also associated with his leadership.
He has long since paid deep attention to the development of Kaesong municipality, saying that the living conditions of the people in the area adjacent to the Military Demarcation Line should be improved so much as to turn the gap between the north and the south into that between heaven and earth. The municipality has become a city of history and culture with modern light industry and developed agriculture.
The delegates expressed their firm determination to vigorously fight on in the spirit of "Arduous March" and the revolutionary spirit of soldiers with intense loyalty to Secretary Kim Jong Il, who represents their destiny and future.
The conferences will be recorded as occasions for great change in the historic advance for the Juche revolution and as special events in the development of the Party and revolution of Korea.
Leaflets distributed in Seoul
Pyongyang, October 4 (KCNA) -- Ideology study circles in Seoul distributed urgent leaflets to patriotic people across south Korea upon hearing Pyongyang news that Secretary Kim Jong Il was recommended as the General Secretary of the Workers' Party of Korea, according to the Seoul-based radio Voice of National Salvation quoting information of the Seoul City Committee of the National Democratic Front of South Korea.
The leaflets were printed in the name of more than 10 organisations including the Sun Society, the February 16 Fellowship Society, the Saeppyol Society and the Independence Society.
Carried in the leaflets was the news on the important resolution monitored through Pyongyang radio on the morning of September 22 under the titles "good news from Pyongyang," "we warmly support and welcome the important resolution," "joyful report reflecting unanimous desire of 70 million fellow countrymen" and "the resolution on recommending comrade Kim Jong Il, symbol of Juche Korea, as Party General Secretary."
Japan must be aware of its position
Pyongyang, October 4 (KCNA) -- Papers here today comment on Japan's intention to earn a permanent membership of the UN Security Council, which was revealed at the current session of the UN General Assembly.
The news analyst of Rodong Sinmun says:
A high-ranking official of Japan told the UN General Assembly Session that Japan is willing to discharge obligations as a permanent member recognised by many countries.
Man should always act with pure conscience, mindful of his position.
If Japan did what it should with pure conscience and sound purposes before wanting to become a permanent member, no one would blame it.
Japan, however, is still branded as enemy state and is not willing to atone for its unethical, anti-historical unheard-of crimes.
Japan aims to become a political power, exercise privileges, act in an arbitrary way and establish militaristic domination in the international arena by becoming a permanent member of the UN Security Council.
At the UN General Assembly Session, the Japanese official said Japan's contribution to the UN is nearly as much as that of the United States and that Japan would have to reduce its contribution considerably if it does not become a permanent member.
This means that Japan asks to buy the seat of permanent member with money.
It is despicable of Japan to use the contribution to the UN as a dowry and a card to earn the permanent membership.
Japan must dispel the anachronistic dream, refrain from indiscreet act, atone for the past crimes and discard the militaristic ambition.
The news analyst of Minju Joson brands Japan's act as an intolerable insult to human conscience and advises Japan to repent of and atone for its past crimes before asking for permanent membership.
Title of model county (city or district) in electrification instituted
Pyongyang, October 4 (KCNA) -- The title of model county (city or district) in electrification has been instituted in Korea.
A decree dated October 1 of the Central People's Committee of the Democratic People's Republic of Korea approves the institution of the title of model county (city or district) in electrification and regulations on awarding this state commendation to counties, cities and districts which distinguish themselves in building a large number of minor power plants through a mass movement, increasing electric output, developing local economy and improving the material and cultural living standards of the people under the guidance of the Workers' Party of Korea.
According to the decree, President Kim Il Sung devoted all his energies and heart to the development of electric power industry from the first days of the building of a new country after Korea's liberation From the Japanese imperialist rule, and under his wise guidance a Juche-based and modern electric power industry was set up in a short period in the country.
Last-ditch effort of those condemned to death politically
Pyongyang, October 4 (KCNA) -- Rodong Sinmun today denounces the Kim Young Sam regime for intensifying fascist suppression of the South Korean Federation of University Student Councils (Hanchongryon) and patriotic forces calling for reunification and democracy with the Presidential Elections at hand.
The chief of the supreme public prosecutor's office said that acts of unlawful groups which try to take advantage of the atmosphere of elections should "sternly be punished" and that "Hanchongryon, a stumbling-block in the way of social development and a supplier to and vanguard of left-wing forces" should "be pursued to the end and removed", the news analyst says, and goes on:
His remarks fully show again the true colors and fascist qualities of the puppets as wanton violators of justice and democratic freedom and vicious enemies of national reunification.
It is a foolish act and mistake for the Kim Young Sam clique to hold the Presidential Elections without much difficulty and find a way out in bloody suppression of "Hanchongryon" and broad segments of the people calling for reunification and democracy.
The intensified suppression of the people will only bring an earlier ignominous destruction to the puppets who are condemned to death politically as the first objects of overthrow by the time and the people.
The Kim Young Sam regime should immediately stop their bloody suppression of Hanchongryon and other forces calling for reunification and democracy.
Secy. Kim Yong Sun meets Japanese delegation
Pyongyang, October 4 (KCNA) -- Kim Yong Sun, Chairman of the Korean Asia-Pacific Peace Committee and Secretary of the Central Committee of the Workers' Party of Korea, met and had a talk with the visiting delegation of Japan's Denchishokyo headed by its leader Shizue Araya at the Mansudae Assembly Hall on October 3.
Chairman Song Ho Gyong of the Korea-Japan Friendship Association and other officials concerned were present.
The leader said that she has long kept her mind to repent of Japan's crimes against Korea. She extended thanks to the DPRK for allowing the delegation's visit to Korea to hold a prayer meeting for the immortality of the great President Kim Il Sung and a ceremony to repent of Japan's criminal aggression on Korea.
During the visit, she met former "comfort women", she said, adding she thought how to resolve their grudges.

Secy. Kim Jong Il's election as WPK General Secretary to be supported by Koreans in Russia
Pyongyang, October 4 (KCNA) -- the United Confederation of Koreans (Kothongryon) formed a committee in Moscow on September 30 to organise events to support and welcome resolutions of provincial conferences of the Workers' Party of Korea (WPK) on recommending Secretary Kim Jong Il as the WPK General Secretary.
At the inaugural meeting speeches were made by Ri Tong Chol, Chairman of Kothongryon in Russia, Ro Yong Jin, Chairman of Kothongryon in Moscow, and other Koreans in Russia.
They said that Secretary Kim Jong Il's election as the WPK General Secretary is the most earnest desire of the Korean people and humanity, and highly praised the greatness of his idea and leadership and noble virtues.
Ri Tong Chol was elected Chairman of the Organizing Committee at the meeting.
DPRK anniversary celebrated abroad
Pyongyang, October 4 (KCNA) -- The 49th anniversary of the founding of the Democratic People's Republic of Korea was celebrated in many countries.
Huancayo city, Peru, conferred hononary citizenship and a gift on Secretary Kim Jong Il with a grand ceremony.
A Malian Pottery Factory hung a portrait of President Kim Il Sung at an office with due ceremony.
A floral basket and bouquets were laid before a Statue of President Kim Il Sung at the ten-year middle school in Altanbulag county, Tov province, Mongolia, while a floral basket was placed beneath portraits of the two great leaders on behalf of the Pakistani government.
Large floral basekts were sent to DPRK missions by Foreign Party, State and government leaders including the First Secretary of the C.C., the Communist Party and President of the Council of State of Cuba, the Cambodian King, the Libyan Leader and the Alegerian and Palestinian Presidents.
A special envoy of the Egyptian President, representative of the Nepali King, a Vice Prime Minister of Cambodia, the Minister of Parliament of Pakistan, the General Secretary of the Workers' Party of Bangladesh Central Committee, Former Chairman of the Lao-Korean Friendship Association and other political and public figures of many countries called at DPRK missions, laid floral baskets and bouquets beneath portraits of President Kim Il Sung and Secretary Kim Jong Il and made bows.
Colorful events took place in some 60 countries in celebration of the DPRK's National Day.
A resolution marking the anniversary was adopted by the Peruvian Constituent Assembly.
Seminars on works and reminiscences of President Kim Il Sung, celebration meetings, lectures, film shows, photo exhibitions and other events were held in Cuba, China, Jordan, Russia, Slovakia, Egypt, Mali, Tanzania and many other countries.
The Tanzanian paper daily news, the Indian paper Rashtria Tara, the Sri Lankan paper observer, the Russian paper Istoki, TV of Democratic Congo, an A1gerian radio and many other foreign media printed special write-ups with portraits of President Kim Il Sung and Secretary Kim Jong Il and broadcast special programs with the immortal revolutionary hymn "Song of General Kim Il Sung".
Mass media of some 60 countries including the Cuban radio Progreso, the Bangladeshi paper Natun Bangla, the Ukrainian paper Golos Ukraini, the Guinean paper La Nacion and a Romanian radio reported that the Juche Era began to be used on the 49th anniversary of the DPRK.

Anti-DPRK smear campaign of ANSP
Pyongyang, October 4 (KCNA) -- The Munhwa Broadcasting Corporation (MBC) of south Korea on September 30 quoted the Hong Kong paper south China morning post as saying that at least more than one million people died of hunger in the northern half of Korea after 1995.
No one doubts that the press speculation is a product of the "Agency for National Security Planning" to hurl muds at the northern half of Korea.
The ANSP is hell-bent on anti-DPRK smear campaign, buying up the Japanese Sankei Shimbun and mass media of other countries.
The recent false propaganda is designed to tarnish the image of the northern half of Korea where political stability is achieved and whose international prestige is rising higher day by day.
As well known, south Korea is plagued with a serious economic crisis as well as political instability caused by worsening contradictions between ins and outs and strifes within the ruling quarters with the "Presidential Elections" scheduled to be held at the end of the year.
The "civilian"-veiled fascist clique is rejected and condemned by the people for its anti-reunification and anti-national crimes and further isolated in the international arena.
In the northern half of Korea, the singlehearted unity of the leader, the Party and the masses has further been strengthened with the approach of a great revolutionary Jubilee which will bring a new epochal change in the accomplishment of the revolutionary cause of Juche, and world focus on the Democratic People's Republic of Korea is increasing as the days go by.

Those who try to block our advance will only meet a miserable end.

Resolution on electing Secy. Kim Jong Il as WPK General Secretary hailed
Pyongyang, October 4 (KCNA) -- Foreign public figures voice full support for the resolution on recommending Secretary Kim Jong Il as General Secretary of the Workers' Party of Korea.
The leader of the Palang Dharma (righteous force) Party of Thailand, when meeting with the Korean Ambassador to his country, said he is one of those who earnestly want to see the day when the great leader of the Korean people Kim Jong Il is elected as General Secretary of the WPK.
"I am convinced that with the leader Kim Jong Il elected as WPK General Secretary the final victory of the Juche cause started by the great leader President Kim Il Sung will be achieved earlier, and hope from the bottom of my heart that he will make decisive contributions to the building of a just, prosperous and new world."
Secretary General Guy Dupre of the International Liaison Committee for Reunification and Peace in Korea (CILRECO) in an interview with a French international radio reporter said that the resolution on recommending Secretary Kim Jong Il as WPK General Secretary is quite reasonable and natural.
He further said:
"His excellency Kim Jong Il together with his excellency President Kim Il Sung has long worked at the leading posts of the Korean Party and State and after the sudden passing of President Kim Il Sung in 1994 there was no official election, but he has led the Party and the state of Korea."
"If his excellency Kim Jong Il is elected as the head of the Korean Party and State, the Democratic People's Republic of Korea will become a more dignified country in the international arena."
Repatriation of unconverted long-term prisoners called for
Pyongyang, October 4 (KCNA) -- The Asian Regional Committee for Supporting Korea's Reunification, the Indian Committee for Supporting Korea's Reunification and the Indian Committee for repatriating Kim In So and Ham Se Hwan on September 27 sent a letter to the UN Commission on human rights, in demand of the repatriation of the unconverted long-term prisoners in south Korea.
The letter expresses concern about the fact that the ardent desire of Kim In So, Ham Se Hwan and Kim Yong Thae, unconverted long-term prisoners, to return to the northern half of Korea where their families and relatives wait for them day and night has not yet been realised owing to the south Korean authorities.
It calls for an active help of the UN commission on human rights in forcing the south Korean authorities to change their fascist attitude towards the unconverted long-term prisoners and allow them to return to the beloved families and relatives.
It urges the UN Commission on human rights to exercise its influence upon the south Korean authorities.
Rodong Sinmun on Secy. Kim Jong Il's wise guidance over Party building
Pyongyang, October 4 (KCNA) -- Rodong Sinmun today dedicates a signed article to the 7th anniversary of the publication of Secretary Kim Jong Il's famous work "the Workers' Party of Korea Organizes and Guides All the Victories of Our People."
The work published on October 3, 1990, indicates questions of principle that should be maintained as the guidelines in the building of a working-class Party such as thoroughly maintaining the revolutionary character of the Workers' Party of Korea as a Party of Juche type, further consolidating the unity and cohesion of the Party and strengthening the Party's guidance with main emphasis on work amongst the people.

WFP delegation winds up Korea visit
Pyongyang, October 4 (KCNA) -- A delegation of major donor nations of the World Food Programme (WFP) led by deputy Executive Director of the WFP a. Namanga Ngongi visited the Democratic People's Republic of Korea from September 30 to October 4.
During its stay, the delegation went to Mundok county and Sunchon city, South Phyongan Provice, to Kangdong county, Pyongyang, and to Phyongsan and Thosan counties, North Hwanghae Province to look round areas hit by drought and high tidal waves, farmland reconstruction sites, houses, hospitals, creches and kindergartens.
Chairmen of city and county flood damage committees explained to the delegation about the losses caused by drought and high tidal waves and the farming and food conditions of this year.
The head and members of the delegation expressed satisfaction with the timely distribution of relief food to local people.
They learned about the aftereffect of natural disasters and acknowledged the need for continued assistance, expressing concern over the expected food shortage next year resulting from considerable drop in grain output caused by drought and high tidal waves this year.
