Pyongyang, October 9 (KCNA) - The great leader comrade Kim Jong Il received a congratulatory message from Pres. Jiang Zemin, General Secretary of the Central Committee of the Communist Party of China, on his election as General Secretary of the Workers' Party of Korea.
The message dated October 8 says:
Upon hearing the happy news that you have been elected General Secretary of the Workers' Party of Korea, I sincerely extend warm congratulations to you on behalf of the Central Committee of the Communist Party of China and myself.
Since comrade Kim Il Sung passed away three years ago, the people of the Democratic People's Republic of Korea have rallied closely around the WPK Central Committee under your leadership and carried out comrade Kim Il Sung's behests.
With iron will and strong determination, the people of the DPRK have overcome all kinds of difficulties and hardships through their own efforts.
The people of the DPRK have continued the successful march along the road of building their motherland, striving for the independent and peaceful reunification of the country and safeguarding peace and stability on the Korean Peninsula.
China and the DPRK are friendly neighbors linked by common mountains and rivers. There exists a time-tested traditional friendship between the two parties, two countries and two peoples, which was personally fostered and developed by the leaders of older generation of our two countries.

Floral baskets and congratulatory letters to General Secretary Kim Jong Il
Pyongyang, October 9 (KCNA) -- The great leader comrade Kim Jong Il received a floral basket and congratulatory letter from the diplomatic corps here on the 52nd anniversary of the founding of the Workers' Party of Korea.
They were handed to Vice-Premier and Foreign Minister Kim Yong Nam by Palestinian Ambassador to Korea Shaher Mohammed Abdlah on behalf of the corps on Oct. 8.

Kim Jong Il's election as WPK General Secretary welcomed abroad
Pyongyang, October 9 (KCNA) -- A National Organizing Committee of Uganda for Welcoming the Respected Comrade Kim Jong Il's Election as General Secretary of the Workers' Party of Korea was formed in Kampala on Oct. 1 and a committee of the Communist Party of Malta for Welcoming his election, at the building of the Party Central Committee on Oct. 2.
The deputy National Political Commissar of the Mass Mobilization Department of the Presidential Office of Uganda was elected Chairman of the Committee of Uganda and the Secretary General of the Maltese Party, Chairman of the Maltese Committee.

South Korean reckless war manoeuvres
Pyongyang, October 9 (KCNA) -- The Kim Young Sam group recently made a very ill-boding military movement against the north.
The south Korean puppet joint chiefs of staff headquarters on October 8 announced that they will stage a "joint air defense drill together with combined forces" to provide against the "aircraft infiltration from the north" in Seoul and its surroundings.
And a puppet army unit made a "discussion of operation and tactics in forefront areas" to "build postures for operation and maximize integral combatant capacity" in order to cope with someone's "provocation" with the attendance of the commander of the third field army and other commanding officers. And the puppet army passed a large number of military vehicles and war suppliers through the outskirts of Seoul for a war exercise codenamed "twin dragon". Some time ago, the puppet joint chiefs of staff headquarters distributed to all units of the puppet army the plan for war preparation against the north in which the concrete contents are specified for a preemptive strike on the north in the event of "contingency", and the puppets committed provocations repeatedly along the Military Demarcation Line and war manoeuvers at the puppet army every day. This is a very ill-boding military movement. Such movement proves that the south Korean bellicose elements made the military adventure a fait accompli and are escalating the preparation.
Their frantic war manoeuvres against the north are linked with their serious internal confusion.
Now the Kim Young Sam group are uneasy and irritated by their unfavourable election situation owing to the withdrawal of members from the "New Korea Party" and the fall of Kim's image with the approach of the "Presidential Election" slated for the end of the year. So Kim Young Sam is attempting to incite a war fever within the army on the pretext of the fictitious "provocation" of the north and let the "New Korea Party" remain in power for another term by creating uneasiness and fear among the people.
The puppets are taking the road of military adventure for another term of office but this will only precipitate their ruin.
The Korean people and People's Army are sharply watching every movement of the puppets and will mete out a thousandfold punishment to them if they unleash war against the north.

Pyongyang, October 9 (KCNA) -- The great leader comrade Kim Jong Il received a floral basket from the Central Committee of the Communist Party of China on his election as General Secretary of the Workers' Party of Korea.

Independence anniversary of Uganda commemorated
Pyongyang, October 9 (KCNA) -- A meeting was held here on Wednesday to commemorate the 35th anniversary of the Independence of Uganda.
Present at the meeting were Ri Jin Su, Vice-Chairman of Central Committee of the General Federation of Trade Unions of Korea and Chairman of the Korea-Uganda Friendship Association, and members of the association and working people in the city.
A speech was made and a message of greetings to the President of Uganda was adopted at the meeting.

Pyongyang, October 9 (KCNA) -- The military attaches corps here visited the monument to Party foundation and the Party Founding Museum on October 8 to mark the 52nd anniversary of the foundation of the Workers' Party of Korea.
Officials in charge of culture and friendship of foreign embassies here visited the International Friendship Exhibition.
The guests went round with keen interests the gifts the great leaders President Kim Il Sung and comrade Kim Jong Il received from Party leaders and heads of state, political and public figures of foreign countries and international organisations.

Friendship gathering with Mexican Party delegation
Pyongyang, October 9 (KCNA) -- A friendship gathering with the members of the visiting delegation of the Workers' Party of Mexico took place at Moranbong Senior Middle School No. 1 on October 8.

Gala evening held to celebrate Kim Jong Il's election as WPK General Secretary
Pyongyang, October 9 (KCNA) -- Gala meetings of youths and students in Pyongyang, officers and men of the three services of the Korean People's Army and public security men were held in different parts of the capital city Wednesday evening to congratulate the great leader comrade Kim Jong Il upon his election as General Secretary of the Workers' Party of Korea.
Kim Il Sung Square, the venue of the gala evening of the youths and students in Pyongyang, was decorated beautifully.
Seen on the buildings around the square were boards of "Long live general Kim Jong Il, the sun of the 21st century !", "The highest glory to the great leader comrade Kim Jong Il" and other slogans.

Pyongyang, October 9 (KCNA) -- A commissioning ceremony of the Ryonhwa Joint Venture Company was held on October 8.
Associated with patriotism and loyalty of compatriots under the General Association of Korean Residents in Japan (Chongryon), it will produce high quality clothes.

U.S and s. Korean authorities' arms buildup denounced
Pyongyang, October 9 (KCNA) -- The Central Committee of the Revolutionary Communist Party of Great Britain (Marxism-Leninism) published a statement on September 30 denouncing the arms buildup of the United States and the south Korean authorities.
The statement said that the large-scale arms buildup of the U.S government and the south Korean authorities is a reckless move against the Democratic People's Republic of Korea and part of premeditated war policy against the peace-loving Korean people.
The point is that the arms buildup is being committed on the pretext of "defence" and is timed to coincide with the United States' call for "four-way talks" for peace on the Korean Peninsula, the statement said, and noted:
The obvious double-dealing policy and threat and blackmail of the United States do not work on the DPRK and will not frighten the south Korean people who have been long subjected to the arms buildup and irregularities and corruption of the authorities.
The working class and progressive forces of Britain should demand the British government oppose the arms buildup of the U.S. And the south Korean authorities and enforce a positive and independent policy favourable for peace on the Korean Peninsula.
Japan must apologize for and repent of its past crimes, says Japanese figure
Pyongyang, October 9 (KCNA) -- Shizue Araya, leader of Japan's Denchishokyo, was interviewed by KCNA.
She told KCNA:
"We repented of the crimes Japan committed against the Korean people. We also met with former "Comfort Women for the Japanese Army" and heard their testimonies. Through their remarks we felt how big the crimes of our ancestors are and how big the bruises in Korean women's minds are and we feel ashamed of it."
"We met with Japanese women who live in the DPRK and could know of their happy life. Seeing them live full of joy under the care of general Kim Jong Il, we extended thanks to him."
"Japan must have the courage to apologize for and repent of its past crimes."
"We will devote our efforts, though slight, to the reunification of Korea, the desire of the Korean people."
Proposal for reunification by confederacy formula, reunification programme common to nation
Pyongyang, October 9 (KCNA) -- The proposal for founding the Democratic Confederal Republic of Koryo advanced by the great leader President Kim Il Sung is the most fair and aboveboard and realistic reunification programme common to the nation, which gives answers to all the questions arising in building and managing a unified state.
Rodong Sinmun today stresses this in a by-lined article dedicated to the seventeenth anniversary of the publication of the proposal for reunification by confederacy formula.
The DCRK founding proposal is based on the specific conditions of divided Korea. It is stipulated in the proposal that the country should be reunified by founding a confederal state through the establishment of a unified national government on condition that the north and the south recognize and tolerate each other's ideas and social systems, a government in which the two sides are represented on an equal footing and under which they exercise regional autonomy respectively with equal rights and duties.
The paper further says:
In view of the urgent demand of the Korean nation and of the specific conditions of the country the best way of achieving the reunification of the country at an early date is to build a unified national state through confederacy based on one nation, one state, two systems and two governments.
The DCRK founding proposal is the way of reunifying the country on the principle of placing the nation above the differences in ideology and social system and subordinating everything to the highest interests of the nation. It is the most realistic, reasonable and fair and aboveboard reunification proposal which makes it possible to reunify the country without seeking one side's superiority and interests and without doing harm to either side, now that different ideologies and systems exist in the north and south of Korea.
The country should be reunified by founding the DCRK.
Only then can the Korean nation establish sovereignty over the whole of Korea, achieve great unity as a homogeneous nation, demonstrate the proud appearance of the nation of the same blood and build a unified national state, independent, peaceloving and neutral, in Korea.
Korea's honor of having Kim Jong Il as WPK General Secretary
Pyongyang, October 9 (KCNA) -- A special communique of the Workers' Party of Korea Central Committee and Central Military Commission on the great leader comrade Kim Jong Il's official election as Party General Secretary has caused a great sensation among people of all strata.

52nd WPK foundation anniversary observed in Pyongyang
