Korean and Guinean intergovernmental talks
Pyongyang, March 30 (KCNA) -- Talks were held between government delegations of the DPRK and Guinea at the Mansudae Assembly Hall on Sunday.
At the talks both sides discussed the issue of furthering the development of friendly relations between the two countries and peoples and exchanged views on matters of common concern.
Present on the Korean side were first Vice-Minister of Foreign Affairs Kang Sok Ju and officials concerned, and on the opposite side were members of the delegation led by Foreign Minister Lamine Camara and Guinean ambassador to Korea Mamady Conde.
Guinean government delegation entertained
Pyongyang, March 30 (KCNA) -- The government of the Democratic People's Republic of Korea gave a reception in honour of the visiting Guinean government delegation at the Mansudae Assembly Hall Sunday.
Speeches were made there by first Vice-Minister of Foreign Affairs Kang Sok Ju and Foreign Minister Lamine Camara, who is heading the delegation.
Lamine Camara said the two countries have established the excellent relations of friendship and cooperation in the spirit of south-south cooperation from long ago and the relations have been greatly helpful to the development of Guinea.
The Guinean government, he said, will invariably support the Korean people in their efforts to realize the peaceful reunification of the Korean peninsula by means of founding the Democratic Confederal Republic of Koryo based on one nation, one state, two systems and two governments initiated by his excellency Kim Il Sung, the great leader.
He expressed the belief that the Korean people will surely win the final victory in the struggle to build a powerful country under the wise guidance of his excellency Kim Jong Il.
Air espionage by U.S.
Pyongyang, March 30 (KCNA) -- The U.S. conducted aerial espionage on the DPRK by strategic and tactical reconnaissance planes of various types including E-3 early-warning plane, on more than 200 occasions this month, 20 more occasions than that in the corrresponding period of last year, military sources said.
Japan-based RC-135 made shuttle flights between the east and the west day and night in the skies above the military demarcation line every day from March 17 to 20 to commit photographing and electronic espionage on the depth of the DPRK.
Reconnaissance planes based overseas conducted espionage this month on 20 odd occasions and U-2 high-altitude strategic reconnaissance plane on over 40 occasions.
This proves that though clamouring about "negotiation" and "detente", the U.S. Imperialists are recklessly hellbent on war preparations behind the scenes to stifle the DPRK by force of arms.
Responsibility rests with the U.S.
Pyongyang, March 30 (KCNA) -- The second round of the "four-way talks" which was held in Geneva from March 16 to 21 came to a deadlock, rendering the prospect of the talks uncertain.
It gives disappointment to the DPRK, which has made sincere efforts for progress of the talks.
For success in the talks, its agenda items should have been set properly so that discussions might be concentrated on the essential and basic matters suitable to the purpose of the talks for a durable peace on the Korean peninsula.
The U.S. troop pullout from South Korea and the conclusion of a peace agreement between the DPRK and the United States which we have persistently called for should be discussed as the main agenda items of the talks. Whether or not the matters are discussed at the talks is a key to progress of the talks.
But the U.S. side failed to accept the DPRK-proposed items and refused to negotiate the matters.
It indicates that the U.S. side has deliberately ignored the essential matters and misguided the talks for its purpose.
Actually, the U.S. side brought forward matters which have nothing to do with the purpose of the talks, intentionally laying obstacles to progress of the talks.
Foolishly enough, it attempted to make a framework for justifying foreign interference in the internal affairs of the Korean nation by mixing inter-Korean dialogue with the "four-way talks" and internationalizing the Korean issue.
It is clear to everyone that what should be solved by the two halves of Korea cannot be put on the agenda of the Geneva talks.
The U.S. side, however, has insisted on the discussion of unessential matters, while persistently opposing the discussion of the essential matters. Such unreasonable position and insincere attitude of the U.S. side are what impeded progress of the talks.
Whether the talks continue or not depends on the U.S. attitude.
Our sincere efforts and principled demand concerning the talks will remain unchanged.
U.S. perfidious behaviour
Pyongyang, March 30 (KCNA) -- Implementation of the DPRK-U.S. agreed framework is being delayed owing to the perfidious misdeeds of the U.S. side.
At a time when the light-water reactors project has been postponed as divergencies of opinion on cost sharing exist
When we consider the ill-boding developments in relation to the fact that the U.S. is acting perfidiously by militarily threatening us in violation of the points of the DPRK-U.S. agreed framework, we cannot but feel serious apprehensions for the prospect of the lwrs project and the heavy oil supply.
It is no wonder that our organ concerned calls for no longer lending an ear to the empty promise of the U.S. side because the DPRK cannot continously sacrifice its independent nuclear industry with an eye on the lwrs, not knowing when they will be supplied.
The framework agreement must not and cannot be implemented unilaterally.
We have sincerely performed our obligation under the framework agreement, which the u.s. Side, too, officially admitted.
Nevertheless, the U.S. side, the other party to the framework agreement, instead of showing its good faith by adopting a practical and positive measure, has still postponed its implementation under this or that pretext, three years since it was adopted.
Wantonly violating the framework agreement, their deeds are not proper behaviours in view of both the elementary norms of international relations and the political and moral honor of the united states styling itself as a big power.
Every minute and second is very valuable for the Korean people, who are on a forced march of socialism in the spirit of self-reliance and hard struggle. They will never idle away time, expecting something from the U.S. empty promise.
If the U.S. side continues to delay implementing the framework agreement under groundless pretexts and conditions, it will have to be held wholly responsible for all consequences to be entailed by its perfidious misdeeds.
Japanese delegation tours affected areas
Pyongyang, March 30 (KCNA) -- The visiting delegation of the Liberal Democratic Party of Japan led by Masaaki Nakayama, member of the house of representatives, today went round affected areas of Mundok county, south Phyongan Province.
The delegation learned about the county's damage cause a by typhoon and tidal waves last year.
On Mar. 29 the delegation went round flood-damaged areas of Unpha county, north Hwanghae Province.
Vice-President Pak Song Chol meets Guinean government delegation
Pyongyang, March 30 (KCNA) -- Vice-President of the DPRK Pak Song Chol met and had a friendly talk with the Guinean government delegation led by Foreign Minister Lamine Camara at the Mansudae Assembly Hall today.
Present there were Vice-Minister of Foreign Affairs Pak Kil Yon and Guinean ambassador to Korea Mamady Conte.
The Foreign Minister said he had long realised that President Kim Il Sung is a world-famous great man. "My visit to Korea convinced me that he is the greatest of great men, more distinguished than I thought," he noted.
"Visiting Korea, I witnessed the cause of the great leader President Kim Il Sung being successfully materialised by his excellency leader Kim Jong Il," he said.
"We were deeply moved by this."
He confirmed that the President, government and people of Guinea would in the future, too, positively support and encourage the Korean people in their struggle for the independent reunification of the country.
Gift to General Kim Jong Il from Japanese LDP delegation
Pyongyang, March 30 (KCNA) -- The visiting delegation of the Liberal Democratic Party of Japan (LDP) made a gift to General Secretary Kim Jong Il.
Masaaki Nakayama, head of the delegation and a member of the House of Representatives, asked Kim Yong Sun, Secretary of the Workers' Party of Korea Central Committee, to convey the gift to Kim Jong Il.
