Ridiculous act of hound = KCNA commentary =
Pyongyang, July 18 (KCNA) -- Mark Twain, a famous writer of the United States, said in an article contributed to a newspaper that some of the U.S. congressmen were fools.
Protested by angry law-makers, however, he said again that some of them were not fools.
His remark is now proved by a former member of the House of Representatives of the United States.
He reportedly said he would have a good "understanding" of the DPRK's "human rights situation" through those who defected to South Korea and write a "feature article" about it.
Admittedly, defectors and renegades are human dregs who forfeited their political integrity, human dignity.
Most of them have been reduced to marionettes and slaves by the South Korean "Agency for National Security Planning."
It is really ridiculous for a person who was once active as a congressman in the united states to distort the DPRK's situation of human rights and hurt its image with the help of human dregs, bribed by colonial puppets.
If he dare write a "feature article" reflecting the offscourings' abuses, it will only draw world public cynicism.
If he really wants to win a fame as "champion of human rights," he should clearly know of the U.S. Human rights record first of all. And he had better go to U.S. military camp side towns in South Korea and see how the "model of human rights" has been displayed by GIs in brothels.
Kim Jong Il sends wreath to bier of late C1u Sok Bong
Pyongyang, July 18 (KCNA) - General Secretary Kim Jong Il sent a wreath to the bier of the late Chu Sok Bong, people's artiste of the April 25 Film Studio of the Korean People's Army, on July 17 to express deep condolences over his death.
Row about "threat of invasion of south"
Pyongyang, July 18 (KCNA) -- The South Korean authorities held a "meeting of heads of those organs related to combined defence" on July 16, and set "a period of specially intensified posture against local provocations" from July to September, according to a radio report from Seoul.
They said that during the period they will examine the residents' report network and strengthen coastal guard to cope with the "threat of invasion of the south," and will periodically stage trainings of providing against the crisis, which involve army, police and the "Agency for National Security Planning."
This is a provocative move to pour cold water on the South Korean people's desire for reunification ever mounting with the approach of the grand pro-reunification festival to be held at Panmunjom on August 15 and to interfere with the festival.
Ministry of National Unification, variant of "Agency for National Security Planning"
Pyongyang, July 18 (KCNA) -- Rodong Sinmun today describes the South Korean puppet Ministry of National Unification as a variant of the "Agency for National Security Planning."
The daily cites concrete facts, saying that the "Agency for National Security Planning" and the "Ministry of National Unification" are a carriage and pair running against national reunification which are identical to each other in purpose and mission, as well as in techniques employed for an anti-north, anti-reunification campaign of confrontation.
Just as the "Agency for National Security Planning" is, the puppet Ministry of National Unification is the anti-reunification headquarters which drafts, makes out and puts into effect a "unification policy" of the separatist government authorities, the daily says, and continues:
The minister, vice-ministers and section chiefs of the puppet Ministry of National Unification are of "ANSP" origin or have personal ties with it.
Nearly all of the 38 officials who were driven out of the "ANSP" on March 24 hold important posts of the "Ministry of National Unification."
The puppet Ministry of National Unification sets itself against the removal of the fascist "National Security Law" and "Agency for National Security Planning" against the nation and reunification. Worse still, it says that it will push ahead with inter-Korean dialogue, which is the internal affair of the nation, through "sincere discussions with outsiders," including the United States and Japan, and that the military presence of the U.S. should continue in the south of Korea even after the reunification of Korea.
LWR project is not U.S. present to DPRK = KCNA commentary =
Pyongyang, July 18 (KCNA) -- The Light Water Reactor (LWR) project funder the DPRK-U.S. framework agreement has still been at a standstill.
To our disappointment, there has been another ominous rumour regarding the project.
Recently, the Japanese Mainichi Shimbun quoted KEDO (Korean Peninsula Energy Development Organization) sources as saying the construction of two LWRs may be completed after 2007, not by 2003 that is the agreed year.
The rumour implies that the prospect of the project is indefinite and it may peter out without result.
How the United States implements the agreement is enough to clearly show whether its promise is true or not.
The rumor came when nearly four years had passed since the adoption of the agreement but the United States has failed to settle even the cost sharing in KEDO, start the construction and supply heavy oil as scheduled.
The fact indicates that the United States has apparently taken an insincere attitude towards the agreement.
The LWR project is not a present the united states gives to the DPRK. It is what United States promised and what it is obliged to do.
The United States should know that if it fails to keep its promise, we will take another choice.
Our final decision depends on the U.S. future attitude.
If the agreement is left without any real meaning and the project is delayed, we cannot but reconsider the building of our own nuclear power industry.
If then, the responsibility for all the consequencies will rest with the United States.
Achievements in Korea

Rodong Sinmun denounces U.S. policy of military bloc
Pyongyang, July 18 (KCNA) -- Rodong Sinmun today denounces the dominative strategy of the United States in intensifying the military bloc, talking about a new "value of its existence" under the signboard of "peace keeping" and "security."
The United States is working out its military strategy through military blocs with NATO as the axis in Europe and with the United States, Japan and South Korea as the axis in the Asia-Pacific region, the daily says in a signed article, and goes on:
It regards Europe and Asia as the main fronts in executing its world strategy.
By expanding and intensifying the NATO, it is seeking to raise the value of its existence in Europe and, furthermore, strengthen its domination and control over Europe.
It is going to form a new military bloc in Asia to take control of it to suit a new Asia-Pacific age. It is attempting to build a new Asian military bloc with satellite states with the United States, Japan and South Korea as its axis and use it as a leverage to dominate Asia.
Military bloc is a tool of aggression and intervention.
By the assertion that military bloc is necessary for "keeping peace at present the U.S. means that it will seek open military intervention in other countries' affairs on that pretext.
The intention of the united states to strengthen aggressive military blocs and attain its wild ambition for world supremacy by relying on them is as foolish as trying to turn the world back to the cold war era. This will only precipitate its ruin.

Battle on Height 351
Pyongyang, July 18 (KCNA) -- Height 351 situated in the eastern part of Kangwon Province, Korea, was one of points of tactical importance.
The U.S. occupied the height in 1951 and built a solid stronghold in a bid to join those units landing on the east coast and break through a flank of the front to come into the depth of our army.
They constructed two circular trenches and more than 20 pillboxes and excavated even a secret pit adjoining to an unnamed height in the south. And they put iron netting on entrances to shelters, pillboxes and pit to shut out handgrenades. A mine field was formed 25-30 metres from the trenches and wire entanglements were put threefold at 3-5 metre intervals within and without. They called it an "impregnable fortress."
Units of our army started an attack on the height with volleys of artillery pieces on June 2, Juche 42 (1953). The "fortress" built by the enemy for over two years was captured only in fifteen minutes.
The enemy persistently attacked to retake the height with the support of flying corps, ground artillery pieces, guns of warships, etc. Everything was burnt and not a rock remained intact.
When soldiers of the people's army ran out of ammunition in the fierce battle, they fought hand-to-hand fight.
Wounded soldiers ran into the enemy with handgrenades between their teeth.
They frustrated dozens of tenacious attacks of the enemy a day by displaying mass heroism and self-sacrifice and defended the height of the country to the end.
22 heroes of the republic including Kim In Thaek and Kim Ryong Thaek were produced in the battles to recapture and defend the height.
