First session of 10th SPA begins
Pyongyang, September 6 (KCNA) -The first session of the 10the Supreme People's Assembly (SPA) of the Democratic People's Republic of Korea(DPRK) began here today.
Kim Jong Il , General Secretary of the Workers' Party of Korea , appeared on the platform.
The session adopted the following agenda items:
1. On amendment and supplement to the socialist constitution of the DPRK.
2. Election of the Chairman of the DPRK National Defence Commision.
3. Election for the state leadership organs of the DPRK .
Kim Jong Il's election as NDC Chairman proposed
Pyongyang, September 5 (KCNA) -- Deputy Kim Yong Nam made a speech proposing to reelect General Secretary Kim Jong Il as Chairman of the National Defence Commission (NDC) of the DPRK at the first session of the 10th Supreme People's Assembly (SPA) held in Pyongyang today.
Authorized by the political bureau of the WPK Central Committee, he informed the spa session of the proposal of the WPK Central Committee and the Central Military Commission of the Party for reelecting Kim Jong Il as Chairman of the NDC of the DPRK as his election was initiated and recommended by the great Kim Il Sung, the eternal leader of the Korean people in his lifetime.
He said that, in accomplishing the cause of the Korean revolution national defence is the top priority in state politics that guarantees the prosperity and development of the country, the happiness of the people and the triumphant advance of the revolution and a lifeline decisive of the victory and defeat of the revolution and of the rise and fall of the nation.
He further said:
The NDC chairmanship is the highest post of the state with which to organise and lead the work of defending the state system of the socialist country and the destinies of the people and strengthening and increasing the defence capabilities of the country and the state power as a whole through command over all the political, military and economic forces of the country. it is also a sacred, important post which symbolizes and represents the honor of our country and the dignity of the nation.
For Kim Jong Il to continue to take the heavy responsibilities as NDC Chairman and lead the work of national defence for the supreme interests of the state is a requirement of the Korean revolution and a unanimous desire of the Korean people who have deeply felt his greatness in the practice of the protracted revolutionary struggle and who have cherished absolute trust in him through this.
He is an outstanding thinker and theoretician, a distinguished statesman and a peerlessly brilliant commander who has ushered in a heyday of the era of the Workers'Party, an era of great prosperity of socialist Korea by leading the Korean revolution as the most intimate comrade, the most faithful helper of Kim Il Sung for more than 30 years.
It is thanks to the distinguished revolutionary activities and extraordinary political and military guidance of Kim Jong Il that a new history of an epochal change has been created in the cause of building the party, state and revolutionary armed forces of Juche, a cause which was started by Kim Il Sung.
Under Kim Jong Il's veteran and tested guidance, the DPRK has been turned into an ideological power, political power which defends the banner of socialism and guides the era, into a military power possessed of invincible revolutionary armed forces and an impregnable all-state, all-people defence system which any enemy dare not pounce upon and into a cultured state of Juche in which the independent life of the popular masses are coming into full bloom.
At the emotion-filled time of greeting the 50th anniversary of the National Day, our scientists and technicians succeeded in launching the first artificial satellite with a multi-stage carrier rocket.
This is a historic event and a jubilee of all the people which eloquently demonstrates the inexhaustible potentials and the level of tremendous development of our republic which has advanced along the road of prosperity under the guidance of Kim Jong Il.
Faithfully holding Kim Jong Il in high esteem at the van of the revolution, our people will resolutely struggle to accomplish the Juche revolutionary cause which was started in Mt. Paektu, build a powerful socialist state, prosperous and developed, on this land, accomplish the reunification of the country at an early date and step up global independence.
Kim Jong Il elected Chairman of DPRK National Defence Commission
Pyongyang, September 5 (KCNA) - Kim Jong Il was elected Chairman of the National Defence Commission (NDC) of the Democratic People's Republic of Korea at the first session of the 10th Supreme People's Assembly held today.
It was declared at the session that he was elected NDC Chairman by the will and desire of all the people and servicemen of the country. He has conducted energetic revolutionary activities for decades to carry forward the revolutionary cause of the President Kim Il Sung, thus performing enduring feats for the time and humankind.
All the deputies and other participants in the session welcomed his election with thunderous cheers.
His election is a great honor and happiness for the Korean people and servicemen and also a great event for the country and the nation.
It is a token of absolute support for and deep trust in him by all the people and servicemen. He, with clairvoyance and outstanding ideological and theoretical activities, has developed the Juche idea as universally recognized guiding idea in the era of independence and given perfect, unique answers to all the questions arising in the revolution and construction so as to provide a solid ideological and theoretical foundation for the victory of revolution. Premier of cabinet takes oath of office at first session of 10th SPA
Pyongyang, September 5 (KCNA) -- Hong Song Nam who was elected as premier of the cabinet, on behalf of the cabinet members took the oath of office at the first session of the 10th Supreme People's Assembly today.
He said Kim Jong Il's reelection as Chairman of the National Defence Commission of the Democratic People's Republic of Korea was a historic event and great jubilee of the nation which gives a definite guarantee for certain victory in the revolutionary struggle of the Korean people and the Juche-based state building.
The historic policy speech made by the President Kim Il Sung at the first session of the 9th SPA in may 1990, to which the participants in the ongoing session listened, is highly important guidelines which give a comprehensive exposition of the basic mission and duty of the government of the DPRK and a militant banner to be upheld steadily by the people's government, he said.

He said he would work hard to preserve the Juche character and national character in the revolution and construction in order to defend the revolutionary character of the people's government.
"Among other things, the cabinet will give a correct and unified leadership to economic affairs in a responsible manner, decisively boost the economy of the country, improve the standard of the people's living drastically and live up to the expectations of the party and people," he said.
He made a pledge to cherish the importance of the defence building in accomplishing the revolutionary cause and work hard to increase the nation's defence capabilities to cope with any invasion by the enemies.

Composition of 10th SPA
Pyongyang, September 5 (KCNA) -- The deputies to the 10th Supreme People's Assembly include revolutionary veterans who have faithfully fought for the victory of the Juche revolution, genuine representatives of the working people who have unfailing loyalty and filial piety for the party and the revolution and enjoy deep confidence of the people and officials who are qualified to carry out their assignments with credit, said chairman Kim Kuk Thae of the credentials committee of the Supreme People's Assembly of the Democratic People's Republic of Korea.
He delivered a report on the work of the committee at the first session of the 10th SPA.
According to the report, the credentials committee of the SPA deliberated on all data on the recent election of deputies to the 10th SPA and confirmed that the election was held in accordance with the "Law on the election of deputies to people's assemblies at all levels in the Democratic People's Republic of Korea" and that as 100 percent of the electors voted for the registered candidates, all of them are qualified for deputies to the SPA.
The chapter about the structure of the state deals with the Supreme People's Assembly, the National Defence Commission, the presidium of the Supreme People's Assembly, the cabinet, the local people's assemblies, the local people's committees, the public prosecutor's office and the court.
According to the articles about the structure of the Supreme People's Assembly, the SPA is the highest organ of state power in the DPRK and exercises legislative power.
When the SPA is not in session, the SPA presidium also can exercise legislative power.
The term of the SPA is five years.
The SPA has the authority to:
- Amend and supplement the constitution .
- Adopt or amend and supplement departmental laws .
- Approve major departmental bills adopted by the SPA presidium in the intervals between sessions of the SPA .
- Establish the basic principles of the state's domestic and foreign policies .
- Elect or transfer the Chairman of the DPRK National Defence Commission
- Elect or transfer the President of the SPA presidium
- Elect or transfer the first vice-chairman, vice-chairmen and members of the National Defence Commission on the recommendation of the Chairman of the DPRK National Defence Commission .
- Elect or transfer the vice-presidents, honorary vice- presidents, secretary and members of the SPA presidium .
- Elect or transfer the premier of the cabinet .
- Appoint the vice-premiers of the cabinet, chairmen of commissions, ministers and other members of the cabinet on the recommendation of the premier of the cabinet .
- Appoint or remove the prosecutor-general .
- Elect or transfer the chief justice .
- Elect or transfer the chairmen, vice-chairmen and members of the committees of the SPA
- Examine and approve the state plan for the development of the national economy and a report on its fulfilment .
- Examine and approve a report on the state budget and on its implementation .
- Receive a report on the work of the cabinet and national institutions and adopt measures, if necessary .
- Decide on the ratification or abrogation of treaties submitted to the SPA.
The constitution says the SPA adopts laws and decisions.
According to the constitution, the National Defence Commission is the highest military leadership organ of state power and an organ for general control over national defence.
The National Defence Commission consists of the Chairman, the first vice-chairman, vice-chairmen and members.
The chairman of the DPRK National Defence Commission directs and commands all the armed forces and guides defence affairs as a whole.
The National Defence Commission has the duties and authority to:
- Guide the armed forces and defence building of the state as a whole .
- Set up or disorganise a national institution in the defence sector .
- Appoint or remove major military cadres .
- Set up military titles and confer the military ranks of and above general .
- Proclaim a state of war and orders for mobilization.
The National Defence Commission issues decisions and orders.
The National Defence Commission is accountable to the Supreme People's Assembly.
The constitution says the SPA presidium is the highest organ of power in the intervals between sessions of the SPA.
According to the constitution, the SPA presidium has the duties and authority to:
- Convene sessions of the SPA .
- Supervise the observance of laws of state organs, and adopt measures .
- Form or abolish commissions and ministries of the cabinet .
- Ratify or abrogate treaties established with other countries .
- Decide on and publish the appointment or recall of diplomatic envoys accredited to foreign countries .
- Exercise the right to grant general amnesties or special pardon.
The President of the SPA presidium organises and guides the work of the presidium, represents the state and receives credentials and letters of recall of diplomatic representatives accredited by foreign states.
The constitution says the cabinet is the administrative and executive body of the highest organ of state power and a general state management organ.
The cabinet consists of the premier, vice-premiers, chairmen of commissions, ministers and some other necessary members.
The cabinet has the duties and authority to:
- Adopt measures to execute the state policy .
- Draft the state plan for the development of the national economy and adopt measures to put it into effect .
- Compile the state budget and adopt measures to implement it
.
- Adopt measures to strengthen the monetary and banking system .
- Establish treaties with foreign countries .
- Conduct external activities.
According to the constitution, the premier of the cabinet organises and guides the work of the cabinet and represents the government of the DPRK.
The cabinet is accountable to the SPA and to the SPA presidium when the SPA is not in session.

Photo exhibition and film show for foreign embassy officials here
Pyongyang, September 5 (KCNA) -- A photo exhibition and a film show took place here on Sept. 4 for officials in charge of cultural and friendly relations of foreign embassies here on the occasion of the 50th anniversary of the DPRK.
Present there were Ryang Tal Ju, vice-chairman of the Committee for Cultural Relations with Foreign Countries, and officials concerned.
The participants saw photos on display and then appreciated the Korean documentary film "the Great Course" which shows the undying feats of the President Kim Il Sung.
Military attaches visit Korean Revolution Museum
Pyongyang, September 5 (KCNA) -- The Military Attaches Corps here visited the Korean Revolution Museum on Sept. 4, five days before the 50th anniversary of the DPRK.
Military attaches went round rooms, being briefed on the foundation of the DPRK by the President Kim Il Sung.
Doyen of the corps Vu Dinh Thang who is also the Military Attache of the Vietnamese embassy wrote in the visitor's book that through the visit to the museum on the occasion of the 50th anniversary of the DPRK they could know better about the achievements made by the Korean people in the building of a new country under the guidance of the Workers' Party of Korea led by the President Kim Il Sung.
He wished the Korean people greater success in the struggle for the independent and peaceful reunification of the country under the wise guidance of General Secretary Kim Jong Il.
Korean postage stamp exhibition
Pyongyang, September 5 (KCNA) -- A Korean postage stamp exhibition was opened to celebrate the 50th anniversary of the DPRK.
On display there are 3,150 kinds of stamps issued over the past 50 years since the foundation of the DPRK including those printed for the first time in Korea after the liberation. 1,120 kinds of stamps presented by philatelists and 200 pieces of stamp designs, postcards and envelops selected at a national prize contest are also displayed.
Shown at the exhibition hall are stamps (enlarged pictures) containing images of the President Kim Il Sung and General Secretary Kim Jong Il with a broad smile on their faces.
An opening ceremony took place at the Pyongyang International House of Culture on Sept. 4.

Swiss friendship and solidarity delegation welcomed
Pyongyang, September 5 (KCNA) -- Working people in Pyongyang held a meeting on Sept. 4 to warmly welcome the Korea visit of the Swiss friendship and solidarity delegation.
Vice-chairman of the Committee for Cultural Relations with Foreign Countries Ryang Tal Ju who is also chairman of the Korea-Switzerland Friendship Association, in his speech said that the Swiss Committee for Supporting Korea's Reunification and the Cultural Information Center on the DPRK in Lausanne, Switzerland, have conducted brisk activities to support the Korean people's cause of national reunification and develop friendly and cooperative relations between the peoples of the two countries. In the course of this, many successes have been made, he added.
Close friends in Switzerland sent not a small amount of fund and food to the DPRK over years of heavy natural damage, he said, expressing the belief that they will in the future, too, consistently extend firm solidarity to the Korean people's cause of justice with deep attention.
Head of the delegation Martin Lotscher, chairman of the Swiss Committee for Supporting Korea's Reunification, said that the foundation of the DPRK by the President Kim Il Sung was a great turn in the history of Korea.
He noted that the Korean people are now working hard to overcome temporary economic difficulties under the clairvoyant guidance of General Secretary Kim Jong Il.

Patriotic martyrs will be immortal
Pyongyang, September 5 (KCNA) - Kim Jong Il made sure that pictures of martyrs engraved on natural stones were pasted on their gravestones at the Patriotic Martyrs Cemetery.
A ceremony for conveying his solicitude took place on the spot on Sept. 4.
The bodies of the martyrs, officials of the party, state and army and men of meritorious services in sectors of science, education, public health, literature and arts were buried at the cemetery built in the 1980s. They devoted themselves to the liberation of the country, socialist construction and national reunification.
Kim Jong Il saw to it that their pictures engraved on natural stones were pasted on their gravestones on the occasion of the 50th anniversary of the DPRK.
Speaking at the ceremony, Choe Thae Bok, secretary of the Central Committee of the Workers' Party of Korea, said that all the bereaved families should unite around General Secretary Kim Jong Il in one mind and devote their all to the struggle to defend the dignity and honor of Kim Il Sung's nation and build a powerful country of Juche on this land.
DPRK delegation back home
Pyongyang, September 5 (KCNA) -- A delegation of the DPRK Headed by vice-President Pak Song Chol came back home by air on Sep. 4 after participating in the 12th summit meeting of non-aligned countries which was held in South Africa.
The delegation was met at the airport by Ri Myong Chol, secretary of the Central People's Committee, and Kang Sok Ju, first vice-minister of foreign affairs.
It had left Durban on Sep. 3.
Colorful events for National Day
Pyongyang, September 5 (KCNA) -- Colorful events are going on to celebrate the 50th anniversary of the DPRK.
A meeting of workers "the country of the working class shining in the world" was held at the Chollima Steel Complex on Sept. 4.
It heard impressive stories from those who have grown up at the complex under the wise guidance and loving care of the President Kim Il Sung and General Secretary Kim Jong Il who founded the DPRK, built the people's country and provided the workers with all honor and happiness.
A meeting of agricultural workers took place on the Chongsan Cooperative Farm in Nampho on the same day.
Speakers vowed to contribute to the prosperity and development of the country with rice, bearing deep in mind the great honor and national pride of being blessed with the sagacious leader generation after generation.
A national oratorial contest of university students was held on Sept. 3 and an oratorial contest of Pyongyang youth and students on Sept. 4.

A national youth scientific and technological exhibition opened on Sept. 4.
On display are 286 inventions and more than 360 pieces of technological innovations and devices achieved by young people across the country in the "march of young scientists and technicians."

S. Korea develops nuclear weapons in secrecy
Pyongyang, September 5 (KCNA) -- Kim Kwang Mo, who was once an economic secretary of "Chongwadae," admitted that development of nuclear weapons was promoted at the time of the former military dictator Park Chung Hee, according to a news report.
Recalling that Park said in 1973 that nuclear weapons were needed, Kim Kwang Mo noted that their development was promoted in top secrecy.
The "industrial zone for development of nuclear fuel" had a test atomic reactor needed to manufacture plutonium, material of nuclear weapons, he added.
Kim Jong Pil, "Prime Minister" of South Korea, admitted recently that South Korea had stepped up the development of nuclear weapons.
This proves that the South Korean authorities have long since tried to inflict nuclear disasters upon the fellow countrymen under the patronage of the U.S.
Central lecture meeting of Chongryon marks 50th anniversary of DPRK
Tokyo, September 3 (KNS-KCNA) -- A central lecture meeting of the General Association of Korean Residents in Japan (Chongryon) was held in Tokyo on September 2 to celebrate the 50th anniversary of the DPRK.
Present there were chief vice-chairman Ho Jong Man and vice-chairmen Pak Jae Ro, Kwon Sun Hwi, O Hyong Jin and Kim Thae Hui, chairman of the Finance Committee Choe Pyong Jo and general director of the secretariat Ri Ki Sok, and department directors of the Chongryon Central Standing Committee, leading officials of organisations and enterprises and other officials of Chongryon.

DPRK's stand toward basic orientation of non- aligned movement in 21st century expressed
Pyongyang, September 5 (KCNA) -- Vice-President of the DPRK Pak Song Chol, speaking at the 12th summit meeting of the non-aligned countries on Sept. 3 and expressed the DPRK's stand toward the basic orientation and strategy of the activities of the Non-Aligned Movement (NAM) in the 21st century.
He, who was heading the DPRK delegation, said that the NAM should invariably defend its noble idea and principle and tide over all the challenges with the might of unity, cohesion and solidarity in the next century, too.
He continued:
The idea and principle of the NAM are a political and mental mainstay we should rely on in accomplishing the human cause of independence in the next century, too.
The NAM should invariably maintain and strengthen in the next century, too, the vital power of the present century that has resolutely rejected all the attempts to emasculate the principle of the NAM and its political character on the pretext of the changed situation right after the Cold War, and that has powerfully demonstrated the validity of its idea and the efficiency and fitness of its existence.
Our unity, cohesion and solidarity are the source of might to satisfactorily ensure the leading role of the NAM in solving the key pending international matters including peace, security, disarmament, UN reform and development.

Books on revolutionary exploits of Kim Il Sung issued
Pyongyang, September 5 (KCNA) -- Vols. 6, 7 and 8 of a library "the Immortal revolutionary exploits of the great leader comrade Kim Il Sung" were recently brought out by the Workers' Party of Korea Publishing House.
They contain the immortal revolutionary exploits the President Kim Il Sung performed for the era and revolution, fatherland and people, devoting his whole life.
Vol. 6 "Building of man-centred socialism" is divided into three parts. They deal with undying exploits made by President Kim Il Sung by building man-centred socialism, the embodiment of the independent ideal of the people, in Korea which was once placed under centuries-old backwardness, poverty, exploitation and oppression, upholding the banner of the immortal Juche idea.
Vol. 7 "Building of revolutionary party of Juche type" tells about immortal feats the President made for the time and revolution. It says that he built a new-type working-class party, a revolutionary party of Juche type, reflecting demands of revolution and desires of the people in the Juche era, a new historic era in which the revolutionary struggle of the popular masses for independence became a strong flow of history.
Vol. 8 "Building of people's government of Juche type" notes that he put forward the unique idea and theory on building a people's government reflecting the demand of the era and developing revolution on the basis of the Juche idea and built a people's government of Juche type by successfully applying them.

The cabinet consists of the premier, vice-premiers, chairmen of commissions, ministers and some other necessary members.
The cabinet has the duties and authority to:
- Adopt measures to execute the state policy .
- Draft the state plan for the development of the national economy and adopt measures to put it into effect .
- Compile the state budget and adopt measures to implement it .
- Adopt measures to strengthen the monetary and banking system .
- Establish treaties with foreign countries .
- Conduct external activities.
According to the constitution, the premier of the cabinet organises and guides the work of the cabinet and represents the government of the DPRK.
The cabinet is accountable to the SPA and to the SPA presidium when the SPA is not in session.

Pyongyang, September 5 (KCNA) -- The first session of the 10th Supreme People's Assembly (SPA) of the DPRK today elected chairman and vice-chairmen of the SPA.
Choe Thae Bok was elected chairman and Jang Chol and Ryo Won Gu vice-chairmen.
SPA committees and chief justice elected, prosecutor-general appointed
Pyongyang, September 5 (KCNA) -- The Legislation Committee and the Budget Committee of the DPRK Supreme People's Assembly (SPA) were elected at the first session of the 10th SPA today.
Paek Hak Rim was elected chairman of the Legislation Committee and Han Song Ryong chairman of the Budget Committee.
Choe Yong Rim was appointed as prosecutor-general and Kim Pyong Ryul elected as chief justice.
DPRK socialist constitution
Pyongyang, September 5 (KCNA) -- The first session of the 10th Supreme People's Assembly of the DPRK today discussed "on amendment and supplement to the socialist constitution of the Democratic People's Republic of Korea."
Deputy Yang Hyong Sop made a report on the amended and supplemented socialist constitution of the DPRK and read the draft of the amended and supplemented constitution, which was adopted with unanimous approval at the session.
The preface of the constitution says the DPRK and the Korean people will uphold the President Kim Il Sung as The eternal President of the DPRK, defend and carry forward his ideas and exploits and complete the Juche revolution under the leadership of the Workers' Party of Korea.
The constitution consists of 166 articles and seven chapters (chapter 1. Politics, chapter 2. The economy, chapter 3. Culture, chapter 4. national defence, chapter 5.
Fundamental rights and duties of citizens, chapter 6.
The structure of the state and chapter 7. Emblem, flag, anthem and capital).
The chapter about the structure of the state deals with the Supreme People's Assembly, the National Defence Commission, the presidium of the Supreme People's Assembly, the cabinet, the local people's assemblies, the local people's committees, the public prosecutor's office and the court.
According to the articles about the structure of the Supreme People's Assembly, the SPA is the highest organ of state power in the DPRK and exercises legislative power.
When the SPA is not in session, the SPA presidium also can exercise legislative power.
The term of the SPA is five years.
The SPA has the authority to:
- Amend and supplement the constitution .
- Adopt or amend and supplement departmental laws .
- Approve major departmental bills adopted by the SPA presidium in the intervals between sessions of the SPA.
- Establish the basic principles of the state's domestic and foreign policies .
- Elect or transfer the Chairman of the DPRK National Defence Commission .
- Elect or transfer the President of the SPA presidium .
- Elect or transfer the first vice-chairman, vice-chairmen and members of the National Defence Commission on the recommendation of the chairman of the DPRK National Defence Commission .
- Elect or transfer the vice-presidents, honorary vice-presidents, secretary and members of the SPA presidium .
- Elect or transfer the premier of the cabinet .
- Appoint the vice-premiers of the cabinet, chairmen of commissions, ministers and other members of the cabinet on the recommendation of the premier of the cabinet .
- Appoint or remove the prosecutor-general .
- Elect or transfer the chief justice .
- Elect or transfer the chairmen, vice-chairmen and members of the committees of the SPA .
- Examine and approve the state plan for the development of the national economy and a report on its fulfilment .
- Examine and approve a report on the state budget and on its implementation .
- Receive a report on the work of the cabinet and national institutions and adopt measures, if necessary .
- Decide on the ratification or abrogation of treaties submitted to the SPA.
The constitution says the SPA adopts laws and decisions.
According to the constitution, the National Defence Commission is the highest military leadership organ of state power and an organ for general control over national defence.
The National Defence Commission consists of the Chairman, the first vice-chairman, vice-chairmen and members.
The chairman of the DPRK National Defence Commission directs and commands all the armed forces and guides defence affairs as a whole.
The National Defence Commission has the duties and authority to:
- Guide the armed forces and defence building of the state as a whole .
- Set up or disorganise a national institution in the sefence sector .
- Appoint or remove major military cadres .
- Set up military titles and confer the military ranks of and above general .
- Proclaim a state of war and orders for mobilization.
The National Defence Commission issues decisions and orders.
The National Defence Commission is accountable to the Supreme People's Assembly.
