We do not mind U.S. breaking agreement
Pyongyang, October 2 (KCNA) -- Hardline lawmakers of the United States recently turned down at congress the budget of the fund of heavy oil supply for the fiscal year of 1999 beginning October 1.
The U.S. is obliged to supply heavy oil to the DPRK under the DPRK-U.S. framework agreement.
The U.S. conservatives call for reexamining the U.S. administration's policy toward the DPRK.
Commenting on this, Rodong Sinmun today says:
If this reflects the position of the U.S., we are compelled to think that the U.S. does not like the framework agreement.
We do not mind the U.S. option if it thinks the agreement to be a nuisance.
We are not afraid even if the agreement breaks down.
Now that the agreement is not implemented as scheduled, we have nothing to benefit from it.
So far, the U.S. has not implemented the agreement faithfully. It is illogical that we implement the agreement while the U.S. fails to do so.
The U.S. is free to break the agreement. Then, we will go our own way.
DPRF spokesman on S. Korean authorities' treason
Pyongyang, October 2 (KCNA) -- The spokesman for the Committee for the Peaceful Reunification of the Fatherland issued a statement on October 1, denouncing the South Korean authorities for trying to sell Tok islet to Japan.
Tok islet is part of the inviolable territory of Korea.
The statement says:
It has been reported that a "fishing agreement" was recently concluded between the South Korean authorities and the Japanese reactionaries. The talks for the "agreement" had lasted two years and four months because of dispute over Tok islet.
In this connection, the "Association for Study and Preservation of Tok Islet," fishery-related and other organisations and people of South Korea resolutely reject the "agreement" because it they say did not confirm the possession right over the islet, but included the islet in the waters of joint control with Japan, thus doing big harm to the interests of the nation and restricting the business right of fishermen.
The "agreement" is a treacherous one that abandons the dominium over Tok islet, part of the inviolable territory of Korea, and sells territorial waters to outside forces.
The South Korean authorities' bargaining with the Japanese reactionaries over Tok islet and its surrounding waters is a treacherous act just like the treason of the five traitors of 1905 as it ignores the fact that they belong to the territory and waters of the nation.
Tok islet was, is and will always be part of Korea's territory.
We make this clear once more. We do not recognise the treacherous and aggressive "South Korea-Japan fishing agreement" and declare the "waters under joint control" of 135 degrees and 30 minutes east longitude null and void.
The South Korean authorities must immediately stop the unprecedented treachery, mindful that their pro-Japanese treachery will precipitate their own destruction.
The Japanese reactionaries are mistaken if they think they can swallow the islet by manipulating the South Korean authorities who have no power of representation and sovereignty.
The Japanese reactionaries must act with discretion, mindful that the 70 million Koreans, who have deep grudges against Japanese imperialism that occupied Korea for more than 40 years, will never remain a passive onlooker to the Japanese militarists' moves for reinvasion.

Optical fibre cable networks expanded
Pyongyang, October 2 (KCNA) -- A drive for laying optical fibre cables is being pushed ahead in Korea.
The Ministry of Post and Telecommunications laid cables in scores of cities and counties last year and in 36 cities and counties this year, including Yangdok county, south Phyongan Province, and Tongsin county, Jagang province, which are mountainous counties.
The project has been undertaken by the March 4 Factory, the weak current engineering institute and the central optical fibre technical management office under the Ministry of Post and Telecommunications.
The institute is producing in time what is needed for the project even under difficult and unfavourable conditions.
Strike against "restructuring" in S. Korea
Pyongyang, October 2 (KCNA) -- The chairman of the "National Trade Union of Science and Technology" of South Korea and four other unionists on Sept. 28 occupied a district party office of the "Minister of Science and Technology" and staged a hunger strike against "restructuring" of the Chulyon institute, according to a radio report from Seoul.
Enraged with the authorities who are seeking to confirm the plan for "restructuring" the institute and drastically reduce personnel, the trade union declared that it will continue an indefinite hunger strike till their demand is met.
On the same day some 20 students of the General Student Council of Seoul National University occupied the university office and went on a hunger strike against the authorities' "restructuring of the university."
The students accused the authorities of attempting to unilaterally reform the school system and decided to pay a protest visit to the "Ministry of Education" and continue the strike till the "restructuring plan" is withdrawn.
