KCNA on ill-intentioned remarks of ex-U.S.Secretary of Defence
Pyongyang, October 19 (KCNA) -- Former U.S. Secretary of Defence William Perry told a press conference that "there is great possibility that underground facilities under construction in North Korea might be nuclear reactors and that they would be completed in four to five years," reported the Japanese Nihon Keizai Shimbun October 16.
Nowadays, clamourings about "suspected underground nuclear facilities" are often made by U.S. conservative hardliners.
Theirs are no more than groundless allegations.
We once again make it clear that "secret underground nuclear facilities" are none other than civilian underground structures on which any "doubt" cannot be cast.
We openly say that we have constructed a large number of civilian underground structures in all parts of the country.
Nevertheless, U.S. conservative hardliners, branding them as "underground nuclear facilities," insist that the structures should be inspected. Theirs is a brigands logic infringing upon our sovereignty, motivated by a sinister purpose to disarm the DPRK.
If the U.S. side persists in inspecting our underground structures, we can show them to it. However, if they prove to be civilian structures, the U.S. side must compensate for its aspersions on the DPRK.
What it seeks in its allegation is to brand the DPRK as a "breaker" of the framework agreement.
This is like a guilty party filing the suit first.
Up to date, the United States has not fully implemented points of the DPRK-U.S. framework agreement. Worse still, U.S. conservative hardliners are insisting that the agreement be broken.
We cannot pardon the attempts of the United States to brand us as a "breaker" of the agreed framework.
The United States had better mind their own business instead of finding faults with others.
3rd-rate farce =KCNA commentary=
Pyongyang, October 19 (KCNA) -- The right-wing reactionaries of Japan are engaged in a third-rate farce.
Recently the Japan federation of bar associations reportedly insisted on the "suspected abduction of the Japanese by agent of North Korea" and said there will be a "hearing of circumstances made by the families of the missing."
That kind of the farce is evidence of the persistence and shamelessness of the deep-rooted anti-DPRK hostile policy of the right-wing reactionaries of Japan.
It is quite natural that the planned "hearing" cannot throw light on the non-existent "suspicion of abduction" nor prove that there was an "agent" involved in the alleged "abduction."
We have already made it clear that the "suspicion of abduction" on the lips of the Japanese reactionaries is a plot. We also informed the Japanese side of the result of our sincere investigation into the missing Japanese in response to the request from Japan.
The right-wing reactionaries of Japan, however, persist in taking issue with us over a few Japanese who disappeared in their country. Their anti-DPRK diatribe goes only to bring into bolder relief their political and moral inferiority and shamelessness.
Japan is not entitled to say this or that about such a crime as abduction. During the colonial rule over Korea the Japanese imperialists took away nearly six million of the Korean young and middle-aged men and killed more than one million of Koreans in cold blood.
Japan, infamous with abduction, is kicking up a racket with the groundless "suspicion" of its own making ignorant of its lot. The racket reminds people of a thief crying "stop thief "
The right-wing reactionaries of Japan must refrain from raising a hue and cry over the "suspicion of abduction" and atone for the thrice-cursed crimes committed against the Korean people.
Book on Kim Il Sung's revolutionary exploits published
Pyongyang, October 19 (KCNA) -- A book "Building of revolutionary armed forces of Juche type", volume 9 of the library "Immortal revolutionary exploits of great leader comrade Kim Il Sung," was recently published by the Workers' Party of Korea Publishing House.
It consists of three parts.
Its first part introduces the greatness and exploits of President Kim Il Sung, who put forward and fully systematized the original ideas and theories on building of Juche-type revolutionary armed forces.
Its second part deals with the greatness of the President in wisely leading the struggle of building revolutionary armed forces, regarding the work as the most important state work.
The third part deeply explains brilliant successes achieved in building revolutionary armed forces thanks to his original idea of army building and wise leadership as well as their immortal significance.
Japanese authorities hit for interfering in DPRK's fishing
Pyongyang, October 19 (KCNA) -- Rodong Sinmun today comes out with a commentary denouncing the Japanese authorities for interfering in the DPRK's fishing in waters off the southern Kuril islands of Russia.
Asking why Japan is poking its nose in the DPRK's legal fishing in waters off the southern Kuril islands of Russia, the commentary says:
The DPRK has been engaged in fishing in waters off the islands in accordance with an agreement between the DPRK and Russia. A protocol on fishing was signed at the 11th session of the DPRK-Russia Joint Fishing Committee in October last year.
Russia's approval for the DPRK's fishing is a matter belonging to the independent rights of the DPRK and Russia.
Underlying the Japanese authorities' row against the DPRK's fishing is their dishonest attempt to create favourable circumstances under which they can take over the four Kuril islands from Russia and fish in troubled waters by driving a wedge between the DPRK and Russia.
The DPRK does not pardon anyone who tries to undermine its dignity and interest.
If the Japanese authorities want things to go well, they should sit calm. Such an imprudent row will bring no good to them.
WPK is invincible
Pyongyang, October 19 (KCNA) -- Events were held in different countries on the occasion of the 1st anniversary of Kim Jong Il s' election as General Secretary of the Workers' Party of Korea and the 53rd birthday of the WPK.
Meetings were held in Tanzania, Romania and Switzerland.
At the meetings, speakers said that the Workers'Party of Korea (WPK), which is rooted in the Down-With-Imperialism Union organized by President Kim Il Sung, has always triumphantly led the struggle for freedom, independence and socialist construction as the organizer and leader of the Korean people and the staff of the Korean revolution. So it is praised as an ever-victorious iron-willed party, they noted.
The WPK led by Kim Jong Il will always win in the cause of socialism and independent, peaceful reunification of the country, they emphasized.
Messages of greetings to Kim Jong Il were adopted at meetings.
A symposium, round-table talk and reading session were held in Mongolia, India and Bangladesh and a book,photo and handiwork exhibition in Bulgaria.

President Kim Il Sung is immortal
Pyongyang, October 19 (KCNA) -- Letters reading "the great leader comrade Kim Il Sung will always be with us. October 10, Juche 87" were engraved on a natural rock of Mt. Suyang in Haeju, South Hwanghae Province.
The revolutionary paean "Song of General Kim Il Sung" was on the flank of the letters.
Each letter of the august name of Kim Il Sung is 4.3 metres high, 3.5 metres wide and 0.6 metres deep.
The letters are one more monumental national treasure of the Workers' Party era.
Engraved in blockletters on the natural rocks of famous Mts. Kumgang and Myohyang in Korea are letters such as "the great leader comrade Kim Il Sung will always be with us. July 8, 1994" and "Korea, be proud of the honor of having had comrade Kim Il Sung, the greatest leader in the history of the nation spanning 5,000 years July 8, 1994."
Those letters represent the unshakable faith and will of the Korean people to hold in high esteem Kim Il Sung, the father of socialist Korea and of the nation, as the President of the DPRK for ages and build a powerful country of Juche, true to his behest.
The image of Kim Il Sung with beaming smile seen in different parts of the country is a result of the faith and will.
Also seen in streets, residential quarters, worksites and other places of weighty importance are slogans "the great leader comrade Kim Il Sung will always be with us" and "Let us arm ourselves more firmly with the revolutionary ideas of the great leader comrade Kim Il Sung " Kim Il Sung's statues, boards of his on-site teachings, monuments to his personal guidance and monuments to his revolutionary history are set up and unveiled one after another throughout the country.

Kim Jong Phil's discontent
Pyongyang, October 19 (KCNA) -- South Korean Prime Minister Kim Jong Phil in a special lecture at Dongeui University in Pusan on October 16, touched on the "parliamentary system of government," a Seoul-based radio said.
He said he, regarding the introduction of the system as his last mission, will do his best to materialize it.
This remark is an expression of his irritation at failing to realize the system and an open challenge to the present ruler.
Frictions between the present ruler who tries to defend the "presidential system of government" and the Prime Minister endeavoring to carry into practice the "parliamentary system of government" will further aggravate contradictions between the "National Congress for New Politics" and the "United Liberal Democrats".
Dangerous move of Japan's defence agency
Pyongyang, October 19 (KCNA) -- Japanese Asahi Shimbun October 13 laid bare the designs of Japan's defence agency for joint technological studies of the "Theatre Missile Defence" system, which was agreed upon with the United States not long ago.
The defence agency needs 20-30 billion yen for the joint studies for five years to come and intends to ask for its defrayment in the budget from next year on, said the paper.
The "Theatre Missile Defence" system designing to intercept ballistic missiles in outer space is contrary to the Japanese diet resolution in 1969 that bans the military use of space.
But the defence agency is willfully interpreting the diet resolution in its favour in an attempt to step up the technological studies of the system.
Book "Korean Garden Flora"
Pyongyang, October 19 (KCNA) -- The Central Botanical Garden of Korea recently brought out the book "Korean Garden Flora".
The book provides a scientific and technical guarantee for improving the propagation of flowers and other garden plants and bringing about a new turn in city.
It consists of two parts, "flowers" and "trees".
Particularized in the "flowers" part are over 1,500 species of flowers of 110 families and 410 genera including wild and agricultural flowers of Korea, and in the "trees" are more than 700 species of garden trees of 90 families and 300 odd genera.
As the first book of partial flora in the country, "Korean Garden Flora" is wide in coverage and rich in contents.
Described in detail in the book are peculiarities of each species of garden plants and methods of cultivation.
It will be greatly helpful to greening cities including parks and pleasure grounds.
Experienced and sagacious statesman
Pyongyang, October 19 (KCNA) - General Secretary Kim Jong Il is the great leader who is adding luster to socialism with experienced and wise politics.
Rodong Sinmun stresses this in a lengthy article today.

General Secretary Kim Jong Il is creating socialist politics and making a new history for the sake of the people. He is, indeed, the great leader of the people and great veteran statesman who enjoys deepest respect and trust from the people as well as unquestioned authority.
He whom the Workers' Party and people of Korea are holding in high esteem is a great statesman of the people, who is possessed of all qualifications and traits with which to lead the destinies of the people in a responsible manner.
The President Kim Il Sung said the respected Kim Jong Il was a statesman of distinguished literary and military accomplishments and loyalty and filial piety.
Kim Jong Il's qualifications and traits are mainly characterised by the unbounded loyalty and filial piety to the leader, noble sense of moral obligation, skilful leadership of properly combining politics and military affairs, rare clairvoyance, matchless political sense and revolutionary sweep.
Kim Jong Il is versed in politics, military affairs, the economy, culture and diplomacy.
He, guided by the great political philosophy, is pursuing policies of consistency and faith.
His political philosophy is the Juche idea. His political idea is to regard the popular masses as the masters of politics and to make politics serve the people.
As he always considers the Juche idea his political philosophy, he is engaged in the benevolent politics of the highest level to meet the intrinsic demands of socialist society.
His benevolent politics is, in essence, to make sure that the popular masses take the position as befits the masters of everything in society and exercise their rights as such to the full, that the popular masses fully perform their responsibility and play the role as the masters of society and that all conditions are provided for worthy life of the people.
His political maxim means that adherence to independence is a way of patriotism and of prosperity whereas flunkeyism and dependence on outsiders leads to downfall of a country.

S. Korean on loyalty of Kim Jong Il
Pyongyang, October 19 (KCNA) -- A South Korean lawyer Kim Yong Il published an article entitled "We see country based on loyalty and filial piety without an equal in world," said Seoul-based radio Voice of National Salvation.
A recent session of the Supreme People's Assembly of the DPRK adopted and promulgated Kim Il Sung's constitution which stipulates that he should be upheld as eternal President and that his cause be accomplished, the author of the article said, and went on:
With the adoption of the constitution it was declared all over the world that the DPRK is an eternal state of Kim Il Sung.
In state activities, the DPRK has consistently maintained and implemented President Kim Il Sung's lines and policies.
It is thanks to politics based on loyalty and filial piety and the unity of the people peculiar to the north that Kim Il Sung's constitution was adopted and that the north has been able to develop into a country based on loyalty and filial piety without an equal in the world.
The greatness of the DPRK based on loyalty and filial piety is a brilliant fruition of the leader Kim Jong Il's politics of fidelity and devotion.
Kim Jong Il's political career of more than 30 years started with and has been glorified with loyalty and filial piety.
After the President passed away, Kim Jong Il's loyalty and filial piety have been further deepened, striking the world with admiration.
His loyalty and filial piety are boundless.
He is indeed a great saint of loyalty and filial piety whose equal will not appear in history.
DPRK Foreign Ministry spokesman on planned joint exercise in S. Korea
Pyongyang, October 19 (KCNA) -- The spokesman for the Foreign Ministry of the DPRK today made public a statement in connection with the fact that the United States, together with South Korea, plans to stage another large-scale joint military exercise under simulated conditions of "emergency on the Korean peninsula" from October 24 to November 2.
The military exercise will involve the U.S. armed forces present in South Korea and Japan, the South Korean Army, aircraft carriers and other warships and huge military hardware. The United States will reportedly command military operations on blue ridge, the flagship of the U.S. 7th Fleet anchoring at the Yokosuka Base in Japan.
The planned joint military exercise is a very dangerous move to unleash another war against the DPRK at any cost by finally completing military preparations to stifle the DPRK.
This is also a wanton and shameless violation of the DPRK-U.S. joint statement and agreed framework, the spokesman said.
He continued:
The fact that the military exercise will be commanded in Japan and it will include a series of mock drills simulating "DPRK's launch of ballistic missiles" fully shows that the United States has rapidly pushed ahead at a full-scale practical stage with its design to militarily contain the DPRK by inveigling Japan into its military system for unified and mobile U.S.-Japan-South Korea military actions.
The reckless military exercise will be staged around the third "four-way talks" to be resumed in Geneva.
This fact shows that the United States does not want to abandon its policy of "strength" against the DPRK and that the "four-way talks" and other negotiations are nothing but a smokescreen to cover up its arms buildup and war preparations.
The Korean people will not be frightened or made hesitant by threats and blackmail by the United States and its stooges.
If the U.S. warmaniacs finally ignite a war of aggression against the DPRK, the Korean people will deal sledge-hammer blows at the aggressors.
Talks between delegations of WPK and communist
Pyongyang, October 19 (KCNA) -- Talks were held here today between delegations of the Workers' Party of Korea and the Communist Party-KPML(R) of Sweden.
Present on the WPK side were department director Kim Yang Gon of the C.C., the WPK and officials concerned and on the opposite side were members of the delegation led by chairman Frank Baude of the C.C., the Communist Party-KPML(R) of Sweden.
Both sides informed each other of their party's activities and exchanged views on developing relations between the two parties and on matters of mutual concern.
Kim Il Chol meets friendship visiting group of CPLA
Pyongyang, October 19 (KCNA) -- Kim Il Chol, Minister of the People's Armed Forces, today met and had a talk with a friendship visiting group of the Chinese People's Liberation Army (CPLA), which paid a courtesy call on him.
