DPRK urges U.S. to compensate for economic losses
Pyongyang, January 8 (KCNA) -- The Korean Anti-Nuke Peace Committee in an indictment published Thursday demanded that the United States make compensation for the economic losses suffered by the DPRK. According to the indictment, the United States is these days creating greater military threats to the DPRK, crying that the DPRK is violating the DPRK-U.S. agreed framework reached in Geneva by building an "underground nuclear facility."
Branding it as a brigandish act like a thief crying "stop thief," the indictment urged the United States to make up for the DPRK's economic losses.
It further said:
The U.S. moves to delay implementing the Geneva agreement have created four years of vacuum in the development of our self-supporting nuclear power industry and caused a great shortage of energy, thus having a serious effect on our socialist planned economy as a whole.
Direct losses caused by them amount to tens of billions of dollars.
If the project of building our self-supporting nuclear power industrial base had been promoted as planned, it would have been completed by this time and, accordingly, there would have been no shortage in the supply of energy and our socialist economy would have produced a great fruition.
In the long run, what we have gained in "reward" for faithfully implementing the Geneva agreement are nothing but economic losses.
It is common sense in view of international law or usage that if one side does harm to the other side by violating an agreement, it should make compensation or reparation for the losses.
The United States has the obligation and responsibility to make compensation for the economic losses inflicted upon the DPRK and must pay for them in any form.
The frantic racket of the United States and its followers over "suspected underground nuclear facility" and their military threats against the DPRK mean the abandonment of the DPRK-U.S. agreed framework, a declaration of war and provocation against the DPRK. if the U.S., approaching the Geneva agreement with insincerity, continues to delay implementing it although it promised before the world, the DPRK also has no intention of observing it, suffering only losses. The DPRK is fully ready to cope with a declaration of abandonment of the agreement, a declaration of war or any provocation. if the U.S. finally imposes military confrontation in violation of the Geneva agreement, the DPRK will unhesitatingly counter it and not miss the opportunity to wreak the pent-up grudge of national division and accomplish the cause of national reunification.
The United States. the South Korean authorities, the Japanese reactionaries and other followers will never flee from the responsibility for violating the Geneva agreement.
They would be well advised to clearly see what consequences will occur and stop running rashly.
NDFSK calls for turning out in struggle for independence, democracy and reunification
Pyongyang, January 8 (KCNA) -- The central committee of the National Democratic Front of South Korea (NDFSK) on January 1 published an article to all the people on the new year, Seoul-based radio Voice of National Salvation said.
The article says:
Last year the people came to realise, through lessons obtained at the cost of blood, that only struggle is a way out for the working people and that struggle is a way of bringing earlier the dawn of a reunified country, a new world, independent and democratic.
Independence against the U.S. is the general goal of the revolutionary movement in South Korea. it is a top priority facing the national movement for democracy this year.
Democratisation against fascism is an important task to be carried out by the national pro-democracy movement forces this year.
The article calls upon all the people to courageously turn out in a struggle for national reunification with a firm will and determination to end the tragedy of national division in the present century without fail.
It calls upon hardcore members of the national pro-democracy movement to more thoroughly arm themselves with the Juche idea, imbue the people from all walks of life with the idea, enhance the function and role of mass movement organisations and perform the mission they assume before the times and the people with credit.
It calls upon all the people to rise up in a struggle for independence, democracy and reunification, with faith in certain victory and optimism.
Book "Legend of Land of Juche" published in Russia
Pyongyang, January 8 (KCNA) -- The Paleya Publishing House in Russia on January 4 brought out a book "Legend of land of Juche" written by Nikolai Mishin, director of the publishing house, to commemorate the birthday of Kim Jong Il.
The book consists of a poem "Great son of great father" and articles under 13 titles, including "Socialist constitution of the democratic people's republic of Korea," "Launch of first artificial satellite in the DPRK," "Why are the leaders revered in Korea," "Great Doctrine," "Brief biography of Comrade Kim Jong Il" and "National Pride."
Congratulatory letter to Kim Jong Il from Central Association of Korean nationals in Russia
Pyongyang, January 8 (KCNA) - General Secretary Kim Jong Il received a congratulatory letter from the Central Association of Korean Nationals in Russia on the New Year, Juche 88 (1999).
The letter says that last year was a year which was recorded in letters of gold in the history of the nation and history of humankind with the re-election of the marshal as Chairman of the National Defence Commission of the DPRK and with the DPRK's successful launch of the first artificial satellite on the strength of local wisdom and technoloy.
It expresses the firm determination of compatriots to make great contributions to the development of the country and devote their all to a struggle for national reunification with loyalty to the country, breathing, acting and thinking together with the people in the homeland who rose up to build a powerful nation of Juche socialism under the wise guidance of the marshal.

DPRK-Brunei Darussalam diplomatic relations established
Pyongyang, January 8 (KCNA) -- A joint announcement on the establishment of diplomatic relations between the government of the Democratic People's Republic of Korea and the government of his majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam was made public here on Jan. 7.
The government of the DPRK and the government of his majesty the sultan and yang Di-Pertuan of Brunei Darussalam, in conformity with the interest and desire of the two peoples, have decided to establish diplomatic relations between the two countries at ambassadorial level as from Jan. 7,1999, according to the announcement.
The two governments have agreed to develop friendly relations and cooperation between the two countries on the basis of the principles enshrined in the charter of the United Nations.
Unchanged ambition for monopoly on nuclear weapons
Pyongyang, January 8 (KCNA) -- The United States, after the fifth subcritical nuclear test of late, has decided to resume the production of radioactive material allegedly to keep up the efficiency of hydrogen bombs.
Commenting on this, Rodong Sinmun today says it is a revelation of a dangerous attempt to make a monopoly of nuclear and plunge the world into nuclear holocaust.
The news analyst continues:
Any country in the world neither poses a threat to the UnitedStates nor pursues military confrontation with it at present. the united states, however, is trying to justify its research and development of new-type nuclear weapons by clamouring about "threat."

Anti-U.S. demonstrators arrested in S. Korea
Pyongyang, January 8 (KCNA) -- The South Korean authorities on January 6 arrested 30 odd students who had participated in a rally for an anti-U.S. struggle and a demonstration at Hanyang University, which were held under the sponsorship of the South Korean Federation of University Student Councils (Hanchongryon) and referred 16 to a summary trial, according to a radio report from Seoul.
They also are to punish 17 students on the strength of an evil law, those students who were arrested on the charge of involvement in a demonstration against the arrest of chairman Ri Kang Hon of the General Student Council of Korea University.
Literature wishing Kim Jong Il longevity in good health appears in Seoul
Pyongyang, January 8 (KCNA) -- Copies of literature sincerely wishing General Secretary Kim Jong Il good health and a long life were found scattered in Kwanak district, Seoul, on the early morning of January 1, Seoul-based radio Voice of National Salvation quoted the Seoul city committee of the National Democratic Front of South Korea as saying.
In the front of the literature are letters "A Happy New Year" and letters "good health and a long life to the great leader Kim Jong Il" against the background of Jong Il Peak.
On the back are a message under the title "leader Kim Jong Il, the father of the nation", the message which says reunification is sure to come thanks to the leader Kim Jong Il, and calls for turning out in reunification movement under his guidance.
On the same day, new year's cards wishing good health and a long life to the marshal were found in dwelling houses around Kodok-dong, Kangdong district, Seoul.
Mock test of S. Korea-Japan "defence cooperation"
Pyongyang, January 8 (KCNA) -- A mock test of the possibility of the "defence cooperation" between South Korea and Japan recently took place in Masan of South Korea, under the co-sponsorship of the "Okazaki Institute" in Japan and the "New Asia Order Institute" in South Korea, the January 6 issue of the Japanese Yomiuri Shimbun said.
In the mock test the ex-commander of a fleet of the Japan's maritime "self-defense force," former South Korean Foreign Minister Kong Ro Myong and other military researchers exchanged views in conformity with the present "law system" and "consciousness of the people" under the situation created by the operation team of Japan and South Korea, including the head of a laboratory of the "defense institute" in Japan, with the passage of time, the paper said.
The test focussed on the simulated situation in which the UN Security Council adopted a resolution on sanctions against the DPRK and there are consultations on the formation of multinational warships for the blockade of sea lanes of the DPRK, it said.
"ANSP" beefed up in S. Korea
Pyongyang, January 8 (KCNA) -- Director Ri Jong Chan of the Agency for National Security Planning (ANSP) told a press conference on January 5 that he would promote the revision of the "laws on the ANSP" so that the "ANSP" could collect "information for state strategy" in an all-round way, the South Korean Choong-ang Daily said.
His remarks openly betray an intention to increase the scope of fascist intelligence collection and political surveillance of the "ANSP" to an unlimited extent and enhance its repressive function.
His remarks came at a time when political circles are in pandemonium with the disclosure of the fact that there was a secret office of the "ANSP" in the "National Assembly" building. that is a revelation of an ulterior intention of the self-styled "government for the people" to use the "ANSP" as a shield for the maintenance of the present "government" and more brutally suppress the struggle of the people for independence, democracy and reunification.
S. Korean trade unions begin struggle for right to existence
Pyongyang, January 8 (KCNA) -- The South Korean Confederation of Trade Unions (KCTU) and the Federation of South Korean Trade Unions (FKTU) on January 4 reportedly set a struggle for the right to existence as an important fighting goal for this year and vowed to conduct a powerful struggle throughout South Korea.
Chairman Ri Kap Yong of the "KCTU" told a press conference that a powerful struggle against the "restructuring" program and lay-off system of the authorities would be waged throughout South Korea.
The "FKUT" said it would concentrate on a struggle for checking the "restructuring" and securing the right to existence this year and form an organisation involving the unemployed across South Korea.
Opposition party president criticises S. Korean chief executive
Pyongyang, January 8 (KCNA) -- President Ri Hoe Chang of the South Korean opposition "Grand National Party" called an emergency press conference on January 4 and urged the present chief executive to admit the political surveillance by the "Agency for National Security Planning" ("ANSP") in the "National Assembly" and make an apology for it, according to a news report from Seoul.
He said he will wage a "political and legal struggle" until his demands are met.
He went on to say that intelligence reports confiscated by "National Assemblymen" from his party include the surveillance of the opposition "assemblymen" and a "strategy to check the constitutional revision for parliamentary cabinet system." the statement laid bare the contradictions between the two ruling parties.
He charged that since his assumption of office the present chief executive has cooperated with the "ANSP" in "winning over assemblymen, torture, illegal eavesdropping on telephone and political surveillance."
Increase in U.S. defense spending aimed at situation of Korean peninsula
Pyongyang, January 8 (KCNA) -- The special assistant to the U.S. President for national security said on January 5 that Clinton-proposed plan for drastically increasing the U.S. defense spending is aimed at the DPRK, according to a news report.
He noted that the plan envisages an increase of 110 billion dollars in military spending in six years from the fiscal year 2000 to 2005.
He added that the united states plans to increase the defense spending in view of the situation of North Korea.
He said that in case an "emergency" occurs in the Korean peninsula, more than the necessary time might be spent under the present situation and that, accordingly, the United States would strengthen its troops' readiness for promptly coping with "emergency" by increasing the defense spending.
All facts show that the united states is frantically trying to stifle the DPRK with military strength and expand its military domination all over the world.
