Pyongyang, January 9 (KCNA) -- Chon Yong Thaek, "Minister of National Defense" of South Korea, and Hosei Norota, director general of the Defense Agency of Japan, reportedly held talks in Seoul on January 7 to tighten military tie-up.
The talks held under the signboard of "security and regional stability" aim to put into practice the reckless criminal intention to isolate and stifle the DPRK by force of arms.
This is illustrated by the fact that at the talks they said that the DPRK's "effort to develop long-range missiles" poses a "serious threat" to them, that it "runs counter to the world-wide effort for non-proliferation" and that they will coordinate the efforts to cope with it.
At the talks they cried for a "proposal for establishing a close liaison system" between the armies in case of an "emergency" over the "case of sending a submarine to the bottom" invented by the South Korean hawks. This clearly indicates that Japan reveals its intention to take an active part in military operations against the DPRK.
The South Korean authorities openly tighten tie-up with the aggression forces of Japan, the sworn enemy, that engaged itself in all sorts of bloody massacres during its 40-odd-year-long occupation of Korea. Availing of this opportunity, the Japanese reactionaries bereft of reason are getting frantic in anti-DPRK campaign, looking with covetous eyes on a chance for reinvasion hourly.
More than once we spoke about the criminal and provocative nature of such dangerous tie-up, as well as the consequences arising therefrom.
If the Japanese reactionaries and the South Korean authorities do not want to precipitate their self-destruction, they should approach our warnings prudently.
Korean youths blessed with great leaders
Pyongyang, January 9 (KCNA) -- The Korean youths, who have been blessed with great leaders through generations, are the happiest in the world, said the chairman of the All-India Youth Federation.
In an interview with the KCNA New Delhi correspondent with the approach of the anniversary of the Kim Il Sung Socialist Youth League, he said the President Kim Il Sung was the tender-hearted father of the youths, who started the glorious history of the Korean youth movement.
He formed a youth organization after the liberation of Korea and the great leader kim Jong Il strengthened the Socialist Working Youth League of Korea into the Kim Il Sung Socialist Youth League, the chairman said.
He expressed the belief that the Korean youths, in response to the calls made in the new year joint editorial,will fully play their role as vanguard and shock brigade in the efforts to demonstrate the invincible might of Korea strong in ideological and military aspects so as to brilliantly cap the '90s.
Libya warns S. Korea against its support for U.S. and British air strikes at Iraq
Pyongyang, January 9 (KCNA) -- Libya warned the South Korean authorities that it might expel South Korean businesses active in Libya in retaliation for supporting the U.S. and British air strikes at Iraq, according to a report from Tarabulus.
Reporting this on January 7, the Libyan News Agency Jana said the South Korean authorities must know that if they do not change their stand of supporting the attack on Iraq, South Korean businesses active in Libya and other Arab nations might be expelled.
This eloquently proves that the South Korean authorities, blindly following the united states, are being isolated by the world people.
Rodong Sinmun on Japan's ambition for reinvasion
Pyongyang, January 9 (KCNA) -- The inspection of Panmunjom by Hosei Norota, director general of the Defense Agency of Japan, provides a glimpse of Japan's ambition for reinvasion of Korea, says Rodong Sinmun today. It is an unbearable, grave provocation against the Democratic People's Republic of Korea.
He visited South Korea and showed up at Panmunjom, a theatre of north-south high-pitched tension, on January 7 in company with scores of suite members and South Korean Brasshats.

Pyongyang, January 9 (KCNA) -- Mass rallies vowing to thoroughly implement the tasks laid down in the Joint New Year Editorial were held at the Pukchang Thermal-Power Complex, the Lomdok Mining Complex, the Chongjin Railway Bureau, Unha Cooperative Farm of Unjon county, and the Pyongyang Textile Combine.
Noting that economic construction is the most important work in building a powerful nation, the participants said that they would actively strive to carry through their assignments for electric power and mineral production, bring about a new turn in railway transport and increase agricultural production.
They pointed out that to put production on a steady footing in all domains of the national economy, put the economy as a whole on the right track and provide the people with the stable and better living conditions is the cardinal task facing the Korean people in economic construction this year.
They stressed that they would carry out national economic assignments unconditionally with a high sense of responsibility for revolutionary tasks.
U.S. and S. Korea should think twice before doing something =KCNA commentary=
Pyongyang, January 9 (KCNA) -- Shelton, chairman of the U.S. joint chiefs of staff, reportedly referred to the readiness of the U.S. troops for an emergency on the Korean peninsula at the hearing of the U.S. senate armed services Committee on January 5. and the U.S. Congress supported the proposed increase in defense budget under the pretext of the DPRK's "threat."
On the same day, South Korean "Minister of National Defense" Chon Yong Thaek, crying over the "north's provocation against the south," called for intensifying "South Korea-United States cooperation system" aimed at attacking the north.
The facts show that the U.S. and South Korean warmongers are more undisguisedly striving to stifle the north with military strength from the beginning of the year.
The South Korean authorities have loudly advertised "reconciliation and cooperation," while the United States has cried as if it would "improve relations with the north".
However, they are still advocating the policy of strength, this year, too. We cannot overlook this.
What is all the more unpardonable is the fact that such remarks come at a time when the "four-way talks" on peace And stability on the Korean peninsula is soon to open and attempts to stifle the dialogue partner by force are continuing.

Rodong Sinmun on U.S. violations of Geneva agreement
Pyongyang, January 9 (KCNA) -- A few days ago, the Korean Anti-Nuke Peace Committee published an indictment for the criminal acts of the United States in severely violating the DPRK-U.S. agreed framework reached in Geneva.
In this connection, rodong sinmun today in a signed commentary says that the Geneva agreement has not been faithfully implemented also by the tenacious obstructive moves of the South Korean authorities.
The news analyst further says:
From the outset, the South Korean rulers opposed the DPRK-U.S. talks themselves and employed every conceivable means to prevent an agreement from being reached at the talks.
Even since the DPRK-U.S. agreed framework was adopted, they, together with the U.S. hard-liners, have tried to reverse the agreement, joining in the U.S. scheme to delay its implementation. On top of it, the South Korean rulers clamoured for "sanctions" after fabricating false incidents against the DPRK.
In an attempt to bar their U.S. masters from implementing the Geneva agreement, they are also actively taking part in the execution of the U.S. "operation plan 5027" for a second Korean war and are trying to unleash a nuclear war.
What they seek in their scheme to block the radical solution to the nuclear issue of the Korean peninsula is to step up the development of nuclear weapons under the "nuclear umbrella" provided by the united states and, furthermore, stifle the DPRK together with outsiders and attain their design for "unification by northward invasion."
However, theirs is a foolish dream such as lifting the axe to-cut their own foot.
The South Korean rulers, together with their masters, will take responsibilities for serious consequences to be entailed by their reckless moves against the Geneva agreement and will be made to pay dearly for this.
Rodong Sinmun on country's reunification
Pyongyang, January 9 (KCNA) -- Since the great leader Kim Jong Il directs the grand national march for reunification at its head, the future of reunification is optimistic no matter how desperately the separatist forces at home and abroad including the U.S. and the South Korean ruling quarters may try, says Rodong Sinmun in a signed article today.
The article further says:

In these works he comprehensively and scientifically illumined all principles to be held fast to in the struggle for the country's reunification and put forth the five-point policy of the great unity of the nation and thus brightly indicated the way of carrying through Kim Il Sung's instructions for reunification.
No force on earth can block the Korean reunification movement which represents the fundamental interest, requirement and unanimous desire of the nation.
Since the respected kim Jong Il leads the grand national march for reunification at its head and there are 70 million Korean people working for reunification firmly united around him, the country's reunification is sure to be accomplished.
Unionists of Medical Care Insurance and Management Industrial Complex go on strike
Pyongyang, January 9 (KCNA) -- Unionists of the People's Medical Care Insurance and Management industrial Complex went on a general strike throughout South Korea, calling for a wage hike on January 5, according to a radio report from Seoul.
They walked off the job at the end of last year.
On January 5, upwards of 800 unionists in Seoul, Inchon and Kyonggi Province gathered at the main building of the industrial complex in Seoul and staged stoppage, urging the management to accept the demand for higher pay.
In a related development, trade union members of some 160 subsidiaries throughout South Korea went on a strike all at once. Enraged by the fact that last year's demand for higher pay was not met, they went on a general strike.
Japan-Korea Go Chess Interchange Association inaugurated
Tokyo, January 7 (KNS-KCNA) -- The Japan-Korea Go Chess Interchange Association was inaugurated with due ceremony in Tokyo on December 25 last year.
Attending there were prominent Japanese figures of various social strata, including Tokuji Yanagisawa, vice-director of the Japan-Korea Cultural Interchange Association.
Invited were Korean go chess fans in Japan, including Paek Jong Won, advisor to the Korean Amateur Athletes Federation in Japan.
Rules of the association were published for active go chess interchange.
Korean reunification cause favoured
Pyongyang, January 9 (KCNA) -- The Asian Regional Committee for Supporting Korea's Reunification, the All India Indo-Korean Friendship Association and the Indian Committee for Supporting Korea's Reunification released a joint statement on January 2 supporting the proposal of national reunification laid down in the Joint New Year Editorial of the newspapers of the party, army and youth league.
The statement says that South Korea should be made independent to realize national reunification, the desire of the Korean people, and to this end the U.S. imperialists should be driven out of South Korea.
The statement stresses that South Korean authorities should give up the policy of relying on foreign forces and take the road of pro-communism and pro-north.
The statement expresses full support and solidarity for the contents of the joint editorial which calls upon all the Koreans to firmly unite under the uplifted banner of national reunification.
Melee between ins and outs in S. Korea
Pyongyang, January 9 (KCNA) -- The phase of a melee between ins and outs has changed, the ruling party being defensive and the opposition party being offensive, according to a radio report from Seoul.
The melee broke out when it was disclosed that there is a secret office of the "Agency for National Security Planning" (ANSP) at the "national Assembly" of South Korea.
Ri Jong Chan, director of the "ANSP", in an interview on Jan. 5 called on the "Grand National Party" not to "enlarge it for political aim" but to resolve the incident through "dialogue and negotiation" at the "National Assembly" and said that the "ANSP" would not apply the "National Security Law" to the incident.
Meanwhile, the supreme prosecutor's office defined it as a general "violent incident," not a "political incident," and declared it would transfer its investigation from the "public security division" to the "division of violence-related crimes."
The "ANSP" and the prosecutor's office authorities softened their stance because they thought that their former hard-line attitude might be regarded as moves to cover up the truth of the political surveillance and that the incident might be more complicated.
The opposition side, availing itself of the opportunity, made public another 47 papers on intelligence activities of the "ANSP" and demanded that the "ANSP" clarify how it used surveillance data.
War equipment introduction procedure simplified in S. Korea
Pyongyang, January 9 (KCNA) -- The South Korean authorities on January 5 decided to unify the procedures for the introduction of military weapons, a radio report from Seoul said.
According to the decision, the introduction of weapons is to be considered and decided only by the three committees such as the "defense investment committee."
And the "purchase policy bureau" and five other sections under the "Ministry of National Defense" take exclusive charge of the introduction of weapons.
In the past the introduction had to be consulted on several stages and its dealing was undertaken by many offices.
Reckless arms buildup
Pyongyang, January 9 (KCNA) -- U.S. President Bill Clinton proposed congress to include an additional 12 billion dollars in the defense budget for the fiscal year 2000 and said that the amount will account to 110 billion dollars in the next six years.
Commenting on this, a news analyst of Rodong Sinmun today says:
This is the first drastic increase in defense spending after the 1980s when the east-west confrontation was at its height as well as in the whole period of the Clinton's assumption of office.
The increase shows that the united states schemes to maintain its military upperhand and attain at any cost its design to dominate the world with strength.
What cannot be overlooked is the fact that the increase in defense spending is aimed at a new Korean war.
The United States makes it a fait accompli to ignite a new war of aggression on the Korean peninsula. According to this, it is deploying more military hardware and aggression forces in and around south Korea and making an ill-boding military move for real war.
The U.S. arms buildup and new war provocation moves awaken the Korean People's Army and people only to maintain the highest readiness and harden their will and determination to give an annihilating blow to the aggressors in case they pounce upon them.
U.S. can not flee from responsibility
Pyongyang, January 9 (KCNA) -- The situation on the Korean peninsula is now being further aggravated as never before and the DPRK-U.S. agreed framework is on the verge of abrogation. This is wholly ascribable to the United States, says Minju Joson in a signed commentary today.
The news analyst says:
The U.S. has implemented none of the Geneva agreement although 4 years have passed since its adoption. Moreover, the ground for the light-water reactors has not been broken today when nearly half of the set time elapsed.
The U.S. has not faithfully discharged its obligation to supply heavy oil, with the result that its shipment is in arrears. The U.S. sanctions against the DPRK have not yet been lifted, and the nuclear threat is further increasing.
In fact, the DPRK-U.S. agreed framework has been reduced to an empty paper. In the final analysis, we have gained nothing but economic losses in "reward" for earnestly implementing the Geneva agreement.
The U.S. is clamouring about "missile threat" and the "suspected underground nuclear facility" in the DPRK, politicizing humanitarian food assistance together with its followers.
What it seeks in this is to disarm the DPRK.
This is a declaration of abandonment of the DPRK-U.S.agreed framework, a declaration of war and provocation against the DPRK.
If the U.S. wants, let us kill the agreed framework and take our own way. This is our position.
