Nothing can be expected from DPRK-U.S. agreed framework
Pyongyang, January 12 (KCNA) -- Rodong Sinmun today comes out with a signed commentary on the DPRK-U.S. agreed framework reached in Geneva.
The news analyst of the paper says: Four years have passed since the agreed framework was adopted and effectuated. However, the United States has not faithfully implemented any of its commitments. On the contrary, it has intentionally delayed or evaded its implementation.
This compels the DPRK to expect nothing any longer from the agreed framework.
If the U.S. imposes military confrontation in violation Of the Geneva agreement, the Korean People's Army and people will answer it with the mode of counteraction of Korean style.
The DPRK draws not a small number of conclusions and lessons from the stand and attitude taken by the United States toward the agreement in a little over four years.
First of all, the DPRK has come to clearly penetrate again into the U.S. hypocritical and deceptive double-dealing nature.
The United States will not find words to deny that the U.S. President's letter of guarantee that he would certainly implement the DPRK-U.S. agreed framework has been reduced to a mere sheet of paper which is of no use. The DPRK feels disillusioned with the behaviour of the United States which reverses what it promised to do and pretends that it has not made any promises. In other words, the U.S. is the most bad-natured of countries which are deceptive and are different in word and deed.
The U.S. has approached the agreed framework with extreme shamelessness and arrogance.
It used to make unilateral demands, crying as if the agreement were a u.s. Favour to the DPRK.
It has misjudged its opponent.
When the agreement was adopted, the DPRK guessed that the United States might use it as a lever to wither the DPRK to death and, therefore, has since approached it with the sharpest vigilance.
What the u.s. took into account was that if it tightened economic sanctions and put military pressure, delaying the construction of Light-Water Reactors and suspending the supply of heavy oil time and again, the DPRK would wither to death in a few years.
The DPRK has never pinned hope on or trusted any U.S. "favour."
The U.S. insincere attitude and stand toward the agreed framework prove once again that the position of the Korean People's Army is right.
The KPA's position is that diplomatic negotiation is not the only way for solving matters.
Our determination is getting firmer day by day.
We cannot be bound to the agreed framework, suffering only losses.
As was pointed out in the indictment of the Korean Anti-Nuke Peace Committee, the U.S. moves to delay implementing the Geneva agreement have had a bad effect on our socialist planned economy as a whole. As a result, direct losses caused by them amount to tens of billions of dollars.
We cannot suffer such losses for an indefinite period.
Moreover, we have no intention of observing the Geneva agreement because the united states refuses to abandon its attempts to use it as a lever to stifle the DPRK.
It is high time the U.S. clarified its stand about whether it will implement or break the agreed framework.
The DPRK also has the right of choice.
Kim Jong Il visits National Academy of Sciences
Pyongyang, January 12 (KCNA) -General Secretary Kim Jong Il visited the National Academy of Sciences on guidance mission Monday.
He was accompanied by Choe Thae Bok, Kim Ki Nam and Kim Yong Sun, secretaries of the Party Central Committee.
He looked round the statue of President Kim Il Sung and a monument to his local instructions erected at the academy.
Kim Jong Il said the President's immortal exploits for the development of the nation's science would always be remembered by the Korean people.
He spent a long time inspecting a newly built electronics engineering centre, mathematics institute and other units and learning about scientific research.
He highly appreciated the triumphant achievements of the scientists and technicians.
Science and technology constitute an effective motive force for the building of a powerful nation, he said, and gave the academy important tasks to improve the nation's scientific research to meet the demand of the developing situation.
He described the large army of revolutionary scientists and technicians firmly equipped with the Juche idea and deep knowledge of science and technology as the most important wealth of the DPRK, a pride of the Workers' Party of Korea and a valuable guarantee for the eternal prosperity of the nation.
He said the nation's prosperity and development depend on the efforts of scientists and technicians. He urged all the scientists to maintain the position of self-reliance, conduct scientific research based on raw materials abundant in Korea and strengthen the self-reliance of the industry.
He called for making rapid progress in science and technology including the electronics industry on the basis of the existing foundation. He asked the scientists and technicians to devote all their wisdom and energy to scientific research with a resolve to contribute to the revolution with science and technology.
In the DPRK, there are many modern and comprehensive centres of scientific research which give a strong impetus to the development of science, he said, and called for making effective use of this strong force and actively exploring new branches of science and technology.
He added that in order to make new advance in the development of science and technology, it was imperative to provide all conditions for scientific research and establish an ethos of attaching importance to science throughout the nation.
He did great favors for the scientists, saying that they are valuable assets of the nation for whom nothing should be spared.
Kim Jong Il sees New Year performance
Pyongyang, January 12 (KCNA) - General Secretary Kim Jong Il enjoyed a New Year performance given by the merited choir of the KPA.
Accompanying him were director of the KPA General Political Department Jo Myong Rok, KPA marshal Ri Ul Sol, Chief of the KPA general staff Kim Yong Chun, minister of the People's Armed Forces Kim Il Chol and KPA generals.
He was also accompanied by secretaries Choe Thae Bok, Kim Ki Nam, Kim Jung Rin and Kim Yong Sun and leading officials of the WPK Central Committee.
Put on the stage were chorus songs including "the leader will always be with us," "commander of Korea" and "ten million will be human bombs."
The respected supreme commander congratulated the choir on its successful performance.
Worldwide support for the Joint New Year Editorial of DPRK
Pyongyang, January 12 (KCNA) -- Organizations of Guyana and India made public statements in support of the proposal for national reunification set forth in the Joint New Year Editorial of Rodong Sinmun, Joson Inmingun and Chongnyon Jonwi.
The Guyana Labor Union in a statement on January 5, considering the five-point policy of great national unity set forth by the great leader Kim Jong Il to be the most reasonable way for the independent reunification of Korea, stressed that if all the Koreans at home and abroad struggle in firm unity under the banner of national reunification there is no impossibility in the solution of the reunification issue.
The Guyana Agricultural and General Workers Union in a statement on the same day supported the proposal for national reunification set forth in the Joint Editorial and expressed the conviction that the struggle of the South Korean people for the abolition and disbandment of the "national security law" and "agency for national security planning" and other institutional mechanisms which are against reunification will emerge victorious.
The Juche Idea Study Society of Delhi, India, in a statement on January 2 noted that the Indian people and world peace-loving people were sending firm solidarity to the struggle of the Korean people for national reunification.
Lecture meetings and seminars on the New Year's Joint Editorial of Korea were held by the group for the study of Kimjongilism of the Amerindian action movement of Guyana, the group for the study of the Juche idea of teachers of the Chambogo polytechnical college of Uganda and the Sunbulah International Friendship Club of Libya from January 4 to 8.
Meetings held in DPRK
Pyongyang, January 12 (KCNA) -- Meetings to vow to carry through the tasks set out in the Joint New Year Editorial were held at factories, enterprises, co-op farms and universities across the country.
Reporters and speakers at the meetings said that all the people of the country have resolutely turned out in the general advance to overcome difficulties and trials and open a powerful and prosperous, new era under the guidance of the respected Kim Jong Il in response to the Joint Editorial.
They pointed out that the people in all domains and units of the national economy must vigorously hasten the second grand march of Chollima upholding the banner of self-reliance with a firm patriotic resolve to build Korea into an economically powerful socialist state.

S. Korean authorities denounced for railroading "fisheries accord"
Pyongyang, January 12 (KCNA) -- The South Korean coalition ruling parties single handedly railroaded a motion on the treacherous "fisheries accord" signed with the Japanese reactionaries through the "national assembly."
Commenting on this thrice-cursed crime of the South Korean authorities in selling part of the territory and doing harm to the national interest, a news analyst of rodong sinmun today says: the "fisheries accord" is the worst of flunkyism and treachery.
TOK islet in the middle of the East Sea of Korea is an inseparable territory of Korea. The islet as well as the whole land of Korea has a 5,000-year long history of the nation. It is known to the international community as a Korean islet.
Nevertheless, the South Korean rulers gave up dominium over TOK islet and transferred a wide area of the east sea of Korea to Japan by adopting the "fisheries accord," yielding to the brigandish demand of the Japanese reactionaries.

New scandal of legal circles in South Korea
Pyongyang, January 12 (KCNA) -- One more scandal of legal circles evoked public criticism in South Korea, according to a radio report from Seoul.
Lawyer Ri Jong Gi, former chief public prosecutor of the puppet Taejon district public prosecutors office, made money by monopolizing over 400 civil and criminal cases a year in collusion with prosecution, court and police in Taejon in recent five years.
About 200 former or current high-ranking officials and staff of prosecution and court, staff of prison and police officers were involved in this scandal and got millions of won for each case in reward for mediation.
Civil organisations called for sternly punishing those involved in the scandal.
South Korean ruler attempts to absorb "ULD"
Pyongyang, January 12 (KCNA) -- The present ruler of South Korea betrayed his attempt to swallow up the "United Liberal Democrats," an "ally," according to a radio report from Seoul.
Han Yong Su, vice-president of the "ULD," in a press conference on January 8 asserted that it is necessary for the "national congress for new politics" and the "ULD" to merge for "stable political situation," which was supported by vice-president of the "ULD" Pak Chol On. Kim Ryong Bae and An Tong Son, vice-presidents of the "NCNP," instantly responding to it, formally proposed the merger of the two parties.
This movement indicates that the present ruler launched a new operation to swallow up the "ULD," not content with absorption of opposition "assemblymen" to secure more than 100 seats of the "national assembly" in a bid to block Kim Jong Pil's demand for "constitutional revision for the parliamentary cabinet system."
"Federation of Korean Trade Unions" declares general strike
Pyongyang, January 12 (KCNA) -- The "Federation of Korean Trade Unions" called a press conference at the House of the Federation in Seoul on January 8 and declared a general strike in solidarity with the "Korean Confederation of Trade Unions" against the "government's" unilateral "restructuring," according to a radio report from Seoul.
The "FKTU" accused the authorities of forcing unilateral personnel and wage cut on public sector, ignoring the labour-management agreement.
The "FKTU" repeatedly stressed that in case the authorities continue to force wage cut and others, it will counter it with a powerful general strike in solidarity with the "Korean Confederation of Trade Unions."

The Fact-finding Committee asked the ruling and opposition parties to join it and form a joint Fact-Finding Committee before making a package investigation into the case of theoccupation of the office room no. 529.
"The Flower Girl"
Pyongyang, January 12 (KCNA) -- The Korean revolutionary opera "The Flower Girl" was performed before full houses in several Chinese towns at the end of last year.
It was the second performance tour of China after its first one in the 1970s.
It was adapted from the immortal masterpiece "The Flower Girl" created by the great leader president Kim Il sung in the 1930s.
With the period from the end of the 1920s to the beginning of the 1930s during the colonial rule by the Japanese imperialists as its background, it is a great textbook of human philosophy.
In the work, heroine Kkotpun is an ordinary country girl who sells flowers to buy medicine for her sick mother.
Gradually, she has the revolutionary and class awareness and grows to be a revolutionary and sells flowers for the revolution.
This work was adapted for a film and opera in 1972 and for a novel in 1977 under the guidance of the great leader Kim Jong Il.
Songs of the opera were made stanzaic and pangchang and dances were introduced and stage settings were put on a three-dimentional basis.
Indeed, it is a unique work of Korean style.
The opera was performed on more than 1,200 occasions in over 40 countries including China, Japan, France and Italy.
The film "The Flower Girl" based on the original work received a special prize and medal at the 18th international film festival held in Karlovy Vary, Czechoslovakia in July, 1972.
