No change in DPRK's position at underground facility negotiations
Pyongyang, January 28 (KCNA) -- The DPRK Foreign Ministry spokesman today answered a question put by KCNA as regards the recent DPRK-U.S. underground facility negotiations and "four-way talks" in Geneva.
He said: The fourth round of "four-way talks" took place in Geneva from January 18 to 22 and the third round of underground facility negotiations between the DPRK and the U.S. was held around the talks.
The recent negotiations focussed on a question of clearing up "suspicion of underground nuclear facility" through one visit to the suspected site in Kumchang-ri, as an exception, and the U.S. compensation for it.
The U.S. side has not implemented its obligations concerning the delivery of heavy oil and the construction of Light-Water Reactors (LWR), linking the question of clearing up the "suspicion" with the framework agreement in a far-fetched manner. We warned the U.S. side of grave consequences to be entailed by the U.S. misbehaviour.
At the recent negotiations the U.S. side admitted that the "suspicion of underground nuclear facility" is one thing and the framework agreement is quite another and affirmed that it will accelerate the delivery of heavy oil and the construction of LWR. That is a fortunate thing.
At the same time, the U.S. admitted that the work of clearing up the "suspicion" is an exception, and hinted that it affirmatively taking into account the DPRK's demand for compensation. That can be said to be significant progress.
Clear is the DPRK's position as regards the work of clearing up the "suspicion."
We will never allow the nation's sovereignty and dignity to be violated even 0.001 percent under the pretext of "suspicion."
In case the U.S. side has a correct understanding of our position and asks for cooperative settlement of the problem, promising to make a compensation with 300 million U.S. dollars in cash or with something equivalent to the amount of money, we may consider such a solution as allowing one visit to the site in Kumchang-ri as an exception.
Our position will remain unchanged at the future negotiations.
The fourth round of "four-way talks" began its activities with the inauguration of two subcommittees.
An incident of blackmail to and abduction of a diplomat of the DPRK in Berlin, which occurred just before the talks, hindered progress at the talks and made prospects for the future talks gloomy.
We have enough evidence that the U.S. and South Korea are deeply involved in the recent incident. So, we doubt whether they want to build confidence with us or they seek to escalate tensions and confrontation through such provocation as the incident.
If the U.S. and South Korea truly want to see the adoption of measures for confidence building at the "four-way talks," they should return our diplomat whom they abducted on the strength of blackmail and should affirm that they will prevent the recurrence of such an incident.
Along with this, they should meet our just demand for the U.S. troop pullout from South Korea and the signing of a peace agreement between the DPRK and the U.S. and clear the real obstacles from the way of peace on the Korean peninsula.
We feel regret at making no progress at the recent talks, with the U.S. and the South Korean side refusing to have discussions on the question of putting a period to the intervention of outsiders, a source of tensions, confrontation and dangerous war on the peninsula.
We urge the dialogue partners once again to give priority to the U.S. troop pullout from South Korea and the signing of a peace agreement between the DPRK and the U.S. if they truly want a lasting peace and reunification on the peninsula.
Party on National Day of India
Pyongyang, January 28 (KCNA) -- Indian Ambassador to Korea Jagjit Singh Sapra gave a party on Jan. 27 on the occasion of the 49th anniversary of the Indian National Day.
Invited to the party were Yang Hyong Sop, vice-president of the presidium of the Supreme People's Assembly of the DPRK, Ryom Sun Gil, chairman of the central committee of the General Federation of Trade Unions of Korea and concurrently vice-chairman of the Korea-India Friendship Association, and personages concerned.
Foreign diplomats here were also invited.
Speeches were made there.
Preparatory committees formed in foreign countries
Pyongyang, January 28 (KCNA) -- Preparatory committees were formed in Congo, Italy and Tanzania on Jan. 20 and 23 to celebrate the 57th birthday of General Secretary Kim Jong Il.
Preparatory committees decided to set a celebration month and organise colourful functions.
Inaugural meetings laid emphasis on grandly celebrating the birthday of Kim Jong Il as a common holiday of humankind.
Kim Jong Il highly praised
Pyongyang, January 28 (KCNA) -- Boubacar Diakite, secretary general of the African Regional Committee for the Study of the Juche Idea, made public a statement on Jan. 18 with the approach of General Secretary Kim Jong Il's 57th birthday.
He said that it is natural to significantly celebrate the birthday of Kim Jong Il, an outstanding thinker and theoretician and a great statesman, on a worldwide scale and that it is of great importance.
Kim Jong Il has developed and enriched the Juche Idea, a doctrine centred on the popular masses, and has pursued the politics based on it, the secretary general said.
He expressed the belief that the Juche Idea will win a brilliant victory in Korea and global independence will be realised under the wise guidance of Kim Jong Il.
Korean books donated to India
Pyongyang, January 28 (KCNA) -- A ceremony of donating Korean books was held in India on Jan. 22 with the approach of the 57th birthday of General Secretary Kim Jong Il.
The DPRK Ambassador to India handed famous works of the President Kim Il Sung and General Secretary Kim Jong Il and other Korean books to a secretary of the central committee of the Revolutionary Socialist Party of India.
Student leader walked off
Pyongyang, January 28 (KCNA) -- The South Korean authorities on January 21 walked off Ri Sok Ju, chairman of the National Reunification Committee of the 6th-term South Korean Federation of University Student Councils (Hanchongryon), by invoking a fascist law, according to a news report.
Ri Sok Ju had been wanted by the police for the reason that he decisively denied the authorities' definition of Hanchongryon as an "organisation benefiting the enemy" and took the lead in the students' struggle.
Dangerous war game against DPRK
Pyongyang, January 28 (KCNA) -- Rodong Sinmun today comes out with a signed commentary on the provocative "RSOI" exercise the South Korean authorities plan to stage with the U.S. aggression forces in April.
Branding it as a dangerous plan for a war aimed at invading the north, the news analyst of the paper says: The planned war exercise is part of premeditated moves to find an excuse to provoke an overall war under the pretext of "threats" from the north and thus unleash a nuclear war against the north at any cost.
The U.S. and the South Korean rulers are further intensifying military pressure and threats against the DPRK, raising a hue and cry over the non-existent "underground nuclear facility" in the DPRK and "threats of its ballistic missiles."
They are deliberately aggravating tensions, spreading rumours about "March and April crises."
In every aspect, the planned "RSOI" is aimed at making an attack on the DPRK.
The South Korean authorities are advertising the exercise as an "annual command post exercise" and "defensive training." But there is nothing but a sophism to cover up its aggressive nature.
It is very clear that the South Korean rulers, together with the U.S., intend to ignite the already-prepared train of war against the north under the pretext of the north's "threats" and "provocation."
It is our spirit and character to answer fire with fire and war of aggression with liberation war.
If the enemies finally unleash a war against the DPRK in disregard of our warning, they will be reduced to ashes by our merciless, annihilating retaliatory blow.
Book on Kim Jong Suk published
Pyongyang, January 28 (KCNA) -- The educational book publishing house has recently published a book "Comrade Kim Jong Suk, Supreme Incarnation of Devoted Defense of Leader."
The book contains many materials on undying exploits and noble life of Kim Jong Suk who defended the President Kim Il Sung with an absolute revolutionary outlook on the leader.
It is composed of 3 chapters.
The first chapter says that during the anti-Japanese armed struggle and the building of a new country after liberation, Kim Jong Suk devoted herself to thoroughly carrying out Kim Il Sung's ideas without an inch of deflection, considering them as her revolutionary faith and a maxim of her life and struggle.
The second and third chapters deal with the brilliant exploits of Kim Jong Suk, who devotedly defended Kim Il Sung's absolute prestige and personal safety.
S. Korean workers' struggle for vital rights
Pyongyang, January 28 (KCNA) -- Some 6,300 employees of the head office of the semi-conductor company of the L.G. Business Group in Chongju, South Korea, stopped work all at once on January 24 to win vital rights against the amalgamation of semi-conductor companies, according to a Seoul-based radio report.
Angered by the behaviour of the company in banning even activities of an emergency measure committee without ensuring their rights to existence and in forcing "restructuring," they tendered resignations and suspended work.
Some 1,300 employees of the Kumi Factory of the company tendered resignations before starting a struggle.
Conflicts between ruling and opposition parties in S. Korea
Pyongyang, January 28 (KCNA) -- The opposition "Grand National Party" of South Korea expanded its struggle out of the "National Assembly," according to news reports from Seoul.
It had fought against arbitrary acts of the ruling parties at the "assembly."
On January 24, it held a rally in Masan, South Kyongsang Province, to denounce the Kim Dae Jung regime's failed state policy and illegal inspection. It bitterly lashed out at crimes of the "people's government," taking issue with political inspections by the "Agency for National Security Planning" exposed through the office room No. 529 of the "assembly", railroading of bills by the ruling parties through the "assembly" in the absence of opposition, increase of unemployment and economic bankruptcy.
After the rally, members of the opposition party waged a street demonstration urging the apology of the present chief executive.
The ruling parties, the "National Congress for New Politics" (NCNP) and the "United Liberal Democrats" are setting themselves against the resistance of the opposition party. The "NCNP" is trying to destroy the foundation of the opposition party.
Korea will make turning-point this year
Pyongyang, January 28 (KCNA) -- Now the Korean people are making active efforts to build a powerful socialist country.
A joint editorial published on the New Year put forward "Let this year mark a turning-point in building a powerful nation " as a slogan of struggle that should be firmly upheld by the Workers' Party and people of Korea.
A powerful socialist nation is an invincible country that is imbued with the idea of General Secretary Kim Jong Il and that brilliantly embodies the Juche-oriented politics of attaching importance to military affairs.
An ideologically powerful socialist country is the embodiment of the spirit of devotedly defending the leader.
Korea has become a socialist fortress based on the great idea and strong faith in the course of firmly maintaining and thoroughly implementing the idea and line of General Secretary Kim Jong Il in the building of the party, state and army and all domains of social life.
The Korean People's Army has developed into an ideologically powerful army with firm faith. It has strong courage, attack spirit and militant character, so it looks down upon the world's only the superpower and knows no impossibility and fights it out with enemies.
This year the Korean people will direct great efforts to building an economically powerful nation while further consolidating political, ideological and military foundations already laid.
The major tasks for economic construction this year are to place production on a steady footing in all branches of the national economy, put the economy as a whole on the right track and to stabilize and improve the people's standards of living.
Nationwide efforts will be channeled into agriculture while force will be concentrated on developing electric power, coal and metallurgical industries and easing strains on railway transport.

Mausoleum of King Wang Kon, founder of Koryo
Pyongyang, January 28 (KCNA) -- Five years have passed since the mausoleum of King Wang Kong was renovated.
Wang Kong is the founder of Koryo which existed for 475 years from 918 to 1392 as the first unified state of Korea.
He founded Koryo in 918. He merged later Silla in 935 and later Paekje in 936 and thus unified the historically separated territory for the first time and paved the way for the unified development of the nation.
In order to convey his feats in the history of the nation forever, Korea wonderfully renovated his mausoleum on January 31, Juche 83 (1994), his 1117th birthday.
The mausoleum is located at the foot of Mt. Songak in Kaephung county, Kaesong.
The mausoleum district includes the gate of the Mausoleum, a service hall, stone sculptures, a "Monument to the renovation of the mausoleum of King Wang Kong, founder of Koryo," and a park. The total plottage of the mausoleum is 55,000 square metres.
The tomb of Wang Kong is a three-stage building type. The exterior of the tomb is encircled by folding screen stones embossing 12 images of the spirits of the terrain and a grave of a half-moon shape has been earthed up.
The tomb, is surrounded by balustrades, sculptures of four Korean tigers, eight statues of civilian and military officers, stone lanterns and stone posts.
The folding screen stones and stone sculptures, all granite, are precisely and vividly described, fully showing a high level of the development of stonework technology of Koryo.
Mural paintings are pictured on walls and the ceiling of the tomb. Their antique color is preserved as well as was since more than 1,000 years ago.
Bamboo, pine trees, a blue dragon, a white tiger and plums on the mural paintings symbolize the resolute principle, resourcefulness and strong spirit of the Korean
nation.
Exhibited in the service hall are a portrait of Wang Kong and six paintings showing his activities.
The mausoleum is a precious cultural treasure showing the tradition of the time-honored history and culture of the Korean nation.
Ideologically powerful socialist country
Pyongyang, January 28 (KCNA) -- An ideologically powerful socialist country, the DPRK, is a product of the spirit of devoted safeguard of the leader and an invincible might.
The DPRK has become an ideologically powerful socialist country because all the Korean people are firmly armed with the spirit of devoted safeguard of the leader.
Rodong sinmun today stresses this in a signed article.
It goes on:
The invincible might of the ideologically strong DPRK finds expression in the fact that the spirit of human bomb is prevalent in the country and that all the people are absolute followers of his revolutionary ideas and hot-blooded defenders of his unquestioned authority.
All the Korean people are following the spirit of the People's Army that is setting an example in displaying the spirit of devoted safeguard of the leader, human bomb and suicide attack so as to prepare themselves to dedicate their lives as Ri Su Bok and Kil Yong Jo did.
To devotedly defend Kim Jong Il's ideas and preserve them 100 percent is a way of defending the leader, the revolution and the country. This is a fixed faith of the Korean people.
The Korean people are struggling in hearty response to his ideas in face of frantic ideological and cultural poisoning by the imperialists and reactionaries.
The ideologically powerful socialist country of the DPRK, which is imbued with the spirit of devoted safeguard of the leader is based on his greatness.
That is why the Korean people are devotedly defending him and consolidating the ideologically powerful socialist country, singing from the bottom of their heart a song "No motherland without you."
Violated principle of simultaneous action
Pyongyang, January 28 (KCNA) -- The United States made another mockery of the Korean people by violating the principle of simultaneous action in the implementation of the DPRK-U.S. agreed framework.
Commenting on this a news analyst of Rodong Sinmun today says:
The U.S. is behaving arrogantly in disregard of the principle of simultaneous action vital to the implementation of the agreed framework. This clearly shows that it takes no account of the international law and usage and has no respect for the dialogue partner.
Relations between the two countries can be improved and the nuclear issue on the Korean peninsula be smoothly solved according to how both sides try to solve the nuclear issue of the Korean peninsula. The DPRK-U.S. agreed framework requires simultaneous actions of the both sides.
The U.S. has not only delayed the construction of light water reactors but also has not delivered heavy oil to the DPRK as scheduled. It has not "eased sanctions" but tightened them. On the contrary, nuclear and military threats to the DPRK have been more intensified.
It proves that the U.S. is not interested in resolving the nuclear issue of the Korean peninsula but tries to suffocate, isolate and stifle the DPRK economically by means of the agreement.
It had no intention to implement the agreed framework when it adopted it with the DPRK. It foolishly thought that the DPRK "might collapse" before parts of light water reactors are provided to the DPRK.
Its true intention was to block the development of the self-supporting nuclear power industry of the DPRK and weaken its economic and military potentials by wasting time with light water reactors as a bait.
An international convention is not such a thing as may be implemented or not. We have suffered economic losses in reward for sincere implementation of the agreed framework.
Under this condition the u.s. Should make compensation and reparation for that.
If the U.S. wants to break the agreed framework, we will not be confined only to it, but will freely develop the independent nuclear power industry. This is our legitimate right and answer to the U.S. which has violated the agreed framework.
Ranks of inventors on increase
Pyongyang, January 28 (KCNA) -- A short while ago, a meeting was held in Pyongyang to award a prize and a medal of the World Intellectual Property Organization (WIPO) to Pak Chan Sik, a worker at the Mirim Concrete Block Factory, who developed a hi-fi concrete hardening accelerant. He made six inventions and three technical discoveries before.
Pak's hi-fi hardening accelerant causes concrete blocks to harden 3 to 5 times quicker.
In general, blocks of concrete are to be steamed for 28 hours at temperature of 80'c.
The new accelerant helps cement and aggregates to be hardened with no outlay of electricity and coal in a day at atmospheric temperature, thus increasing the speed of building operations by 3.5 times.
In the DPRK there are a great number of workers and farmers who have been awarded the prizes of international organizations and DPRK titles of inventor, doctor and master.
A case in point is Dr. Kim Su Yong who is working at the Anbyon Mushroom Cultivation Centre.
One day he found large mushrooms growing in a deep mountain. This prompted him to a strong desire for the culture of a new species.
To this end, he strove to acquire a rich stock of knowledge needed in his study, enrolled in a study-while-working higher educational system. In the course of this, he finished two university courses and three post-graduate courses in three universities.
Of course, it was by no means a royal road= obstacles and difficulties had to be met. But never disappointed at his 40 failures, he finally succeeded in the culture of mushroom of a new species.
The study-while-working system in the DPRK includes factory higher technical schools, university-level factory (farm and fishermen's) colleges, correspondence courses or evening courses of regular universities. With the experience of practical activities in production, workers are being trained to become pillars of the country, capable of combining theory and practice.
Among the graduates of factory colleges, about 1,000 persons have obtained academic degrees and titles and become people's and merited scientists and engineers of first and second grades.
Some 57,000 scientific discoveries made by them have proved to be helpful in scientific and technical development of the country and the building of socialism.
Thanks to the government policy of giving priority to science and technology, the ranks of inventors are on the steady increase.
Remarks of brazen-faced Hwang
Pyongyang, January 28 (KCNA) --Jang Kum Il, member of the society for correct understanding of the north in South Korea published an article titled "remarks of brazen-faced Hwang," Seoul-based radio Voice of National Salvation said.
In the article Jang commented on the remarks made by Hwang Jang Yop, who is not a full-fledged citizen nor a free member of society, at a feast.
He said:
Hwang, who lives like a mole in a back room, acted rashly, slandering the north.
On January 21 a defector to the south, Hwang, gave a "lecture" at a luncheon meeting sponsored by a general association of managers at the Silla Hotel.
In his "lecture" Hwang called for "focussing all the exchanges and cooperation with the north on the disintegration of the government in the north."
He has claimed that he came to the south for the prevention of a war. He is now inciting a war, crying for concentrating even inter-Korean exchanges and cooperation on the collapse of the north.
He went so far as to say that the north should be induced to reform and opening through the medium of organised promotion of "sunshine policy."
The present chief executive of South Korea has engaged himself in putting into practice "a sunshine theory" which he claimed is the mainstay of the policy towards the north, but in vain. As a consequence, he replaced the theory with what he calls "magnanimity."
Hwang, however, acts as if he were an architect of the fiction of the "opening of the north," urging "Chongwadae" to make "organised promotion of the sunshine policy."
As to "food aid to the north," he said that if it is sent to the north as military supplies, the plunder by the army will decrease.
Indeed, malicious is Hwang who describes even supply of food to the army of the fellow countrymen as plunder and calls for mixing poison into it.
It is a palpable truth that remarks from a renegade do not stand to reason.
Ridiculous remarks are being made by Hwang, who is prolonging his remaining days in reliance upon the "Agency for National Security Planning", in a bid to pay for his food.
The purpose of Hwang's "lecture" given to businessmen is to throw a wet blanket over the desire of businessmen for inter-Korean cooperation and exchange, which is growing stronger with the recent north visit of the Hyun Dai business group. It is also to block the sympathies of a growing number of people for the north.
"Chongwadae" which is taking a mole like Hwang under its wings will certainly fall down and the self-styled "Government for the People" will collapse of its own accord.
It is necessary to leave a mole alone underground.
S.Korea and U.S. should be condemned internationally
Pyongyang, January 28 (KCNA) -- Measures have been taken in foreign countries to protest the kidnapping of a secretary of the DPRK mission in Germany.
O. Shenin, chairman of the Council of the Union of Communist Parties-the Communist Party of the Soviet Union, said that his party would send a protest letter to the U.S. and the South Korean authorities embassies in Russia.
The vice-chairman of the Communist Party of Germany expressed indignation at the enemy's kidnapping. He said that he will expose the incident through his party's organ and send a protest letter to the U.S. and South Korean authorities embassies in his country.
The director of party relations of the Lao People's Revolutionary Party and the Minister of the Office of Prime Minister said that the kidnapping of a diplomat and his wife is a violation of the international law and a move against socialism, and the kidnapped persons should be reinstated at once.
The vice-speaker of the parliament of the Czech Republic said he was astonished at the enemy's plot. If it is true, South Korea and the U.S. should be condemned internationally, he said.
Four political parties and organizations including the leader of the Amerindian Action Movement of Guyana and the general secretary of the Good Green Guyana in statements branded the South Korean authorities ' kidnapping of a diplomat in broad daylight as a flagrant violation of human rights and international law. It is, they said, natural that the DPRK announced that the terrorism would cause unexpected consequences in the development of the relations between the north and south of Korea and between the DPRK and the United States and it would make the enemies pay dearly for it.
They urged South Korea and the United States to ponder over it and send the diplomat back without delay.
Seven political parties and four organizations including the Socialist Revolutionary Party of Peru, the Communist Party of Peru (Red Motherland), the Peru-Korea Institute of Culture and Friendship and the Peruvian Committee for Supporting the Independent and Peaceful Reunification of Korea demanded in statements that the South Korean authorities clique and the "Agency for National Security Planning" (ANSP) admit their kidnapping, reinstate the couple, dissolve the "ANSP", a den of crimes, and abolish the evil "National Security Law" and that the United States admit it is an accomplice in the kidnapping.
The statements called for all governments, parliaments, political parties and organizations of the world and the UN Commission on Human Rights to put the incident under serious discussion and punish the criminals and supported the DPRK's just stand and step to punish the criminals.
The European headquarters of the National Alliance for the Country's Reunification (Pomminryon), an overseas Korean organization, sent a statement and a document on the truth to several state organs political parties and organizations of Germany, denouncing the criminal moves of the South Korean authorities and the United States.
The statement of the Korean Committee for the Peaceful Reunification of the Fatherland was reported in Detai Czech Republic, India, Egypt and Indonesia.
