DPRK Foreign Ministry spokesman on S. Korea-Japan "fisheries accord"
Pyongyang, January 29 (KCNA) -- The spokesman for the Foreign Ministry of the DPRK described a new "fisheries accord" between South Korea and Japan as a criminal document of aggression and treachery and declared the "accord" null and void.
He made clear this position in a statement issued today after Japan and the South Korean authorities exchanged "instruments of ratification" of the new "accord" on January 22 to carry it into effect.
Both in view of content and in view of character, the new "fisheries accord" is a criminal document of aggression and treachery, which gravely encroaches upon the sovereignty and territorial integrity of the Korean nation, he said, and continued: The "accord" completely ignores Korea's claim to the sovereignty over Tok Islet, part of its territory. It mirrors unilateral interests of Japan in terms of the definition of the waters of jurisdiction.
The Japanese authorities goaded their South Korean counterparts with neither independence nor principle into signing the shameless "accord" of aggression in broad daylight. That fully shows that they are making desperate efforts to realise their wild ambition to stage a comeback to Korea as never before.
The dastardly treachery of the South Korean authorities who do not hesitate to sell off the interests of the nation in a bid to maintain their power and the criminal act of the Japanese authorities who are stretching their crooked tentacles of aggression to Korea give rise to the unanimous indignation from the Korean people. The treachery and criminal act can never be pardoned in any case.
We never admit the recent "accord"which was announced by a herd of traitors in South Korea who are not entitled to represent all the Korean people rigged up in conspiracy with Japan obsessed by the wild ambition for staging a comeback.
We solemnly declare the "accord" null and void.
The aggressors and traitors have gravely encroached upon the sovereignty and territorial integrity of the Korean nation by carrying into effect the "fisheries accord" at a time when the situation which can be seen only on the eve of a war is prevailing in the Korean peninsula as a result of reckless military provocation on the part of the U.S., Japan and the South Korean authorities.
They will certainly face a stern judgement.
Annual meeting of Bulgaria-Korea Friendship Association held
Pyongyang, January 29 (KCNA) -- An annual meeting of the Bulgaria-Korea friendship Association was held in Sofia on Jan. 20.
Georgi Stoyanov, chairman of the association, made a report on last year's work of the association, which was followed by speeches.
The reporter and speakers expressed full support to the Korean people's struggle to realise General Secretary Kim Jong Il's plan for building a powerful nation. They said that they will strengthen friendship and solidarity with the fraternal Korean people.
They touched on ways of strengthening the work of the friendship association including active propaganda on Korea among the Bulgarian people through various functions.
U.S. urged to fulfil DPRK-U.S. framework agreement
Pyongyang, January 29 (KCNA) -- Indian public figures in statements condemned the U.S. for violating the DPRK-U.S. framework agreement.
Secretary general of the Centre of Indian Trade Unions M. K. Pandey in a statement dated Jan. 21 stressed that the DPRK put forward the constructive proposals for realising denuclearization of the Korean peninsula and achieving national reunification and has made persevering efforts for their materialization, but the U.S. is goading South Korea to nuclear development and staging nuclear war exercises against the DPRK almost every day.
He bitterly denounced all military provocation moves of the U.S. troops and strongly demanded that the U.S. honestly fulfil the Geneva agreement.
Abani Roy, secretary of the C.C., the Revolutionary Socialist Party of India, in the January 20 statement said that the U.S. should fulfil its obligation to the agreement at an early date so as to contribute to the denuclearization and security of the Korean peninsula.
Friendship gathering with Chinese embassy officials
Pyongyang, January 29 (KCNA) -- The International Department of the Central Committee of the Workers' Party of Korea arranged a friendship gathering with officials of the Chinese Embassy on Jan. 28 on the New Year, Juche 88 (1999).
Invited there were Chinese Ambassador to Korea Wan Yongxiang and embassy officials.
Ji Jae Ryong and Choe Jin Su, vice department directors of the WPK Central Committee, and officials concerned were on hand.
Speeches were made at the gathering.
The participants deepened the feelings of friendship, Conversing with each other on invariably consolidating and developing the Traditional Korea-China Friendship generation after generation.
More undisguised Japan's ambition
Pyongyang, January 29 (KCNA) -- Major diet-men from the Liberal Party, a coalition ruling party of Japan, on Jan. 25 decided to set up a "society for the study of economic
Security" to cope with "emergency" on the Korean peninsula, according to a news report.
The society which is allegedly to discuss matters arising in Japan's "security" policy centering on "concrete counteraction in case of 'emergency' on the Korean peninsula" will have a confab for the first time on February 8, the report said.
The diet-men from the liberal party in a prospectus for building the society said that the defense agency should be promoted to the Ministry of National Defense, the "Self-Defence Forces" be considered to be the national defence forces and the revision of the constitution not be prohibited but be discussed.
For the present, they reportedly plan to invite officials of the "SDF" to discuss the management of the "SDF" and the point at issue in the event of contingency on the Korean peninsula, that is, in case missiles of North Korea are launched or the United States makes an armed attack on North Korea.
This is an undisguised revelation of the Japanese reactionaries' ambition to stage a comeback to the Korean peninsula.
GI's outrage in South Korea
Pyongyang, January 29 (KCNA) -- A non-commissioned officer belonging to the Naval Intelligence Service of the U.s. 8th army present in South Korea murdered a South Korean woman and a four-year-old girl on January 27, according to a news report.
He killed woman Jon Ji Na and girl Ri Po Bi in Ryongsan district, Seoul, in cold blood and burnt the bodies.
From 1981 he had made her a sexual plaything and maltreated her. He committed such an outrage one day before his return home.
The South Korean authorities, far from punishing him, dastardly transferred him to the U.S. troops' side.
We are ready for any confrontation
Pyongyang, January 29 (KCNA) -- The U.S. Secretary of Defense and the chairman of the joint chiefs of staff said the "threat to the U.S. mainland by the DPRK's missile" is growing and that, to cope with it, the United States should speed up the establishment of the "Anti-Ballistic Missile" system and consider the revision of the "Anti-Ballistic Missile (AMB) treaty." They added that the U.S. might withdraw from the treaty in the worst case.
Commenting on it, a news analyst of Rodong Sinmun today Says: Such remarks of the U.S. top military officials show how recklessly they are running to attain their aggressive bid by "threatening" the DPRK.
The DPRK is neither surprised by any "threat" nor will it avoid any sort of "confrontation". It will unhesitatingly confront anything whether it is missile or nuclear weapon.
It will certainly win in a war. This is just the stand and determination of the People's Army and the people of Korea.
The United States should clearly know that it can not subdue the DPRK with any up to date weapons or means.
In order to undermine Korean socialism, it employed every conceivable method an isolation and suffocation policy, appeasement tactics and nuclear threat and military pressure. But none of them bears fruit.
As everyone knows, the essence of the current DPRK-U.S. relations is not confrontation over the proliferation of weapons of mass destruction such as nuclear weapons and missile but ideological and political confrontation.
An ideologically powerful nation is sure to win in confrontation between strength and ideology.
As long as the United States does not abandon the intention to stifle the Korean socialist system, military conflict and nuclear war are inevitable.
The People's Army and the people of Korea are alertly watching the U.S. moves for provoking a nuclear war.
If the United States persists in nuclear confrontation, it will have to pay even for the crimes it committed a hundred years ago.
A Minju Joson commentary says the Korean people are ready for any nuclear confrontation, stressing it is the DPRK's stand that it cannot but take an appropriate counteraction if the United States persists in nuclear confrontation.
S. Korean authorities denounced for suppression of Hanchongryon
Pyongyang, January 29 (KCNA) -- The South Korean authorities walked away Ri Sok Ju, chairman of the National Reunification Committee of South Korean Federation of University Student Councils (Hanchongryon) on charges of violating the "National Security Law."
Rodong Sinmun today carries a signed commentary in this regard.
It says:
The South Korean authorities charge him for having denied the definition of Hanchongryon as an "enemy-benefitting organization" and led students' struggle for reunification.
the charge is a sophistry of the fascist authorities hell-bent on brutal suppression, ignorant of patriotism.
Hanchongryon is a patriotic organization struggling in South Korea for independence, democracy and reunification.
the present authorities of the self-styled "people's government" are running wild to obliterate Hanchongryon.
from the beginning of the year they arrested 4 students including chairman of the General Student Councils of Korea University, and patriotic-minded students for the mere reason that they did not break with Hanchongryon, but waged an anti-U.S. demonstration.
They are mistaken. fire and bayonets are powerless when confronted with justice.
The South Korean ruling quarters should give up their foolish attempt to suppress and obliterate Hachongryon, stop wielding the bayonet and release patriotic students at once.
Jagang Province, model of the country
Pyongyang, January 29 (KCNA) -- The economic life of Korea is very difficult owing to the isolation and suffocation moves and years of natural disasters.
That is why a powerful drive is being launched at all units to overcome difficulties and live in the spirit of self-reliance. Jagang province stands in the van of the drive across the country. The province is located in the northern highlands with many steep mountains. The temperature and the ratio of hours of sunshine are low and arable land is limited.
But the province made use of all possible conditions in the past one year, undergoing a face-lifting.
First of all, it built more than 240 minor power stations along many rivers and streams. It satisfied the needs for electricity of hundreds of industrial establishments and farms and ensured electric heating of many dwelling houses by using more than 17,000 kw of the new generating capacity.
Songgan county, in particular, puts into the state electricity system the surplus power after meeting its demands for electricity.
Land construction was powerfully promoted. Last year some 1,740 objects were repaired, exteriors of more than 7,037,000 square meters of buildings painted, about 45,000 square meters of sidewalks mended and roads paved, so that the provincial, city and county seats assumed new looks. The technical security of all roads and bridges was improved.
By using dams of power stations built in different parts, the province arranged fish farms, readjusted rivers and streams and planted trees through a mass campaign, thus creating beautiful living circumstances.
A bright prospect was opened for increasing the agricultural production as a whole including vegetables and sericulture last year. Particularly, the number of domestic animals increased nearly 100,000 last year.
General Secretary Kim Jong Il, giving on-site guidance to the work in different sectors of the province early last year, highly praised the fighting spirit of self-reliance of the officials of the province.
Saying Jagang province has come to make a cheerful march from then on, not the "arduous march", he stressed that the whole country should follow the example of the province.
S. Korean ruler's crimes cartooned
Pyongyang, January 29 (KCNA) -- Press media of South Korea bitterly condemned the present ruler for his treachery and despicable scramble for power, cartooning the ugly sight of his floundering in political and economic crisis.
The Magazine Hangyore 21 carried a caricature titled "aim of dispute over possession rights in Tok Islet." In the caricature the Japanese Prime Minister, after the signing of the criminal "South Korea-Japan fisheries accord", utters yells of delight before his clans, with a rich dish of fish in his hand, on which letters "more than a half of the golden fishing ground" are seen.
A cartoon titled "politics and people's livelihood" of another magazine news people shows the present reality of South Korea where people's life has been driven into the depth of misery by corrupt politics. In the cartoon fat ruling and opposition political charlatans portrayed as frogs are steeped only in scramble for power, on the top of mountain in front of a closed building indicative of the death of "people's life" under the "trusteeship" in autumn.
The Newspaper Hankuk Ilbo carried a cartoon entitled "no reaction" indicating failure of "restructuring" proposed by the chief executive of South Korea. In this cartoon the ruler "enforces" the five conglomerates to reduce their "weight" (business). However, they show no "reaction" but their weight increases, making the beam of a steelyard bent.
Besides, caricatures on corruptness of the South Korean society were carried by the Newspaper Dong-A Ilbo, magazines news maker and weekly South Korea and other publications.
Pride of Korean people
Pyongyang, January 29 (KCNA) -- The Korean people have a pride which is different from other peoples.
They have a pride of being an honorable victor in the forced march of socialism last year.
They significantly celebrated the 50th anniversary of the DPRK and launched the first artificial satellite "Kwangmyongsong 1" into orbit in face of the isolation and suffocation moves of the enemies and repeated natural disasters, thus dynamically demonstrating the strong power of the country.
Solid foundations have been laid to activate production in different sectors of the national economy including electricity, coal, metal and other key industries. And the peculiar state body system of Korean style has been built so that foundations of eternal value that guarantees the prospect of the country and the nation have been laid. It was not under favorable circumstances all the achievements have been made.
The Korean people have made the forced march of socialism holding the slogan "Let's go, laughing although the thorny paths lie ahead of us " when the U.S. and their followers aggravated the situation over the DPRK's launch of the satellite, "suspected underground nuclear facility" and "military threat," all the Korean people honorably defended their system, their country, taking a rifle in one hand and a hammer and a sickle in the other.
A serious damage was caused by downpours, hails, typhoons and tidal waves that hit the whole areas of the DPRK last year, but the Korean people pushed ahead with socialist construction, making and eating substitute foodstuffs.
A bright prospect for building a powerful nation has been opened through the forced march of socialism unprecedented in history. This is a fruition borne by undying feats of General Secretary Kim Jong Il.
Giving personal guidance to different units in Jagang, Ryanggang, North Hamgyong and South Phyongan provinces, he made sure that the whole country made a new great advance in the spirit of Kanggye, following the torch kindled by the workers of the Songjin Steel Complex.
The Korean people will effect a great turn at a canter with confidence of being victors this year, too.
U.S. and S. Korean authorities hit for attempting to obliterate Hanchongryon
Pyongyang, January 29 (KCNA) -- Recently the U.S. embassy in Seoul urged the South Korean authorities to take a measure in the wake of an anti-U.S. demonstration of the South Korean Federation of University Student Councils (Hanchongryon), says Minju Joson in a signed commentary today.
The news analyst says:
The U.S. demand is an expression of the fear of those who are upset by the anti-U.S. struggle for independence which is gaining momentum in South Korea as days go by.
The U.S. seeks to facilitate the colonial rule in South Korea by suppressing and obliterating Hanchongryon.
The brigandish demand of the U.S. for intensified suppression of Hanchongryon can never be allowed in view of national dignity.
The South Korean authorities, far from protesting against the brigandish U.S. interference, have intensified suppression of Hanchongryon, saying that Hanchongryon plans to stage a protest demonstration against major U.S. military installations, together with overseas anti-U.S organizations.
The U.S. had better get out of South Korea before it is engulfed in the flames of a nation-wide anti-U.S. struggle.
The South Korean authorities should stop the anti-national suppression of patriotic forces with the backing of outside forces.
Japanese Sankei Shimbun hit for false report
Pyongyang, January 29 (KCNA) -- The DPRK Foreign Ministry spokesman today answered a question put by KCNA in the wake of a recent false report of the Japanese Sankei Shimbun that last year the DPRK proposed the DPRK-U.S.summit talks to the U.S. side.
On January 22 the Japanese Sankei Shimbun quoted diplomatic sources in Washington as saying that the U.S. side dismissed a DPRK-proposed summit talks in Washington last year and that a north Korean official who is deeply involved in the policy toward the U.S. informally conveyed the proposal while participating in a seminar at the U.S. Defense University in Washington in the last spring.
The report is virtually false.
Up to this date the hostile relations between the DPRK and the U.S. remain unchanged, with the U.S. still pursuing the hostile policy toward the DPRK. So, we have had no idea of having summit talks between the DPRK and the U.S.
No one from our side has participated in the seminar.
No doubt, such a false report of the Sankei Shimbun is part of the anti-DPRK smear campaign of the U.S. and Japan to tarnish the image of the DPRK over its underground facility and the launch of artificial satellite though the report is a product of the newspaper office or of the instigation by someone.
The smear campaign of the enemies will bear no fruit.
