KCNA on U.S. dangerous "countermeasure"

   Pyongyang, January 30 (KCNA) -- A spokesman for the U.S. Defense Department on January 26 insisted on "maintenance of deterrent force" and "countermeasure" to cope with the DPRK's "launch of missile," according to a news report. His strong remarks cannot be overlooked because they were urged by the U.S. Intention to draw public opinion to the "missile issue" of the DPRK, tarnish its high international Prestige and justify the U.S. hostile policy toward the DPRK.
    To develop, test and launch a satellite or missile is an issue which belongs wholly to the sovereignty of the DPRK, and no one can poke his nose into it. This is why the DPRK has clarified that anyone has no right to bargain about its policy on missile. Not content with its smear campaign over the DPRK's policy on missile, the United States has gone the length of crying out for "countermeasure." This is an ample proof that the U.S. is recklessly trying to stifle the DPRK with "strength." As a matter of fact, the U.S. has no face to find faults with the DPRK's policy on missile.
    It is none other than the U.S. That has posed threats to the DPRK and other countries with a large number of ballistic missiles and inter-continental ballistic missiles deployed. No one can predict when the U.S. missiles targeted at the DPRK will be launched. This is enough to guess how dangerous the U.S. "countermeasure" will be. It is the indomitable will of the Korean people and People's Army to answer "countermeasure" with a counteraction. The United States would be well advised to give up its foolish design to attain its sinister purpose by finding faults with the DPRK.


Remarks of kidnappers

   Pyongyang, January 30 (KCNA) -- The Agency for National Security Planning (ANSP) of South Korea, the headquarters of abduction, terrorism and trick, is cooking up another anti-north intrigue. As known, a secretary of the DPRK mission in Berlin, Germany, and his wife were kidnapped on Jan. 13 in broad daylight by the "ANSP" in collusion with the United States. The South Korean authorities' abduction of the DPRK's diplomat in Germany, a self-styled law-governed state, is a wanton violation of human rights and international law, a grave encroachment upon the sovereignty of Germany and an open provocation against the high dignity of the DPRK.
    As regards the authorities' anti-national, anti-reunification criminal act, the Committee for the Peaceful Reunification of the Fatherland published a statement strongly demanding that the United States and the South Korean authorities make an apology for the ANSP's kidnapping in Berlin and reinstate the couple without delay. It also made public a statement laying bare the truth behind the incident. Upset by this, the South Korean authorities spread rumors that radio Pyongyang in a report on Jan. 24 admitted that a diplomat of the DPRK was not kidnapped but "defected" of his own accord.
    This is an intrigue of the authorities. The DPRK mass media have never carried such a report nor can do so. By inventing such a report the South Korean authorities thus added another crime to the crimes they had already committed. Facts more clearly show that the South Korean authorities have been driven into predicament as the inter-Korean relations have worsened and as they are denounced by the international community as a herd of kidnappers and terrorists after the kidnapping of the DPRK's diplomat they committed hand in glove with the United States. The authorities are resorting to such a clumsy plot in an attempt to extricate themselves from their poor plight and find a way out, but they can never flee from the responsibility for their crime in any case.
    We strongly demand again that the South Korean authorities, the kidnappers, and the United States, an accomplice, make an apology for their crimes and reinstate the DPRK's diplomat unconditionally. If they neglect our warnings, they will face a thousand-fold punishment and retaliation. The South Korean authorities and the U.S. should act with discretion, clearly seeing the trend of the times.


U.S. stands at turning point in careful choice

   Pyongyang, January 30 (KCNA) -- Former director of the U.S. Central Intelligence Agency (CIA) turner recently contributed to the U.S. newspaper Los Angeles Times an article calling for nuclear arms reduction. In the article he charged that although the United States is possessed of 10,000 nuclear warheads, it argues that other countries should never possess nuclear weapons. He noted the United States and Russia should reduce nuclear weapons considerably and quickly for convincing the world of their efforts for nuclear arms reduction.
    His call is somewhat belated, and it refers to the Start-2 with Russia. As it reflects an important and realistic demand for reduction of nuclear weapons, it is praiseworthy. The building of a Peaceful World Free of Nuclear Weapons is a unanimous aspiration of mankind, as well as an urgent demand of the times. The United States has constantly pursued the policy of monopolizing nuclear arms and missiles. Worse still, it is guaranteeing a nuclear umbrella for a specific region, that is, South Korea.
    Such being the fact, the United States let no chance pass by without crying over the "proliferation of nuclear arms and missiles," acting as if it were a "judge." it is persistently raising a hue and cry over non-existent "suspected underground nuclear facility in North Korea" and "missile threat." That fully proves that the U.S. "policy of non-proliferation of nuclear arms and missiles" which it advertises as its "moral obligation" and "suspected underground nuclear facility" in the DPRK are, in the final analysis, a trick to conceal its true colors as a source of proliferation of nuclear arms and missiles. It is only too natural that some time ago Xinhua described the U.S. demand FBR "inspection" of the DPRK's underground facility and its slander on the DPRK's launch of an artificial satellite as "unjustifiable and silly," and said it seems as if the United States were the only one country which can launch rocket or missile in the world.
    Everyone has the option of development, launch and test of rocket and missile. The DPRK is always exposed to the U.S. nuclear and missile threat. So, the option is a matter concerning our sovereignty about which nobody can say this or that. The U.S. ambitious policy of nuclear arms and missiles will only result in encouraging other nations to proliferation of nuclear arms and missiles, not disarmament. The United States should dismantle its nuclear arsenal and completely do away with weapons of mass destruction instead of crying for deceptive "non-proliferation of nuclear arms and missiles."


S. Korean authorities hit by Libya

   Pyongyang, January 30 (KCNA) -- Libya in a commentary released a few days ago vehemently denounced the South Korean authorities for taking the van in supporting the U.S.-British brigandish aggression moves against Iraq and warned that the South Korean companies would be turned out from Arab countries in case they do not give up the pro-American and anti-Arabian stand. Rodong Sinmun in a commentary today notes such a warning is as good as a natural punishment inflicted upon the South Korean authorities, a special-class underling and the United States.
    The commentary continues: During the second Mid East War in 1956, the South Korean authorities were planning to dispatch "volunteers" on the side of Israel and in recent years they sent a top military official and a delegation of arms technicians to Israel to purchase extra-modern weapons. They invited the Israeli Prime Minister to South Korea and discussed with him the "proposal for promotion of military cooperation." Therefore, it is shameless enough for the South Korean authorities to style themselves as a "friend" of Arab nations in a bid to seek economic interests in the region.
    Their pro-American, pro-Israeli and anti-Arabian nature will be brought to light on further basis as time passes and they will get bigger rejection from the Arab nations. The Korean people have, in the past, stood firm by the Arab people in opposition of the United States and Israel wrecking peace and security in the Mid East region and fully supported and encouraged their struggle. This is an invariable stand maintained by the Korean People for scores of years regardless of changes in situation of the Mid East region. This stand of the Korean people will be invariable in the future, too. The Korean people hope that the Arab people would achieve their cause of justice.


Struggle for vital rights in S. Korea

   Pyongyang, January 30 (KCNA) -- The emergency measure committee of the Sam Sung Motor Company in South Korea held an emergency meeting on Jan. 26 and rejected the "government" proposed "mode of giving priority to transfer and making a liquidation later", branding it as a deceptive step that cannot ensure the vital rights of working people, a Seoul-based radio reported. The emergency measure committee decided to withdraw the schedule to start operation from Jan. 27, and hold rallies and struggle against "exchange of key entities" again.


NDFSK spokesman calls for dissolving "NIS"

   Pyongyang, January 30 (KCNA) -- A spokesman for the National Democratic Front of South Korea (NDFSK) published a statement on Jan. 23 denouncing the South Korean authorities for renaming the "Agency for National Security Planning" the "National Intelligence Service" (NIS), the Seoul-based radio Voice of National Salvation said. The statement said that their renaming the "ANSP" the "NIS" is a shameless intrigue to cover up the dirty true colors of the fascist plot-breeding organisation and a vicious challenge to public opinion at home and abroad. It is also as good as declaring that they will further resort to intelligence and trick, murderous and repressive politics and anti-north confrontation, the statement said.
    It continued: Worse still, Kim Dae Jung, who was once a victim of the "ANSP" and called for its dissolution, further increased its authority by renaming it, fully revealing his true colors as a heinous anti-national, anti-democratic and anti-reunification element. If the present authorities continue resorting to fascist repression, intelligence and trick and anti-north confrontation by staking their fate on the "NIS", they will face fiercer protest of the people. The "NIS" must be dissolved at once.


Preparatory committees formed in Syria and Germany

   Pyongyang, January 30 (KCNA) -- Preparatory committees were formed in Syria and Germany to celebrate the 57th birthday of General Secretary Kim Jong Il. The preparatory committees decided to organise colourful functions such as evening of culture, film show, seminar, poem recitation and photo exhibition.


Aerial espionage on DPRK

   Pyongyang, January 30 (KCNA) -- The U.S. warmongers have committed aerial espionage on the North Korea on 140 odd occasions in January by strategic and tactical reconnaissance planes, military sources said. Aerial espionage has become more frequent these days. On the 26th two U-2 high altitude strategic reconnaissance planes spied on the depth area of the DPRK. On the 26th and 27th four RC-12S made 62 flights for espionage on the frontline areas and the east and west coasts of the DPRK. RC-4C, EP-3, EH-60 and other planes were also involved in the aerial espionage.


Blood for blood

   Pyongyang, January 30 (KCNA) -- Rodong Sinmun today comments on the brutal murder of South Korean woman Jon Ji Na and her 4-year-old child Ri Po Bi by a soldier of the U.S. aggression forces present in South Korea. The news analyst says: Countless are the atrocities the U.S. have so far committed on women and children in South Korea. Among them are the cases of "rape on a Korean woman" which was committed right after the U.S. troops' occupation of South Korea, "shooting to death a girl in Kunsan," "painting on a woman in Pochon," "close haircutting against a woman in Tongduchon" and "murder of Yun Kum I."
    The Korean nation has never allowed the U.S. aggression troops, its sworn enemy, to do anything but to go home. However, refusing to go home, they have continued Enforcing misfortunes, sufferings, bloodshed and disgrace upon South Korean people. Then how can such acts be Pardoned? Nevertheless, the South Korean rulers foolishly utter no word of protest though the U.S. aggression troops raped or killed Korean women and children. Worse still, they transfer the murderers to the U.S. forces side, which protects them. The South Korean people should no longer be a victim of the U.S. They will make the aggression troops pay thousand-fold for the blood they shed.


Reckless military tie-ups

   Pyongyang, January 30 (KCNA) -- Japan and the South Korean authorities are seeking to expand and strengthen hostile moves against the DPRK on an international scale. As they failed to take the issue of the "DPRK's launch of missile" to the United Nations, they are trying to consolidate military tie-ups with different countries including the United States in the anti-DPRK "cooperation" and information gathering. For instance, Japan and south Korea recently invited the Defence Minister of France for intensive discussion on exchanges of military technology and information among them under the pretext of "instability of situation" on the Korean peninsula caused by the DPRK.
    We cannot but take a serious view of the fact that Japan And the South Korean ruling quarters discussed intensified military exchange against the DPRK with even the French Defence Minister, not content with military tie-ups with the United States. The fact shows what a reckless military adventure Japan and the South Korean authorities, executors of the U.S. Imperialists' Korea policy and Asia strategy, have launched according to U.S. aggressive design to militarily stifle the DPRK, a sovereign state. Unreasonable is French Defence Minister Richard's involvement in criminal moves against the DPRK during his visit to Japan and south Korea.
    Encouraging anti-DPRK hostile acts of the U.S. followers such as Japan and the South Korean authorities, his acts cannot be overlooked both in view of peace and stability on the Korean peninsula and in view of principles of international justice and fairness. Japan and South Korean authorities are going to expand their dangerous military tie-ups in anti-DPRK "cooperation," to the international arena. They should know that their scheme will create discord among countries and wreck world peace and stability. France also should not join in the dangerous acts of aggravating the situation of the Korean peninsula.


Unionists' rally in S. Korea

   Pyongyang, January 30 (KCNA) -- Workers' struggle for vital rights is growing in South Korea with each passing day, a Seoul-based radio reported. On Friday over 2,000 unionists under the Federation of South Korean Trade Unions held a rally in Seoul in demand of stop to the unilateral "restructuring" by the "government" authorities. The ralliers accused the "government" of carrying on the unilateral and coercive "restructuring" and declared they would launch a powerful struggle against it. They said the "government" has disregarded the fundamental reform of business conglomerates but pushed ahead with "exchange of key entities," threatening workers' vital rights.


Kim Jong Il's work off the press in Nepal

    Pyongyang, January 30 (KCNA) - General Secretary Kim Jong Il's celebrated work "Let Us Reunify the Country Independently and Peacefully Through the Great Unity of the Entire Nation" was published in pamphlet by the Samjana Publishing House in Nepal. The work was released on April 18, 1998. In the preface, the pamphlet notes that Korea, divided by outside forces, can be reunified only when reconciliation between the north and the south of Korea and the great unity of the entire nation are achieved. The pamphlet says the work is published in the name of the Nepal-Korea Friendship Association to Kim Jong Il's 57th birthday.


"NSL" must be repealed

   Pyongyang, January 30 (KCNA) -- Pak Kwang Gi, chief of the Pyongyang mission of the National Democratic Front of South Korea (NSFDK), issued a statement on Jan. 28 after its central committee published slogans calling for struggling for the repeal of the "National Security Law" (NSL). He said that the "NSL," an institutional mechanism that was cooked up to totally emasculate and obliterate freedom and rights of the people and maintain the fascist repressive rule, has earned infamy as an anti-democratic, anti-national and anti-reunification law.
     He continued: Kim Dae Jung, who called for repealing the "NSL" as its victim in his opposition days, said that its repeal was "immature" after he came into power. He is ruthlessly trampling down democracy and civil rights, inciting anti-north confrontation and resorting to treacheries of blocking reunification on the strength of the "NSL." Voices calling for abolishing the "NSL" are loudly ringing out from international organizations and foreign countries. It is a shame of the nation and misfortune of the people that such a medieval evil law still remains in South Korea.
     The viewpoint and attitude toward the abolition of "NSL" is a criterion of distinguishing between patriotism and treachery, between democracy and fascism and between reunification and division. As long as the "NSL" is left intact, independence and democratization of South Korean society and the reunification of the country cannot be expected.


Japanese reactionaries can not conceal ambition for aggression

   Pyongyang, January 30 (KCNA) -- The Japanese ruling circles are trying to calm down the reaction to the remarks of Ozawa, leader of the Liberal Party of Japan, that the Korean peninsula, Russia and Taiwan are included in the sphere defined in the "guidelines for Japan-U.S Defense Cooperation". That shows the craftiness peculiar to Japan.
     Minju Joson today carries a signed commentary in this regard. It says: The Japanese reactionaries make tremendous efforts to conceal their wicked attempt of aggression, claiming that in terms of "emergency in a surrounding area", the word "surrounding area" is not a geographical concept. For Japan, which is dreaming of world supremacy, the "emergency in a surrounding area", that is "incident in a surrounding area," is just a geographical concept. Ozawa's remarks betrayed the design of the Japanese reactionaries for overseas aggression.
     The crafty technique employed by the Japanese ruling circles trying to conceal their ambition for overseas aggression can not go down with any one. Peace and security in Asia are endangered by the Japanese reactionaries' moves for the realization of the ambition for world supremacy, with the backing of the U.S. The Japanese ruling circles should clearly know grave consequences of their overseas expansion moves and act with discretion.


WPK's leadership consistent with principle of national independence

   Pyongyang, January 30 (KCNA) -- Rodong Sinmun today carries a signed article saying that the leadership of the Workers' Party of Korea is thoroughly consistent with the principle of national independence.
     The author of the article says: To firmly maintain the principle of national independence stems from a high sense of responsibility of the working-class party for the destiny of the country and the nation. If the working-class party derails from the principle of national independence, the country and the nation will suffer untold misfortunes from it. Breakdown of socialism in some countries is never attributable to the weakness of economic potentials and military might. It is mainly because the working-class party failed to firmly maintain the principle of independence in the revolution and construction.
     The WPK is a dignified revolutionary party which leads the revolution its own way on the principle of national independence. Its guiding idea is the Juche idea and its political ideal is patriotism. The party depends on the internal might of the Korean nation. That is why the WPK's leadership always enjoys the trust of all the people.


"Complete Collection of Kim Il Sung's Works" Vol. 24 published

   Pyongyang, January 30 (KCNA) -- The Workers' Party of Korea Publishing House recently brought out vol. 24 of "Complete Collection of Kim Il Sung's Works", a library of the Juche idea, that recorded celebrated works of President Kim Il Sung systematically and comprehensively in a chronological order. The volume contains 27 famous works including historic speeches, conclusions and talks delivered by the President from June to December Juche 48 (1959). This period was one of victory and change when the Korean people were fulfilling the first 5-year plan ahead of schedule through their creative and energetic struggle, laying solid foundations to conquer a new high peak of socialist construction and consolidating the revolutionary base in North Korea politically, economically and militarily under the wise guidance of the Workers' Party of Korea.
     The book comprehends the distinguished ideas, theories and policies the President set forth with his clairvoyant and unusual wisdom and scientific insight into the requirement of the developing revolution and the current of the situation at home and abroad in order to break through difficulties and make a vigorous struggle for socialist construction and country's reunification, and valuable successes and experience gained in their materialization.


KCNA on obstacle to nongovernmental cooperation

    Pyongyang, January 30 (KCNA) -- Some time ago, South Korea's "Unification Minister" Kang In Dok said nongovernmental organisations should take the lead in the reunification movement, adding that active support would be rendered to their efforts for reunification. The present situation of inter-Korean nongovernmental cooperation proves whether this represents the genuine will of the present regime of South Korea based on repentance of its past anti-reunification policy or this is no more than empty wording.
     As is known, nongovernmental cooperation between the north and the south has begun in recent years as a result of our consistent efforts based on the principle of independence, peaceful reunification and great national unity as well as the response and initiative of nongovernmental businessmen of South Korea, though the cooperation's not comprehensive. No one can deny that this Conforms with the nation's common interests and unity and is part of the reunification movement of nongovernmental organisations. The South Korean authorities outwardly say they support the nongovernmental cooperation between the Hyundai and Daewoo business groups and the north on the principle of "separation of politics from the economy." in fact, however, they slander every project and put a brake on its progress and activation. For example, the tour of Mt. Kumgang met with difficulties from the beginning and is going through turns and twists.
     The Korean Asia-Pacific Peace Committee put into effect the tour of Mt. Kumgang as a compatriotic measure on the principle of great national unity for national reunification, valuing the initiative of Jong Ju Yong, Honorary Chairman of the Hyundai Business Group of South Korea. To our regret, the process of the tour is far from satisfying the nation's expectation and there still remain obstacles that make its prospects unpredictable. In this regard, the South Korean authorities are groundlessly alleging that the earnings from the tourism are used for a "military purpose" and persistently insisting on "specification of the period of the right to the tourism." Their allegation, needless to say, stems from their sense of confrontation and antagonism against the north. It clearly indicates that they disliked the proposal for the tourism and its beginning and that they are trying hard to hamper it. We state once again that their allegations an insult to the magnanimity and good intention of the north, which has allowed the tourism, though the Mt. Kumgang area belongs to the north's military jurisdiction, and is also an unpardonable crime laying an obstacle to the country's reunification long desired by the whole nation.
     It is obvious that any progress cannot be expected from the tourism, with the South Korean authorities, motivated by an ulterior purpose, poking their nose into non-governmental cooperation and hindering it. Kang In Dok's talk about "support" to the reunification movement of non-governmental organisations cannot be construed otherwise than a shameless hypocrisy. That proves that the South Korean "Ministry of National Unification" does not work for national reunification, but obstructs it and makes it a thing of the distant future. The South Korean authorities should stop obstructions, mindful that in case the tour of Mt. Kumgang and other projects of non-governmental cooperation are suspended, they will be held responsible entirely for the suspension.


DFRF central committee spokesman on renaming of S. Korea's "ANSP"

   Pyongyang, January 30 (KCNA) -- The spokesman for the Central Committee of the Democratic Front for the Reunification of the Fatherland made public a statement today in connection with the fact that the South Korean rulers are more undisguisedly intensifying intelligence and smear campaigns against the north after promoting the anti-reunification plot-breeding "Agency for National Security Planning" (ANSP) to the "National Intelligence Service" (NIS) on January 22.
     This is one more criminal anti-north, anti-reunification trick to worsen the inter-Korean relations and lay graver obstacles to reunification with anti-north plots, the statement said, and continued: The South Korean authorities' renaming of the "ANSP" as "NIS" is nothing but a foolish artifice to appease public opinion at home and abroad calling for its dissolution and to cover up the true colors of their tip-off politics and anti-reunification moves. With the renaming of the "ANSP," however, they cannot conceal its fascist nature and intelligence activities against the north nor evade strong protest and criticism from people at home and abroad calling for its dissolution.
     All facts show that the present South Korean regime changed only its signboard into a "Government for People" as The "ANSP" did and has nothing different from the successive fascist regimes which won infamy for political surveillance, intelligence and plot-breeding activities. The South Korean rulers must completely disband the "ANSP" instead of changing its signboard into "NIS" and put an immediate end to the anti-north confrontation moves of worsening inter-Korean relations and gravely threatening the peace of the country and its peaceful reunification.
