Kim Jong Il directs land rezoning in Kangwon Province

   Pyongyang, February 10 (KCNA) - Kim Jong Il, General Secretary of the Workers' Party of Korea and Chairman of the National Defence Commission of the DPRK, directed the land rezoning in Kangwon Province. He acquainted himself with the progress of the land rezoning and said that, through the rezoning of fields, the province has not only obtained much arable land but also has opened a bright vista for making a new change in agricultural production through comprehensive mechanization of farming.
    He noted that the radical change in Kangwon Province demonstrates the inexhaustible might of the Korean People's Army and people who are united in one mind and fully shows the indomitable will and stamina of the Korean people to build a prosperous and powerful country of Juche on this land at any cost full of faith and optimism about sure victory, meeting all sorts of challenges of the enemy. He advanced important tasks to conduct land rezoning through a nationwide campaign and make great progress in agricultural production. He described agricultural production as the most important in the building of a powerful nation, adding that national effort should be directed to farming so that the food problem can be solved successfully.
    In order to solve the food problem, he continued, a revolution should be made in potato cultivation, double cropping be encouraged extensively on the principle of the right crop on the right soil and in the right time and a revolution in seed breeding be promoted continuously. He urged all provinces, cities and counties to follow the example of Kangwon Province for substantial land rezoning. Supreme Commander Kim Jong Il sees art performance

Pyongyang, February 10 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and Chairman of the National Defence Commission of the DPRK, saw an art performance of the art propaganda squad of the KPA Air Force Command. Kim Jong Il receives gold medal and merit certificate of San Miguel City of Peru

Pyongyang, February 10 (KCNA) -- Mayor of San Miguel City of Peru conveyed to the Korean ambassador to his country on February 4 a gold medal and certificate of merit of the city council awarded to the great leader Kim Jong Il. On the occasion, the mayor said that he regarded it as the greatest honour to present a gold medal and certificate of merit of the city to him on the occasion of his 57th birthday. S. Korean authorities hit for misrule

Pyongyang. February 10 (KCNA) -- More than 3,000 members of public sector trade unions on February 7 held a rally for the inauguration of headquarters for the amalgamation of public enterprises and victory in a '99 joint struggle in protest against the misrule of the South Korean authorities, a Seoul-based radio said. They protested that the authorities' "restructuring" imposed upon public enterprises was aimed to deprive tens of thousands of workers of right to existence. At the end of the rally they held a street demonstration, calling for cut of working hours and other vital rights.

Green light to military reinvasion

   Pyongyang, February 10 (KCNA) -- Rodong Sinmun today comes out with a signed commentary on the scheme of the Japanese and South Korean naval officers to discuss and finalize an issue of joint drills in Tokyo.
    Quoting the Japanese Mainichi Shimbun as reporting that joint exercises will be held every year if an "agreement on "regularizing" joint naval drills between Japan and South Korea was reached at a meeting of the Japanese and South Korean naval "defense authorities," the first of its kind, the news analyst of the paper says: This is a very ill-boding military movement. This year, Japan and South Korea have intensified their military collusion and tie-ups as never before, bringing their dangerous nature into bolder relief. At the beginning of the new year, the director of the Defense Agency of Japan made an unprecedented visit to South Korea during which he held military confabs with the authorities , toured even Panmunjom and agreed with them on opening up a "new era of full-scale military cooperation" and holding joint drills.
    The "new era of military cooperation" is meant to dispatch "self-defense forces" to areas near Korea under the signboard of joint drills aimed at perfecting military operations and tactics for an invasion of Korea and getting familiar with sea routes and to establish a joint combat command system with the South Korean army. The Japanese reactionaries are crying that joint naval drills are aimed at coping with "maritime accidents of civilians". However, they cannot conceal their militaristic nature. These drills will give the green light to the scheme of the Japanese reactionaries to embark upon military reinvasion.

Collection of Kim Jong Il's works published

Pyongyang, February 10 (KCNA) -- The Workers' Party of Korea Publishing House brought out "On Developing Scientific Education", a collection of Kim Jong Il's famous works, on the threshold of the auspicious February holiday. The collection contains 18 historic writings--speeches, talks, letters and congratulatory messages in chronological order from June Juche 55 (1966) to October Juche 86 (1997). The book deals with profound ideas and theories he put forward to develop scientific education in conformity with the requirement of the modeling of the whole society on the Juche idea, clarifying its position and importance in revolution and construction, and brilliant achievements made under his guidance to carry them into practice.

Most significant celebration of Kim Jong Il's birthday planned in S. Korea

   Pyongyang, February 10 (KCNA) -- The permanent committee of the C.C., the National Democratic Front of South Korea (NDFSK) held a meeting on February 1 in Seoul and made public a communique on the meeting, Seoul-based radio Voice of National Salvation said.
    The communique says: The meeting discussed measures to significantly celebrate the great leader Kim Jong Il's 57th birthday as the greatest holiday of the nation. the meeting fixed a period from February 5 to 20 as celebration days. It was decided that NDFSK organisations at all levels should form celebration preparatory committees involving people of various social strata and organize meetings, lecture meetings, seminars, concerts and other colourful events in accordance with their specific conditions.
    It was also decided that the NDFSK central committee should send a congratulatory letter to Kim Jong Il and the NDFSK radio Voice of National Salvation air a special program and that a special issue should be carried in the Paper Kuguk Jonson and information bulletins of its missions. It was also decided to conduct an active propaganda to introduce the greatness of Kim Jong Il, a great man born of heaven, to broader segments of people.

S. Korean religious community urged to join anti-American struggle

Pyongyang, February 10 (KCNA) -- The spokesmen for the central committee of the Korean Catholics Association and the Central Guidance Committee of the Korean Chondoist Church released statements on Tuesday, appealing to Catholics and Chondoists in South Korea to take an active part in an anti-American struggle for independence. The statements denounced murders of women and child of South Korea by soldiers of the U.S. aggression troops as heinous crimes, which are indicative of the intrinsic nature of the U.S. harping on "philanthropy," "charity" and humanitarianism. Peace and reunification of the country can not be expected unless the U.S. are driven out of South Korea, stressed the statements. Noting it is ascribable to the South Korean authorities that Yankees are arrogantly running riot in South Korea, the statements said punishment must be meted out to the South Korean flunkeyist as well as to the villainous U.S. murderers.

Book "Looks of Modern Korea" published in Bulgaria

Attractive Koryo four constitutions medicine

   Pyongyang, February 10 (KCNA) -- World physicians show deep concern for the Traditional Korean Medicine, especially the curious Koryo four constitutions medicine. The four constitutions medicine is the theory of four Elements of the human body--the Thaeyang, the Soyang, the Thaeum and the Soum--which are classified according to the constitutional characteristics to select the drugs suitable to them. It was put on a more scientific and modern basis in recent years by researchers at the constitutional institute under the General Hospital of Koryo Medicine. This theory of national medicine was established by Ri Je Ma in the late 19th century and the constitutional types of human bodies had been visually classified according to the shape and size of face and body. Definitude was almost decided by experience and expertness.
    To overcome such defect, the researchers made much effort to systematize and prove the four constitutions medicine on a scientific and theoretical basis. Minju Joson on hostile remarks of S. Korean "Defense Minister"

Pyongyang, February 10 (KCNA) -- A few days ago, South Korean "Defense Minister" Chon Yong Thaek underscored the "importance of the airforce at the initial stage of contingency" and wooed the U.S. airforce to keep a "joint combat preparedness" with the South Korean airforce. Commenting on this, a news analyst of Minju Joson today says: His utterances are a revelation of his very bellicose intention to incite the consciousness of confrontation with the north and attain the ambition for northward invasion in league with outside forces.
During their tour of army units, the war mongers of the self-styled "government for the people" incited extreme war hysteria against the north, alleging that "the north might perpetrate provocation of various types." What they seek in this is to justify their war preparations against the north. Worse still, the South Korean "Defense Minister" showed up at the U.S. Air Force unit specialising in aerial espionage on the DPRK and entreated the U.S. masters to "keep joint combat preparedness." This proves that the South Korean authorities scheme to spy on state and military secrets of the north by infiltrating deeper into its interior hand in glove with outsiders and, on the basis of this, complete war preparations.

Proposal of joint meeting favoured

   Pyongyang, February 10 (KCNA) -- Chairperson of the Chondoist Chongu Party Central Committee Ryu Mi Yong issued a press statement on Tuesday in support of the proposal set forth at the joint meeting of the government, political parties and organizations of the Democratic People's Republic of Korea which was held on February 3.
    The statement said: I am convinced that the proposal is the most realistic and positive step that makes it possible to arrest the imminent danger of war and open up a new phase of national reunification with national independence and great unity this year, a turning point of history, and wholeheartedly welcome and support the proposal along with all my party members. The South Korean authorities should approach the proposal not from force of habit but from the viewpoint of national independence, unity and reunification in keeping with the aspiration of the nation and the present-day requirement.
    The South Korean authorities should drop "cooperation" with outside forces, stop joint military drills, repeal the "National Security Law" and provide pro-reunification patriotic organizations and personages with the freedom of the movement and activities for reunification. Unproductive dialogues are bound to repeat unless such priorities are settled. Since the South Korean authorities positively welcomed our proposal for inter-Korean high-level political talks, they should not talk about "dialogue without conditions" but carry out the priorities at an early date with sincerity. The statement expressed the conviction that all parties, all groups and people of various strata in south Korea will positively support the new proposal of the joint meeting.

Great unity of nation under banner of independence called for

   Pyongyang, February 10 (KCNA) -- A recent joint meeting of the DPRK government, political parties and organizations officially proposed to set this year as a "year of independence and great unity of the nation". Papers here today say that the proposal reflects the patriotic stand and will of the Workers' Party of Korea and the DPRK government to accelerate national reunification with the concerted strength of the nation.
    A signed article of Rodong Sinmun says: To hold high the banner of independence and great unity of the nation is a basic guarantee for saving the Korean nation from disasters and reunifying the country with the strength of the Korean nation itself. If the Korean nation fails to get united, losing independence and depending on or following outside forces, it will face holocaust of war. But, if it goes united in defence of sovereignty, its life and soul, as the DPRK does, it will check and frustrate any war provocation moves of the outside forces and open the door for national reunification.
    It cannot be overlooked that the South Korean authorities are openly begging for indefinite presence of U.S. troops in South Korea at a time when the independence of the nation should be emphasized and defended as never before. Such action cannot be allowed as it will result in turning the Korean peninsula into a place of rowdyism of aggressors for eser after betraying the dignity and sovereignty of the nation. Anyone who really wants inter-Korean reconciliation, national unity and reunification should take the road of national independence, not depending on outside forces.
    Minju Joson in a signed article says that the South Korean authorities and political parties should adopt a resolute decision to discard flunkeyism and dependence on outsiders, make a switchover from the policy of anti-north confrontation to a policy of reconciliation with the north and take the road of independence and great unity of the nation.

Japanese authorities' anti-Chongryon campaign hit

   Pyongyang, February 10 (KCNA) -- Some 30 Japanese right-wing gangsters thronged to the Korean Hall of the General Association of Korean Residents in Japan (Chongryon) on February 7 and kicked up a row against the DPRK and Chongryon, letting loose outbursts that the DPRK should make an apology for its "test missile launch" and that Chongryon should suspend remitting money to finance the "test", says Rodong Sinmun in a commentary today.
    The news analyst continues: This is part of the premeditated vicious anti-DPRK and anti-Chongryon campaign the Japanese authorities and the right-wing reactionaries have launched over the DPRK's launch of a satellite. Accordingly, it is a serious hostile act of violating the national dignity and democratic right of the Japan-resident Koreans and encroaching upon the sovereignty of the DPRK. Instead of making an apology for the crimes they had committed against the Korean people in the past, the Japanese authorities are getting frantic in the anti-DPRK and anti-Chongryon moves. It is as good as reviving the ghost of past criminal aggression on Korea and adding a new crime to their past crimes.
    Mindful of the consequences to be entailed by their reckless repression and persecution of Chongryon and Japan-resident Koreans, the Japanese authorities should stop their anti-DPRK and anti-Chongryon campaign at once. If Japan persists in its hostile moves, defying the DPRK's warning, it will have to pay dearly for them on any account. The Korean people will in the future watch the behaviour of the Japanese authorities, consider their moves against Chongryon and Japan-resident Koreans to be encroachment upon the dignity and sovereignty of the DPRK and take a countermeasure against them.

Anti-north intrigues will lead to self-destruction

   Pyongyang, February 10 (KCNA) -- The South Korean Intelligence Service which was called "Agency for National Security Planning" (ANSP) before has at last revealed its despicable nature as the headquarters of anti-communist, anti-north intrigues. On February 7, it let radio No. 1 broadcast a very provocative and preposterous report that the north is "operating a mobile strike force to put down a military coup ." This false report is not worth consideration. However, it is unpardonable that the Intelligence Service orchestrated such a preposterous campaign in a bid to impair the high dignity of our revolutionary armed forces. Our People's Army the whole of which is replete with the spirit of devoted defence of the leader is a sacred revolutionary army which defends the socialist homeland and people, its idea and ideal with rifles.
    As was shown by the "May 16 military coup" and the "December 12 army purge coup" in South Korea, a military coup can occur only among herbs of undisciplined soldiers such as the South Korean army, the colonial mercenary of the U.S. In South Korea in the grip of a serious political and economic crisis, dogfights between the ruling and opposition parties are getting fierce day by day and stories about possible military coups are being told almost every day. No sooner had "ANSP" was renamed "Intelligence Service" than it slandered even our revolutionary armed forces which the former "ANSP" dared not do. We cannot remain a passive onlooker to this. This false propaganda far surpasses that of the former "ANSP" in its intensity and nature of provocation. This shows that the anti-communist, anti-north and anti-national character of the Intelligence Service has become more vicious than at the time of the former "ANSP."
    At the same time, this clearly proves that if national reconciliation and unity are to be achieved, it is imperative to dissolve the intelligence and trick-plotting institution. It is all the more serious that such an outrageous anti-north smear campaign was launched soon after a joint meeting of the government, political parties and organisations of the DPRK held on February 3 set this year as a year of national independence and great unity and adopted an important proposal to open up a new phase in national reunification. The Intelligence Service took its first step toward an abyss of self-destruction. Our revolutionary armed forces will never pardon the smear campaign of the Intelligence Service which behaves like a puppy knowing no fear of the tiger but force it to drink a bitter cup.

Talks between delegations of WPK and National Democratic Party of Mongolia
