Dangerous remarks
Pyongyang, February 21 (KCNA) -- Sherman, an official of the U.S. State Department, when meeting the "parliamentary group" of South Korea on a visit to the United States remarked "it was the basic stand of the United States to take an emergency countermeasure against possible provocation" from the north, according to a news report. Asserting South Korea and the United States should consult about the situation under which this emergency countermeasure will be applied, he took as an example the anti-DPRK nuclear row kicked up by the U.S. when the DPRK resolutely announced its withdrawal from the International Atomic Energy Agency in 1994. His remarks are indicative of the US's moves to stifle the DPRK in collusion with the South Korean authorities under the pretext of "suspected underground nuclear facility".

The central committee of the Lao Women's Union sent a floral basket to the DPRK embassy in Vientiane.
Peruvian guest visits Pyongyang mission of NDFSK
Pyongyang, February 21 (KCNA) -- Genaro Ledesma Izquieta, chairman of the People's Front of Workers, Peasants and Students of Peru, visited the Pyongyang mission of the National Democratic Front of South Korea (NDFSK) on Feb. 20. The chairman said that South Korea is a complete colony of the United States and expressed solidarity with the relentless struggle of the NDFSK for independence, democracy and reunification. Pointing out that the great leader President Kim Il Sung put forward the wisest proposals for the reunification of the country, he said that Korea would surely be reunified under the leadership of the respected Kim Jong Il. He stressed that all international organizations and governments of the world should pay deep concern to the Korean reunification.
Confab of military brass-hats
Pyongyang, February 21 (KCNA) -- The chiefs of the general staff of the army and air force of South Korea discussed a "plan for promoting cooperation between the army and the air force" on Feb. 19, inciting a fever of war against the north, a Seoul-based radio reported. They were closeted over a "plan for the building of joint information system, the reinforcement of joint operation capacity and arms and logistic support between command and control rooms of the two services". This shows that the South Korean authorities are getting overheated in their moves to round off their "cooperation system" by unifying the commanding system of the three services and setting up new "commands" as part of their preparations for a war against the north.
Symposiums of unionists and agricultural workers
Pyongyang, February 21 (KCNA) -- Symposiums of officials of the General Federation of Trade Unions of Korea and the Union of Agricultural Workers of Korea were held here on Friday to observe the 25th anniversary of the declaration of the programme of modeling the whole of society on the Juche idea.
It was noted at the symposiums that the celebrated work published by General Secretary Kim Jong Il on February 19, Juche 63 (1974), 25 years ago is an immortal monumental work that is powerfully pushing the Korean people's revolutionary struggle to a new higher stage and a precious revolutionary treasure that is guaranteeing the final victory of the popular masses' cause of independence with inexorable truth and viability.
What occupies an outstanding place in the work is that it defines the revolutionary idea of the President Kim Il Sung as a scientific guiding idea representing the our times and the communist future and declares the modeling of the whole of society on the Juche idea as the maximum programme of the Workers' Party of Korea, the speakers said, and continued: Kim Jong Il formulated the President's revolutionary idea as the systematized Juche idea, theory and method and comprehensively clarified its originality, fundamental characteristics and historic position. This is an undying feat performed by Kim Jong Il in the development of the revolutionary idea of the working class.
The role of working people's organisations to conduct ideological education should be further enhanced and the members of trade unions and the union of agricultural workers should greatly contribute to achieving the cause of modeling the whole of society on the Juche idea as the absolute worshippers, resolute defenders and faithful executors of Kim Jong Il's idea.
Rodong Sinmun on traitorous deed of S. Korean authorities
Pyongyang, February 21 (KCNA) -- Rodong Sinmun today runs a commentary on the South Korean authorities' "acquittal" of 2 soldiers of the U.S. imperialist aggression armed forces under the pretext of "insufficient evidence." They had savagely murdered an innocent South Korean student 2 years ago.
The news analyst of the paper says: The acquittal is a thrice-cursed traitorous deed that can be committed only by dirty colonial hirelings infected with flunkeyism and toadyism to the marrow.
The Korean nation cannot wreak its grudge against the abominable Yankee murderers who regard the Korean people as insignificant ones even if it tears them to pieces. The U.S. soldiers are continuing brutal murders in South Korea because they inherited habits of aggression, murder and plunder against other nations from their ancestors and they dyed in extreme misanthropy. The South Korean authorities' release of the U.S. soldiers is the product of their deep-set flunkeyism and servility, which fully reveals the despicable nature of the colonial authorities who are prolonging their remaining days, currying favour with the aggression troops.
Pyongyang rejects "three-stage package proposal"
Pyongyang, February 21 (KCNA) -- The spokesman for the Committee for the Peaceful Reunification of the Fatherland gave an answer to a question put by KCNA today as regards "three-stage package proposal aimed at solving outstanding issues related to the north" being floated by the South Korean authorities. He said: Judging from this, we can say they committed a serious mistake in bringing up the issue and that the proposal in its content cannot be welcomed by anyone. Any package proposal related to questions of the Korean peninsula must above all properly include fundamental issues on the principle of solving outstanding issues between the north and south and the reunification question as a whole.
Strangely enough, while spreading the "three-stage package proposal," the South Korean authorities assert it is aimed at resolving "outstanding issues related to the north" and claim there are problems only in the north. This is a sheer distortion of the truth. Accordingly, it shows that their cry over "outstanding issues with the north" is totally wrong. This makes us interpret the "package proposal" as an unrealistic and unilateral overture and as a dangerous gesture seeking another ulterior purpose. The South Korean authorities are not in a position to raise "outstanding issues related to the north." Nevertheless, they went the length of impudently poking their nose into the issue of DPRK-U.S. relations. This shows that they do not know where to sit and stand.
Worse still, they talked about "opening" of the north. This is a sinister act of impairing even our dignity. If they are truly willing to solve present issues, they should take the resolute decision to honestly accept a recent proposal of a joint meeting of the government, political parties and organisations in the north instead of bringing forward another package different from the inter-Korean agreement which was signed on the basis of reaffirming the three principles of national reunification. This is the key to solving the outstanding issues between the north and the south and the question of the country's reunification as a whole, we think. The South Korean authorities must clearly know that, just as anything bitter will not taste sweet, any package, devoid of patriotic spirit, cannot be welcomed by anyone.
