Kim Jong Il inspects KPA unit defending Mt. Jihye area

At the unit on the forefront he went round the Pultanggol Revolutionary Site. On September 23, 1951 in the period of the Fatherland Liberation War, the President Kim Il Sung climbed up Mt. Jihye, the forefront, to organize and command the battle on Height 1,211 to a victory and, descending the mountain, he dropped in at a peasant's home in Pultanggol and showed great loving care. After making round of the site Kim Jong Il said the President had endured all hardships for the freedom and liberation of the people all his life, adding that his undying exploits would shine long with the eternal prosperity of the country.

Rash act of riffraff
Pyongyang, March 13 (KCNA) -- Representatives of international affairs institutes in Japan, Germany and the United States, in a "joint proposal on nuclear non-proliferation and disarmament" published in Japan recently, said that the DPRK pursued an unjustifiable nuclear weapon program and cried for a tough "measure," according to a news report.
They, bereft of an objective and unbiased position on international issues, serve rulers who are engaged in arbitrary actions worldwide and seek to obtain a sinister aim. Their recent senseless anti-DPRK diatribe cannot be tolerated at all. It is the U.S. and Japan that are opposed to worldwide nuclear non-proliferation and disarmament and try to put into practice an unwarranted nuclear weapon program.
The U.S. was the first to develop nuclear weapons and use them against humanity. It spends a colossal amount of fund as military spending for constant acceleration of "sub-critical nuclear test" and other nuclear weapon program. Japan's nuclear arming has already gone beyond danger mark. Japan has stockpiled a huge amount of fissile materials needed for nuclear arming and a nuclear power since the 1950's. It has secured means of nuclear weapon delivery, launching "H 2"-type carrier rocket.
Recently it was brought to light that the two countries reached a "secret nuclear agreement," which acknowledges a right to introduction and transit of nuclear weapons, at the time of the "return" of Okinawa. This eloquently proves that they are the very ones responsible for worldwide nuclear proliferation. However, they hatch an ill-intentioned plot against the DPRK that is defending the sovereignty from constant nuclear threats and attempt of the U.S. and Japan and work hard to mislead world public opinion with a shameless deception. This is a challenge to human peace and an insult to sound reason.

Pyongyang, March 13 (KCNA) -- The South Korean authorities announced South Korea would participate in "99 western pacific exercises" sponsored by "7th U.S. fleet command" from March 15 for the first time, according to a Seoul-based radio. The radio said the authorities will dispatch their forces including a convoy and a submarine to the exercises, which are scheduled to last till April 3 in the waters off Guam Island. The exercises have been conducted every 2 years since 1991, with U.S. as its main axis.

"DPRK's possession of biological and chemical weapons" refuted
Pyongyang, March 13 (KCNA) -- Pyongyang-based newspapers today comment on the on-going moves of the bellicose forces at home and abroad against the DPRK. They are now further intensifying their moves to isolate and stifle the DPRK, taking the fiction of "the DPRK's possession of biological and chemical weapons" as a "second nuclear card."
A news analyst of Rodong Sinmun says: Their allegation is nothing but a smokescreen to cover up their true colors of the criminal who has turned South Korea into the biggest arsenal of nuclear, biological and chemical weapons in the far east and ceaselessly staged war provocation moves against the DPRK. The United States and the South Korean rulers have created the danger of a thermos-nuclear war, a biochemical war, on the Korean peninsula. No matter how zealously they may try, they cannot evade or shift their blame for having turned South Korea into a forward base for a thermos-nuclear, biochemical warfare onto the other side.
A signed commentary of Minju Joson says: The DPRK has neither biochemical weapons nor facilities needed for their production. Moreover, there is no need for it to produce these weapons. If the United States and the South Korean rulers persist in their anti-DPRK smear campaign in disregard of warnings of the DPRK government, they will have to pay dearly for it.
Japan criticized for shameless behavior
Pyongyang, March 13 (KCNA) -- Minju Joson today accuses Japan of avoiding the settlement of its inglorious past and seeking a permanent seat on the United Nations Security Council. In reference to the fact that Japanese Prime Minister Obuchi voiced Japan's hope for a permanent seat on the UN Security Council at a recent meeting with the president of the UN General Assembly, the daily describes the shameless act as behavior of those who do not mind their P's and Q's.
Japan is not eligible to even talk about permanent membership of the UN Security Council, the daily says, and continues: It is reasonable for an offender to make an apology and compensation to the victim. However, Japan has not admitted all the crimes it committed against Korea and other Asian nations, let alone honest atonement. Materials on the crimes have been made public one after another in many countries. Japan's intention to buy a permanent seat on the UN Security Council is an insult to and mockery of the international community.
It would be something unprecedented in history if an enemy state took an important seat on the UN. Such a thing should not happen in the future, either. Japan should honestly admit its crime-woven past and completely settle it as early as possible. Doing so is necessary for itself.
Only defeat and death await war hawks
Pyongyang, March 13 (KCNA) -- Rodong Sinmun today carries a signed commentary denouncing the United States, Japan and the South Korean rulers for their all the more frenzied moves to stifle the DPRK. The news analyst says: Recently they had a war confab focused on the triangular military alliance system and are now undertaking collective military actions. This shows their military tie-up has entered into a new dangerous stage and is targeted against the DPRK.
The details of their "joint operation plan" and "mutual cooperation" have recently been brought to light. This is a product of their "cooperation" intended to stifle the DPRK and intrigues to ignite another war with the mobilization of the U.S.-led armed forces involving Japan and South Korea. Such being the reality, the DPRK government stated that it would sustain its full preparedness to cope with this and warned that if the enemy dare attack it, they will only meet disastrous defeat and death.
American-style "standards of human rights" will not work
Pyongyang, March 13 (KCNA) -- The U.S. State Department recently published a "human rights report" in which it groundlessly slandered the DPRK again while making a random review of human rights situation in other countries. Commenting on this, a news analyst of Minju Joson Friday says: The United States has no qualification nor face to judge situation of human rights in other countries. This is because human rights are being violated most ruthlessly in the United States. Tens of millions of American people are excluded from politics, economy, culture and other domains of social life for the mere reason that their skin is different in color. Besides, a large number of poverty-stricken people are wandering about streets, looking for jobs.
Nevertheless, the U.S. is going to "advise" others by means of preposterous sophistry, making a random review of their human rights situation as if it were a "judge of human rights." underlying this is an ulterior intention. The U.S. invariable ambition is to dominate the world. So, it has ceaselessly interfered in the internal affairs of other nations to place them under its domination.
It regards "human rights issue" as a "cure for all" to interfere in the internal affairs of other countries and change their political systems as it pleases. It is foolish of the U.S. to attempt to attain its dominative design over the "human rights issue." The American-style "standards of human rights" will not work.
New leap in S. Korean revolutionary movement called for
Pyongyang, March 13 (KCNA) -- A communique on an enlarged meeting of the presidium of the central committee of the National Democratic Front of South Korea (NDFSK) was published on March 11, Seoul-based radio Voice of National Salvation said. According to the communique, the meeting discussed "on greeting the 30th anniversary of the foundation of the NDFSK with a new leap in the revolutionary movement".
Recalling that the NDFSK has entered into a historic phase in which the great Juche idea was accepted as the guiding idea for the South Korean revolutionary movement, the tasks for independence, democracy and reunification have become a common fighting program for the patriotic people of all social standings and the revolutionary movement has been vigorously conducted through the struggle for democratization of society and national reunification with main stress on independence from the United States, the meeting hailed this as a signal success.
It discussed and confirmed the fighting orientation and tactical policies to make a new leap in the South Korean revolutionary movement. It examined and published the calls marking 30 years of the NDFSK. The calls appealed to the people to hold in high esteem and follow the great sun, deeply revere Marshal Kim Jong Il, a peerlessly great man of Mt. Paektu, and build a reunified, prospering and powerful nation under his guidance.
Underscoring the necessity to intensify the struggle for independence against outside forces, the anti-"government" struggle and the movement for national reunification, the calls appealed to all the people to struggle for the repeal of the unequal "treaties" signed between South Korea and the United States, decisively smash Japan's ambition for reinvasion and turn out in the fight to overthrow Kim Dae Jung, a modern-type traitor of 1905.
They also called upon the 70 million fellow countrymen to pool their efforts to achieve the reunification through confederation and carry into practice the five-point policy of great national unity in hearty response to the three charters of national reunification and greet a new spring of reunification. They appealed to the people to further intensify the struggle of the masses of all social standings, awaken and organize them to win a final victory.
"Government reorganization plan" rejected
Pyongyang, March 13 (KCNA) -- The "United Liberal Democrats", a ruling party of South Korea, and an opposition party on March 10 rejected the second "government reorganization plan" designed to strengthen the ruling foundation of the present chief executive, a Seoul-based radio said.
The "ULD" held one meeting after another in this regard, at which it maintained the "reorganization plan would only result in investing the 'President' with excessive power". This will increase doubt as to whether the "National Congress for New Politics" has a willingness to keep the promise of the constitutional reform for the parliamentary cabinet system", it stated. In another development, the opposition "Grand National Party" asserted that the "government reorganization plan" coined by the "government" and a ruling party was as good as reversing black and white as they failed to clarify their stance toward the "parliamentary cabinet system".
On March 9, the present chief executive said one should not waver as regards the "government reorganization plan," arguing the "plan" was just a "plan of a civic organization" and he stood for "wholesale reform." but the reality is quite contrary to it.

Letter to Kim Jong Il adopted in Mexico
Pyongyang, March 13 (KCNA) -- A letter to General Secretary Kim Jong Il was adopted at the 3rd seminar of political parties in the American region on building a new society held in Mexico. The letter noted that the seminar discussed a program of action to counter the imperialist's domination and interference and their policy of "new-liberalism" after exchanging experience gained by the political parties in the American region in the struggle to build a new society in the last one year.
It pointed out that the world revolutionary people were struck with admiration at the Worker's Party of Korea, which, inspired by the outstanding idea, strategy and seasoned leadership of Kim Jong Il, carried out an "arduous march," a forced march, thereby resolutely frustrating the anti-socialist isolation and stifling moves of the imperialists and consolidating socialist bulwark.
It highly appreciated the struggle of the WPK which had played a pioneer's role in the sacred struggle for the accomplishment of the world cause of socialism under the uplifted banner of independence, peace and friendship. It extended firm support and solidarity to the just struggle of the WPK and Korean people who launched another general onward march to implement the blueprint for building a powerful nation.
