Pro-Japanese flunkeyist acts of S. Korean authorities
Pyongyang, March 25 (KCNA) -- The South Korean authorities committed despicable pro-Japanese flunkeyist and traitorous acts during the South Korea visit of the Japanese Prime Minister which took place between March 19 and 21, a few days before the 35th anniversary of the March 24 Uprising of South Korean people against the treacherous "South Korea-Japan talks" and "South Korea-Japan treaty." In this connection, South Korean people vehemently denounce the present South Korean rulers as detestable watch dogs of the United States and Japan and villainous flunkeyists and traitors who put the preceding rulers in the shade, and the entire nation is burning with indignation.
As well known to the world, Japan has neither apologized for nor reflected on the indelible unethical crimes committed against the Korean people in the past but has committed all sorts of wrongdoings, preoccupied with the wild ambition for reinvasion. Nevertheless, the South Korean authorities welcomed the Japanese Prime Minister with "Hinomaru" flay displayed in different places of South Korea, the flag which is symbolic of imperialist Japan and which is stained with blood shed by Korean and other Asian peoples. And they openly chimed in with what the Japanese reactionaries have argued, prompted by an ill-gotten desire to impair the dignity of the Korean nation and attain their old dream of colonial domination.
In an attempt to curry favour with the Japanese master, the South Korean chief executive contended that the north must resolve the "missile issue" and repatriate "those abducted by it." To make matters worse, he unhesitatingly made provocative remarks that a "strong warning message" must be sent to the north on the basis of maintaining a "resolute security posture." We cannot but take a serious view of his provocative remarks because they prove that the South Korean chief executive is actively involved in the anti-DPRK campaign launched by the Japanese reactionaries to impinge on the national dignity and sovereignty of the Korean people, after branding the DPRK's launch of its first satellite as a "ballistic missile launch."
Feeling very grateful for a few pennies of "loans" from Japan, the South Korean authorities whitewashed its past history of aggression and agreed to fling the door open for the corrupt mass culture of Japan, a crime which no other preceding dictatorial "government" dared not do. On top of it, they left all economic interests-related fields of South Korea including fishing grounds to the avaricious Japanese monopoly capital lock, stock and barrel under the name of "substantial cooperation." This glaringly reveals their true colors as pro-Japanese flunkeyists and traitors who sold off the national dignity to Japan for a few dollars, the noose of subjugation. The South Korean authorities will not escape bitterer denunciation by the nation.
S. Korea's unreasonable argument about "exchange"
Pyongyang, March 25 (KCNA) -- A few days ago, the South Korean chief executive said that South Korea would "exchange" unconverted long-term prisoners with "ROK army prisoners of war" and "those abducted by the north." This is a groundless and unjustifiable sophism to mislead public opinion and part of the renewed smear campaign to refuse the repatriation of unconverted long-term prisoners to the north. The unconverted long-term prisoners do not hail from South Korea. That was why ever since the very day when they were taken prisoner, they have consistently demanded that they be repatriated to the northern half of the country. Now, they have become disabled owing to prison terms spanning scores of years. Moreover, they have no family members in South Korea.
There are in the North Korea no such men as "ROK army POWs" and "those abducted by the north" on the lips of the South Korean authorities. If any, they are people who joined the People's Army of their own accord after refusing to serve any more the U.S. as their cannon fodder during the Fatherland Liberation War (June 1950-July 1953) and who voluntarily came over to the north in search of a genuine life. Since their marriage in the north, they, together with their family members, have lived happily as citizens of the DPRK and expressed their will not to return to South Korea, a veritable hell.
This notwithstanding, the South Korean authorities proposed to "exchange" them with the unconverted long-term prisoners who want to come back to the north where their family members are awaiting them. Their allegation is very unjustifiable both from the humanitarian point of view and in light of International Law. Their move is contrary to their loud-mouthed "sunshine policy" and "engagement policy." The South Korean authorities should apologize for having put unconverted long-term prisoners to unheard-of torture and maltreatment, keeping them behind bars for scores of years, and return them to the north as soon as possible.
Anniversary of abolition of illiteracy marked
Pyongyang, March 25 (KCNA) -- A symposium of social scientists was held in Pyongyang on March 24 to mark the 50th anniversary of the abolition of illiteracy in Korea. Speakers at the symposium said that under the wise leadership of President Kim Il Sung and with the support of the working people, the campaign to wipe out illiteracy came to a successful conclusion in a short period of 3 to 4 years and, as a result, in March, Juche 38 (1949), Korea became the first in the East to abolish illiteracy and in the same year, the use of Chinese characters was also abolished.
Over the last 50 years since the abolition of illiteracy, not a single illiterate has appeared in Korea and the general level of people has steadily increased thanks to the popular policy of the Workers' Party of Korea on education, they noted, adding: The abolition of the use of Chinese characters made it possible to realize the popularization of publications on the highest level and the education of pupils and students in Korean resulted in developing education to be a genuinely popular one and putting culture and art on a national and popular basis.
The cultural revolution which began with the campaign to wipe out illiteracy after the liberation of the country has made a leaping advance under the wise guidance of General Secretary Kim Jong Il, with the result that Korea has ushered in a bright heyday of socialist culture.
S. Korean rulers denounced for anti-reunification sophism
Pyongyang, March 25 (KCNA) -- The secretariat of the Committee for the Peaceful Reunification of the Fatherland made public information bulletin No. 781 on March 24 denouncing the present South Korean rulers for unhesitatingly letting loose a string of anti-reunification sophism these days. The bulletin said: The "Minister of Foreign Affairs and Trade" of South Korea in a recent "lecture given at an invitation" said that "reunification must be based on the view on the value of liberal democracy." His utterances fully reveal the ulterior intention of the South Korean authorities to expand the anti-social and reactionary social system of South Korea even to the North Korea.
The recent rigmarole of the "Minister of Foreign Affairs and Trade" fully represents the stand of the present South Korean "government," not his personal view. This shows the South Korean rulers have no iota of will for reunification and that they seek only to hurt the fellow countrymen in the north with the help of outsiders. If national reconciliation and unity are to be promoted and a turning point is to be made in national reunification, anti-north fanatics must be removed in South Korea as early as possible. If the South Korean rulers persist in their anti-north, anti-reunification moves, protecting anti-communist elements of the worst type, they will not go scot-free.
"True Record of Great Man, Marshal Kim Jong Il" (2) off the press
Pyongyang, March 25 (KCNA) -- "True Record of Great Man, Marshal Kim Jong Il" (2) was published by the central standing committee of the General Association of Korean Residents in Japan to mark the holiday of February, the March 23 issue of Joson Sinbo published in Japan said. The book deals with the immortal exploits of the Marshal. It contains impressive anecdotes and materials. In the annex under the title "Marshal Kim Jong Il and the Nation, the World" it recounts loyalty to him of the people in the North Korea, deep reverence for him of compatriots in South Korea and abroad and boundless respect to him of the progressives of the world.
Sun's Day commemorated worldwide
Pyongyang, March 25 (KCNA) -- Commemorations of Sun's Day, the birth anniversary of the President Kim Il Sung, took place in different countries. Symposiums on the exploits of the President were held by the Benin Long Live Marshal Kim Jong Il Friendship Association, the Indian national preparatory committee to commemorate Sun's Day and the Indian Committee for the Study of the Juche Philosophy.
Speakers described April 15 as Sun's Day not only of the Korean people but also of peace-loving people of the world. They continued: The President set out on the road of revolution in his early years and defeated two imperialism in one generation and built the man-centred socialism of Korean style in the DPRK with credit. He was, indeed, the invincible and iron-willed commander and genius of creation and construction. His great achievements for the victory of the people's cause of independence give a strong impetus to the efforts of the progressives of the world for justice and peace.
The symposiums adopted congratulatory messages to General Secretary Kim Jong Il. A film show and a photo exhibition were held in Tajikistan and Madagascar in the countdown to Sun's Day.
S. Korean chief executive flailed
Pyongyang, March 25 (KCNA) -- Copies of literature denouncing the present chief executive of South Korea were reportedly found scattered in Seoul on March 22. More than 4,600 copies of literature were scattered in different parts of Seoul, including Unphyong, Songbuk, Jongro, Songpha and Kangnam districts to draw attention of a lot of people. Upset by this, puppet policemen were busy tracing the source of the literature.
Egyptian preparatory committee inaugurated
Pyongyang, March 25 (KCNA) -- An Egyptian preparatory committee to commemorate Sun's Day was inaugurated in Cairo on March 21 in the countdown to the 87th birth anniversary of the President Kim Il Sung. Ahmad Abdul Tawab, chairman of the Administration Council of the Arab Art, Culture and Information Association of Egypt, was selected as chairman of the committee. The committee decided to arrange commemorations of Sun's Day.
Kim Il Sung's work published in Cuba
Pyongyang, March 25 (KCNA) -- "Let Us Bring the Advantages of Socialism in Our Country into Full Play," a celebrated work of the President Kim Il Sung, was published in booklet on March 17 by the Academia Publishing House in Cuba with the approach of Sun's Day.

Pyongyang, March 25 (KCNA) -- Papers here today call upon the scientists and technicians to bring a revolutionary turn in scientific and technological development in hearty response to the Worker's Party of Korea's idea on putting science above all so as to increase the might of Korean-style socialism in every way and dynamically speed up the building of a powerful nation. In editorials hailing the national meeting of scientists and technicians opening here today, papers underscore the importance of developing sciences and technologies in making a breakthrough for building a powerful nation.
Rodong Sinmun says: The national meeting of scientists and technicians is a historic one which will fully demonstrate the validity and invincible vitality of the WPK's idea on putting science above all and placing the nation's overall sciences and technologies to world's level in a short span of time. Korea's sciences and technologies that made their start on the ruins after the country's liberation have now witnessed a leaping advance, the paper notes, stressing: It is thanks to the politics of General Secretary Kim Jong Il on putting science before anything else that more than 100 scientific achievements of world's significance have been made in recent years, including the successful launch of the satellite "Kwangmyongsong 1" and the production of an electron microscope of 300,000 magnifications.

"Evacuation drill" under fire
Pyongyang, March 25 (KCNA) -- Minju Joson today comes out with a commentary denouncing the drill of "evacuating" American civilians from South Korea to Japan, which starts today and will last till March 27. The news analyst says: Ggenerally speaking, the drill of urgently calling or evacuating their civilians from other regions or countries is intended to cope with a war. Imperialists used to stage such drill prior to their start of wars of aggression. An instance of this is "evacuation drill" undertaken by the U.S. forces in South Korea under the simulated conditions of "contingency" on the Korean peninsula. It is a preliminary drill to be seen on the eve of a war against the north.
Moreover, the drill is under way just before the South Korea-U.S. joint military exercise "RSOI", which clearly illustrates that the United States is going to ignite a war against the north on all accounts. Once the United States, South Korean rulers and the Japanese reactionaries unleash another war of aggression in Korea as allied forces, the DPRK will annihilate them to the last man, warns the commentary.
S. Korean authorities scheme to suppress spring struggle
Pyongyang, March 25 (KCNA) -- On March 22, the South Korean prosecution authorities were closeted over ways to block the spring struggle of South Korean workers beforehand, according to a radio report from Seoul. They called prosecutors in charge of "public security" sections of public procurator's offices in all parts of South Korea and ordered them to take "strong measures against the struggle of workers," crying that it is an "illegal dispute fundamentally negating restructuring" and that "social disorder may be created owing to illegal group actions of jobless people."
Asserting that it is very likely that students affiliated with the South Korean Federation of University Student Councils (Hanchongryon) may launch into a violent demonstration in solidarity with jobless people and workers, they decided to intensify the roundup of the students and prevent hanchongryon from holding its inaugural ceremony. South Korean workers are now conducting dauntless anti-"government" protests against the "restructuring."
The South Korean Confederation of Trade Unions vowed to go on a general strike from mid-April to May Day, while the Federation of South Korean Trade Unions is conducting protest actions after expressing its will to withdraw from the "Labour-Management-Government Committee." Dismayed by this, the South Korean authorities are further intensifying repressive campaigns while shifting all responsibilities onto workers and students.
Cultural relics in Kaesong area
Pyongyang, March 25 (KCNA) -- The city of Kaesong situated in the western central part of Korea boasts many national cultural relics. It was the capital of the Koryo feudal state from 918 to 1392 and a political, economic and cultural hub of the state. It was well known to the world as the first strong unified country of Korea. There are over 100 cultural sites and relics in the area including mausoleum of King Wang Kon who was founder of Koryo, Manwol Pavilion which was part of king's palace, Koryo Songkyungwan (University of Light Industry), Kaesong south gate, Yonbok Temple bell and Sonjuk Bridge.
King Wang Kon's mausoleum stands at the foot of Mt. Songak. The mausoleum covering 55,000 square meters was reconstructed in January Juche 83 (1994). Koryo Songkyungwan was founded in 992 as an advanced educational institution, "Kukjagam", renamed "Songkyungam" in 1298 and "Songkyungwan" in 1308. The university is proud of its long history of national education and culture. Kaesong south gate and the bell of Yonbok Temple show forerunner's amazing architecture and casting skill.
The gate has double eaves and a crane-shaped roof, with its ridges and sides curved. The bell is hung on the top of the gate. The bell, 3.3m high, 1.9m wide, 23cm thick and 14t in weight, is one of famous bells of Korea. The gate and Sonjuk Bridge are the oldest ones in Korea that boast superb architectural beauty. There is also Koryo Museum in Kaesong. More than 1,000 relics are displayed there to show the development of history, economy, science and culture in that period.
Japan's active participation in U.S. scheme for war
Pyongyang, March 25 (KCNA) -- The Japanese Asahi Shimbun March 22 said that, in 1994 when the situation on the Korean peninsula was tense, the Japan Defense Agency examined an issue of putting major civilian airports and ports of the country at the U.S. troops' service, according to a report. The Defense Agency considered placing civilian airports and ports at the U.S. troops' service within a fixed period and claimed that it was possible to hand the U.S. troops the right to manage the facilities, if necessary, the paper said. Pointing out that such a view still remains relevant, the paper said: Recently, a high-ranking official of the Defense Agency stated that the facilities might be offered through the application of that view if it is necessary to help in coping with "emergencies in areas surrounding Japan" as envisaged in the bill on updated "guidelines for U.S.-Japan defense cooperation." This eloquently shows how zealously the Japanese reactionaries are taking part in executing the U.S. plan for a war of aggression on Korea.
Concession to imperialism means death
Pyongyang, March 25 (KCNA) -- If a country fails to adhere to the anti-imperialist principle and turns to concession, giving in to the arbitrary practices and pressure from the imperialists, it is bound to meet failure and destruction. A people who adheres to the anti-imperialist principle and works towards progress in keeping with the trend of history is sure to win. Rodong Sinmun stresses this in a signed article today.
The daily says: A concession to the imperialists leads to irrevocable surrender. After all, it results in depriving the nation and country of its dignity and sovereignty, as well as in imposing death, subordination and tragic slavery upon them. The truth is proved by the realities in some countries. A nation should stand up to the desperate moves of the imperialists to stifle it. Only then can it defend its dignity and sovereignty. Victory is in store for a country and a nation defying imperialism. Clear evidence of the truth is the history of anti-imperialist struggle of the Korean people.
Recently the U.S. hard-line conservatives invented on purpose a suspicion of "underground nuclear facility" in the DPRK and raised a brigandish demand for inspection. They have been up to their ears in putting into practice the "5027 operation plan" for a second Korean war of aggression, talking about "surgical operation-style" strike, "tough counteraction" and "nuclear punishment." The revolutionary armed forces of the DPRK solemnly declared that they would deal an annihilating blow to them. The DPRK has an army and a people with unshakable faith that they are sure to win in a war with the U.S. It has powerful self-reliant national defense capabilities as well. So, it protects the nation's supreme interests and security, defends Korean anthropocentric socialism with credit and exalts the dignity and honor of Juche Korea.
Even the slightest concession should not be tolerated in the struggle to adhere to the anti-imperialist principle and defend the dignity and honor of the nation. The army and people of Korea should win in the confrontation with any formidable enemy by all means in the death-defying spirit and the spirit of becoming human bombs. This is their fixed stand and will.
Unpardonable crimes of pro-Japanese traitor
Pyongyang, March 25 (KCNA) -- Newspapers here today comment on the pro-Japanese flunkeyist and treacherous nature of the South Korean ruling quarters that was fully revealed during the Japanese Prime Minister's junket to South Korea. They unhesitatingly committed a treason of opening the door wider to Japan for its reinvasion, a news analyst of Rodong Sinmun says. The paper goes on: At the recent "talks" the chief executive of South Korea showed such flunkeyist and treacherous mentality as he did while visiting Japan last year. During the visit, he whitewashed the past crimes of the Japanese imperialists and, in return for it, asked for "cooperation system" against the fellow countrymen.
He hoped for Akihito's visit to South Korea, telling a lie that an "people's agreement" on it has been attained. Such remarks could be made only by a traitor who is steeped in pro-Japanese flunkeyist and treacherous idea to the marrow of his bones. He also expressed official support for Japan raising such issues as "missile" and "those kidnapped by the north" and begged for its understanding of the "engagement approach toward the north." and he went the length of calling for "message of warning" to the DPRK.
This fully revealed once again the dirty colors of the South Korean ruling groups as traitors seeking to do harm to the fellow countrymen in collaboration with the Japanese reactionaries. The Japanese reactionaries and the South Korean ruling quarters are now advertising that they will build "future-oriented relations," "new partnership for the 21st century," and achieve "co-prosperity" through "mutual cooperation." After all, the "new bilateral relations" on their lips show that a "new chapter" has been opened for the revival of Japanese militarism, realization of its design for comeback to Korea, Japan's political and economic domination over South Korea and their military tie-ups. "co-prosperity" through "mutual cooperation" means only domination and subjugation. Minju Joson stresses that the South Korean rulers have sold out the dignity of the nation to outsiders in a desperate bid to establish "cooperation system" against the fellow countrymen.
Law on fish culture adopted in DPRK
Pyongyang, March 25 (KCNA) -- A new law on fish culture was recently adopted in the DPRK. The law has 6 chapters and 49 articles. Chapter 1 fundamentals of the fish culture law lays down the mission of the law and principled requirements that should be met in developing the fish culture. The mission of the law is to develop fish culture and contribute to improving the standard of people's living by establishing a strict system and order in the management of zones of fish culture, the creation of fish resources, fish catch and conservation of its resources.
Chapter 2 management of fish cultural zones provides for orders to be observed in survey of suitable places for fish zones, their allotment and in use of land in fish farming zones. Its third chapter deals with procedures and order to be abided by in creating fish resources. Principles, procedures and methods of catching, storing and supplying fish are stipulated in the 4th chapter.
Its 5th chapter lays down duties to be fulfilled by the public establishments, enterprises and citizens in conserving fish resources. Its 6th chapter deals with guidance, supervision and control over fish culture. The enactment of the law has provided a legal guarantee for strengthening guidance and control on fish farming and properly executing the state policy on fish culture.
Folly
Pyongyang, March 25 (KCNA) -- A letter of the "speaker of the National Assembly" of South Korea came to the President of the presidium of the Supreme People's Assembly (SPA) of the DPRK from the South Korean Red Cross on March 17. On the envelope the address and name of a man who was supposed to receive the letter were not properly written. The letter should have been sent to the chairman of the SPA. The contention of the South Korean "National Assembly speaker" that he may send a letter to any one is clear evidence of the ignorance of his lot.
It must not go unnoticed that in the letter the "speaker" mentioned an "early holding of inter-Korean dialogue for implementation of the basic agreement," "discussions of outstanding issues between the two sides of Korea, including the implementation of the basic agreement" and "parliamentary-level exchange of opinions and interaction." The "speaker" does not know to whom he has to speak regarding those matters. From what is said in the letter, no doubt, the letter should have been addressed to the South Korean authorities.
Some time ago, the government, political parties and organizations of the DPRK put forward a most reasonable and most realistic proposal for authority-to-authority talks oriented towards the reunification of the country, at a joint meeting, and, in this regard, sent letters to 150 personages of South Korea. Inter-Korean dialogue has not yet been arranged. The South Korean authorities are to blame for it. They still refuse to stop "cooperation" and joint military maneuvers with outsiders, abolish the "National Security Law" and provide pro-reunification patriotic organisations and figures with the freedom of pro-reunification patriotic movement and activities. All that should be done before inter-Korean dialogue.
If the "speaker" really wants to see pro-reunification dialogue, he should not have sent the letter to the north side, but urged the South Korean authorities to do as early as possible all that should be done before the dialogue. If the South Korean "National Assembly" wants to remain a waiting maid of the authorities, the "exchange of opinions and interaction" with the "National Assembly" will bring nothing good. The South Korean "National Assembly speaker" should not be up to his ears in mailing, bereft of etiquette and common knowledge, but mind his own business to make sure that priorities to realize inter-Korean dialogue are implemented.

Pyongyang, March 25 (KCNA) -- Kim Il Chol, Minister of the People's Armed Forces of the DPRK, today met and had a talk with Buchari Effendi, ambassador of the Republic of Indonesia to Korea, who paid a courtesy call on him at the People's Palace of Culture.
U.S. decides to offer food to Korea
Pyongyang, March 25 (KCNA) -- The U.S. administration made public on March 22 a decision to offer 100,000 tons of food and an additional 100,000 tons of food for work of potato producers to the DPRK in response to the appeal made by the world food program in December last year. It is to offer also seed potatoes, fertilizers, agricultural chemicals and others for potato production. Such a step is taken by the U.S. administration apart from the offer of 300,000 tons of food now under way.
Sin Sang Jae defects to north
Pyongyang, March 25 (KCNA) -- A South Korean Sin Sang Jae, 43, and his children have defected to the North Korea. He hailed from Ulsan, South Kyongsang Province. He has made video-recorded teaching materials ever since graduation from the national fisheries university of Pusan in 1986. He worked as a representative of a Visual Education Development Agency in Ulju county before his defection.
As to the motive of his defection, he said he has been disillusioned with the society of South Korea and that he has been interested in the north where the dignity of the nation is exalted under the guidance of General Secretary Kim Jong Il who is pursuing the anthropocentric policy of independence and all the people lead a happy life full of hopes. He has been convinced that the north is a genuine society where the soul of the nation is kept alive and children can be grown to be men, sound mentally and physically, he said. When he and his children were on overseas trip for tourism, he defected to the north, he added.
