"Mysterious ship pursuit case," anti-DPRK fiction
Pyongyang , March 27 (KCNA) -- The spokesman for the Foreign Ministry of the DPRK released on March 27 a statement denouncing the Japanese reactionaries for anti-DPRK smear campaign following the fabrication of "mysterious ships pursuit case."
He said:
On March 24, the Japanese government announced that on March 23 two mysterious ships bearing bogus Japanese fishing boat names were spotted on the sea near Sadogashima, Niigata Prefecture and Nodo peninsula, Japan, and missed in pursuit.
It also said that when the "mysterious ships" were fleeing, ignoring a stop signal, an order for "marine patrol action" was issued according to article 82 of the "Law on the Self-Defense Forces" (SDF) of Japan and planes and vessels of the maritime self-defense force were called out to chase and fire warning shots at them.
The point at issue is the fact that a string of speculations that those ships "might flee to North Korean waters and that they might be North Korean ships for operations" were floated by the defense agency and mass media of Japan, getting on the nerves of the DPRK .
Synchronising with this, the Japanese government authorities hurriedly called an emergency cabinet meeting and a news conference in a bid to use the case for the revision of the "Law on SDF".
We have no idea of the "mysterious ships."
At the present juncture, the loud-mouthed "mysterious ships pursuit case" cannot be construed otherwise than one more anti-DPRK fiction invented by the Japanese reactionaries on purpose.
In Japan bills on the "Guidelines for Japan-U.S. Defense Cooperation" are under consideration at the diet to provide legal justification for reinvasion of the DPRK and other Asian countries.
As already known to the world, for their reactionary and dangerous nature those bills spark serious concern and strong opposition at home and abroad.
With a view to railroad the bills through the diet the Japanese reactionaries needed one more shocking "incident."
What merits our particular attention is the fact that the "case" occurred the day after sources of the defense agency of Japan announced on March 22 that action guidelines would be worked out for the maritime SDF and the Maritime Security Agency to cope with intrusion of foreign warships into Japanese territorial waters.
Rumours are rife in Japan also that the recent "case" seems to be an exercise of action envisaged in the U.S.-Japan defense guidelines and that far beyond a chance occurrence is this case since this was reported when the bills on the defense guidelines were under deliberation.
The Japanese right-wing reactionaries also sought in this campaign to worsen the DPRK -U.S., DPRK -Japan relations.
Whenever an agreement was reached between the DPRK and the U.S. on a series of issues or some movements took place in Japan to improve the DPRK -Japan relations, they resorted to a base smear campaign to block them.
To cite only a few examples, when an agreement of principle on resuming talks for normalizing diplomatic relations between the DPRK and Japan was reached two years ago, they floated a rumour about the "suspected kidnapping" and when the DPRK launched a satellite for a peaceful purpose last year, they hysterically cried it was "a missile launch".
History and facts go to clearly prove that as the general situation turned unfavourable to them this time, they orchestrated their clumsy drama of "mysterious ships pursuit case" in a bid to justify their militarization moves and break the DPRK -U.S., the DPRK -Japan relations.
We will never pardon the Japanese right-wing reactionaries encroaching upon the inviolable dignity and sovereignty of the DPRK by faking up the anti-DPRK provocative case intended to attain their ulterior political ambition.
The Japanese reactionaries are well advised to act with prudence, mindful that they will be wholly responsible for the grave consequence to be entailed by their reckless smear campaign against the DPRK .
Greetings to Guinean PM
Pyongyang, March 27 (KCNA ) -- Hong Song Nam, Premier of the cabinet of the DPRK , sent a message of greetings to Lamine Sidime upon his appointment as Prime Minister of Guinea.
In the belief that the good relations of friendship and cooperation between the two countries would further develop in the future, the message wished him success in the performance of his new duties.
Foreign Minister Paek Nam Sun sent a message of greetings to Zainoul Abidine Sanoussi upon his appointment as Foreign Minister of Guinea.
South Korea decides to stage joint military maneuvers
Pyongyang , March 27 (KCNA ) -- The South Korean rulers announced on March 25 that they would stage "Hoguk 99" joint military maneuvers in central inland areas and on west coast for 7 days from March 28, according to a radio report from Seoul.
The "ROK" joint chiefs of staff headquarters said that two army corps and naval and air force units would participate in the exercises to increase the "capacity of fulfilling joint operations" and the "coordinated combat capability of the three services." in this period, a "joint defence training of civilians, government and army" would also be staged to cope with "possible limited provocations from someone," it added.
National meeting of scientists and technicians held
Pyongyang , March 27 (KCNA ) -- A national meeting of scientists and technicians was held here on Mar. 25 and 26.
The meeting reviewed successes and experience gained in scientific and technological development in the past and discussed steps to pave the way for building a powerful nation with science and technology.
Present at the meeting were senior party and state officials including Kim Yong Nam, Ri Jong Ok and Hong Song Nam.
The Central Committee of the Workers' Party of Korea in its congratulatory message to the participants in the meeting highly praised the scientists and technicians for registering signal achievements in scientific and technical development and rendering great services to making the national economy Juche-orientated, modernized and scientific and putting the nation's science and technology on the world level, and expressed the belief that they would make a revolutionary turning-point in the development of the nation's science and technology.
Secreatary Choe Thae Bok of the C.C., the WPK delivered a report at the meeting. He said:
Korean science and technology have made steady progress in the '90s.
Solid foundations have been laid in the sector of electronics to automate, robotize and computerize the national economy and great strides have been made in bioengineering and mechanical engineering.
Some time ago, they made an electron microscope of 300,000 magnifications by their own efforts and technology in a short period and successfully launched satellite "Kwangmyongsong 1".
They exerted enormous efforts to resolve scientific and technical problems in making an effective use of the present economic foundation. By doing so, they succeeded in producing iron in the Korean way by the method of oxygen blowing and put a large-capacity transformer on single winding basis and thus opened a vista for revitalizing the economy and raising the standard of people's living.
These results are the most precious and proud ones as they were achieved in the severest and fiercest confrontation with imperialists and reactionaries.

CPRF secretariat on anti-social misrule in S. Korea
Pyongyang , March 27 (KCNA ) -- The secretariat of the committee for the Peaceful Reunification of the Fatherland issued on March 26 information bulletin No. 782 on anti-social misrule of the self-styled "government for the people" in the wake of the publication of the "results of one-year-long investigation into property" of high-ranking bureaucrats by a South Korean "committee on ethics of public office holders."
According to the "results," 83.2 percent of bureaucrats of category a and above of the "legislature," "judicature" and "administration" under the chief executive, or 532 people, have amassed their wealth ever since the appearance of the present "government" in South Korea. Of them the eldest son of the present chief executive and 140 others made a fortune to the tune of more than 100 million won, even nearly 2,080 million won to the maximum, the "results" said.
The information bulletin says:
This clearly proves that the people's living is deteriorating to the extreme as a result of economic bankruptcy and disasterous lay-offs, while high-ranking bureaucrats are keen on illicit accumulation of wealth.
The South Korean chief executive tries to fool the workers and people of other social strata whose existence is driven to bay, with honeyed-words of "pains sharing," but the realities show that his words are a sheer lie.
So long as foreign domination and anti-social misrule of the South Korean authorities remain, the South Korean people can never get rid of the pains and misfortune.
Japanese authorities had better mind their own business
Pyongyang , March 27 (KCNA) -- Rodong Sinmun today comments on the negative stand of the Japanese authorities on the improvement of relations between the DPRK and Japan.
The news analyst says:
Recently they say that if the DPRK shows a constructive response to the issue of missile launch and "suspected abduction," they are "willing" to promote the work for the improvement of relationship. Their allegation is a dirty propaganda ploy to build up public opinion as if the DPRK were to blame for the unimproved relations between the two countries.
Japan's liquidation of the past and rectification of the policy hostile to the DPRK are at the core of the improvement of the bilateral relations.
The Japanese imperialist occupation of Korea and worst colonial rule spanning more than 40 years inflicted immeasurable misfortune, pains and disasters upon the Korean people. Either in view of international laws or from the moral point of view Japan should have made an apology and compensation for them.
The successive Japanese authorities tried to isolate and stifle the DPRK , while pursuing the policy absolutely pro-South Korean and seeking permanent division of Korea.
Recently alone, the Japanese authorities described the DPRK 's launch of a satellite as "that of ballistic missile" and cried for "cooperation" with the U.S. And the South Korean authorities in their vicious anti-DPRK campaign.
So long as they refuse to liquidate the past and persistently pursue the policy hostile to the DPRK , the DPRK will never work towards the improved relations between the two countries.
They are foolish enough to talk about the "constructive counteraction" of the DPRK. They had better perform its obligation by rectifying the policy hostile to the DPRK before anything else.
Foreign minister Paek Nam Sun meets Yugoslav Ambassador
Pyongyang , March 27 (KCNA ) -- DPRK Foreign Minister Paek Nam Sun met Ljubomir Djukic, Yugoslav Ambassador to Korea, on March 26 as regards the prevailing serious situation in Yugoslavia.
On the occasion, the DPRK Foreign Minister said that military attacks being made by the united states and NATO against a sovereign state by mobilizing huge armed forces are sparking serious concern and criticism from among many countries and progressive people all over the world.
He stressed that armed aggression against Yugoslavia should be stopped at once.
Highly important teachings on national reunification
Pyongyang, March 27 (KCNA ) -- Ten years have passed since the President Kim Il Sung received Rev. Mun Ik Hwan, a democrat of South Korea, during his visit to the northern half of Korea. On this day Rodong Sinmun today carries a signed article which says:
He personally met Rev. Mun twice in Pyongyang and gave important teachings on national reunification.
The President said that national reunification being the supreme task of the nation, everything should be subordinated to it and the country be reunified by confederacy formula.
He noted that a confederal state should be independent, neutral, non-aligned and unified one from a to z, and it was our consistent stand to reunify the country independently and peacefully on the principle of great national unity.
He proposed to replace the Armistice Agreement with a Peace Agreement, adopt a declaration on non-aggression and significantly reduce the armed forces and armaments between the north and south, terminate political and military confrontation and ease tensions between the north and south and open political and military talks to that end.
He stressed that the country's reunification should be achieved by the efforts of the Korean nation, and for this, the unity of the whole nation should be achieved.
What the President said to Rev. Mun. is the guiding principle and behests on reunification for all the compatriots in the north, south and overseas to carry out.
His highly important teachings prove a great vitality in the efforts to achieve the Korean nation's cause of reunification thanks to their validity and justness and serve as an immortal banner to be upheld by 70 million compatriots in the struggle to realise national reunification.
Kim Jong Il sends wreath to bier of Mun Ye Bong
Pyongyang , March 27 (KCNA ) - General Secretary Kim Jong Il today sent a wreath to the bier of Mun Ye Bong, people's artiste of the Korean Film Studio, expressing deep condolences over her death.
Mun Ye Bong had worked as an actress for 50 odd years after the liberation of the country. She played the part of a heroine in "My Home Village," Korea's first feature film, before appearing on scores of feature films.
She died of desease at the age of 82 on March 26, Juche 88 (1999).
