Withdrawal of anti-human right bill demanded

Pyongyang, April 27 (KCNA) -- 130 lawyers of South Korea published a joint declaration demanding that the "'government' immediately cancel an anti-human right bill," the South Korean newspaper Hangyore said.
The declaration said human rights activists and people of all social standings in South Korea are struggling against the "bill on human rights". It laid bare the injustice of the "bill" faked up by the authorities. The acts of the "Ministry of Justice" against human rights are illustrated by the "law-abiding oath system" faked by it as regards the release of prisoners of conscience, the total refusal of the introduction of the "special examination system" and its refusal to guarantee jobless people qualifications to join trade unions despite the agreement reached at the "labour-management-government committee", the declaration noted.
It held that the "government's bill on human rights" which was faked up by the "Ministry of Justice" should be canceled at once.

U.S. war plan to use nuclear weapons disclosed

Pyongyang, April 27 (KCNA) -- It has been brought to light that the United States worked out an operational plan to attack the Korean peninsula and China by using a large number of nuclear weapons in case another Korean war breaks out late in 1953, according to a news report.
This was confirmed by top-secret operational plans and telegrams worked out by the then command of U.S. forces in the far east in November 1953, which have recently been obtained from the U.S. state archives. According to the operational plan "8-53", the United States intended to make ground, naval and air attacks on targets in Korea and the northern area of China by using 50-200 nukes as well as conventional weapons in case another war breaks out on the Korean peninsula.
A study report worked out by an institute of Johns Hopkins University of the United States in December 1951 has confirmed that in the early period of the Korean War the United States examined the plan to drop over Korea an A-bomb the destructive power of which was more than double those A-bombs dropped over Hiroshima and Nagasaki of Japan.

The present rulers of South Korea have been forcing unemployment, poverty and miserable death upon workers and other people, through lay-off system and "restructuring" as demanded by foreign monopoly capitalists, he said, and went on: The struggle of working people of different social standings and students in South Korea is not merely for the right to existence, but it is a patriotic struggle of justice against outsiders' economic domination and subjugation and for independence and democracy of South Korean society.
The only way for them to retake human dignity, lead a worthy life and realize democracy is to decisively smash the colonial fascist rule of the outsiders and their stooges and bring about the dawn of independence and democracy, the speaker stressed, calling upon them to more courageously turn out in the struggle against the United States and other outsiders and for democratic freedom and rights.
Speeches were also made at the rally by representatives of different social strata. The rally adopted a letter to workers, peasants, students and other people in South Korea.
The letter said that the people from all walks of life in South Korea should terminate the colonial rule and economic trusteeship by the U.S. infringing upon their vital rights and democracy and realize independence of society. They should also stand against the present authorities engaging themselves in flunkeyism and treachery and fascist dictatorship under the mask of "people" and achieve democracy of society.
The workers, peasants and students in the North Korea will as ever stand invariably by the side of the broad segments of the South Korean people such as workers, peasants and students, it declared.

S. Korean authorities hit for their fascist action

Pyongyang, April 27 (KCNA) -- The South Korean authorities sentenced Hwang Son to two years of imprisonment and two years of disqualification on charges of "praise, inspiration, meeting and communication" on the strength of the "security law." Last year Hwang Son visited Pyongyang to participate in a joint expedition to historical relics in the North Korea, an academic seminar and august 15 reunification events in the capacity of a delegate of the South Korean Federation of University Student Councils (Hanchongryon).
Rodong Sinmun today denounces the South Korean authorities who handcuffed Hwang who had done things quite right for national reconciliation and reunification as the thrice-cursed enemy of reunification and the nation. The news analyst says: They never let a chance pass by without talking about "cooperation," "reconciliation" and "improved inter-Korean relations." It goes without saying that the loudmouthed terms are all nonsense.
Their persecution is not confined to Hwang Son alone. It is an outspoken challenge and provocation to the DPRK which make every possible sincere effort to improve inter-Korean relations and open an epochal phase of national reunification. History and the nation will never pardon them keen on suppression of pro-reunification patriotic students. The South Korean authorities should be aware of this and set her free at once.

Ryang Yong Su, chairman of the National Federation of Poor People, said at a rally that the vital rights of urban poor people including daily earners, evacuees and stall-keepers have been exposed to threat since the trusteeship of the International Monetary Fund came into force. He denounced the authorities for ignoring this and taking no measure.

Worker's Party and people of Korea lauded

Pyongyang, April 27 (KCNA) -- The Worker's Party and people of Korea have built a country of which they should be proud before the world despite aggressive maneuvers and threat by the imperialists, said Sean Garland, former general secretary of the Communist Party of Ireland, in his notes on the visit to the DPRK which was published on April 5.
The Korean people are as ever fully confident of the leadership of Kim Jong Il, General Secretary of the Worker's Party of Korea, he wrote, adding: The DPRK, despite all hardships including flood, tidal wave, draught and damage of cultivated land, has entered a stage to successfully occupy targets in all fields by its own efforts.
The U.S. policy to stifle the Korean economy through continued military actions will never succeed. The miraculous successes made by the Korean people prove that they can successfully frustrate the U.S. threat and reckless aggression. The Worker's Party and people of Korea will defeat the enemy by force of single-hearted unity and build the best socialist country.

Accelerating the building of a powerful nation

Pyongyang, April 27 (KCNA) -- The Korean People's Army and people are accelerating the building of a powerful socialist country by concerted efforts.
The recently commissioned December 5 Youth Mine is the fruition of the creative cooperation between the army and people. The servicemen mobilized in the construction and employees of the mine successfully carried out difficult and gigantic projects such as the building of thousands metre long electric car pit and several shafts in the revolutionary spirit of soldiers.
Meanwhile, the servicemen displayed mass heroism to the full to overcome difficulties. Millions of cubic metres of water was pumped out and pits under water were restored. The servicemen and employees have successfully developed the mine, thus opening a vista for developing chemical industry and improving the standard of people's living.
Soldiers and people succeeded in repartitioning tens of thousands of hectares of patches of paddy and non-paddy fields into 800-phyong or 1,000-phyong standardized shapes for mechanized farming in more than 100 days in Kangwon Province despite the severe winter of last year. Servicemen are giving a sincere helping hand to the people in their work and life not only in major socialist construction sites but in the places where they are stationed.
Clear evidence of this is "army-people power plant", "army-people bridge", "army-people reservoir", "army-people hall" and others that have sprung up in different parts of the country.
Now the servicemen of the Korean People's Army are devotedly carrying out orders and instructions of supreme commander Kim Jong Il in various fields of the national economy and construction sites in the revolutionary spirit of soldiers. The spirit inspires all people of the country. The unity between the army and people in the idea and the trait based on the revolutionary spirit of soldiers has become a foundation of the Korean society.

Attempt to use Mt. Kumgang sightseeing ship for confrontation

Pyongyang, April 27 (KCNA) -- The spokesman for the Korean Asia-Pacific Peace Committee on April 26 released a statement in the wake of the recent announcement of the South Korean authorities that there would be a forum on a sightseeing boat on the sidelines of tourism.
The Mt. Kumgang tour has lasted for five consecutive months amidst concern and interest of people at home and abroad as a result of our side's idea of great national unity based on patriotism and compatriotic step, the spokesman said, and went on: The South Korean authorities who dislike the tour are now attempting to use the Mt. Kumgang sightseeing boat for confrontation with the north.
Aboard the ship in exclusive service for Mt. Kumgang tour riffraff of the "Ministry for National Unification" who made themselves infamous with anti-reunification confrontation with the north are to have anti-DPRK forum on such subjects as "review of the policy toward the north" and "direction of the development of inter-Korean relations."
The projected omnium-gatherum is a provocation which runs counter to the purpose of the tour. We cannot remain a passive on-looker to the attempt of the South Korean authorities to incite confrontation with the north even aboard the sightseeing boat. The South Korean authorities never let a chance pass by without trying to obstruct the tour.
They have hitherto poked their nose into the tour, a part of non-governmental economic cooperation, saying that there should be a meeting of separated families in Mt. Kumgang, that there should be a step for joint marine rescue and that regulations on the tour were strict.
Their obstructions have gotten on the nerves of the north and cast a shadow over the tour itself. They should ponder over consequences of their foolish attempt to use the tour for their sinister political purposes and stop such confrontation with the north at once.
