WPK's policy of giving priority to army is invincible
Pyongyang, June 16 (KCNA) -- The newspaper Rodong Sinmun and the magazine Kulloja, organs of the Central Committee of the Worker's Party of Korea, published a joint article entitled "Our party's policy of giving priority to army is invincible." The joint article is carried in Rodong Sinmun today. Its keynote is that the WPK's policy of giving priority to the army is the perfect mode of politics in the present times, an invincible politics which emerges ever victorious in confrontation with imperialism and a wise politics which ushers in a new era of prosperity and that the Korean revolution will always win under this politics.
The first part of the joint article refers to the perfect mode of politics in our times.
It says: The Korean revolution has advanced triumphantly under the great politics of giving priority to the army. The mode of give-priority-to-the-army policy is a mode of leadership which solves all problems arising in the revolution and construction on the principle of giving top precedence to the military affairs and pushes ahead with the socialist cause as a whole, putting forward the army as the pillar of the revolution.
The WPK's policy of giving priority to the army is the most popular politics centred on the popular masses. It is based on the revolutionary philosophy that the army is precisely the party, people and state. Attaching great importance to the army means giving primary importance to the people, while putting forward the army as the pillar of the revolution means giving the popular masses a position of master of the revolution.
Creative energy of the people is inexhaustible . If this energy is to be given fullest play, the people should put forward the revolutionary army as an example and learn from it and the whole society should be replete with the fighting spirit and stamina of the people's army. The army-first policy is aimed to realize this.
The WPK's policy of giving priority to the army is the most independent politics of hewing out the road of the revolution with the internal force.
If the army is strong, there will be no need to read other's face or be despised by others. Independence and self-supporting in economy are possible only when there is self-reliance in defence. If socialist politics is to be truly independent, military affairs must be put forward and the military forces be strengthened in every way. This is a serious lesson drawn from the history of socialist politics in the 20th century.
The WPK's policy of giving priority to the military affairs is a far-sighted policy of providing guarantee for the future of the revolution. It is very dangerous to approach military affairs in a short-sighted manner in administering socialist politics.
It should not be allowed in the socialist politics under any circumstances that less efforts are directed to the military affairs in a peaceful situation than in a tense situation and that the strengthening of the national defense is neglected when socio-economic tasks come to the fore.
A statesman with clairvoyant wisdom always concentrates on the military affairs, foreseeing future developments. It is possible to deal with economic malaise. But, once the military power is weakened, the nation's framework of eternal value will break down. Bright is the future of the revolution in which efforts are made to adhere to the principle of giving priority to the military affairs.
In the second part the article refers to the invincible politics which gives guarantee for certain victory in confrontation with imperialism.
The socialist cause inevitably goes with fierce face-off with imperialism, the article says, and continues: The WPK's policy of priority given to the military affairs is very instrumental in winning a victory in serious ideological stand-off with imperialism. Ideological disarmament of the army leads to collapse of the socialist bulwark. Even if the people are not prepared politically and ideologically, socialism cannot collapse when the army stands true to it.
The way of defending the ideological fortress of socialism is to make the revolutionary army an army strong in ideology and faith above all and arm the entire people with the socialist idea on this basis. Only then, can the ideological fortress be cemented as firm as a rock. The WPK's policy of giving priority to the army is an invincible policy that always ensures victory in the military confrontation with imperialism.
The military confrontation is a life-and-death fight decisive of whether to become an independent people or colonial slaves of imperialism. It is the way of defending the destiny of the country and the nation to counter strength with strength and arrogant use of arms with merciless strikes. The WPK's policy of giving priority to the army is a powerful policy that ensures a decisive victory in political and diplomatic confrontation with imperialism.
The stand a revolutionary party and people should always maintain in the political and diplomatic confrontation with imperialism is a hard-line attitude of defending the fundamental interests of the revolution without any concession. A step of concession in diplomacy with vicious imperialism means continued concession in future.
Today the WPK's policy of giving priority to the army is a guarantee for sure victory in diplomacy with the enemies. Our self-reliant defence capabilities, a result of scores of years of arduous efforts, instill great fear into the imperialists. We will strongly counter imperialism while saying whatever we want to say in face of any threat and blackmail.
In the third part the article refers to the wise policy that ushers in a new age of prosperity.
The WPK's policy of giving priority to the army is greatly instrumental in laying a firm foundation of socialist society, the article says, and goes on: As the great leader Kim Jong Il said, the unity of the army and the people in ideology and fighting spirit based on the revolutionary spirit of soldiers is the very essence of the idea of the army-people unity and the foundation of our society.
In order to lay the most solid foundation of socialist society, the army and the people should unite around the party in one mind. The army and the people are a pedestal propping up socialist society and the two major forces defending socialism. It is thanks to Kim Jong Il's policy of giving priority to the army that the army-people unity has reached a remarkably high level in Korea today.
The revolutionary spirit of soldiers and the spirit of devotedly defending the leader which were created in the army are now being followed by all the people. The army's style of work and fighting spirit, morality and culture are prevailing in the society. The army and the people love and assist each other and the unity in ideology and fighting spirit exists between them. This is a real picture of our society.
The policy of giving priority to the army is a sure guarantee for steadily consolidating and developing the socialist government. Government is a key means of enforcing politics while the army is a key means of defending the government.
The WPK's policy of giving priority to the army is a motive force to effect a fresh upsurge in socialist construction. Strong armed forces will guarantee peaceful conditions for economic construction. The revolutionary army carries out difficult tasks in socialist construction and arouses the people to heroic feats.
We will in the future, too, decisively frustrate the enemies' fictions of "crisis" and "bankruptcy" of the Korean-style socialism with the revolutionary line of giving priority to the army and rapidly develop the national economy with a high pride.
In its fourth part the article stresses that the Korean revolution will emerge victorious at all times thanks to the policy of giving priority to the army.
The article goes on: The credit for the enduring vitality of the WPK's policy of giving priority to the army goes to the outstanding quality of the leader.
The respected leader Kim Jong Il has been recognized as a supreme model of statesman of brilliant commander type who is badly needed by the present era.
It is none other than Kim Jong Il who is possessed of high political awareness, extraordinary military wisdom, outstanding organizational ability and commanding art of encouraging the whole party, the whole army and all the people to act as one, matchless courage and determination as well as exhaustive knowledge of all fields including politics and military affairs.
This policy represents a great revolutionary leadership method clearly expressive of the outstanding greatness of Kim Jong Il as well as unique Kim Jong Il-style political method that should be named only after him. Unshakable and enduring is the resolution of Kim Jong Il to carry to completion with arms the revolutionary cause of Juche, which was pioneered with arms.

Under the leadership of Supreme Commander Kim Jong Il, the Korean People's Army has grown to be a strong army with each soldier being a match for a hundred, nay, a thousand foes. A revolutionary system of leadership over the army and military discipline have been established throughout the army. The KPA is equipped with attack and defence means. The WPK's policy of giving priority to the army is a guarantee for sure victory in diplomacy with the enemies.

Symposiums on Kim Jong Il's immortal exploits
Pyongyang, June 16 (KCNA) -- A symposium of the Ministry of the People's Armed Forces took place at the April 25 House of Culture on Tuesday on the occasion of the 35th anniversary of General Secretary Kim Jong Il's start of work at the Central Committee of the Worker's Party of Korea.
Present there were Jo Myong Rok, director of the general political department of the Korean People's Army, Kim Il Chol, Minister of the People's Armed Forces, and others. Speakers said at the symposium that Kim Jong Il set a worldwide example in the building of the socialist ruling party and strengthened and developed the people's army into an army of the party of Juche type.
It was stressed at the symposium that all the officers and men of the KPA are absolutely obeying only the orders and instructions of the Supreme Commander and devotedly fulfilling them on the principle of absoluteness and unconditionally and the KPA is demonstrating its might as ranks of human bombs that are devotedly defending the party and the leader in the first line and as a matchless army with strong idea and faith.
The symposium underscored the need to perform a new miracle and feats in defending the socialist motherland as firm as an impregnable fortress and building a powerful nation. A similar symposium was held by educational workers on June 14.
Polish embassy officials help co-op farm in farming
Pyongyang, June 16 (KCNA) -- Charge d'affaires ad interim of the Polish embassy in Korea Mieczyslaw Dedo and embassy officials helped the Korea-Poland Friendship Jangsuwon Cooperative Farm here in its farming on Tuesday.
The guests weeded vegetable fields together with farmers.
At a break, they sang and talked with each other.
Military attaches corps visits different places
Pyongyang, June 16 (KCNA) -- The military attaches corps here visited the tower of the Juche idea in Pyongyang on Tuesday on the occasion of the 35th anniversary of General Secretary Kim Jong Il's start of work at the Central Committee of the Worker's Party of Korea.
Being briefed on the fact that the tower was wonderfully built as a monumental edifice under the far-reaching plan and energetic guidance of Kim Jong Il to hand down to posterity the revolutionary idea and undying feats of the President Kim Il Sung, the guests looked round the tower and groups of sculptures. Then they mounted the tower balcony and enjoyed a bird's eye view of Pyongyang which underwent a grandiose and splendid change.
Earlier, the military attaches corps visited the metro construction museum.
The guests went round with keen interest the mementos and materials on display, being briefed on the fact that Kim Il Sung and Kim Jong Il initiated and wisely led the metro construction.
Kimilsungia and Kimjongilia exhibition to be built
Pyongyang, June 16 (KCNA) -- Kimilsungia and Kimjongilia exhibition will be built in the Munsu area of Pyongyang on the bank of the River Taedong.
The unique-style exhibition with a total floor space of 5,000 square meters and a glass roof and walls will have Kimilsungia and Kimjongilia show hall, a video-recorded lecture room, greenhouse and tissue culture room and all other conditions needed for flower show and cultivation.
A ground-breaking ceremony took place on Tuesday.
Present there were Yang Hyong Sop, vice-president of the presidium of the Supreme People's Assembly, Kim Ki Nam, secretary of the Central Committee of the Worker's Party of Korea, and others.
Anti-north confrontation
Pyongyang, June 16 (KCNA) -- Chon Yong Thaek, chief of the "Intelligence Service" of South Korea, in his recent commemorative address marking the foundation anniversary of the service blustered "the north has a greed for communizing the south" and the "service should not slacken vigilance", according to a news report.
His deliberate and premeditated sedition for confrontation with the north is a criminal outcry that insults the north and throws a wet blanket over the ardent desire of the fellow countrymen for great national unity.
His remarks stemmed from a base ruse to slander the north, tarnish its image and justify an ulterior intention to realize their ambition for "unification under the system of liberal democracy."
While at the "ministerial post of national defence", he went the length of proclaiming the north as the "principal enemy" and made himself infamous as a hideous anti-north confrontation that incited a fever of war against the north.
No sooner had such a war hawk been appointed as the chief of the service than he officially agitated an all-out confrontation with the north. How can we tolerate him?
The point is that the chief executive of South Korea, instead of removing such a devil, appointed him to the post of the "chief of the Intelligence Service," an anti-north plot-breeding center. This proves once again that the South Korean chief executive intends to further aggravate the inter-Korean relations and block peace and peaceful reunification at any cost.
If he truly wants to improve the north-south relations, he should oust such an anti-north confrontation as Chon Yong Thaek and dissolve the service without delay.
Chon Yong Thaek will have to pay dearly before the nation that is waiting for a chance to take its revenge on him.
Great thinker and theoretician
Pyongyang, June 16 (KCNA) -- Korean-style socialism is dynamically advancing along the road it has chosen by itself.
Such an advance is unthinkable apart from the ideological and theoretical activities of General Secretary Kim Jong Il, who has confidently led the Korean revolution and construction along the road of Juche while working at the Worker's Party of Korea Central Committee over the last 35 years.
His energetic ideological and theoretical activities resulted in his publication of many monumental works which give perfect answers to questions raised by the times and revolution and which are of epoch-making significance in the ideological and theoretical development of mankind. He authored and published more than 890 important works in 30 years from June, Juche 53 (1964) to June, Juche 83 (1994).
This means he published an annual average of 30 works and theses.
Typical of them is the celebrated work "On the Juche Idea" (March 1982) which fully reflects his political idea and method. In the work, he raised the fundamentals of philosophy with the people as a center on a fresh basis and advanced a unique and revolutionary philosophical principle that man is the master of everything and decides everything.
The work gives unique definitions to the socio-historical outlook with the position and role of the popular masses as the main and the principle and method of guidance in the revolution and construction.
He further developed and enriched the Juche idea in "On Some Problems of Education in the Juche Idea" (July 1986), "On Having a Correct Viewpoint and Understanding of the Juche Philosophy" (October 1990), "On Establishing the Juche Outlook on the Revolution" (October 1987) and other works. The Juche idea has thus become a sole guiding idea of accomplishing the human cause of independence, which is universally recognized by the world for its truth, validity and invincible vitality.
"On the Fundamentals of Revolutionary Party Building" (October 1992), "Let Us Resolutely Defend through Generations the Political and Ideological Unity and Purity of the Party" (October 1976) and other works published by him serve as a powerful ideological and theoretical weapon in strengthening and developing the WPK into an invincible revolutionary party.
In recent years alone, he published "Socialism Is a Science", "the Worker's Party of Korea Is the Party of the Great Leader Comrade Kim Il Sung" and "Let Us Reunify the Country Independently and Peacefully through the Great Unity of the Entire Nation" and other works, making it possible for the Korean revolution to advance dynamically along the road of victory despite the worldwide political turmoil.
Priority to military affairs
Pyongyang, June 16 (KCNA) -- Military affairs must be given primary importance for the accomplishment of the socialist cause that is inevitably accompanied by acute confrontation with imperialism, stresses an article issued today jointly by the newspaper Rodong Sinmun and the magazine Kulloja, organs of the Worker's Party of Korea Central Committee.
On the WPK's policy of giving priority to the army, the article says: We do not hide from anybody the fact that we have put forward military affairs because they are of utmost importance in realizing the idea of "the people are my god," an idea of defending to the last the destiny of the people with high sense of responsibility.
The stand of the WPK that gives priority to the army in a just and fair manner will remain unchanged in the future, too.
Short-sighted approach to military affairs is a very dangerous element in socialist politics. Neglect of national defence can never be allowed in socialist politics. With the Cold War ended, the imperialists are resorting to a more brigandish logic of strength. Countering strength @with strength and arrogant use of arms with merciless punishment is a way of defending the destiny of the country and the nation.
The last card that is effective in fierce diplomatic confrontation is always one's solid political and military potential and confidence in victory based on it.
Giving priority to military affairs is not a tactical issue but a strategic issue related to the destiny and future of the revolution. The revolutionary line of giving priority to the army must be maintained whether the situation is strained or relaxed.
Deviation from the revolutionary principle of giving priority to the army means death.
S. Korean warships in N. Korea waters again
Pyongyang, June 16 (KCNA) -- The South Korean authorities today infiltrated warships into the north side's territorial waters off its west coast, military sources reported.
At around 08:00 seven warships of South Korea intruded in battle array deep into the north side's territorial waters off Kangryong county, South Hwanghae Province. Later, they were joined by four more ships at around 08:30. Worse still, brasshats of the "ROK" army ordered their group of warships in waters off Yonphyong islets to secure in advance the "destruction" area and rapidly go into "charge" and fire at patrol ships of the navy of the Korean People's Army, if they move on a patrol duty.
On this instruction the enemy's warships intruded into the north side's territorial waters and desperately attempted to intentionally disturb our navy ships on a routine duty. This provocation is now leading Korea to a touch-and-go situation in which a war might break out any moment.
S. Korean authorities' military provocations@flailed
Pyongyang, June 16 (KCNA) -- The spokesman for the Committee for the Peaceful Reunification of the Fatherland released a statement today denouncing the South Korean authorities for bringing the situation of the country to a hair-trigger crisis by committing reckless military provocations against the DPRK.
The statement says: Their grave military provocations came at a time when the U.S., having changed "operation plan 5027," a war scenario for aggression on the DPRK, into a more bellicose one, finished off its preliminary war, a test war in Yugoslavia under the simulated condition of emergencies on the Korean peninsula. This shows that preparations of the South Korean authorities for a war of aggression on the north have entered into the stage of its ignition.
We cannot but take a particularly serious view of the South Korean rulers' military provocations in the west sea because they are being committed at a time when conditions are maturing for reconciliation and cooperation between the north and the south and authority-to-authority dialogue is imminent.
Our Committee for the Peaceful Reunification of the Fatherland, in the name of the entire nation, vehemently denounces the South Korean authorities for bringing the situation of the country to the brink of war and worsening the inter-Korean relation as never before, branding the reckless moves as a premeditated provocation intended to bar a new phase of detente and dialogue and as a deliberate move aimed at igniting a war against the north under the patronage of the U.S. war hawks.
It is entirely thanks to the patience and self-restraint of our people's army that reckless military provocations by the South Korean authorities have not developed into an all-out war. However, there is a limit to our patience. The U.S. and their stooges must clearly know that if they finally unleash a new war, the aggressors and provokers will be burned to death in the flame kindled by themselves.
The South Korean authorities must apologize for the military provocations at once and put an immediate end to the false propaganda aimed at building up the public opinion that the responsibility for the incident rests with the north.
We strongly warn that the South Korean authorities cannot escape from the responsibility for worsening the inter-Korean relations and bringing the situation of the country to the brink of war.
We solemnly declare that we will restrict or suspend Pyongyang visits of South Koreans and their contacts with us for the time being in view of the serious situation created by the South Korean authorities.
