KCNA on deadlocked Beijing north-south talks

Pyongyang, July 9 (KCNA) -- The South Korean authorities are now trying to create the impression that the north side was to blame for the deadlocked north-south vice-minister level talks in Beijing, according to a report. This is a piffle reversing black and white. We make it clear that it was entirely due to the unreasonable and insincere attitude of the south side that the talks resumed in Beijing on June 22 eventually came to a rupture after it hit snags from the beginning.
The south side's unreasonable attitude and stand were revealed when it raised preposterous conditions over the issue of providing fertilizers according to the agreed points on June 3. According to the agreed points, the south side is to provide 200,000 tons of fertilizers to the north till July and, at the same time, it was expected to discuss the issue of separated families and other pending matters of mutual concern. In other words, the two issues are not interdependent. Especially, the provision of the remaining 100,000 tons of fertilizers was not conditional on any success in the solution of the issue of separated families.
But, the south side at the talks raised the successful discussion of the issue of separated families as a precondition for providing the remaining fertilizers before debating it. This is, in fact, a unilateral violation of the agreed points and as good as laying an artificial difficulty in the progress of the talks. Worse still, the south side sparked the west sea incident and let a human derelict slander the north just before the talks.
This was a completely planned and intentional provocation to the partner of the talks, which was main factor of turning the talks into quarrels. It was only too natural that the north side called the south side to account for the deadlock of the talks and urged it to make an apology. And the south side should have accepted it. However, the south side impudently refused to respond to it and hastily went back to Seoul.
The facts clearly show that no success is expected from the talks as long as the north-south confrontation is aggravated by the South Korean ruling quarters' war maneuvers and they continue sinister actions of provoking and insulting the dialogue partner. Accordingly, the obstacle removed for successful north-south talks.
