Kim Jong Il visits navy unit
Pyongyang, July 28 (KCNA) -- General Secretary Kim Jong Il visited Kum Song lifeguard unit no. 155 of the KPA Navy to congratulate the KPA soldiers on the 46th anniversary of the Korean people's victory in the Fatherland Liberation War.
He was accompanied by generals Hyon Chol Hae and Pak Jae Gyong and general officers of the KPA.
The visiting party also included secretaries of the WPK Central Committee Kim Kuk Thae and Kim Yong Sun, member of the WPK Central Military Commission and first vice department director of the WPK Central Committee Ri Yong Chol and member and first vice department director of the WPK Central Committee Jang Song Thaek.
He first went round the monument to the President Kim Il Sung's on-site guidance, the revolutionary history education room and historical mementos.
Korea, which hardly had a small vessel to defend the sea, has an unrivalled navy today thanks to the wise leadership and meticulous care of the President, who worked heart and soul to build and strengthen the navy from right after the nation's liberation till the last moment of his life, said Kim Jong Il, adding that the President's immortal exploits will shine long in the annals of the nation.
He called for preserving the historical sites and mementos of the President's on-site guidance and educating sailors through them, which are a valuable revolutionary heritage to be handed down to posterity along with the history of the navy of Juche.
He looked round the Rodongja-ho and other warships which were riding at their moorings and praised the valiant sailors for defending the sea of the motherland dependably.
He then went to the combined training room of the unit to see sailors under training.
The sailors, who had trained themselves to be invincible sea combatants with intense loyalty to the party and the leader and with deep hatred for the enemies, demonstrated their firm determination to bury all the enemies at sea if they intrude into the territorial waters of the motherland even 0.001 mm.
He highly appreciated the sailors' successful training and gave them important tasks to strengthen the navy.
He gave the sailors a pair of binoculars and an automatic rifle, in the belief that they would reliably defend the sea of the nation in the same attack spirit that enabled a few torpedo boats to sink a heavy cruiser of U.S. during the Fatherland Liberation War.
He posed for a picture with the unit's sailors.
He joined them in enjoying a performance given by the merited choir of the KPA, which had been awarded "Kim Il Sung order", at the hall of servicemen.

Japan's shipment of plutonium blasted
Pyongyang, July 28 (KCNA) -- Papers here today carry signed commentaries denouncing Japan for transporting plutonium reprocessed in Europe via the straits of Korea despite protest and condemnation from the environment movement federation and other civic organizations of South Korea and international environment organizations.
Japan's re-shipment of plutonium betrays its shameless nature and persistent and deep-seated nuclear ambition, a signed commentary of Rodong Sinmun observes.
It cites concrete facts to prove that Japan has imported plutonium and massively stockpiled it in a bid to realize its ambition for turning it into a nuclear power.
It continues:
Today Japan's development of nuclear technology and means of delivery is at the world's top level. What remains to be done by Japan now is to stockpile plutonium and produce nuclear weapons from it any time.
The fuss made by Japan over the non-existent "missile threat" from the DPRK is nothing but a crafty ruse to divert the vigilant eyes directed to their moves for nuclear arming to the DPRK.
Minju Joson in a commentary urges Japan not to deceive public opinion with fictions about someone's "missile threat" and "nuclear threat" but discontinue the moves for its nuclear arming and its conversion into a military power.

Repatriation of unconverted long-term prisoners urged
Pyongyang, July 28 (KCNA) -- A joint preparatory committee for the '99 Grand Pro-Reunification Festival and the 10th Pan-National Rally for Independence and Great Unity of the nation Tuesday released a special resolution on the occasion of the 46th anniversary of the victory in the Fatherland Liberation War.
Calling for the repatriation of the unconverted long-term prisoners in South Korea to the north and reconciliation and the great unity of the nation, the resolution said:
Finding themselves in a deplorable condition, afflicted with chronic diseases after their prison life for more than 30-40 years, they are eagerly looking forward to return to their hometowns. It is very reasonable from a humanitarian viewpoint to repatriate them to the north as early as possible.
Recalling that the 70 million countrymen's aspiration after reunification is growing stronger than ever before, the resolution stressed:
If the South Korean authorities repatriate the unconverted long-term prisoners without any condition, it will bring a thaw in the inter-Korean reconciliation and dialogue that has been frozen by the recent west sea incident and mark an occasion of giving momentum to the movement for peace and reunification in this country.
The resolution urged the South Korean authorities to abandon "reciprocity" which flouts unconverted long-term prisoners and brings disappointment to the entire nation and world people, and take a positive action for the solution of this problem in the spirit of the great unity and the love of the nation.
Japan urged to open to public human loss and material damage
Pyongyang, July 28 (KCNA) -- The Korean Measure Committee for Demanding Compensation to "comfort women for the army" and the victims of the Pacific War on July 26 sent letters to the Prime Minister, the chief cabinet secretary, the Foreign Minister, the Minister of Justice of Japan protesting against Japan's avoidance of apology and compensation for the crimes it committed against the Korean people in the past.
The letters say:
The Japanese imperialists, enforcing a colonial rule over Korea for 40 odd years after their illegal occupation of it, took away nearly 200,000 girls as sexual slaves, drafted more than 6 million young and middle-aged people and forced them to slave and ruthlessly killed over one million guiltless Koreans. These crimes are something unprecedented in human history.
For Japan to repent of and apologize for its history of aggression and war and liquidate the past is an unavoidable responsibility and obligation in view of the international law and from the humanitarian and moral point of view.
Japan, far from apologizing and compensating for the past wrongdoings, is sharpening its sword to reinvade Korea, while going ahead with its extremely provocative anti-DPRK moves including preparations for an "preemptive attack" on the latter.
If Japan wishes to escape from abuses and denunciation from world public and greet a new millennium, feeling clear and clean, it should promptly make a bold resolution to liquidate the past and doing so is good for Japan itself.
The letters strongly urged the Japanese authorities to comprehensively investigate and open to the public the truth behind the human loss and material damage inflicted upon the Korean people as soon as possible, punish those responsible for them and make a state apology and compensation for them.
Resolution released
Pyongyang, July 28 (KCNA) -- The joint preparatory committee for the '99 Grand Pro-Reunification Festival and the 10th Pan-National Rally for Independence and Great Unity of the Nation on Tuesday issued a resolution calling for smashing the new war provocation moves of the United States, Japan and the South Korean authorities, and demanding the signing of a peace agreement between the DPRK and the U.S. and the withdrawal of the U.S. troops from South Korea on the occasion of the 46th anniversary of the Korean people's victory in the Fatherland Liberation War.
The recent armed conflict in the west sea that occurred under the conditions where Korea remains divided owing to outside forces shows that the signing of a peace agreement between the DPRK and the U.S. for preventing a nuclear war and ensuring lasting peace in Korea and the country's reunification are very urgent tasks, the resolution says, and goes on:
The U.S. must immediately cancel the "operation plan 5027-98" which can inflict the holocaust of a nuclear war upon Korea.
It should also replace the Armistice Agreement with a peace agreement to put an end to the war state that has persisted in the Korean peninsula for over 50 years and withdraw its troops together with all its nuclear weapons from South Korea.
In the past the U.S. has violated the armistice agreement and is now getting frantic to ignite a war on all sorts of unreasonable pretexts.
Japan, a war criminal state, should completely liquidate its past without delay by apologizing and compensating for its colonial rule over the Korean nation. It should also abolish the "U.S.-Japan Defense Cooperation Guidelines" which reveals its ambition to reinvade Korea and stop militarist military actions.
The U.S., Japan and South Korea should stop triangular military alliance and joint military exercises.
The north and south should take the road of mutual cooperation for rejecting outside forces and saving the nation in order to prevent the nuclear war which may bring catastrophe to the nation. The resolution expressed the determination to successfully hold the '99 Grand Pro-Reunification Festival and the 10th Pan-National Rally for National Independence and the Country's Reunification.
Sun's cause can be glorified by sun
Pyongyang, July 28 (KCNA) -- Chairman of the Latin American Institute of the Juche Idea Jose Francisco Aguilar Bulgarelli, in his impressions of Korea, said that visiting the Kumsusan Memorial Palace to see President Kim Il Sung who is preserved in state, he realized once again what a great man he was.
One of his greatest exploits was that he solved the issue of succession to leadership creditably, the chairman noted, and continued:
The sun's cause can be glorified by the sun.
Kim Jong Il, who is identical with the President in ideology, leadership and virtues, is defending the revolutionary ideas founded by the President and applying them successfully to the revolution and construction.
It is under the wise leadership of Kim Jong Il that Korea is firmly defending, strengthening and developing socialism despite the crucible today.
As all the people are united close around the leader like one great family and have powerful military forces. Korea has turned into a socialist power that no one dare pounce upon.

NDFSK issues indictment
Pyongyang, July 28 (KCNA) -- The propaganda department of the National Democratic Front of South Korea (NDFSK) central committee issued an indictment on July 19 laying bare the irregularities and corruption of the present South Korean chief executive, Seoul-based radio Voice of National Salvation said.
The indictment says:
Kim Dae Jung, blinded by money as early as days of the colonial rule of the Japanese, made his way to the political sphere, contending that seizure of power leads to a secure money making.
Nearly half a century-long "activities" of Kim Dae Jung in the political sphere is marked by irregularities to amass money.
He spent as much as more than 5,000 billions of won when running for eight "general elections" and four "Presidential Elections."
Kim Dae Jung accumulated tens of billions won through such private organizations as the "Democratic United Youth Association" which was organized and operated by his eldest son Kim Hong Il and created a large amount of funds through the "nomination of National Assemblymen" and "promise to offer special benefits."
Soon after he bought "presidency" by spending a large amount of money in the 15th "Presidential Election" which was characterized by the unprecedented showdown of power of money between the ruling and opposition camps he built hundreds of millions of won worth of luxurious mansions and gained assets worth tens of billions of won.
He is a human waste who received a colossal amount of political fund even from Chun Doo Hwan and Roh Tae Woo, who put him behind bars and sentenced him to death.
Kim Dae Jung, when he was in exile in the United States, received 300,000 U.S. dollars from Chun Doo Hwan in exchange for his pledge that he would leave the political stage and almost 120 billion won from Roh Tae Woo for defending Roh during the period of the "sixth republic".
While in exile in the United States, he lived in luxury squandering 150,000 dollars which U.S.-resident Koreans asked him to convey to the bereaved families of the victims to the Kwangju massacre and millions of dollars which were raised and handed to him as funds for the movement for the democratization of South Korea, thus evoking denunciation even from the opposition party leaders.
The amount of the money he received as bribes from businessmen under the name of "economic restructuring" has reached 500 billion won till today.
More than 200 billion won went to his pocket from foreign investors for granting all kinds of vested interests to them.
He received a fabulous amount of money from his Japanese master for effectuating the South Korea-Japan "fishery accord" last October whereby he gave up the claim to the Tok Islet and sold off the rich fishing ground to Japan.
Immediately after the "South Korea-Japan fishery accord" was formally announced Japanese financial circles put hundreds of millions of dollars into Kim Dae Jung's foreign bank account as honorarium.
He squeezed 200 million dollars through a "money collection campaign" allegedly to tide over the financial crisis.
He is a master hand in making money through the abuse of the right of personnel management in which even his families and relatives are deeply involved.
He has the money collected by all sorts of illegal methods secretly deposited in banks in Switzerland and Singapore and other countries, which is estimated to be more than 1 billion U.S. dollars.
Only when the traitor Kim Dae Jung, the kingpin of irregularities and corruption, is unseated as early as possible is it possible to attain socio-political stability as well as the stability of the economy and people's living and expect a clear politics, concludes the indictment.
