Special communique of KPA general staff

    Pyongyang, September 2 (KCNA) -- The general staff of the Korean People's Army today announced a special communique "on proclamation of the Military Demarcation Line at the West Sea of Korea."
    The special communique reads:
    The unstable tense military situation persists on the Korean peninsula in which a war may break out any moment.
    This situation has been getting more grave since the June 15 exchange of fire at the West Sea of Korea.
    Right after the west sea armed conflict we took initiatives to call six rounds of DPRK-U.S. general officer-level meetings, in order to prevent recurrence of conflicts in the waters at issue and ease the tense situation, and made every possible effort to this end.
    Especially, we advanced a realistic proposal to define the Military Demarcation Line at the west sea through dialogues and contacts between the two responsible parties, grasping the stark situation in which the military conflicts at the west sea are mainly ascribable to the different assertions of the two warring sides as to the maritime demarcation line.
    Meanwhile, we proposed to the U.S. forces side the detailed procedures such as date and place of working-level contact, number of participants and form of the contact, and have made our sincere efforts to realize it.
    We also expressed our generous intention to allow the participation of the South Korean puppets in the contact, in consideration of their desire to take part in the discussion of the matter, though they are not a signatory to the Armistice Agreement.
    If the U.S. forces side is interested in the relaxation of the military tension on the Korean peninsula even the least, it should respond to our proposal and our proposal on detailed procedures on the working-level contact.
    The U.S. forces side, however, shunned the discussion of the issue in contravention of the AA and turned down our proposal on the working-level contact, leaving it to the defunct north-south joint military commission. It has craftily worked to maintain the "Northern Limit Line" unilaterally fixed by it in our territorial waters.
    As known to the world, the "Northern Limit Line" is an illegal line drawn by the U.S. forces side unilaterally in our territorial waters in defiance of the Korean Armistice Agreement and the international law.
    Its insistence on keeping the "Northern Limit Line" is as brigandish as drawing a line in other's courtyard by stealth and arguing that it is its own.
    Accordingly, the U.S. forces side's insistence on keeping the "Northern Limit Line" constitutes a grave encroachment upon the sovereignty of our republic.
    The behavior of the U.S. forces side to avoid the discussion of the matter shows that it gave up by itself its authority and duty under the Korean Armistice Agreement.
    Under situation where the U.S. forces side is insisting on keeping the illegal and brigandish "Northern Limit Line," avoiding the discussion of the issue, although we intend to settle the issue of Military Demarcation Line at the west sea through negotiations, the KPA general staff solemnly declares in defence of inviolable waters under our military control as follows:
    1. The Military Demarcation Line at the West Sea of Korea will be an extension line of the provincial boundary line (A-B) between Hwanghae-do and Kyonggi-do stipulated in the Armistice Agreement. The line links the point (37 degrees 18 minutes 30 seconds N, 125 degrees 31 minutes 00 second E) equidistant from "A" point and Tongsan point, the tip of Kangryong peninsula under the DPRK control, and from Kul-op Island under the U.S. military control = the point (37 degrees 1 minute 12 seconds N, 124 degrees 55 minutes 00 second E) equidistant from Ong Island under the DPRK control and from Sogyokryolbi Island and Sohyop Island under the U.S. military control = the point southeast of it (36 degrees 50 minutes 45 seconds N, 124 degrees 32 minutes 30 seconds E)= and the maritime demarcation line between the DPRK and China. The waters north of the line will be waters under the KPA side's military control.
    2. We declare that the brigandish "Northern Limit Line" unilaterally defined by the U.S. forces side inside our territorial waters of the West Sea of Korea is invalid.
    3. Our self-defensive right to the Military Demarcation Line at the West Sea of Korea will be exercised by various means and methods. 090201 - Kim Yong Sun meets delegates of S. "National Women's Trade Union" formed in S. Korea

    Pyongyang, September 2 (KCNA) -- The "National Women's Trade Union" was formed in Seoul on August 29 with the attendance of over 200 woman workers from 7 areas of South Korea including Seoul and Inchon, according to a radio report.
    The trade union in its inaugural declaration said that it would put forth 5 tasks for the guarantee of the rights and interests of woman workers such as the building of a society based on equality which has no social structure of sexual discrimination and legal system and guarantee of rights of woman workers with unstable jobs and take the lead in carrying out the tasks.


Japan hit for reckless moves for nuclear arming

    Pyongyang, September 2 (KCNA) -- The Japanese reactionaries would be well advised to stop their moves for nuclear arming, clearly mindful that it is as good as an act of digging their own graves, warns Rodong Sinmun in a commentary today.
    Branding as a dangerous move the Japanese politicians' undisguised assertion that possession of nukes is the "only way" to cope with the DPRK's "missile threat," the paper says:
    Nuclear ambition has been harbored by the Japanese militarists already before their defeat in World War II. They have rounded off all preparations for the massive production of nuclear weapons any time.
    The militarist forces of Japan are openly stepping up nuclear armament under the pretext of "missile threat" from the DPRK. Their final goal is to occupy a position of the military superpower and stage overseas aggression by realizing the nuclear arming.
    It is not so difficult to guess what situation will prevail in case the eagle of militarism spreads its nuclear wings to fly around the earth.
    The peaceloving countries and people of the world should check and frustrate Japan's moves for nuclear arming to remove the hotbed of nuclear war and defend global peace and security.


Normalization of DPRK-Japan relations urged

    Pyongyang, September 2 (KCNA) -- Figures of Japanese academic circles including Haruki Wata, Honorary Professor of Tokyo University, at a press conference on August 30 released a statement demanding Japan make a switchover in its policy towards North Korea, by putting negotiations for the normalization of diplomatic relations between Japan and the DPRK on a right track within the present century and defusing the tensions, according to Mainichi Shimbun of Japan.
    The statement stressed that it was a key point for Japan to liquidate the past in which it enforced a colonial rule over Korea and normalize diplomatic relations with the DPRK.
    At the conference Wata urged the Japanese government to show a clear attitude towards the statement of the DPRK government dated August 10.


Japan urged to apologize for past crimes

    Pyongyang, September 2 (KCNA) -- Kosei Hamata, delegate of the "Japanese Society for Loving the Education and Culture of Korea," in an interview with KCNA after concluding Korea visit said that the Japanese government should repent of and apologize for its disgraceful past crimes.
    He noted that the colonial policy pursued by Japan in the past was the harshest one to stamp out the Korean nation itself in the world history of colony.
    Recalling that Japan has persistently maneuvered in every way to stifle the DPRK instead of making an apology for its past crimes, he attributed the worst relations between Japan and the DPRK to the wrong attitude and position of the Japanese government.
    I, not as a politician but as a Japanese, cannot but feel shame and regret at the Japanese government pursuing the vicious anti-DPRK hostile policy without repentance of the past crimes, he said.
    He said that his society would wage an active campaign to make the Japanese government abandon its wrong attitude and position toward the DPRK and liquidate the inglorious past at an early date.


Reception given on day of Sep. 1 Revolution in Libya

    Pyongyang, September 2 (KCNA) -- Ahmed Amer al Muakkaf, secretary of the People's Bureau of the Great Socialist People's Libyan Arab Jamahiriya here, gave a reception at the Taedonggang diplomatic corps hall Wednesday on the occasion of the 30th anniversary of the great Sept. 1 revolution in Libya.
    Ahmed Amer al Muakkaf in his speech said that the relations between the Libya and DPRK are special ones based on the intimate relationship between Moammer El Gaddafi and the eternal leader Kim Il Sung and these relations are steadily developing under the care and concern of the dear leader Kim Jong Il.
    He said Libya, which warmly supportS. Korea's reunification, hopes the day will come when the desire of the friendly nation, the country's reunification and the peace and stability on the Korean peninsula will be achieved.
    Ryom Sun Gil, chairman of the central committee of the General Federation of Trade Unions of Korea, who is also chairman of the DPRK-Libya Friendship Association, in his speech congratulated the Libyan people on their successes achieved since the victory of the revolution and said that the DPRK would always send invariable support and encouragement to the struggle of the Libyan people to defend the national dignity and sovereignty and build an independent and prosperous new society.
    He expressed belief that the friendly and cooperative relations between the two countries, which were provided by the President Kim Il Sung and esteemed Moammer El Gaddafi and are now being favorably developed in various fields under the particular concern of Marshal Kim Jong Il, will expand and develop on good terms in the future, too, to meet the common desire and aspiration of the two peoples.
    Present on invitation were officials concerned including vice-president Yang Hyong Sop of the presidium of the Supreme People's Assembly of the DPRK, Minister of Foreign Trade Kang Jong Mo, Minister of Public Health Kim Su Hak and foreign diplomatic envoys here.


Pyongyangites bid warm farewell to delegates

   Pyongyang, September 2 (KCNA) -- Pyongyangites from all walks of life today gave a warm send-off to the South Korean delegates, who were returning to South Korea after attending the '99 Grand Pro-Reunification Festival for Independence and Great Unity of the Nation and the 10th pan-national rally.
    They were an advisor Ra Chang Sun, delegate, and So Won Chol, youth delegate of the south headquarters of the National Alliance for the Country's Reunification (Pomminryon), and Hwang Hye Ro, delegate of the South Korean Federation of University Student Councils (Hanchongryon) that represents the south headquarters of the National Alliance of Youth and Students for the Country's Reunification (Pomchonghakryon), and Ri Song U, Pak Ki Su and Kang Hyong Gu, delegates of the "National Alliance for Democracy and Reunification."
    The delegates of the South Korean pro-reunification organizations, who came to Pyongyang in early August, toured various places of the north for nearly one month, consolidating the bonds of reunification with northerners from all walks of life.
    A meeting of Pyongyangites was held today at the square of the Pyongyang Indoor Stadium to see them off.
    The meeting was attended by Kim Yong Dae, chairman of the Korean Social Democratic Party Central Committee, Ryu Mi Yong, chairwoman of the c.c., Chondoist Chongu party, O Ik Je, vice-chairman of the Committee for the Peaceful Reunification of the Fatherland, officials concerned, Koreans overseas and people from all walks of life in the city.
    Addressing the meeting, chairman of the Pyongyang city people's committee Ryang Man Gil said the South Korean delegates' Pyongyang visit demonstrated to the whole world that nothing could dampen the South Korean people's ardent desire for reunification and hold in check the Korean people's dynamic march toward national reunification.
    Although we are parting from the pro-reunification patriots of South Korea today it means a big stride forward in the struggle to achieve a higher aim, that is great national unity and national reunification, he noted.
    Youth delegate So Won Chol said the 10th pan-national rally was a nation's inspiring one to be marked as a noteworthy event in the reunification movement history as it was held for the first time with representatives from the south, north and overseas in attendance under the banner of Pomminryon.
    Delegate Hwang Hye Ro said "Hanchongryon" would take the lead in the struggle to achieve the independent reunification of the country.
    Delegate Ri Song U said they would never forget the loving care bestowed upon them by the northerners as long as they remain alive, noting they would return to South Korea through Panmunjom where the demarcation line of division runs, convinced of reunification.
    At the end of the meeting, the South Korean delegates left Pyongyang for Panmunjom, sharing farewell with working people of various strata, students and children.
    Many citizens sent a warm send-off to the South Korean delegates along a four kilometre long route and from verandas of apartments of the capital city waving bouquets of flowers and flowers.
    The citizens and the South Korean delegates, reluctant to part from each other, said goodbye to each other with compatriotic feelings.
    The delegates are going back to Seoul today via Panmunjom.


S. Korean reunification champions cross MDL

    Panmunjom, September 2 (KCNA) -- Delegates of South Korean pro-reunification organizations, who visited Pyongyang to attend the '99 Grand Pro-Reunification Festival for Independence and Great Unity of the Nation and the 10th pan-national rally, went across the Military Demarcation Line via Panmunjom today.
    They were advisor Ra Chang Sun, delegate, and So Won Chol, youth delegate, of the south headquarters of the National Alliance for the Country's Reunification (Pomminryon), delegates Ri Song U, Pak Ki Su and Kang Hyong Gu of the "National Alliance for Democracy and Reunification" (Jongukryonhap) and delegate Hwang Hye Ro of the South Korean Federation of University Student Councils (Hanchongryon) which represents the south headquarters of the National Alliance of Youth and Students for the Country's Reunification (Pomchonghakryon).
    The delegates left Pyongyang this morning and arrived in Panmunjom amid cheers of Kaesong citizens.
    Panmunjom was pervaded by the ardent desire and will of the fellow countrymen to surely reunify the country by the concerted efforts of the north, south and overseas. Koreans.
    Hundreds of people of different social standings turned out there to see off those sons and daughter praised by the nation.
    A mass rally was held at Panmunjom to bid farewell to them.
    Addressing the rally, vice-chairman of the Pomminryon north headquarters Kim Ryong Song said that the Pyongyang visit of the south side's delegates was a patriotic deed which made a distinguished contribution to making the grand pan-national reunification festival at the end of the 1900s a successful meeting of Koreans from the north, south and overseas and thus opening a new phase of the reunification movement in the 2000s.
    Advisor to the Pomminryon south headquarters Ra Chang Sun said in his speech: Though we are now going back to South Korea, we will remain true to the pledge we made with the fellow countrymen in the north to work hard for reunification. The U.S. troops should get out of our land at once, he said, calling for an immediate repeal of the "National Security Law", which defines the fellow countrymen as "enemy," and for reunification based on independence and great unity of the nation.
    Delegate of Hanchongryon Hwang Hye Ro said that as Hanchongryon delegate she would dedicate her precious youthful days to the sacred reunification struggle for the country and the nation.
    A delegate of "Jongukryonhap," Pak Ki Su, said that they would stand in the van of getting the U.S. imperialists withdrawn from their beloved territory at an early date, reunifying the country by means of confederacy and building a strong and prosperous, new country where the 70 million fellow countrymen can enjoy a happy life.
    Among those present to see them off were director of the secretariat of the Committee for the Peaceful Reunification of the Fatherland An Kyong Ho, leading officials of religious organizations, presidium members of the north headquarters of Pomminryon and Pomchonghakryon and officials concerned.
    The delegates expressed their regret at parting, saying "goodbye" and "see you again," before crossing the Military Demarcation Line.


Intensified fascist repression assailed

    Pyongyang, September 2 (KCNA) -- Rodong Sinmun in a commentary today assails the South Korean authorities for getting more frantic in their fascist suppression intended to stamp out the South Korean Federation of University Student Councils (Hanchongryon).
    On August 31, the South Korean police applied for warrants for arrest of four deputies to the federation, including the chairman of the General Student Council of Ulsan University, on the charges of attending a meeting of deputies to the federation and a rally and possessing various kinds of printed materials.
    Earlier, the police whisked off a cadre of the General Student Council of Chungnam National University, a deputy to the federation, on the charge of spearheading rallies and demonstrations of the students.
    Such a fascist step of the South Korean authorities was prompted by a criminal intention to root out the federation by binding the federation's hardcore members hand and foot and removing the pillars of the federation, the commentary observes, and goes on:
    Tyranny is a sign of weakness.
    The South Korean rulers are seeking a way out of worst ruling crisis in brutally suppressing the pro-reunification patriotic organizations and are directing the arrow of suppression to Hanchongryon, a pro-reunification patriotic vanguard.
    But it is a grave mistake. Hanchongryon is an organization that has been tempered as steel strong ranks in the course of struggle.
    Neither desperate sword-brandishing nor fascist plot can ever destroy Hanchongryon advancing under the banner of justice.
    The rulers of the "people's government", who are hell-bent on the moves to stamp out Hanchongryon loved and praised by the nation, are bound to meet a bitter curse and denunciation by history and the nation.


FM spokesman on U.S. attempt at armed intervention in Africa

    Pyongyang, September 2 (KCNA) -- We maintain that all African disputes should be settled peacefully on the principle of equality and non-interference in internal affairs as required by "El Djazair Declaration" adopted at the 35th OAU summit, stated a spokesman for the Foreign Ministry of the DPRK today answering a question put by KCNA as regards the attempt revealed once again by the United States to undertake armed intervention in Africa and several other regions.
    Recalling the recent remark made by Berger, assistant to the president of the U.S. for National Security, that the U.S. is ready to use force in Africa and other regions to protect civilians there from massacre, the spokesman continued:
    This outburst came at a time when African nations are solving disputes one by one on their own efforts. This can be uttered only by the U.S. which is not pleased with the spirit of unity and independence mounting in the countries of the region.
    He did not bother to declare that what it sought in handling the African ethnic disputes was "to create a possibility for neighboring countries to interfere in them." This merits a more serious attention.
    After all, the U.S. seeks to make an excessive profit by introducing more weapons into dispute-torn areas and surrounding countries and sustain disputes and then act a "mediator" when warring parties are worn out in a bid to expand the sphere of its domination.
    This clearly reveals once again the cunning trite method of the U.S. to pit Africans against Africans and fish in the troubled waters.
    The experience gained in the settlement of disputes in the African region goes to clearly prove that the parties responsible for settling disputes are the countries in the region and the U.S. is an arch criminal of aggression and interference who foments confrontation and dispute.
    The U.S. is well advised to behave with discretion, clearly mindful that the "strength" is not a cure-all and it will stand rejected and condemned worldwide, if it persists in the arrogant and anachronistic policy of domination and interference.


Talks between WPK and Movement for Peace and Socialism of Italy

    Pyongyang, September 2 (KCNA) -- A delegation of the Worker's Party of Korea had talks with a delegation of the Movement for Peace and Socialism of Italy in Pyongyang today.
    At the talks, the sides informed each other of the activities of their parties and exchanged views on the development of relations between the two parties and a series of matters of common concern.
    Present at the talks on the Korean side were secretary Kim Ki Nam of the WPK Central Committee and other officials concerned, and on the opposite side were members of the delegation of the Movement for Peace and Socialism of Italy led by its secretary general Roberto Gabriele.
