Pyongyang, September 10 (KCNA) -- The government of the DPRK gave a reception at Okryu Restaurant on Sept. 9 on the occasion of the 51st anniversary of its foundation.

Though the DPRK is confronted with an unprecedentedly complicated and tense situation at home and abroad, and the road of revolution ahead of us remains arduous and thorny, the victory is in store for us, he said, and went on:
This is well illustrated by the fact that thanks to the outstanding army first policy of the great Kim Jong Il, the gifted thinker and theoretician, the great master of leadership and the ever-victorious iron-willed brilliant commander, the DPRK's might is growing stronger day by day and all the moves of the imperialists to isolate and stifle the DPRK are being frustrated.
The U.S., Japanese warmongers and the South Korean authorities are becoming more undisguised in their moves to provoke a new war against the DPRK. We intend to answer good faith with good faith and dialogue with dialogue, but we will never pardon the acts of infringing upon our sovereignty even a little.
The Korean people and people's army will more vigorously accelerate the second grand Chollima march under the banner of the three revolutions, ideological, technical and cultural through the perfect army-people unity, upholding the revolutionary army-first leadership of the great Kim Jong Il and thus accomplish the cause of building a powerful socialist nation and certainly achieve the historic cause of national reunification.
Release of S. Korean reunification organizations demanded
Pyongyang, September 10 (KCNA) -- Ri Jong Hwal, chairman of the Association of Koreans in Japan for Peaceful Reunification released a statement on September 7, denouncing the South Korean authorities for arresting the delegates of reunification organizations, who participated in the grand pan-national reunification festival this year, on the charge of violating the "National Security Law".
In the statement he condemned the South Korean authorities for their anti-national and anti-reunification criminal act.
He said that during their visit to the DPRK the delegates called for the independence and great unity of the nation and reunification by a confederal formula, representing the will of compatriots in the south for reunification. This is not a crime but a patriotic deed, he pointed out.
He stressed he keenly realized once again that the reunification movement cannot make even a step forward without a struggle against the outside and anti-reunification forces which block the independence and great unity of the nation.
He expressed his firm will to conduct a dynamic movement for reunification, keeping step with the South Korean patriotic organizations in the struggle for the release of the pro-reunification patriots.
Monument to three charters of national reunification
Pyongyang, September 10 (KCNA) -- The monument to the three charters of national reunification is under construction in peculiar style at the hilly left side of the entrance to Pyongyang from Kaesong.
Its plottage covers about 20,000 square meters and the monument is 55 meters high.
The monument will make a formative and artistic representation of the three charters of national reunification set forth by the President Kim Il Sung and established by General Secretary Kim Jong Il.
The three charters consist of three principles of national reunification--independence, peaceful reunification and great national unity--the proposal on founding the Democratic Confederal Republic of Koryo and the 10-point program for the great unity of the entire nation.
The monument portrays a "maypole," a dance on the theme of national unity performed during the anti-Japanese revolutionary struggle.
It will have a central pillar depicting a main pole and three leaning branch poles that support the main pole.
There will be at the top of the pillar a solid sphere where a golden-colored Korean map will be carved in relief.
The pedestal of the pillar will be inscribed with the content of the three charters and the space from it to the central pillar with the letters "monument to three charters of national reunification."
This reflects the aspiration of the Korean people in the north, south and abroad to reunify the country under the banner of the three charters.
Grey granite will be used to erect the monument and a plaza around the monument be paved with granite.
A ground breaking ceremony took place here on August 14.
Japan cannot see in 21st century without difficulty
Pyongyang, September 10 (KCNA) -- The statement of the DPRK government which accused Japan of its 100-year-long history of criminal policy toward Korea and clarified its principled stand toward the DPRK-Japan relations is evoking lively repercussions internationally.
The statement, which was issued a month ago, declared that Japan cannot see in the 21st century without any difficulty as long as the present state of the relations with the DPRK remains unsettled.
It urged the Japanese authorities to give up their hostile policy toward the DPRK, totally liquidate the past crimes and make a new policy switchover.
This just call is warmly welcomed and supported by the international public circles.
No sooner had the DPRK government statement been issued than mass media of China, Cuba, Russia, Germany and many other countries of the world quoted the DPRK government statement as saying Japan must repent of and review the 100-year-long history of criminal policy toward Korea and make a new policy switchover.
The Honorary Chairman of the International Liaison Committee for Reunification and Peace in Korea, the general secretary of the central committee of the New Communist Party of Great Britain, the general secretary of the Good Green Guyana, international organizations and other public figures of different countries in a special statement published in Pyongyang said that all the international and regional organizations supporting peace and reunification of Korea and organizations for friendship and solidarity with the Korean people in all countries of the world will join them in the relentless just struggle to demand the Japanese authorities make an apology and compensation and to expose and denounce their anti-DPRK confrontation moves till they liquidate their past crimes.
The secretariat of the Council of the Union of Communist Parties-the Communist Party of the Soviet Union, 6 progressive political parties of Madagascar, the Maurice Bishop Patriotic Movement of Grenada, the Communist Party of Malta and other political parties and public organizations of a number of countries issued statements in which they urged Japan to take a reasonable and correct option to liquidate its crime-ridden past within this century at this historic moment when a new century of civilization is at hand.
The chairman of the People's Front of Workers, Peasants and students of Peru, chairman of the Communist Party of Bulgaria (Marxist-Leninist), the chief of Information of the Permanent Secretariat of Organization of the Socialists in the Mediterranean and other figures in different countries and regions stressed in their statements that the Japanese authorities should not stretch the liquidation of its inglorious past into the 21st century.
As evidenced by a protest letter sent to the Japanese Prime Minister by the Left Democratic Front and several other organizations of Bangladesh in their joint name, an international opinion is growing stronger to demand the Japanese authorities ponder over and make a policy switchover as noted in the DPRK government statement.
Joint statement issued
Pyongyang, September 10 (KCNA) -- A joint statement was issued today by the political parties and public organizations of the Democratic People's Republic of Korea expressing support to the special communique released by the general staff of the Korean People's Army on September 2 in which it proclaimed the Military Demarcation Line at the West Sea of Korea and solemnly declared as invalid the brigandish "Northern Limit Line" fixed by the U.S. forces side unilaterally inside the territorial waters of the DPRK side.
The statement is in the joint name of 23 political parties and public organizations, including the Worker's Party of Korea, the Korean Social Democratic Party, the Chondoist Chongu Party, the Democratic Front for the Reunification of the Fatherland central committee, the Committee for the Peaceful Reunification of the Fatherland, the General Federation of Trade Unions of Korea and the Korean Asia-Pacific Peace Committee.
The statement said:
The Military Demarcation Line at the west sea announced by us in the special communique is a most reasonable, realistic and appropriate one as it is based on the Korean Armistice Agreement (KAA) and fully accords with the international law.
Not only the world public but the political and academic circles of South Korea are now appreciating the measure, which was taken by us to declare the "Northern Limit Line" invalid and proclaim a new Military demarcation Line at the west sea, as a legally proper and "considerably logic one", asserting the United States and the South Korean authorities have no alternative to refute it.
It is entirely justifiable that the KPA general staff declared a new Military Demarcation Line at the West Sea of Korea.
We fully support and hail the communique, considering the measure as a most justifiable self-defensive one to defend the dignity and sovereignty of the DPRK and as a most fair and aboveboard one in view of the tense situation created on the Korean peninsula and the requirements of the KAA and the international law.
The United States and the South Korean authorities are now resorting to extremely reckless moves with sheer sophisms about our just measure.
They do not bother to spin out such provocative remarks seriously getting on our nerves that the Military Demarcation Line at the west sea declared by us "is a violation of the KAA and the south-north basic agreement", they "can not recognize it", they will "defend" the "Northern Limit Line" drawn by themselves and will "not tolerate" the DPRK.
However, this is no more than a reckless confrontation move taken by those who feel upset after the injustice of the unilateral and far-fetched "Northern Limit Line" was brought to light and it met frustration at home and abroad in the wake of the DPRK's proclamation of the Military Demarcation Line at the west sea.
Intolerable is the "Northern Limit Line" as it is an illegal line unilaterally drawn by the U.S. inside our territorial waters in disregard of the KAA and the international law.
Our people and people's army will never pardon the moves of the U.S. and the South Korean rulers to encroach upon the sovereignty and the inviolable territorial waters of the DPRK.
If they finally negate our Military Demarcation Line at the west sea of universal validity and breach it even 0.001 mm, insisting on the brigandish "Northern Limit Line", our people and people's army will mercilessly exercise all kinds of rights to self-defence and they will be held wholly responsible for all the ensuing consequences.
The U.S. and the South Korean rulers should ponder over the catastrophic consequences of their reckless anti-DPRK confrontation moves, immediately withdraw their illegal "Northern Limit Line" and stop at once their anti-DPRK moves for confrontation and war.
Availing ourselves of this opportunity, we express our expectation that all the justice and peace-loving international organizations, political parties and organizations all over the world will extend positive support and solidarity to our peace-loving measure to check and frustrate the moves of the U.S. and the South Korean rulers to spark more serious military clashes and breed the danger of a new war on the Korean peninsula with insistence upon the brigandish "Northern Limit Line" and defend the peace and security of the country.
