Withdrawal of U.S. troops from S. Korea demanded
Pyongyang, October 2 (KCNA) -- The Kim Il Sung-Kim Jong Il Juche idea study groups in Vienna of Austria urged the withdrawal of the U.S. troops from South Korea and the repeal of the "National Security Law" of the South Korean authorities in a statement issued on September 24 on the lapse of 54 years after the U.S. troops' occupation of South Korea.
The peaceful reunification of Korea can not be realized nor can the peace of the Korean peninsula be guaranteed unless the U.S. withdraws its troops from South Korea and the South Korean authorities repeal the "National Security Law".
The Guyana Committee for Supporting Korea's Reunification demanded the withdrawal of the U.S. troops from South Korea in a letter to the UN secretary general on Sept. 22.
There is no reason for justifying the presence of the U.S. troops in South Korea today when the Cold War has come to an end and their presence is a major stumbling block to the peaceful reunification of the Korean peninsula, the letter said.

U.S. petty trick rejected
Pyongyang, October 2 (KCNA) -- Some press media of the west have described the U.S. announcement on the lifting of economic sanctions against the DPRK as "favour" to the latter.
Commenting on this fact, Minju Joson today says:
The United States recently announced a plan to lift some provisions of economic sanctions against the DPRK. Though belatedly, it is fortunate for peace and stability in the Korean peninsula and the rest of the world.
However, the U.S. is misleading public opinion, describing as "present" the announced lifting of sanctions that should have been carried out under the DPRK-U.S. agreed framework.
In this way it seeks to secure more significant concessions from us in solving the issue of the DPRK-U.S. relations.
If the U.S. is truly interested in the solution it should carry into practice the announcement on lifting of sanctions and lift the sanctions totally, not partially.
When the U.S. shows good faith we also will approach it with good faith.

KCNA on provocative remarks
Pyongyang, October 2 (KCNA) -- Hong Sun Yong, South Korean "Minister of Foreign Affairs and Trade," reportedly said on Wednesday that "the basic stand of the 'government' is that South Korea must have the capacity to develop missiles with the range of over 500 kilometers that can strike the whole area of the north.
His remarks mean that the source of dampening the prospect of affirmative developments made after the recent U.S.-DPRK talks for ensuring detente and peace on the Korean peninsula is growing like a poisonous mushroom in South Korea which is under the U.S. nuclear and missile umbrella.
His announcement glaringly exposes the true aim of the hypocritical north policy of the present "government", which is loud-mouthed about improvement of the inter-Korean relations.
Particularly, it is all the more serious that the South Korean authorities under the U.S. political, military and economic domination officially made provocative utterances pouring cold water over the DPRK-U.S. agreement at a crucial moment when good faith must be shown through the implementation of the agreement.
What is hard to understand is their announcement that they can independently adopt a dangerous policy of missile development without their master's approval because they have no political sovereignty and prerogative of the supreme command.
This convinces us again of the highhandedness and arbitrariness of the U.S. which is applying the double-standard in the "missile issue."
If the U.S. sincerely wants to implement the DPRK-U.S. agreement, it should make clear its stand as to the official statement of the South Korean "Minister of Foreign Affairs and Trade."
And the South Korean authorities are well advised to clearly see the situation and refrain from reckless words.
This is a bellicose utterance intended to strengthen the military tie-up with the U.S. and to contain the DPRK militarily with the help of its "strength". It is an anti-national war blast which aggravates inter-Korean confrontation.
He, hell-bent on military confrontation with the fellow countrymen with the backing of the outside forces in disregard of the aspiration of the times and the fellow countrymen, betrays his criminal nature as a flunkeyist and traitorous war fanatic.
It is widely known that the U.S. troops stationed in South Korea are a stumbling block in the way of ensuring peace on the Korean peninsula and settling the issue of its reunification.
This notwithstanding, Jo and other South Korean authorities described the U.S. troops in South Korea as "deterrent force to the north" whenever opportunity presented itself and have put spurs to "consolidating the joint defense system" with the U.S. while pursuing military cooperation and tie-up with it.
This aggravates the military tension on the Korean peninsula and lays graver obstacles in the way of national reunification. It is as clear as noonday that the independent and peaceful reunification of the country can not be expected without removing such traitors as jo song thae who conspires with arch criminals harassing the peace and security of the Korean peninsula.
The flunkeyist and traitorous war fanatic should be punished unconditionally.

U.S. examines surprise attack on DPRK
Pyongyang, October 2 (KCNA) -- The U.S. examined the surprise attack on the DPRK when its armed spy ship "Pueblo" was captured in the sea off Wonsan in 1968 after illegally infiltrating into the territorial waters of Korea, according to a report.
This was recently disclosed by secret documents of the U.S. administration at the U.S. archives.
The U.S. administration organized a "working group for Korean peninsula" involving the state and defense departments and the Central Intelligence Agency right after the "pueblo" was captured and took "countermeasures", said the Jiji News Agency quoting the secret documents.
The "countermeasures" included 10 action programs including the mine blockade of the Wonsan port, seizure of Korean vessels, air raid on our air bases, "limited punishment attack" by the U.S. Army and the South Korean Army and the strengthening of reconnaissance flight.
Complete abolition of "SL" in S. Korea urged
Pyongyang, October 2 (KCNA) -- The joint meeting of political parties and organizations in the DPRK was held on September 30.
The participants in the meeting stressed the need for all the fellow countrymen to unite with each other to launch a powerful joint struggle for total and complete abrogation of the "security law" of South Korea and accelerate the cause of national reunification through nationwide struggle, and adopted an appeal to political parties and organizations in South Korea.
This is a very just and timely step, Rodong Sinmun stresses in a commentary today.
It says:
The "security law" of South Korea is an evil law of confrontation and division opposed to national unity and reunification, and a means for fascist suppression.
As long as this "law," which defines the DPRK as an "anti-state organization" and the fellow countrymen as "enemies," remains untouched in South Korea, neither dialogue and contact nor reconciliation and unity can be realized between the north and south. It is illogical for one side to call for "dialogue" and "cooperation" with the other side, its partner, while denying its existence itself.
The past history of the north-south dialogue gives a serious lesson that with the "security law " left alone, it is impossible to have reunification-oriented and fruitful dialogue and contact and promote national reconciliation and unity.
The South Korean authorities are now talking about the "revision" of this evil law. That means rewriting its some provisions. It is a mockery and challenge to public opinion at home and abroad calling for complete abrogation of it.
The anti-reunification and anti-national "security law" should be completely and totally abolished, as demanded by the times and the nation. It is meaningless to rewrite a few provisions or terminology's of the "law," which incriminates the people's movement for independence, democracy and reunification, leaving its main framework untouched. Poisonous herb should be rooted out.
Truth of mass killings by U.S. soldiers uncovered
Pyongyang, October 2 (KCNA) -- The truth behind mass killings of innocent civilians by the U.S. aggression troops in Yongdong county, North Chungchong Province, during the Korean War of aggression (1950-1953) was reported by the AP on Sept. 29, which causes a great sensation, according to reports.
From July 25 to 28, 1950, they killed over 400 innocent people in Yongdong county.
At that time, they called out bombers to make air raids against the innocent people and machine-gunned the survivors.
The AP made public a procured order of the command of the 25th division of the U.S. Army related to the massacre and reported testimonies of ex-GIs who were on the spot.
The massacre has already been disclosed by the South Korean press including the magazine mal. Its truth has been confirmed to be an irrefutable fact as it was repeatedly uncovered by documents including the order of a unit of the U.S. forces which was obtained by the AP.
Balderdash of S. Korean ruler refuted
Pyongyang, October 2 (KCNA) -- The present chief executive of South Korea defamed the DPRK again at a "ceremony for 'day of ROK army'" on Friday, according to a radio report from Seoul.
He said that as the north is an "incomprehensible opponent," the south should "maintain tighter security posture."
Worse still, he argued that it is a "basic guarantee for security" to "induce" the north to make "changes." Defending the scheme to dispatch troops to East Timor, he said it is "to repay the benefit given by the united nations at the time of the June 25 Korean War."
Such utterances little different from nonsense of a sleep-walker, could be done only by an anti-reunification element.
This revealed only the South Korean ruler's intention to provoke a war against the north and break the desire for reunification of the 70 million fellow countrymen.
Munsu Health Complex
Pyongyang, October 2 (KCNA) -- The Munsu Health Complex which stands in east Pyongyang and has a total area of some 10,000 square metres is a modernly-equipped health center.

Anti-reunification repression under fire
Pyongyang, October 2 (KCNA) -- Kim Ryong song, vice-chairman of the National Reconciliation Council, made public a statement today denouncing the South Korean authorities for having detained the delegates of the south side, who attended the "grand national symposium for independence and great unity" in Beijing in early August with the attendance of reunification movement organizations from the north and the south of Korea and abroad.
The statement said:
The South Korean authorities on Sept. 14 imprisoned Han Tong Gun, director of the southern Kyonggi provincial federation under the "National Alliance for Democracy and Reunification," and two other delegates on the charges of meeting and communication under the "National Security Law."
The arrest has been made for the mere reason that the delegates met with northerners in Beijing to hold the grand national symposium and discuss such issues as withdrawal of the U.S. forces and confederacy formula for reunification.
As for the symposium, it was held according to an official decision of north, south and overseas. Koreans reflecting the long-cherished desire of the nation and under the formal agreement of the three parties on problems related to it such as theme and contents, date and venue.
Therefore, they are qualified delegates and pro-reunification champions of South Korea who participated in the symposium to carry out the decision of their organizations and contribute to the cause for reunification as members of the nation.
Nevertheless, the South Korean fascist clique arrested them after detaining the delegates of the south side to the August 15 grand pan-national pro-reunification festival.
I, on behalf of the national reconciliation council, scathingly denounce such fascist repression as anti-national crime.
Strongly demanding immediate release of all the pro-reunification patriots of South Korea arrested on unreasonable charges, the statement ardently called upon all the organizations of reunification movement in South Korea to actively turn out in the struggle for the total repeal of the "NSL" and freedom of activities of the pro-reunification and patriotic organizations.
