Kim Jong Il visits newly-built saltern
Pyongyang, October 14 (KCNA) -- General Secretary Kim Jong Il visited the Kwangmyongsong saltern newly built on Kumya bay in the east coast of Korea.
He looked round the wide spread saltern and learned about its construction and production.
Looking at the great edifice, he expressed deep satisfaction, highly praised and thanked the builders and helpers of South Hamgyong Province for having performed great feats for the prosperity of the nation.
He said the provincial people have made an asset of eternal value for the prosperity of the nation and the happiness of posterity with an indomitable and staunch will during the "arduous march" characterized by unprecedentedly arduous trials and difficulties. He added that the inexhaustible strength of the Korean people who have risen in the noble effort to create a new era of great history makes the Korean revolution ever-victorious and will result in the successful building of a powerful nation.
He called for converting the saltern with favorable conditions for production and good prospects for development into a model of modern salterns. He solved problems in developing the saltern in a prospective way.
He described the saltern as a very important enterprise directly related to the people's life. He gave important tasks to manage the saltern in a scientific and technical way and increase the production constantly.
He had a picture taken with people who had performed feats in the construction of the saltern.
He was accompanied by secretaries Kim Kuk Thae, Kim Ki Nam and Kim Yong Sun and first vice department directors Ri Yong Chol, Jang Song Thaek and Choe Chun Hwang of the WPK Central Committee.
He was greeted by chief secretary of the south Hamgyong provincial committee of the WPK Ri Thae Nam, chairman of the south Hamgyong provincial people's committee Kim Phung Gi and other senior officials of the province and the saltern.
Proposal for reunification by confederacy is best
Pyongyang, October 14 (KCNA) -- Rodong Sinmun on Wednesday carried a signed article stressing that the proposal for reunification by means of confederacy put forward by the President Kim Il Sung is the best one for the independent and peaceful reunification of the country.

The proposal is the best way because it is related to the essence of the issue of reunification of the country and is most correctly reflecting the demand and interests of our nation.
Reunification of Korea is a matter to put an end to the outsiders' domination of and interference in South Korea, establish the national sovereignty nationwide, rejoin the severed blood vein of the nation and achieve national unity as a homogeneous nation.
The proposal indicated the main way to independently and peacefully reunify the country without any domination and interference of outside forces by achieving the great unity of the whole nation sincerely aspiring after the national reunification. This is one of the reasons why the proposal is the best way of reunification.
Different ideas and social systems have existed in the north and south of Korea. So, if any of the north and the south absolutizes its own ideology and social system or tries to force them on the other side, the reunification will never be achieved forever and it will lead to fratricidal war. Therefore, the north and the south should not absolutize or give priority to their own idea and system, but seek the common interests of the nation, trust each other and solve the issue of reunification.
The reunification through confederacy is more urgent because the separatist forces at home and abroad are now getting frantic in their moves for confrontation, division and war against the nation's cause of reunification.
Radioactivity leaks from atomic power plant
Pyongyang, October 14 (KCNA) -- Leakage of radioactivity has continued at generator no. 3 of the Wolsong Atomic Power Plant of South Korea since the accident occurred on Oct. 4, threatening the lives of people.
The environmental movement federation dispatched an investigation group to the spot on Oct. 7 to survey and confirm the leakage.
The organization urged the authorities to take a measure, saying that the detection result is that radioactivity is leaking.
U.S. air raids on civil objects disclosed
Pyongyang, October 14 (KCNA) -- The "Christian Broadcasting System" of South Korea on Tuesday reported that the book "Records of Traffic Disturbances," which is known to have been published by the "National Railroad Administration" in 1955, said planes of the U.S. air force accurately confirmed the targets and bombed Riri Railway Station on July 11, 1950.
The U.S. planes circled on several occasions at a low altitude in the sky above Riri Railway Station to confirm the targets and dropped bombs over the civilians in the precincts of the station though they waved their hands to send a signal that they were civilians.
So, more than 350 civilians including 50 odd railway workers were killed there.
Several plants start operation
Pyongyang, October 14 (KCNA) -- In Korea many objects of the national economy were recently completed and started operation one after another.
The "Kwangmyongsong saltern" in Kumya county, South Hamgyong Province, started operation on Tuesday.
This saltern is another monumental creation in the era of the Worker's Party of Korea (WPK), which was built by devoted struggle of the young builders who turned out in the second grand Chollima march.
General Secretary Kim Jong Il personally initiated the construction of a saltern in the Kumya area with a far-sighted plan to build the salt industry on the east coast of Korea and gave wise guidance to it in order to push ahead with the project.
Even under the difficult condition of the "arduous march" and the forced march, the young builders and helpers fully displayed the revolutionary spirit of self-reliance and worked hard to build an up-to-date saltern able to produce tens of thousands of tons of salt in a year. In a short period they built 32-odd km long embankment with millions of cubic metres of earth to dam off the rough sea and constructed hundreds of hectares of saltern and hundreds of structures.
The "Kwangmyongsong saltern" will help toward more sufficiently providing salt which is keenly necessary for development of the chemical industry of the country and local industry of the province and for the people's living.
The WPK Central Committee sent a congratulatory message to the young builders and helpers who performed exploits in the construction of the saltern.
Meanwhile, the Sonhung Foodstuff Factory was built in time-honored Mangyongdae area and put into operation.
This factory with a total floor space of 2,000 square metres is one of comprehensive foodstuff production bases.
All its production processes including the raw material feeding, processing and packing have been modernized.
The factory produces delicious and highly nutritious foodstuffs with its own raw materials.
The Chonnae Salt Refinery in Kangwon Province was commissioned.
Protest rally in front of U.S. embassy
Pyongyang, October 14 (KCNA) -- Members of more than 40 organizations including the headquarters of the movement for preventing the crimes of U.S. troops held a protest rally in front of the U.S. embassy on October 12 and strongly urged the U.S. government and the South Korean authorities to make immediate investigation into the murder case of civilians by the U.S. aggression troops in Rogun-ri, Yongdong county, North Chungchong Province, according to a radio report from Seoul.
The participants rejected the South Korea-U.S. "status of forces agreement" the U.S. government and the South Korean authorities plan to revise in a bid to deceive the public opinion. They urged the U.S. side to hand over all the rights to investigate, judge and execute criminals of the U.S. troops instead of perfunctorily revising the aggressive and traitorous "status of forces agreement" to calm down the people's indignation.
Korean people's anti-imperialist, class consciousness
Pyongyang, October 14 (KCNA) -- The Korean people have steadfast anti-imperialist, class consciousness which nothing can break. The world knows no other revolutionary people but the Korean people who are firmly defending the banner of revolution, the socialist banner, with uncompromising fighting spirit toward the imperialists and class enemies.

3rd plenary meeting of National Reconciliation Council held
Pyongyang, October 14 (KCNA) -- The third plenary meeting of the National Reconciliation Council was held here yesterday.
Present at the meeting were president of the Council Kim Yong Dae, the vice-presidents and members of the council, and officials concerned.
The meeting discussed the first agenda item "on the measure for the joint solidarity struggle of the north, south and overseas Koreans for complete abrogation of the 'security law' in South Korea" and the second agenda item "on the review of activities for national independence and unity and future orientation of work."
President Kim Yong Dae delivered a report on the first agenda item at the meeting, which was followed by speeches.
The reporter and speakers stressed that the struggle for abolition of the "security law," a mediaeval fascist law and a obstacle in the way of national reunification, is a righteous struggle for defending human rights and freedom and for national reconciliation and unity.
Referring to the fact that the South Korean authorities recently arrested pro-reunification patriotic figures on charges of violation of the law, they said this clearly shows once again that the law is a rare evil law for the fascistization of the South Korean society and anti-north confrontation.
They expressed their full support and positive response to the appeal of a joint meeting of the DPRK political parties and organizations, which was held on September 30 to discuss the measure concerning the situation prevailing in South Korea with the amendment to the law.
The meeting strongly urged the South Korean authorities to totally abrogate the "security law," not resorting to the schemes to amend the law going against the unanimous will of the nation.
The meeting heard a report on the second agenda item and adopted a relevant decision.
Victims of massacre by GIs demand compensation
Pyongyang, October 14 (KCNA) -- A meeting of victims and bereaved families of the Rogun-ri mass killing by the U.S. aggressors was held on Tuesday under the sponsorship of the Measure Committee for Mass Killing of Civilians in Rogun-ri, according to a radio report from Seoul.
More than 100 victims and bereaved family members from different parts of South Korea were present at the meeting held in Yongdong county, North Chungchong Province.
The meeting adopted documents urging the U.S. government and the South Korean authorities to make compensation for it.
In a document addressed to the U.S. government the victims and bereaved families called upon Clinton to clearly disclose the truth of the massacre by GIs and restore the human rights not only of those who were killed but also of survivors.
They also called upon the authorities and "National Assembly" to set up an organization for receiving victims and to organize a special committee for the probe into the truth within the "assembly." They also demanded the fact-finding group include bereaved family members.
DCRK founding proposal supported in India
Pyongyang, October 14 (KCNA) -- The Asian Regional Committee for Supporting Korea's Reunification, the all India Indo-Korean Friendship Association and the Indian Committee for Supporting Korea's Reunification on Oct. 8 made public a joint statement on the lapse of 19 years after the proposal for founding the Democratic Confederal Republic of Koryo (DCRK) was put forward.
The President Kim Il Sung put forward the proposal at the sixth congress of the Worker's Party of Korea in October 1980 by applying the three principles of national reunification -- independence, peaceful reunification and great national unity.
The joint statement said the DCRK founding proposal is the most fair and realistic one to reunify the country by founding a unified state on condition that the north and the south recognize and tolerate each other's ideas and social systems because different social systems and ideas have existed in the north and the south of Korea for over half a century.
It said:
19 years have passed since the proposal was put forward.
However, Korea still remains divided due to the anti-reunification moves of the South Korean authorities who are following the U.S. worse still, the inter-Korean situation has been brought to the brink of war.
We hold that the U.S. stop its moves for permanent occupation of South Korea and withdraw its forces and nuclear weapons from South Korea at an early date.
We demand the South Korean authorities discard their foolish dream to perpetuate the division of the nation with the backing of the outside forces, discontinue the anti-reunification moves and accept the DCRK founding proposal as early as possible for lasting peace on the Korean peninsula.
We send full support and firm solidarity to the sincere efforts of the Korean people to achieve the reunification of the country by means of confederacy according to the proposal.
Land rezoning project begins in North Phyongan Province
Pyongyang, October 14 (KCNA) -- A land rezoning project has begun in North Phyongan Province, a west coastal granary of Korea.
The land rezoning is in full swing in intermediary areas of the province, including Thaechon and Uiju counties and Kusong city.
The land rezoning of the province will obtain a land under cultivation as large as a county and put comprehensive mechanization of agriculture on a higher level.
In July this year General Secretary Kim Jong Il visited the province and indicated the ways and orientation of finishing the land rezoning project in the province quickly with nation-wide help on the basis of Kangwon Province's experience in land rezoning.
Capital and provincial officials are audaciously pushing ahead with the land rezoning project.
Officials and builders of Pyongyang in charge of the Handre plain, Thaechon county, are gaining a signal success from the beginning with a target to rezone 2,000 hectares of paddy-fields by the end of this year.
Builders from Kangwon and south Hwanghae provinces are accelerating on a full scale the land rezoning project in Tongrim, Phihyon and Yomju counties with the desire to hand the most standardized fields over to the rising generations.
By their energetic efforts small plots of land have been turned into the standardized paddy-fields of each 1,000 Phyong (one Phyong equals six feet square).
Builders of North Phyongan Province have taken charge of the land rezoning project in ten counties and cities including Uiju and Unsan counties.
They are keeping mechanical means in full capacity operation to carry out their daily assignments, while making levees, digging drainage canals and building roads at the same time.
Three-crop farming proves successful
Pyongyang, October 14 (KCNA) -- The township cooperative farm of Janggang county was successful in two- and three-crop-a-year system.
Normally, three-crop farming is considered a tough and tricky job because of its longer period of cultivation, labour-intensive tending and its adverse effect on oil fertility.
It is much more a challenge in Janggang, a northern alpine area with poor land fertility and a shorter period of crop growth.
These disadvantages never deterred chairperson Pak Ok Hui of the farm management board and farmers who buckled down to three-crop farming.
They began with the building of a greenhouse. Despite a number of difficulties, they finally completed tiered greenhouse 650 square metres wide. Humus-pot seedlings of red radish were grown as the first crop, potato as the second and humus-pot seedlings of white cabbages as the third.
The per-hectare yields of spring radish and potatoes were 20 and 45 tons respectively, and those of autumn vegetables are estimated at 100 tons.
The greenhouse is also an efficient vegetable producer.
The farm paid close attention to the improvement of soil fertility, the key to successful three-crop farming.
It pushed forward the output of bio-active manure and fermented manure with microbial liquid and got every work-team to produce slaked lime from kilns, so as to spread sufficient manure on the fields. It also expanded its microbial fertilizer factory to produce manure by using agricultural by-products.
The farm has experimental plots for cultivating dry-field rice and potato seeds.
The farm plans to increase arable land for three-crop farming next year.
FM spokesman on "multi-party security cooperation system"
Pyongyang, October 14 (KCNA) -- The DPRK will not approve the projected "multi-party security cooperation system," considering it immature to set up such organization in northeast Asia, declared a spokesman for the Ministry of Foreign Affairs today.
Answering a question put by KCNA as regards such recent full-scale movement, he said:
The United States, Japan and South Korea have reportedly planned to discuss in Jeju Island in late October the issue of forming the "system" involving the north and the south of Korea, the U.S., Japan, China and Russia.
We consider it very immature at present to set up such an organization as "multi-party security cooperation system" in northeast Asia.
There are, in fact, no state-to-state relations between the DPRK and some other countries in this region to cooperate over the issue of security but only the belligerent relations, the hostile relations, have existed.
Their talking about the "multi-party security cooperation system," ignoring such a stark fact cannot be construed otherwise than an attempt for a sinister aim.
As everyone admits, the issue of the Korean peninsula is the rudiment of the issue of security in northeast Asia.
It will be settled when the United States withdraws its troops from South Korea immediately, signs a peace agreement with the DPRK and then the north and south of Korea sit together to achieve peaceful reunification of the country independently through dialogue and negotiation.
If Korea is reunified, the largest hot spot, a legacy of the Cold War, will disappear and the issue of security in northeast Asia will not be raised any longer as an acute issue.
The master of the Korean issue is the Korean nation itself and the issue of Korea's reunification is an internal matter of the nation which should be settled between the parties concerned independently through dialogue and negotiations.
Such being the case, they are working hard to promptly set up the "multi-party security cooperation system." This is a dangerous attempt to evade the responsibility of the parties concerned and use it for isolating and stifling the DPRK. It will only result in causing the complexity in the settlement of the issue, aggravating the confrontation and screwing up the regional situation as a whole.
Accordingly, we do not approve the building of the "multi-party security cooperation system" in northeast Asia under the present situation and will never allow the Korean issue to be an object of debate.
