WPK lauded

    Pyongyang, October 23 (KCNA) -- Russian newspapers dedicated articles to the second anniversary of the great leader Kim Jong Il's election as General Secretary of the Worker's Party of Korea and the 54th anniversary of the foundation of the WPK.
    Under the title "Party is powerful when it makes harmonious whole with popular masses" the glasnost said that the WPK is strictly guided by the Juche idea.
    The WPK is the most solid and powerful party ever in the world in view of unity and cohesion, the newspaper said, and continued:
    Kim Jong Il has achieved the unity and cohesion of the party with one idea and one center and paid his deep attention to strengthening it. He has also ensured the purity of the party ranks thoroughly, allowing no factionalism, parochialism and nepotism and other ism detrimental to the unity of the party.
    The WPK is an invincible party which has made a harmonious whole with the popular masses.
    Kim Jong Il, guided by the President Kim Il Sung's idea of believing in the people as in heaven, is devoting all his energies to the building of the party into the mother party which looks after the destiny of the people.
    The Pravda and the Podmoskovie introduced the immortal leadership exploits and greatness of Kim Il Sung and Kim Jong Il and the growth of the WPK to be an invincible one.


Lao embassy officials help farmers

    Pyongyang, October 23 (KCNA) -- Lao ambassador to Korea Khamkheng Sayakeo and embassy officials helped the Korea-Laos friendship Taewon cooperative farm in farming on Friday.
    The helpers carried sheaves of rice together with farmers.
    In a break they sang songs of the two countries and conversed with farmers, deepening the feelings of friendship.
    Embassy officials handed aid materials to the farm.


DPRK books presented to Nigeria

    Pyongyang, October 23 (KCNA) -- Korean books were presented with due ceremony to the Culture and Art Council of Nigeria on Oct. 13 on the occasion of the 54th anniversary of the foundation of the Worker's Party of Korea.
    At the ceremony reminiscences of the President Kim Il Sung "With the Century," "Kim Jong Il's Selected Works" and other books were conveyed.
    Present at the ceremony were the director of the Culture and Art Council of Nigeria and other prominent figures and a delegation of the general bureau of Korean book and photo exhibition staying in Nigeria.


Korean photo, art and handiwork exhibition in Egypt

    Pyongyang, October 23 (KCNA) -- Korean photo, art and handiwork exhibition opened in Egypt on Oct. 14 to mark the 54th anniversary of the foundation of the Worker's Party of Korea and the 73rd anniversary of the foundation of the "Down-with-Imperialism Union" (DIU).
    Exhibited were photos, drawings and handiwork showing achievements made by the Korean people in the revolution and construction under the wise leadership of the President Kim Il Sung and Marshal Kim Jong Il.
    Present at the opening ceremony were Muhammad Ohamed Zaid, deputy governor of Alexandria Province, and other political and public figures, and the Korean ambassador to Egypt, embassy officials and members of the Korean exhibition delegation.


Pro-Japanese traitor's mean solicitation

   Pyongyang, October 23 (KCNA) - The chief executive of South Korea who is a pro-Japanese traitor in the "Chongwadae" on Thursday once again expressed his earnest hope that Akihito, who represents the spirit of Japanese Samurais, would visit South Korea, according to a press report from Seoul.
    He was so mean as to solicit for his South Korean tour, asserting that this would mark a turning point in the South Korea-Japan relations.
    Akihito is the sworn enemy and the arch criminal who has imposed immeasurable sufferings and misfortunes upon the Korean people. The "invitation" for him renewed by the chief executive of South Korea whenever an opportunity presents itself, looking up to him as the "Emperor" only betrays his despicable treacherous colors.


Anti-"government" organization formed

   Pyongyang, October 23 (KCNA) -- Progressive organizations for fighting against the "government" and for democracy came into being in September and are now active among cultural and artistic circles of South Korea.
    Among them is the Moviemen's Society to prepare for tomorrow of our film. It comprises young movie directors in their thirties who took an active part in the "National Movie Movement" at universities in the 1980s and more than 500 actors, directors and cameramen who broke with such "government"-controlled organizations as the Moviemen's Association and the Film Control Association.
    The Council for Art Development was organized with veterans of South Korean literary and art critics and progressive critics in their forties and fifties.
    The Citizens Solidarity for Cultural Reform was formed with its basic mission to criticize the cultural policy of the "government" and conduct activities for sound development of culture and art.
    In inaugural declarations they denounced the treacherous cultural policy of the present "government" and its ferocious interference and control over culture and art.
    They said that they will defend the compulsory South Korean film show days and strengthen the struggle for sovereignty of culture and for democracy.


Truth behind illegal monitoring and wiretapping

    Pyongyang, October 23 (KCNA) -- The truth behind illegal monitoring and wiretapping under the present and successive "governments" should be probed thoroughly and those involved should be punished, said Radio No.1 of South Korea.
    The radio pointed out that even ordinary residents, who should not be under bugging network of the authorities, are not freed from its crooked tentacles in South Korea and 1,400 private institutes are doing such act and thus "fear of wiretapping" is prevalent in society.


Unprecedented human rights abuse

    Pyongyang, October 23 (KCNA) -- Minju Joson today in a signed commentary holds that the measure discussed by the South Korean ruling quarters at a confab to introduce an electronic system for watch on "those under observation for public peace" is worst human rights abuse as the latest science and technology are used for fascist repression.
    The commentary goes on:
    "Those under observation for public peace" were released from prison after serving long terms under the "security law" for their struggle for independence, democracy and reunification. There is no ground for the authorities to keep them under watch or control.
    Noting that history knows no such precedent of forcing the people to carry electronic devices to keep them under watch and control, the commentary describes South Korea as the area of the poorest human rights record.
    The South Korean ruling quarters should give up the attempt to introduce an electronic observation system against the patriotic people and repeal all the fascist laws including the "security law" and "law on the observation for public peace," demands the commentary.


U.S. urged to show good faith

    Pyongyang, October 23 (KCNA) -- Rodong Sinmun today carries a signed article 5 years after the adoption of the DPRK-U.S. agreed framework.
    The article says:
    The keynote of the agreed framework is the U.S. provision of Light Water Reactors (LWR) in return for the DPRK's freezing of graphite-moderated reactors and its vital need is the principle of simultaneous action. But, the present state of its implementation is quite contrary to expectation and concern.
    Right after the adoption of the agreed framework the DPRK began implementing its commitments with freezing of all nuclear activities and totally lifted economic restrictions imposed upon the U.S.
    Nevertheless, the U.S. has persistently pursued its hostile policy to isolate and stifle the DPRK militarily and further intensified it.
    The U.S. attitude is quite shameless as regards the offer of LWR, the core of the agreed framework. It provides for completing LWR project with a generating capacity of 2 million kw and delivering LWR to the DPRK till 2003.
    But a proper foundation has not yet been laid though five years have passed since the adoption of the framework. And the Korean Peninsula Energy Development Organization in charge of funding the project is in an abnormal shape.
    Pointing out that the implementation of the agreed framework needs political will from the two sides, the article stresses:
    It is time for the U.S. to kick the ball and to express its stand explicitly.
    If the U.S. truly respects the DPRK-U.S. agreed framework and wants to implement it, the U.S. should show its good faith by fulfilling its commitments at an early date.


KCNA on interference in DPRK's internal affairs

    Pyongyang, October 23 (KCNA) -- A few western media are spreading misinformation these days as if the DPRK brought about a new "change" related to "reform" and "opening". And the U.S. conservative forces are also letting loose ridiculous outburst that the "U.S. policy towards the DPRK should be modified in the direction of urging a domestic reform modeled after someone's opening of economy to the outside world."
    Meanwhile the Japanese reactionaries are talking rubbish about the "need" for the DPRK to pursue "reform and liberalization."
    These intolerable utterances cannot but be a grave interference in internal affairs of the DPRK, a mockery of its sovereignty.
    We have nothing to open and reform because we have long flung our door open and carried out all reforms.
    As far as opening is concerned, it is a thing to be done by the imperialists who are intensifying the blockade against the DPRK to isolate and stifle it.
    It is foolhardy of them to talk about the DPRK's "opening," while refusing to turn to opening in its favour.
    The reality has shown for whom "reform" and "opening" peddled by the conservative forces and reptile press in the west were and what fate those countries who accepted them as "carrot" met.
    It is the plain truth that such "reform" and "opening" contrary to the fundamental interests of the popular masses can never be accepted by the DPRK.
    Hostile forces' attempt to link the DPRK with any "change" related to "reform" and "opening" is prompted by their sinister aim to tarnish the image of the DPRK, the bulwark and hope of socialism, feeling uneasy about the victory of socialism, the inevitable development of history.
    Sovereignty is the life and soul of the DPRK and socialism is what keeps our people alive.
    We will never pardon any moves to breach the DPRK's sovereignty and defame socialism but will defend to the end, consolidate and develop the socialist system of our own style chosen and built by the people themselves.


Proposal for reunification by confederacy formula favored

    Pyongyang, October 23 (KCNA) -- The Afro-Asian People's Solidarity Organization issued a statement on Oct. 13 in the month of supporting the proposal for founding the Democratic Confederal Republic of Koryo (DCRK).
    The proposal put forth by the President Kim Il Sung is the most realistic and reasonable one for the reunification of the Korean nation, the statement said, and went on:
    This notwithstanding, the proposal has not yet been materialized and Korea still remains divided with the 21st century at hand.
    The U.S., a party directly responsible for the division of Korea, should change its anachronistic Korea policy and refrain from doing anything obstructive to the independent reunification of Korea.
    The South Korean authorities should abrogate the "security law" and guarantee political freedom of all the political parties, organizations and people of all walks of life including freedoms of debate on and activities for reunification. They should make a positive policy shift.
    We extend positive support and solidarity to the Korean people's struggle to reunify the country independently and in a peaceful way by founding the DCRK.


WPK praised by Salvadorian party

    Pyongyang, October 23 (KCNA) -- Alfred Orelyana, resident representative of the Salvadorian Farabundo Marti National Liberation Front in Cuba, made public an article "Congratulations to the Worker's Party of Korea on its 54th anniversary" on October 10, the 54th anniversary of the WPK.
    He said in the article:
    The President Kim Il Sung's cause of party building and revolution is being brilliantly carried forward by the great Kim Jong Il.
    As the Worker's Party of Korea led by Kim Jong Il is leading the socialist cause, taking upon itself the destiny of the country and the people, victory is certain.
    The WPK will remain Kim Il Sung's party, the headquarters of revolution which leads the Korean revolution to victory, the credible vanguard unit of the international working class and a dignified and authoritative party which accelerates the struggle of the world revolutionary people to rebuild socialism.


Nonsensical talk assailed

   Pyongyang, October 23 (KCNA) -- Rodong Sinmun today in a signed commentary dismisses the chief executive's "policy speech" at the "National Assembly" of South Korea as a ridiculous word juggling intended to cover up the criminal true colors of the ruling quarters who have pursued a traitorous misrule, making a mess of politics, economy and culture, and calm down the angry people.
    Recalling that he in the "speech" did his best to beautify the "engagement policy towards the north" which has already gone bankrupt, the commentary goes on:
    His "engagement policy" is precisely the other side of the anti-DPRK, anti-reunification policy for war and confrontation.
    If he had truly put forward the "engagement policy" for the "co-existence and co-prosperity, reconciliation and cooperation" between the north and south as he claims, he would have not run amuck to harm and stifle the fellow countrymen in the north with the backing of the outsiders as now.
    No one will pay heed to the nonsensical talk about "co-existence and co-prosperity, reconciliation and cooperation" made by the South Korean chief executive with a dagger behind his coat to hurt fellow countrymen.
    His attempt to strengthen "joint actions" with outsiders against the fellow countrymen revealed in his "policy speech" cannot but be considered as a serious one.
    If he sincerely wants improved relations, reconciliation and cooperation with us, he should not resort to sleight of hand with the "engagement policy" condemned by the public at home and abroad but implement the three priorities for the improvement of inter-Korean relations proposed by us and make a policy switchover from the anti-DPRK confrontation policy to a pro-north reconciliation policy.


U.S. urged to sincerely implement agreed framework

    Pyongyang, October 23 (KCNA) -- It is five years since the adoption of the agreed framework between the DPRK and the United States of America.
    Over the past five years the U.S. has consistently put the brake on the implementation of the agreed framework, thus putting it in a crisis.
    As the construction of the Light Water Reactors (LWR) and the delivery of heavy oil are master keys to its implementation, the U.S. is duty-bound to fulfil its commitments.
    The U.S. has laid a hurdle in the way of the LWR project under the pretext of heavy oil supply. A ground-breaking ceremony for the project could be held as late as august 19, 1997 and the construction of their main building has not yet started.
    The U.S. has kept throwing obstacles in the way of heavy oil supply, too, under various pretexts, thus creating serious difficulties and confusion in our economic performance.
    It has shunned the issue of lifting economic sanctions.
    It was not until September 17, 1999 that it took a very partial measure of lifting a few economic sanctions against the DPRK.
    Meanwhile, the U.S. conservative hard-liners who have called for the abrogation of the framework, very displeased with its adoption from outset, raised the issues of "nuclear suspicion" and "missile threat" and used the framework as a "political soccer ball" for the republican party to "gain the political upper-hand."
    The conservative hard-liners within the U.S. congress have never stopped criticism of the policy of the Clinton administration toward the DPRK.
    The U.S. which has so far pursued a "soft landing policy," believing in the theory of "collapse of North Korea," is now coming out with a "stick and carrot strategy".
    The "operation plan 5027-98" mapped out by the U.S. to ignite the second Korean war has entered the phase of implementation. It is strengthening the triangular military alliance of the U.S., Japan and South Korea in a bid to establish the sphere of its domination over Asia.
    It has carried out provocations without let-up in the sky and the land and at sea of the Korean peninsula to ignite a war against the DPRK. In June this year, it nudged the South Korean warhawks to orchestrate the serious military provocation at the west sea, thus leading the situation on the peninsula to an extreme pitch of tension.
    All these facts go to prove that over the past five years the U.S. has followed the road of violating the agreed framework and only pursued military and nuclear confrontation behind the curtain of negotiations.
    Whether the framework will succeed or get nullified totally depends on what attitude the U.S. takes toward its implementation.
    If it really wants to put an end to the confrontation on the Korean peninsula and improve the DPRK-U.S. relations to meet the requirements of the times when the Cold War is over, it should sincerely implement its commitments under the DPRK-U.S. agreed framework.


Samma mineral water

    Pyongyang, October 23 (KCNA) -- There is a mineral water well in Samma-dong, Tongdaewon district, Pyongyang. Its main components are sulfuric acid, magnesium, and calcium.
    There is a low hill northwest of this well. The average annual temperature is 9.5 c. The relative humidity of the air is 72 percent and the annual precipitation is 958 mm.
    The gross amount of mineral components of this mineral water is 1,744.27 mg per liter and free carbonate is 281.60 mg per liter. The main ion components are sulfuric acid, magnesium, calcium and iron.
    This mineral water has effect on chronical hepatitis, chronical ulcer, chronical enteritis, secondary anemia, eczema and other skin diseases.


Congratulatory message to President of Mozambique

    Pyongyang, October 23 (KCNA) -- Kim Yong Nam, president of the presidium of the Supreme People's Assembly of the DPRK, on Oct. 21 sent a congratulatory message to Joaquim Alberto Chissano, President of Mozambique, on his 60th birthday.
    The message expressed the belief that the friendly and cooperative relations between the two countries would continue to develop more favourably and wished him good health and happiness as well as greater successes in his work for the country's peace and prosperity.


Greetings to Zambian President

    Pyongyang, October 23 (KCNA) -- Kim Yong Nam, president of the presidium of the Supreme People's Assembly of the DPRK, on Oct. 20 sent a message of greetings to Frederick J. T. Chiluba, President of Zambia, on the occasion of the 35th anniversary of its independence.
    He expressed the belief that the friendly and cooperative relations between the two countries would continue to develop more favourably and wished him and his government greater successes in their efforts for consolidating the country's stability, achieving its prosperity and improving the people's living standard.


Autumn land management progresses apace

    Pyongyang, October 23 (KCNA) -- Today is the Day of Land and Environmental Protection in Korea.
    On this day the working people across the country are all out in the autumn land management.
    This season will witness tree planting, building of major roads and bridges and repair of those not in good shape throughout the country. Rivers and streams and breakwaters will also be readjusted and reinforced.
    Provinces, cities and counties are concentrating efforts on nature-remaking projects to build better the respective areas on their own efforts, thus registering successes from the beginning.
    A brisk drive is now under way in Pyongyang to plant thousands of willows and poplars and hundreds of thousands of flower trees in parks and recreation grounds in the city including Turu Islet and Moranbong park.
    In the last 20 days, Ryanggang, Jagang and north Hamgyong provinces have done a lot of work, planting various species of trees in more than 700 hectares of land and repairing more than 4,500 kilometers of roads, building dykes, digging up bed of rivers and readjusting land.
    Taehongdan, Samjiyon and other counties in Ryanggang Province have grown a large number of saplings and planted them in 500 hectares of land to suit the specific conditions of the province.
    The people in Janggang county, Jagang Province, excavated 150,000 cubic metres of rocks and earth in the Hwangsuryong road expansion project, thus widening the section of the extending more than 64.2 km.
    A land rezoning project is brisk in North Phyongan Province.
    The province is mobilizing as many means for mechanization as possible to push ahead with the project in full gear.
    Other provinces including Kangwon Province are also successfully carrying out nature-remaking projects including tree-planting and repair and readjustment of roads with an aim to radically change their appearance during this period.
