Wreath laid before CPV martyrs cemetery
Pyongyang, October 28 (KCNA) -- The Chinese embassy here laid a wreath before the martyrs cemetery of the Chinese People's Volunteers in Kaechon, South Phyongan Province, on October 27 on the occasion of the 49th anniversary of the entry of the CPV into the Korean War.
Present at the wreath-laying ceremony were Chinese charge d'affaires ad interim Li Bin and embassy officials.
After the wreath was laid in the name of the embassy, the participants paid a silent tribute to the memory of the martyrs.
Meanwhile, the friendship visiting group of the Chinese Communist Party laid bouquets of flowers before the tomb of Mao An Ying and the CPV martyrs cemetery in Hoechang County, South Phyongan Province before observing a moment's silence.
Mongolian embassy officials help co-op farm
Pyongyang, October 28 (KCNA) -- Mongolian ambassador to Korea D. Byambaa and embassy officials yesterday helped the DPRK-Mongolia friendship Jongbang co-op farm in its farming.
The guests carried sheaves of rice to help the farmers in harvesting.
At a break they sang songs and talked with farmers, deepening the feelings of friendship.
The embassy officials handed aid materials to the farm.
Friendship meeting at Cuban embassy
Pyongyang, October 28 (KCNA) -- Cuban ambassador to Korea Jose Manuel Inclan Embade yesterday held a friendship meeting at the embassy on the occasion of the 10th anniversary of the publication of General Secretary Kim Jong Il's work "Answers To Questions Raised by the General Director of Granma, the Organ of the Central Committee of the Communist Party of Cuba."
Present on invitation were Pak Kyong Son, deputy department director of the C.C., the Worker's Party of Korea, and other officials concerned.
Cuban embassy officials were on hand.
They saw the car sent by the President Kim Il Sung to the first Cuban ambassador to Korea and went round the "friendship room".
They saw a Cuban documentary film before conversing with each other.
Art performance given by kindergartners
Pyongyang, October 28 (KCNA) -- An art performance of kindergartners was given here on Oct. 27.
It was appreciated by Kim Yong Nam, Choe Thae Bok, Yang Hyong Sop and other senior party and state officials.
Put on the stage were a chorus "We hold our fatherly Marshal in high esteem", girls' chorus "Marshal on endless inspection of front," a dance "Folk games are good" and other numbers which vividly show the bright and cheerful looks of children growing up to be future heroes and heroines.
Also put on the stage were a boy's solo "Our elder sister is best", a solo and Pangchang "Rabbits in my house" and other numbers which represent the true features of the children who are firmly preparing themselves to be fine pillars for the nation-building.
Observation of UN Charter called for
Pyongyang, October 28 (KCNA) -- A DPRK representative made a speech at the discussion of a "report of UN Security Council" at the plenary meeting of the 54th UN General Assembly on October 20.
He referred to the report of the UN Security Council, holding that the current UN General Assembly session should provide an opportunity of comprehensively reviewing different aspects of the activities of the UN Security Council in view of the UN Charter.
What is essential for ensuring the transparency of the activities of the UN Security Council is to take steps of confining unofficial negotiations to the discussion of procedural matters and discussing all issues at official meetings, he noted, and continued:
Those directly involved in disputes should be invited to participate not only in official meetings but in unofficial negotiations so that their views could be fully reflected in the course of the debate.
He recalled that the UN is facing such challenges as persistently ignoring the objective and principles of the UN Charter and breaching its authority in the activities of the UN Security Council and resorting to arbitrary practices of using armed forces against sovereign states even without new security council resolutions and in disregard of the UN in worse case.
If the principle of respect for sovereignty in the relationship between states is ignored, the world can never be in peace, he said, adding if the united nations is to contribute to ensuring global peace and security and building a peaceful world desired by humankind in the new century, the principles of respect for sovereignty, non-interference in others' internal affairs and mutual equality laid down in the UN Charter and international laws should be strictly observed, first of all.
The UN Security Council should not on any account opt to encroach upon the sovereignty of the member nations nor allow the breach of the sovereignty of other countries and interference in their internal affairs, he stated, and went on:
If the UN Security Council resolutions are to be implemented more effectively, there should be a system whereby resolutions on very important issues such as those on the use of armed forces and economic sanctions should get the approval of the UN General Assembly.
The UN Security Council, at the same time, should reexamine the implementation of the resolutions adopted in the past, take steps of correcting in a bold way those which are contrary to the UN Charter or do not conform with the present times and thus eradicate the leftover of the Cold War.
In this regard he drew attention to more than 40,000 U.S. troops in South Korea who are acting "UN forces" under the UN berets.
Korea should be reunified by means of confederation
Pyongyang, October 28 (KCNA) -- The DPRK delegate addressed the first committee (disarmament and international security) meeting of the 54th session of the UN General Assembly on October 15. He said:
In order to realize real disarmament and ensure world peace and security the hegemonism and the policy of strength should not be allowed in the international arena and the double standard in disarmament should be ended.
The structure of political and military confrontation of the Cold War era still remains on the Korean peninsula because the United States and its followers have not given up their hostile policy towards the DPRK.
Recalling that the United States has not implemented its commitments under the DPRK-U.S. joint statement and the DPRK-U.S. agreed framework, pursuing the policy of stifling the DPRK and that the Japanese and South Korean authorities have joined hands with it, he said the DPRK cannot but counter them with the strengthening of self-defence power.
In order to ensure durable peace on the Korean peninsula, above all, the hostile relations between the DPRK and the United States should be removed, he stressed, and went on:
To this end, the United States should give up its hostile policy towards the DPRK and pursue a fair policy of not inciting the confrontation between the north and south of Korea and Japan should stop political and military campaign against the DPRK and compensate for the past crimes.
For a durable peace on the Korean peninsula, the issue of Korea's reunification should also be solved at an early date and Korea should be reunified by means of confederation based on the three principles of independence, peaceful reunification and great national unity.
The South Korean authorities should extricate themselves from dependence on the foreign forces, have the spirit of national independence and respond to the DPRK's proposal for achieving national reunification through confederation on the three principles. To this end they should take such practical measures to realize genuine relations of reconciliation and cooperation between the north and south by abolishing the "security law".
The DPRK will make every effort to ensure durable peace and security on the Korean peninsula and achieve national reunification by means of confederation.
Vicious challenge to people's aspiration
Pyongyang, October 28 (KCNA) -- Rodong Sinmun today in a signed commentary dismisses what the present South Korean dictators said about the orientation of the "revision of the security law" as a third-rate trick.
The commentary says:
Recently "Prime Minister" Kim Jong Pil said at the "National Assembly" that he is pushing ahead with the "revision of the security law," but its total abrogation is impossible because of violators of "order."
The present chief executive, too, clamored about the specific orientation of "revising the security law" at "Chongwadae."
As this evil law defines the fellow countrymen as "enemy," nothing will change even after a few articles of the law are rewritten.
The ruling quarters' assertion that the total abrogation of the "security law" is impossible because of violators of "order" is an unpardonable mockery and challenge to the people calling for independence, democracy and reunification.
The South Korean rulers once again laid bare their fascist colors by defying the people's demand for the total abrogation of the "security law."
Pitiful guy's shriek
Pyongyang, October 28 (KCNA) -- The South Korean "Minister of Foreign Affairs and Trade", Hong Sun Yong, let loose a spate of outbursts slandering the army-first policy of the Worker's Party of Korea at a ceremony commemorating the 54th day of the United Nations.
Rodong Sinmun today in a signed commentary dismisses this as intolerable. This is an open challenge and unpardonable provocation to the dignified WPK, Korean people and the DPRK, it notes, and goes on:
The WPK policy of giving priority to military affairs is based on the revolutionary philosophy that the army is precisely the party, people and state. It serves as a source of miracles and innovations in this land.
Hong's outbursts are nothing but a shriek of those much upset by the might of the single-heartedly united Korean people who are vigorously accelerating the grand march to build a powerful nation.
Only the people's severe punishment awaits the South Korean rulers, who are engrossed in scrambles for power, flunkeyist and treacherous moves, ignorant of politics.
No matter what one may decry the Korean people will certainly build a powerful nation on this land, pursuant to the WPK's policy of giving priority to military affairs.
Hong should apologize at once for his defamatory remark and retract it.
Highest prize to Kimjongilia
Pyongyang, October 28 (KCNA) -- The Kunming China, World Floriculture Fair '99 awarded the "grand" prize, its highest prize, and certificate to the Kimjongilia.
The world largest fair was participated in by 69 countries and 26 international organizations and exhibited at least 2,400 species of flowers and other plants.
A gold medal and a special prize went to the flower at the 12th international flower show in May, Juche 80 (1991).
The repeated conferment of the highest prize upon Kimjongilia is a clear proof of humankind's deep respect and reverence for General Secretary Kim Jong Il.
Now Kimjongilia is praised by the world people as "'king' of flowers", "world famous flower representing the era" and "sun's flower loved by the world."
The flower has been spread to at least 60 countries for more than 10 years since it was raised by Japanese gardener Mototeru Kamo in February, 1988 to mark the birthday of Kim Jong Il.
Foreign figures from 108 countries have visited the DPRK and taken so far over 5,600 roots of the flower.
Kimjongilia green houses opened in China, Mongolia and Madagascar for its propagation and distribution and the Kimjongilia Lover's Society of Japan, the Kimjongilia Association of Mongolia and the Nordic Kimjongilia Association were founded against the backdrop of the growing world concern for the flower.
For its rarity and beauty Kimjongilia got highest appreciation at the Nordic Flower Show held in March, 1995 and was awarded the highest prize at the Jilin, China, flower show held in August, 1997.
Many foreigners, after seeing the flower, said in unison that the flower which no other flowers can match is a flower that belongs to a great man and should go only with the august name of Kim Jong Il and the world people's love of this immortal flower will grow more fervent as days go by.
Hero of time
Pyongyang, October 28 (KCNA) -- Taehongdan county, Ryanggang Province of Korea, is well known to the country for the construction of many minor power stations that meet its demands for electricity.
It produces by itself electricity needed for economic sectors such as industry and agriculture and the people's living.
The power stations are associated with the devoted service of Ho Yong Gu, head of the county construction corps for minor power stations.
The President Kim Il Sung said in his lifetime that if a dam was built in the Sohongdan stream in the region to make it flow through a ridge, much electricity could be produced there.
With the firm resolution to become a vanguard fighter in realizing the plan of the President and the Marshal Kim Jong Il for electrification, ho devoted all his energies and wisdom to the building of minor power stations.
He has worked devotedly to create the generating capacity of 10,000 kwh for 17 years from the day he began the construction of power stations.
He cut a tunnel through rocks with hammers if rock-drills broke down. Even when the pit was filled with water gushing down from the ceiling, he continued tunneling by operating rock-drills installed on a raft.
If the project was temporarily suspended owing to the shortage of materials and bad weather conditions, he moved to a new project to do things helpful toward accelerating the construction of power stations.
To rescue comrades, he threw himself into a pit filled with gas from the blasting at the risk of his life and took care of disabled soldiers like his real brothers and arranged wedding feasts for his comrades who had no parents.
All these show what a man ho is.
He became the head of one unit after working as a tunneling worker and has since led the unit in the revolutionary spirit of self-reliance and fortitude, strong militant spirit, bold and big way of work and with exemplary practice.
His strong grit and principle, warm love and chivalrous spirit, unworldly-minded and simple character make his unit dynamic and optimistic and helped toward successfully building minor power stations in many places.
Kim Jong Il visited Taehongdan county in October last year and looked round the power stations. He noted with great satisfaction that power stations were magnificently built, and that they were well designed.
Inevitable consequence of nuclear weapon development
Pyongyang, October 28 (KCNA) -- A recent accident at the Wolsong Nuclear Power Plant of South Korea was an inevitable consequence of careless management of equipment and the criminal moves to develop nuclear weapons, says Minju Joson today in a signed commentary.
The commentary says:
A large amount of heavy water leaked out of the heavy water reactor no. 3 of the Wolsong Nuclear Power Station, contaminating its 22 workers with radioactive substances. The introduction and operation of the heavy water reactor is directly connected with the development of nuclear weapons.
The reactor is capable of extracting plutonium any time as it was built in such a way as to use natural uranium as raw material and extract nuclear fuel at the end of its use.
The South Korean ruling quaters' attempt to continue operating the power plant and build new ones is a criminal move that can be taken only by those who are keen on the development of nuclear weapons, indifferent to people's safety.
Intolerable is their move to keep operating nuclear power plants intended for the development of nuclear weapons and build new ones.
DPRK FM spokesman on implementation of peace accord
Pyongyang, October 28 (KCNA) -- The spokesman for the Foreign Ministry of the DPRK gave an answer to a question put by KCNA today as regards the issue of implementing a peace accord in Democratic Congo.
Nearly four months have passed since the adoption of the peace accord in Democratic Congo. But this accord has hardly been implemented owing to moves of some forces who dislike peace, stability and unity in the African continent, the spokesman said, and continued:
Of course, the non-implementation of this accord is partly ascribable to the fact that interests of parties concerned are fundamentally different from each other. But, this is chiefly attributable to outsiders' continued interference in disputes.
Particularly, the United States is further complicating the issue of implementing the peace accord. Although it is loud-mouthed about "prompt implementation of the accord," it is seeking an ill-intentioned purpose.
In order to tide over such difficulties, a foreign ministerial meeting of African nations was held in Lusaka of Zambia on October 15. At the meeting, practical measures were discussed to make haste with implementing the peace accord in Democratic Congo under the sponsorship of the organisation of African unity and enhance the function of the cease-fire observation team.
As shown by the Lusaka foreign ministerial meeting, the present difficulties can be surmounted when all parties concerned make sincere efforts for a practical solution to disputes.
We think that, as the African nations are wholly responsible for continental issues, the master key to their solution is for all of them to unite and reject the neo-colonial intervention of the west.
Kim Yong Sun meets CILRECO secretary general
Pyongyang, October 28 (KCNA) -- Kim Yong Sun, secretary of the central committee of the Worker's Party of Korea, met and had a talk in a friendly atmosphere with Guy Dupre, secretary general of the International Liaison Committee for Reunification and Peace in Korea, at the Mansudae Assembly Hall today.
Kumgangsan nature reserve
Pyongyang, October 28 (KCNA) -- The Kumgangsan nature reserve spreads over the area of Mt. Kumgang (1,639 m) in middle Korea.
The magnificent and curiously shaped peaks, wonderful water falls and clear ponds in ravines, the blue sea of Sea-Kumgang, superb beauties in four seasons such as glorious tints of autumn foliage and waterfalls in green summer, and the beautiful sunrise at Chongsokjong are the proud of this world-famous Mt. Kumgang.
The mountain is located in an area where the climate is relatively warm in Korea (the annual average temperature is 9 c to 10 c ) and the yearly rainfall is 800 to 1,200 millimeters.
The reserve has abundant and diversified plants ranging from the temperate and subtropical plants to sub-frigid plants. More than 1,000 species of plants are growing there.
Out of them 714 species are flowering plants.
The flora of the reserve includes the plants peculiar to Korea, such as hanabusaya asiatica nakai, forsythia ovata nakai and androsace corthusaefolia nakai. The Kumgangguksu tree (a kind of stephanadra) is known as the only sort of the only genus in the world.
Various species of animals are known from this area. The prevailing features are leopard, bear, white stork and white heron, 38 species of beast, 130 species of bird, nine species of reptile and 10 species of frog.
Fishes including gonoprokopterusmylodon are found in streams and rivers which empty their waters into the east and west seas of Korea.
The Kumgangsan nature reserve is now under the protection of the state as a scenic spot and as an important area for academic studies.
Kim Yong Nam greets President of Turkmenistan
Pyongyang, October 28 (KCNA) -- Kim Yong Nam, President of the presidium of the Supreme People's Assembly of the DPRK, on October 25 sent a message of greetings to Saparmurat Niyazov, President of Turkmenistan, on the occasion of its Independence Day.
The message sent felicitations to the Turkmen President, government and people and expressed belief that the friendly relations between the two countries would develop on good terms.
