Pyongyang, January 9 (KCNA) -- General Secretary Kim Jong Il was presented with a basket of flowers by Guinean Prime Minister Lamine Sidime in the name of his government on the occasion of the New Year.
Authorized by the Prime Minister, the secretary general and the chief of protocol in the Prime Minister's office visited the DPRK embassy on Jan. 3 to hand the floral basket to the ambassador.
DPRK-Georgia Friendship Association formed

Ri Song Ho, vice-chairman of the Committee for Cultural Relations with Foreign Countries, was elected chairman of the association.
Remains of political prisoners found in S. Korea
Pyongyang, January 9 (KCNA) -- Remains of political prisoners massacred in Taejon prison of South Korea during the last Korean War were reportedly found in Sannae-dong, east district, Taejon city.
A fact-finding group contended it is clear that they are remains of political prisoners who were shot to death by "ROK" army and police.
Urging the authorities to make a thoroughgoing probe into the case, the group declared that it would continue excavation in the surrounding areas and hills.
"Anti-guerrilla attack" operation under fire
Pyongyang, January 9 (KCNA) -- It was reportedly disclosed that the joint chiefs of staff headquarters of the Japan Defense Agency made a top secret research under the stimulated conditions of a "guerrilla attack from North Korea" in 1993.
At that time the joint chiefs of staff headquarters examined and confirmed the action plans to establish a wartime system under the pretext of guarding coastal areas and major objects, taking Tsushima in Yamaguchi and Nagasaki prefectures close to the Korean peninsula as its operational theatres.
The "anti-guerrilla attack" operation had been under way under the "top secret research" plan. But it has been pushed forward in real earnest at the stage of its implementation since "the incident of mysterious ships," an anti-DPRK farce, occurred in March last year.
Recently the Japanese reactionaries have become more frantic in their moves to establish a wartime system to unleash a war of aggression with the general mobilization of armed forces including the "Self-Defense Forces" and police, spreading a rumour about the possible "guerrilla attack from North Korea."
At the same time, their moves to fascistize the country's political and social systems any moment have become all the more undisguised.
U.S. and Japanese confab intended to stifle DPRK
Pyongyang, January 9 (KCNA) -- Director general of the Japan Defense Agency Kawara on a visit to the United States and U.S. assistant secretary of state Roth were reportedly closeted together in Washington on Jan. 6. They cited the threats to the United States and Japan as the three terms, short, medium and long. "As short-term threats", they pointed to "the uncertainty about the situation in North Korea."
"Roth recommended that Japan and the U.S. unify their policies toward the north," asserting that "North Korea continues missile development".
By spreading such rumours as "threats from North Korea" and "its missile development", the U.S. and Japanese bellicose forces seek to conceal the criminal nature of the aggression moves and plans to be escalated this year and justify them.
They intend to get their teeth into the joint development of the aggressive "Theatre Missile Defense" system this year. They also plan to hatch all sorts of war intrigues threatening peace and security in Asia and put them into practice conspiring with each other.
All the facts clearly prove that they are the criminals threatening global peace and harassing the world's stability with missiles.
Banner of national reunification
Pyongyang, January 9 (KCNA) -- Three principles of national reunification, the 10-point program for the great unity of the entire nation and the proposal for founding the Democratic Confederal Republic of Koryo (DCRK) are a reunification program common to the nation and a banner of national reunification which represent the unanimous desire of the Korean nation and the specific conditions of the country, says Rodong Sinmun today in a signed article.
General Secretary Kim Jong Il in his celebrated work "Let Us Carry Out the Great Leader Comrade Kim Il Sung's Instructions for National Reunification" defined the three principles of national reunification, the 10-point program for the great unity of the entire nation and the proposal for founding the DCRK set forth by the fatherly leader Kim Il Sung as the three-point charter of national reunification, thus providing a strong pillar for the reunification.
The three principles -- independence, peaceful reunification and the great unity of the nation -- represent a most fair and reasonable program for national reunification acceptable to all the Koreans.
The principle of independence is a fundamental one to be held fast to in solving the issue of reunification.
The issue of Korean reunification is an internal affair of the nation to be independently settled by the Korean nation and only when such stand is firmly maintained can it be solved to meet the desire and the interests of the Korean nation.
The issue should be settled peacefully between the north and south through dialogue and negotiations under any circumstances.
The great national unity is a fundamental guarantee for national reunification.
The firm unity of the whole nation alone can bring reunification.
The article describes the ten-point program of the great unity of the entire nation as a great charter for the national unity.
This program enables all those who worry about the destiny of the country and the nation to unite as one and join hands with each other to pave the way for national reunification transcending all differences, whether they are in the north or south or abroad, whether one is a proletarian or a propertied one or an atheist or a theist, it says.
Describing the proposal for founding the DCRK as the most fair and reasonable and realistic proposal for reunification, the article says:
The best way to bring earlier national reunification is to found a reunified state of the nation by confederacy formula based on the conception of one nation, one state, two systems and two governments.
The three-point charter of national reunification is an immortal library and a reunification program common to the nation which fully represents the unshakable will of the respected Marshal Kim Jong Il to reunify the country at any cost true to the behest of Kim Il Sung.
S. Korean chief executive's irresponsible remarks assailed
Pyongyang, January 9 (KCNA) -- The South Korean chief executive in his "New Year address" raised the issue of "forming a south-north economic community" by confining the inter-Korean relations just to "economic cooperation", turning his back on the issue of the reunification of the country vital to the nation. Terming it a very irresponsible behaviour before the nation, Rodong Sinmun today in a signed commentary says:
The so-called "south-north economic community" is nothing new. It was long ago that the north and south of Korea formed a body for economic cooperation under an agreement and specified the details of the overall cooperation. His assertion that the inter-Korean economic cooperation should be discussed by powerless research institutes is as good as an intention to grossly backpedal even the agreement already reached between the north and south.
There is no change in our stand to put into practice the already agreed provisions related to the inter-Korean economic cooperation.
What is important is to create an atmosphere and circumstances promptly to carry the agreed provisions into practice. To this end the South Korean authorities should find solutions to urgent fundamental problems in implementing the agreed provisions, including a drop of their dependence upon outside forces and the repeal of the "security law."
Scheme to orchestrate 2nd west sea incident blasted
Pyongyang, January 9 (KCNA) -- From the outset of the year the South Korean rulers reorganized on an expansion basis the "7th flotilla" of the "Jinhae navy operation command" into "naval base flotilla command" directly under the "navy headquarters" and staged an inaugural ceremony for the "navy commando brigade" in Jinhae.
Toward the end of last year they organized battalion-level "naval unit for air support" and "flying corps" under the "Jinhae navy operation command" and supplied sophisticated helicopters for maritime operation to it.
A signed commentary of Minju Joson today dismisses such madcap buildup of the navy as an anti-national crime to harm the fellow countrymen in conspiracy with foreign aggressors.
It goes on:
What merits serious attention is that the South Korean authorities are getting more feverish in the buildup of the navy, setting afloat the fiction of "provocation by the north" whose falsehood has already been brought to light.
The South Korean authorities' creation of a naval commando unit, which was active only in the ground force before, in a bid to beef up naval force as a whole from the beginning of the year can not be construed otherwise than an intention to spark the second west sea intrusion incident.
Such frantic buildup of the navy is an open challenge to the DPRK. The South Korean rulers are well advised to know well who is his opponent and stop such moves leading to their self-destruction.
