Korean people and army will retaliate against provocation by enemy
Pyongyang, April 13 (KCNA) -- The spokesman for the Foreign Ministry of the DPRK denounced the United States for planning to start a week-long maneuver for a war of aggression called "reception, staging, onward-movement and integration exercise" together with the South Korean authorities on April 15 and demanded an immediate halt to the maneuver.
In a statement issued today he said:
An agreement has been reached on historic inter-Korean summit talks, the first of its kind since the liberation of Korea from the Japanese colonial rule, a series of dialogue and negotiations for the establishment of diplomatic ties are now under way among the DPRK and parties concerned which have been hostile toward the former and a friendship festival of artistes from many countries around the world who are aspiring after independence and peace is successfully going on in Pyongyang.
How can the powder-reeking war exercise the U.S. is going to stage at this time be interpreted:
The U.S. is describing the projected maneuver as an annual event in a bid to water down the offensive nature of the maneuver. But the realities prove that "detente" and "improved relations" on the lips of the U.S. are nothing but hypocrisy to cover up the true colors as a war-thirsty country and aggressor and mislead public opinion.
If the U.S. truly wants peace and stability on the Korean peninsula and has the willingness to discharge its obligation under the DPRK-U.S. agreed framework that bans threatening the other side by force of arms and implement it with sincerity, it should immediately discontinue all the war exercises getting on the nerves of the DPRK and threatening it.
Dialogue and war are incompatible.
The Korean people and army keep a close watch, with heightened vigilance, on the U.S. reckless moves for escalating tensions going on behind the curtain of "dialogue" and "detente." They will take a strong countermeasure against possible provocations by the enemies.

The appeal said:
One million students should vigorously rise in the anti-candidate campaign related to the April 13 "general election" and try all of the right-wing conservative and corrupt politicians.
They should also develop the struggle against increase of the registration fee into a struggle against the anti-social "government".
Calling for leading the spring struggle to a nationwide anti-U.S. struggle, it said the students should strongly wage a joint action and solidarity struggle with workers and people from other social strata.
On the same day, the department made public slogans of immediate struggle.
