Diplomatic relations between DPRK and Canada established
Pyongyang, February 6 (KCNA) -- A press statement on the establishment of diplomatic relations between the Democratic People's Republic of Korea and Canada was released today.
The statement reads:
Being desirous of developing friendly and cooperative relations in all fields in accordance with the objectives and principles of the UN Charter, international laws and practice and on the principles of the mutual respect for the national sovereignty, non-interference in the other's internal affairs and equality, the government of the Democratic People's Republic of Korea has decided to establish diplomatic relations with Canada at the ambassadorial level.
In regard with the establishment of diplomatic relations, the letters were exchanged on February 1, 2001, between Paek Nam Sun, foreign minister of the Democratic People's Republic of Korea, and John Manley, foreign minister of Canada.
The establishment of diplomatic relations at the ambassadorial level will contribute to deepening mutual understandings and confidence between the two countries and the two peoples, adhering to the mutual respect for sovereignty and developing bilateral relations in various fields.
KCNA on Japan's dangerous move for "emergency legislation"
Pyongyang, February 6 (KCNA) -- Recently Japan announced that it would set up examination councils at the ministries and agencies concerned to institute an "emergency legislation".
This is a dangerous move to channel all the manpower and material resources of the country into executing a war of aggression and legally and institutionally guarantee a wartime system and fascistization at home.
Japan has already restored the right to participate in war and the right of belligerency by adopting the law related to the updated 1999 "Japan-U.S. defense cooperation guideline" and the "law on emergencies in areas surrounding Japan". If Japan institutes the "emergency legislation " and revises the constitution, it will round off the legal and institutional preparations to launch an overseas aggression any moment.
The Japanese reactionaries have always been seized by the revanchist and militarist ambition since their defeat in World War II. Hence, they singled out the institution of the "emergency legislation" as a major task of the "defense agency" already 25 years ago and have since stepped up preparations for it.
The Japanese chief executive in his policy speech on Jan. 31 underscored again the need to institute the "emergency legislation" only to undisguisedly reveal Japan's intention to complete the fascistization and wartime system at home.
What merits a more serious attention is that they are pushing ahead with these moves under the pretext of "threat" from the DPRK.
They still insist that the DPRK's successful launch of a satellite was a "missile launch" in a bid to divert elsewhere the watchful eyes of the international community from the institution of the "emergency legislation".
All the facts go to prove that their strategic ambition to lay a military and political foundation for the establishment of their unchallenged position in the Asia-Pacific region remains unchanged and it grows stronger.
Japan is well advised to cool their heads preoccupied with aggression and to be prudent.
If Japan keeps to the road of militarization as it does now, it will only meet a final ruin.
Gone never to return are the times when a country's arbitrary practices were allowed.
Kirgyz preparatory committee formed to mark Feb. 16
Pyongyang, February 6 (KCNA) -- A Kirgyz preparatory committee was inaugurated on January 29 to celebrate February 16, the birthday of leader Kim Jong Il.
At the inaugural meeting Klara Ajibekova, first secretary of the Central Committee of the Communist Party of Kirgyzstan, was elected chairwoman of the committee.
An action programme of the preparatory committee was announced at the meeting.
Klara Ajibekova in her speech said that the world people are deeply impressed by the political ability and leadership of general secretary of the Workers' Party of Korea Kim Jong Il possessed of outstanding wisdom and perspicacity.
She noted that the committee would significantly mark the birthday of Kim Jong Il by arranging multifarious events and introduce his exploits among the Kirgyz people.
Dangerous U.S.-Japan military tieup flailed
Pyongyang, February 6 (KCNA) -- Ruling circles of the United States and Japan have become all the more vociferous about the necessity to ensure "Peace and Security in the Asia-Pacific Region and the Rest of the World" and strengthen the "U.S.-Japan alliance" since the emergence of the new administration in the U.S. in this regard Rodong Sinmun today says in a signed commentary:
The U.S. and Japan claim that strengthened "U.S.-Japan alliance" is necessary for "peace, stability and prosperity" in the Asia-Pacific region and the rest of the world. this is a gross misrepresentation of the reality.
The "alliance" is nothing but a dangerous military nexus intended to dominate the Asia-Pacific region including the Korean peninsula.
The strengthened U.S.-Japan military tieup has nothing to do with peace, security and prosperity in the region. This only drives the situation in the region to a dangerous phase.
The U.S. is pursuing a "policy of strength" to establish its unchallenged domination over the region in the new century. It is going to realise this ambition by using Japan, its junior partner, as a "shock brigade" for aggression.
It is the unchangeable wild ambition of the Japanese reactionaries to realise their old dream of the "Greater East Asia Co-Prosperity Sphere" taking advantage of the U.S. strategy to invade Asia.
They are whetting their sword to launch overseas military operations under the signboard of "joint action" with the U.S. in case of "emergencies in surrounding areas."
Korea's reunification supported
Pyongyang, February 6 (KCNA) -- The Bangladesh Institute of the Juche Idea and the Bulgarian group for the study of the Juche idea issued statements in support of the Korean people's cause of national reunification.
The Bangladesh Institute of the Juche Idea in a statement on Jan. 30 expressed the firm belief that Korea would be reunified by means of founding a federal republic through the thoroughgoing implementation of the historic north-south joint declaration based on the principles of independence, peaceful reunification and great national unity.
The statement called upon the South Korean authorities and politicians to immediately implement the joint declaration.
The Bulgarian group for the study of the Juche idea in a statement on Jan. 27 expressed full support to the decision of the 2001 meeting for the independent reunification of the Korean nation on setting a "June 15-August 15 period of campaign for promoting national reunification" and stressed that the meeting served as another motive force to achieve great national unity and the reunification of Korea.
Abrogation of "Security Law" urged in S. Korea
Pyongyang, February 6 (KCNA) -- At least 600 students under the South Korean Federation of University Student Councils (Hanchongryon) and members of the people's solidarity for the abrogation of the "Security Law" held a rally in Seoul on Feb. 3 in demand of the total abolition of the SL, Seoul-based radio no. 1 said.
"The bill on revising the 'Security Law' has not been placed on the agenda at the 'national assembly' due to the scramble between political camps," they said, demanding the SL be totally abolished, not revised.
Holding that hanchongryon, the national alliance for the country's reunification (Pomminryon) and other organizations that have spearheaded the reunification movement are still branded as "organizations benefiting the enemy", they demanded the withdrawal of this charge.
Annual meeting of Bulgaria-Korea Friendship Association
Pyongyang, February 6 (KCNA) -- An annual meeting of the Bulgaria-Korea Friendship Association was held in Sofia on Jan. 31.
Georgy Stoyanov, chairman of the association, in a report at the meeting referred to the last year's work of the association and said that it will make positive efforts to further expand and develop the friendly and cooperative relations between the two countries.
He expressed the belief that the fraternal Korean people would make great successes in their efforts to build a powerful socialist nation and accomplish the cause of national reunification under the wise guidance of leader Kim Jong Il.
A letter to Kim Jong Il was adopted at the meeting.
New art works done with spray paint
Pyongyang, February 6 (KCNA) -- New art works done with spray paint attract the interest of the people in the DPRK.
Spraying method keeps alive the basic characteristics of Korean paintings.
This method helps truthfully depict even dewdrops on petals and leaves.
It has no limitation as far as painting is concerned.
Paint can be sprayed on paper, cloth, metal and wood, etc. to create any art work.
The art of drawing is very peculiar.

A creative group which specializes in spraying method was formed at the light industry art studio.
The group produced art works done by this method which are listed as national treasure.

Rodong Sinmun on north-south joint declaration
Pyongyang, February 6 (KCNA) -- The north-south joint declaration is a proclamation of national independence and reunification full of the spirit and will of national independence, says Rodong Sinmun today in a signed article.
The article goes on:
National independence is the basic idea and spirit and main core of the north-south joint declaration.
The declaration, first of all, calls for solving the issue of reunification on the principle of national independence.
If the Korean nation is to discharge its responsibility and role as the master of national reunification, the nation should have readiness to reject the foreign forces who do not do any good to reunification but do harm to it and to solve the issue of reunification by its concerted efforts as well as the confidence that it can solve the issue by itself.
This is the viewpoint and stand to reunify the country on the principle of national independence.
The declaration indicates the way of the nation's independent reunification.
It is the way of independent reunification to reunify the country by federal formula.
The declaration calls upon the north and the south to orient toward reunification by federal formula.
The declaration says that the north and the south shall settle the humanitarian issue, ensure the balanced development of the national economy and promote cooperation and exchange in all fields. All of them are of weighty significance in creating an atmosphere of reunification and stirring up the desire of the whole nation for reunification, the article stresses.
