Talks held between Kim Yong Nam and Khamtay Siphandone
Vientiane, July 14 (KCNA correspondent) -- Talks were held between Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, and Khamtay Siphandone, President of Laos, at the presidency on July 14.
At the talks both sides informed each other of the situation in their countries, exchanged views on the issue of developing the friendly and cooperative ties between the two countries in conformity with the requirements of the new century and issues of common concern and reached a consensus of views on the matters discussed.
The DPRK side said that the ties between the two countries are the fraternal friendly and cooperative relations based on the close friendship forged by the preceding leaders of the two countries, and expressed its firm will to further strengthen and develop the bilaternal ties in the new century in the interests of the two peoples aspiring after socialism.
The Lao side highly estimated the new victory the party, army and people of the DPRK have won, invariably holding aloft the banner of socialism under the guidance of leader kim jong il. it stressed the need to boost the multilateral friendly and cooperative relations between the two countries in the idea of socialism.
Talks proceeded in a comradely and friendly atmosphere.
Present at the talks from the DPRK side were Ri Kwang Gun, minister of foreign trade, Kang Nung Su, minister of culture, Pak Kil Yon, vice-minister of foreign affairs, Choe Pyong Gwan, ambassador to Laos, and Hong Son Ok, vice-chairperson of the Korean Committee for Cultural Relations with Foreign Countries, and suite members and from the Lao side Somsavath Lengsavath, deputy prime minister and minister of foreign affairs, Souban Sarithirath, secretary general of the presidency, Phoumy Thippavone, minister of foreign trade, Phandouangchit Vongsa, minister of information and culture, and others.
Remains of martyrs buried in Patriotic Martyrs' Cemetery
Pyongyang, July 16 (KCNA) -- Remains of more than 20 martyrs who were boundlessly loyal to President Kim Il Sung and leader Kim Jong Il in different annals of the Korean revolution were buried in the Patriotic Martyrs' Cemetery on the outskirts of Pyongyang.
In high recognition of the exploits performed by the revolutionary soldiers in their lifetime, Kim Jong Il showed such loving care for them as seeing to it that their remains were buried in the Patriotic Martyrs' Cemetery.
Burial ceremonies took place at the Patriotic Martyrs' Cemetery between July 10 and July 13.
Sports schools for youth and children
Pyongyang, July 16 (KCNA) -- Sports schools for youth and children were newly set up at gymnasiums and the Sosan Football Stadium in Chongchun street, Pyongyang.
The schools give sports education and training to primary and senior middle schoolers in Pyongyang.
According to Ri Kyong Il, director of the sports reserves training guidance department of the Korean Physical Culture and Sports Guidance Commission, reliable sports reserves are trained at hundreds of sports schools across the country.
The schools have training grounds and gymnasiums equipped with physical training facilities. Training teachers are merited sportsmen and sportswomen and masters of sports.
Sports schools brought out people's and merited sportsmen and sportswomen and masters of sports who gave a good account of themselves at national and international competitions in the past.
The sports school in Sosong district, Pyongyang, produced three people's sportsmen, 18 merited sportsmen and sportswomen and nearly 40 masters of sports.
A large number of masters of sports were trained by sports schools in Moranbong, Tongdaewon and Songyo districts, Pyongyang, Tongrim county, North Phyongan Province and other different parts of the country.
KCNA slams IAEA's attempt to shift responsibility onto DPRK
Pyongyang, July 16 (KCNA) -- The International Atomic Energy Agency (IAEA) continues following the U.S. wrong policy toward the DPRK, away from the principle of an international body.
The general director of the IAEA in a report made at the June meeting of its board of governors took issue with the DPRK. Then the chief for Asia-Pacific of the safeguards department of the IAEA asserted that "North Korea's refusal to allow IAEA's full inspection may adversely affect the LWR provision to North Korea" and that "verification needs to be finished before the start of the provision of LWR major parts." This showed once again a partial behaviour and criminal attempt of the IAEA to shift the responsibility for the non-compliance with the DPRK-U.S. agreed framework onto the DPRK at any cost as their remarks were timed to coincide with Bush's announcement of the U.S. unilateral and conditional "policy toward the DPRK".
It is clarified in the DPRK-U.S. agreed framework that the agency shall have negotiations on the verification of accuracy and perfection of the initial report on nuclear material with the DPRK after the completion of a considerable part of the lwr project and before the delivery of major nuclear-related parts and shall implement the safeguards agreement according to their outcome. However, some members of the IAEA made such remarks quite contrary to the AF. These were let loose by them not because of their ignorance about the AF.
Their assertions were misinterpretation of the AF. Early verification and inspection are still under debate among senior officials of the IAEA though the prospect of the controversial lwr project remains dim and the DPRK is, in fact, suffering a huge economic loss due to its delay. This proves that the IAEA is playing into the hands of the U.S. dancing to its tune.
Talking about verification and inspection under this situation is in diametrical contravention of the AF. The DPRK, therefore, can never accept them.
If the IAEA is to remain true to its mission and principle as an international body, it is well advised not to resort to such practice as ditching the AF, following the U.S. hostile policy towards the DPRK but to take the united states to task for delaying the LWR project and put pressure upon it to complete it by the target period.
U.S. urged to drop its hostile policy toward DPRK
Pyongyang, July 16 (KCNA) -- U.S. President Bush again made remarks getting on the nerves of the DPRK at the recent U.S.-Japan summit held in the U.S.
Commenting on this, Rodong Sinmun today says:
Improving relations between the DPRK and the U.S. means turning hostile relations between the two countries into friendly ties.
The hostile relations between the DPRK and the U.S. pose a grave threat to the peace and security on the Korean peninsula. It is against this backdrop that the DPRK is urging the U.S. to drop its hostile policy toward the DPRK and its moves for a war of aggression and opt for improving relations with the DPRK. However, the U.S. says as if the DPRK seeks a sort of "agreement" through the improved bilateral relations. moreover, the U.S. considers the resumption of the DPRK-U.S. dialogue and improved relations to be a "benefit" it may bring to the DPRK. That is why it is talking such nonsense that it will not reach any "thoughtless agreement" with the DPRK.
Explicitly speaking, the DPRK does not want any improvement of relations while allowing the dignity of the nation and the sovereign right of the country to be infringed upon. The DPRK will never opt to meet the u.s. demand for improved relations nor bow and beg the U.S. for any "agreement."
It is the consistent stand of the DPRK to ensure impartiality and equality and reciprocate good faith.
If the U.S. gives up its hostile policy toward the DPRK and properly approaches the dialogue, the DPRK will respond to it with good faith.
The U.S. is well advised to make a proper option, clearly mindful that its relations with the DPRK can never improve unless it drops its hostile policy toward the DPRK.
Japan's moves for dispatch of "SDF" overseas under fire
Pyongyang, July 16 (KCNA) -- Japan's projected dispatch of its "Self-Defence Forces" (SDF) abroad allegedly for an "international contribution" is nothing but an intention to participate in a war of intervention and resort to armed forces in a bid to realise its ambition for reinvasion.
Rodong Sinmun yesterday said this in a signed article in connection with the fact that the chief of the Japan defence agency held talks with a high-ranking official of the U.N. on June 21 at which he officially conveyed the will of the Japanese government to dispatch its "SDF" as part of the "U.N. peace-keeping forces".
Recalling that after the adoption of the "law on cooperation in the U.N. peace-keeping activities", Japan dispatched its "SDF" only for non-military activities in Cambodia and various parts of mideast and Africa, the article notes: However, calls are now made by the Japanese authorities for its participation in actual military actions.
What remains to be done by the Japanese reactionaries is to pave the way for the combat forces of the "SDF" to go out overseas to realise their ambition for reinvasion.
The Japanese reactionaries seek to legalize the dispatch of their armed forces abroad and expand the theatre of their military operation worldwide by letting the "SDF" participate in "U.N. peace-keeping activities" even before the retrogressive constitutional revision.
An attempt to dispatch the "SDF" abroad for a "contribution to international peace" is as dangerous as letting a wolf come out of its cage to protect a lamb.
The peace-loving people in Asia and the rest of the world should hold in check Japan's moves to dispatch the "SDF" overseas with a high degree of vigilance.
Rodong Sinmun on army-first politics
Pyongyang, July 16 (KCNA) -- Rodong Sinmun yesterday carried a signed article captioned "neglecting arms leads to national ruin and death and giving priority to arms leads to victory."
Army-first politics is an almighty weapon that can most reliably guarantee a victory of the cause of global independence in the 21st century, the article said, and went on:
The army-first politics of the Workers' Party of Korea is a powerful weapon in the era of independence based on the historical lesson and practical experience that if a nation neglects arms it will meet its ruin and if it gives priority to arms it will win. and it is a guarantee for victory of the cause of independence against imperialism.
The importance of the army-first politics is well proved by the history of war and historical lessons of the socialist movement in the last century, including the Persian Gulf War in the '90s, the failed revolution in Chile in the '70s, and the tragedic collapse of the former Soviet Union and other east European socialist countries.
Many wars in the 20th century left serious historical lessons that when a country or nation neglects arms or has weak military power it can neither avoid aggression and military interference of the imperialists nor colonial slavery.
Practical experience of the DPRK evidently proves that when a nation attaches importance to arms it is sure to win.
Leader Kim Jong Il put forth the revolutionary army-first line and army-first politics for the first time in history and successfully carried them out in the '90s of the 20th century. The army-first politics which requires all problems to be solved on the principle of giving priority to military affairs proved to be the most powerful and just mode of politics in the DPRK that has wrought miraculous victories.
Through the army-first politics, he demonstrated to the world that a powerful army helps frustrate any isolation and stifling moves by the imperialists and boost the dull economy and put it on the track of steady development.
Isolation, nuclear threats and missile fuss by the imperialists became impotent before the army-first politics.
The army-first politics guarantees victory at present and in the future, too.
The aggressive nature of the imperialists remains unchanged and their dominationist policy is being more intensified.
Under these circumstances, all countries and nations aspiring after independence should pursue army-first politics in the 21st century.
By so doing, a nation is able to defend its sovereignty and dignity and successfully step up the people's cause of independence, the socialist cause.
The army-first politics is invincible.
Banquet given in honour of Kim Yong Nam
Vientiane, July 14 (KCNA correspondent) -- Khamtay Siphandone, President of the Lao People's Democratic Republic, gave a banquet on the evening of July 14 in honour of Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly.
Among those present there on invitation together with President Kim Yong Nam were minister of foreign trade Ri Kwang Gun, minister of culture Kang Nung Su, vice-minister of foreign affairs Pak Kil Yon, DPRK ambassador to Laos Choe Pyong Gwan, and vice-chairperson of the Korean Committee for Cultural Relations with Foreign Countries Hong Son Ok.
Present there were member of the political bureau and chairman of the organizational commission of the central committee of the Lao People's Revolutionary Party Thongsing Thammavong, member of the political bureau and chief of the cabinet of the c.c., LPRP Bouasone Boupphavanh, deputy prime minister and foreign minister Somsavath Lengsavath, secretary general of the presidency Souban Sarithirath, minister of trade Phoumy Thippavone, minister of information and culture Phandouangchiet Vongsa and others. An art performance was given at the banquet.
Kim Yong Nam's sojourn in Vientiane
Vientiane, July 15 (KCNA correspondent) -- Kim Yong Nam, President of the Presidium of the Supreme People's Assembly of the DPRK, respectively met and had a friendly talk with Boungnang Vorachit, prime minister of the government of Laos, and Samane Vignaketh, chairman of the National Assembly of Laos, who paid courtesy calls on him at the presidency on July 14.
On the same day Kim Yong Nam laid a wreath before the monument to unknown soldiers in Vientiane.
He visited various places of Vientiane on July 15.
Inter-sector talks were held between the DPRK and Laos on July 14.
At the talks the two sides exchanged views on the need to expand the friendship and solidarity of long standing between the two countries and closely develop the multi-faceted relations of friendship and cooperation on the basis of socialist idea and on the issues of mutual concern and confirmed the identity of views on the discussed matters.
New cermet-coated tools manufactured in DPRK
Pyongyang, July 16 (KCNA) -- Korean workers succeeded in manufacturing at least 10 kinds of new tools by technology of the chemical vapor deposition.
Among them are hard alloy cutting tools and drawing dice.
The coating has multi-layers of tic, ticn, tin and al2o3.
The adhesion strength of layers assures a long service life of tools.
They are used for machining all kinds of steel materials at a high speed and suited to rough machining of grey cast iron and nonferrous metals.
they are coated with ticn-al2o3 on the tips which have high toughness, thus giving enormous wear resistance.
They perform excellent cutting operations of nickel alloy and other hard alloys.
There are also balls for the top of chisel and drilling machine.
These are in wide use at coal and ore mines and machine plants across the country.
They are manufactured at the Pyongyang cermet-coated tool development company under the ministry of metal and machine-building industries.
The company was commissioned in December Juche 81 (1992).
It is equipped with all types of modern machining equipment including those for chemical vapour deposition and vacuum sintering and moulding press.
Hundreds of tools are manufactured there.
They are popular on foreign markets.
