Seminars held abroad

    Pyongyang, October 20 (KCNA) -- Seminars were held in Russia, Tajikistan and India on the occasions of the 4th anniversary of leader Kim Jong Il's election as General Secretary of the Workers' Party of Korea, the 56th anniversary of the WPK and the 75th anniversary of the Down-With-Imperialism Union. Vladimir Markov, secretary of the central committee of the Communists Union of Russia, in a report at the seminar held in Moscow on Oct. 8 said that President Kim Il Sung and Kim Jong Il gave perfect answers to all theoretical and practical questions arising in party building and activities guided by the Juche idea and wisely led the wpk.
    It is of special significance for the Russian communists to learn from their experience in party building and work, he said.
    Aleksandr Kovalov, chairman of the Russian Federation of ethologists in the present world, noted the WPK's experience shows that when a party takes deep roots among party members and other popular masses and ideologically awakens them, it can overcome any trials and emerge victorious.
    Alexandr Drovan, doctor of philosophy at Moscow University, said that the new century, the 21st century, would shine as a century of Kim Jong Il.
    The chairman of the Tajik National Committee for the Study of the Juche Idea named after general Kim Jong Il in his report at the seminar said that Kim Jong Il has led the Korean people along the road of victory and glory with his seasoned and tested leadership to build a powerful socialist state, independent in politics, self-supporting in the economy and self-reliant in national defence.
    The chairman of the Delhi Society for the Study of the Juche Idea in his speech said that the Korean revolution which began with the DIU would certainly achieve final victory under the wise leadership of Kim Jong Il.


Joint measure committee for release of KCTU chairman formed in S. Korea

    Pyongyang, October 20 (KCNA) -- More than 30 South Korean citizens' and public organizations including the Korean Confederation of Trade Unions (KCTU), the "national catholic priests' council for justice" and the citizens' solidarity for democratic society formed a joint measure committee for the release of KCTU chairman Tan Pyong Ho in Seoul on Oct. 16, according to Yonhap News from Seoul. The organizations said that the rearrest of chairman tan is not a simple matter concerning the labor movement but "a matter related to the morality of the present government as it broke the promise made to the catholic church," and warned that if he is not set free, "they together with people will have no choice but to reveal the immorality of the government and make a positive counteraction."
    Charging that "government" and prosecution threw away the points agreed with the catholic church like a pair of old shoes to meet their own interests, they strongly demanded his release.


U.S. arms buildup in S. Korea accused

    Pyongyang, October 20 (KCNA) -- The United States is reinforcing its aggression armed forces in South Korea. It is an undisguised expression of the U.S. unchanged design for domination over the Korean peninsula and the Asia-Pacific region, says Minju Joson today in a commentary. The commentary further says:
    The U.S. is shipping military hardware including fighter planes into South Korea allegedly to "fill up military vacuum in the Korean peninsula." this clearly shows its plan for aggression on the DPRK has entered a vary dangerous phase.
    Such arms buildup in South Korea is not for filling up any military vacuum as the u.s. has claimed. It is one of the dangerous military moves to realize the U.S. unchanged design for domination over the Korean peninsula.
    Now that the U.S. insists on the military confrontation with the DPRK, its army and people will take arms more tightly to decisively smash the aggressors' anti-DPRK moves.
    The U.S. should not resort to such reckless move, properly understanding their will, but immediately rectify its policy towards the DPRK.


South side urged to throw off mask of sham humanitarianism

    Pyongyang, October 20 (KCNA) -- Rodong Sinmun today in a signed commentary criticizes the south side for staging a "humanitarian" burlesque under the mask of sham humanitarianism. It says:
    The south side put the whole army and police on "emergency alert", raising a hue and cry over what it calls "movement" of the Korean People's Army just a week before the date for the exchange of the 4th visiting groups of separated families and relatives between the north and the south.
    Moreover, it introduced many fighters into South Korea from the united states under the pretext of filling up the "military vacuum", escalating the tensions and throwing obstacles in the way of the humanitarian work.
    Despite this hard reality, the south side is working hard to create impression that it is concerned for the humanitarian work though it has deliberately laid hurdles in the way of the exchange of the visiting groups of separated families and relatives.
    What the south side has done diametrically runs counter to the north-south joint declaration which calls for independently realizing national reunification by the concerted efforts of the Korean nation and the points agreed upon between the two sides at the 5th inter-Korean ministerial talks.
    What it has done is as rash an act as leaving all of a sudden the humanitarian boat in which it had been sailing with the north side to level guns at it with doubt and hostility.
    If the south side did nothing wrong that caused the north side to propose to postpone the exchange of the visiting groups, why does it not make public the truth of the "emergency alert measure" taken at a confab against the north all of a sudden like cat burglars?
    With nothing can the south side shirk the responsibility for barring the north-south boat called the "visiting group of separated families and relatives" from reaching its destination on time.
    The south side is well advised to throw off the mask of sham humanitarianism.


Message of sympathy to premier Hong Song Nam

    Pyongyang, October 20 (KCNA) -- Hong Song Nam, premier of the DPRK cabinet, received a message of sympathy from Russian prime minister M. Kasyanov. Noting that Russia received with deep sorrow news that the eastern coastal area of the DPRK was hard hit by typhoon that claimed the loss of human lives and properties, the message expressed deep condolences over it.
    The Russian people hope that the Korean people will overcome the difficulties by displaying the fortitude and courage peculiar to them, the message said, asking Hong Song Nam to convey consolation and sympathy to the bereaved families of the victims.


Japan's moves to establish wartime system flailed

    Pyongyang, October 20 (KCNA) -- Rodong Sinmun today in a signed article slams the Japanese reactionaries for escalating their moves to establish a fascist wartime system as part of their preparations for overseas aggression. It says:
    They are reportedly going ahead with the final examination of the work to adjust the "law on emergencies."
    They are regarding the prevailing situation as a golden chance to examine and wrap up the adjustment of the law under the pretext of "threat" from someone and aid to the U.S.
    They are calling for putting into more concrete shape "anti-espionage law" and regulations for the safe preservation of public order, control of the press, crackdown upon the common people disobedient to the "emergency" orders, etc.
    What merits attention is that they are stepping up the production and stockpiling of strategic materials.
    They are busy revising the "law on storing up ammunition", "law on storing up crude oil" and other laws to meet the need of the wartime system.
    Moves to fabricate mechanisms and evil laws are being stepped up by them to put Japan under this fascist wartime system.
    Japan decided to drastically ease the restrictions on the use of arms by its "Self-Defence Forces" in the operation to "rescue refugees" and other activities allegedly in accordance with the "international norm" and has begun radically improving the structure and equipment of the SDF.
    The prevailing situation calls for heightening vigilance against the highly disturbing moves of the Japanese reactionaries and intensifying the struggle to check and foil their moves for overseas aggression.


Rodong Sinmun on Korea's independent reunification

    Pyongyang, October 20 (KCNA) -- No force on earth can block the Korean nation's dynamic march for the independent reunification under the leadership of Kim Jong Il, says Rodong Sinmun today in a signed article. It goes on:
    National independence is the only true way of achieving reunification.
    The Korean nation's struggle for the reunification of the country is to establish national sovereignty free from foreign forces' domination and intervention.
    The history of the Korean nation's struggle for reunification clearly proves that if the north and the south depend on foreign forces or allow foreign interference, departing from the principle of independence even after signing a good agreement, it will be reduced to a sheet of waste paper overnight and it will be impossible to fulfil the pledge made between compatriots. Only when the principle of independence is observed is it possible to achieve the genuine reunification, the desire of the Korean nation.
    Our nation is optimistic about the prospect of the independent reunification and steadily advancing along this road chosen by themselves.
    Kim Jong Il's leadership provides a firm guarantee for the successful accomplishment of the cause of independent national reunification.
    He, adhering to the idea and line of independent national reunification, ushered in a new historic era of independently achieving Korea's reunification by the Korean nation's efforts with his clairvoyant outstanding leadership, rare strategy, broad magnanimity and a great patriotic and courageous decision.
    The entire nation under the leadership of Kim Jong Il will more vigorously step up its march for independent national reunification, holding fast to the three charters for national reunification and the five-point policy of the great national unity formulated and advanced by him.


Vietnamese delegation interviewed

    Pyongyang, October 20 (KCNA) -- The Korean people are greatly fortunate to hold President Kim Il Sung and leader Kim Jong Il in high esteem, said head of the Vietnamese government economic delegation. Mai Van Dau, vice-minister of trade, when interviewed by KCNA on Oct. 18 before its departure from here. The Korean people are a proud people having the peerlessly great men, he added. Noting that Kim Il Sung was the greatest man highly praised not only by the Korean people but the world progressives, he said that visiting the Kumsusan Memorial Palace, they could realize how ardently the Korean people venerate him.
    Referring to their visits to grand monumental edifices during their stay in the DPRK, he stressed that such wonderful edifices could be built only by the Korean people under the guidance of the great leader and the great party.
    The head of the delegation said that the friendly relations between the two countries are long-standing, adding that these ties were provided by President Ho Chi Minh and Kim Il Sung.
