U.S. urged to take practical measures for resumption of DPRK-U.S.dialogue

    Pyongyang, November 12 (KCNA) -- The Bush administration should properly approach the DPRK and refrain from escalating the military confrontation and tensions on the Korean peninsula if it has a true will to resume the DPRK-U.S. dialogue. The DPRK will closely watch whether the U.S. will move to create an atmosphere of dialogue and build confidence or not and do what it should do, depending on it.
    Rodong Sinmun today says this in a signed commentary.
    It goes on:
    Though the ruling quarters of the U.S. are repeatedly talking about an "unconditional dialogue" with the DPRK, they are persisting in the acts getting on its nerves.
    The commentary cites instances to prove this.
    The U.S. put the U.S. forces in South Korea on "high alert" under the pretext of "coping with an emergency" on the Korean peninsula and shipped task forces and equipment from its mainland into South Korea and deployed them in the forward areas, it says, and continues:
    Bush made extremely provocative remarks against the DPRK, telling sheer lie as regards the issue of "resuming the dialogue."
    Recently the U.S. hurled mud at the DPRK over the "religious issue," hurting its feelings. This attitude has nothing to do with the dialogue and only made problems more complicated.
    If the U.S. has a true will to resume the dialogue with the DPRK, it should properly approach the dialogue and begin with creating an atmosphere favorable to it and building confidence. This is the most urgent task before the u.s. and a process to which it should give top priority.
    The DPRK-U.S. dialogue can be resumed only if the U.S. changes its attitude toward the DPRK and takes practical measures to create this atmosphere and build confidence.


Preparatory committee formed in France

    Pyongyang, November 12 (KCNA) -- A french preparatory committee to commemorate the Day of the Sun and February 16, the birthday of leader Kim Jong Il, in 2002 was inaugurated at a general meeting of the France-Korea Friendship Association on Nov. 6. Andre Aubry, president of the France-Korea Friendship Association, was elected chairman of the committee.
    The preparatory committee discussed and decided on a plan for colorful political functions and solidarity activities on the occasion of the Day of the Sun and February 16 in 2002.


Proposal for founding DFRK supported in France

    Pyongyang, November 12 (KCNA) -- A meeting, photo exhibition and film show took place in Banyo, France, on Oct. 25 under the sponsorship of the France-Korea Friendship Association on the occasion of the month of support to the proposal for founding the Democratic Federal Republic of Koryo (DFRK). Exhibited there were photos showing the greatness of leader Kim Jong Il's army-centered politics and photos on national reunification.
    Andre Aubry, president of the France-Korea Friendship Association, in his report at the meeting said that the proposal for founding the DFRK advanced by President Kim Il Sung is the most realistic and reasonable proposal for the reunification of Korea.
    Guy Dupre, secretary general of the International Liaison Committee for Reunification and Peace in Korea, in his speech called on the members of the friendship association and all the progressive forces in France to conduct more positive activities for solidarity with the Korean people for the sake of friendship between the peoples of France and Korea and Korea's reunification.
    The participants saw the photos on display and the Korean film "Concrete wall is symbolic of division and confrontation".


Areas at foot of Mt. Paektu given face-lifting

    Pyongyang, November 12 (KCNA) -- New modern streets and villages have appeared at the foot of Mt. Paektu in Korea. Dwelling houses for at least 2,100 families, over 100 public buildings such as schools, people's hospitals and shops have been built in the areas of Samjiyon, Rimyongsu, Phothae and Mubong, changing their appearance beyond recognition.
    Samjiyon township, the seat of Samjiyon county, has been given radical face-lifting.
    An avenue stretches to south Phothae from the base of Pegae Hill and two or three-storeyed houses are standing in rows on its both sides.
    Arterial roads of the town forming a loop line are lined with dwelling houses with different styles and color roofs that match the landscape of the highland.
    These houses differ from each other in their interior and exterior architecture.
    Each house has two or three living rooms, a drawing-room a potato cellar, a storeroom or a garret. All the houses are fitted with electrical cooking devices and an electric heating system.
    White birches, mountain ashes and flower gardens in residential districts are in perfect harmony with the scenery of forests.
    Artificial ponds, parks and recreation grounds have appeared in the open space lined with larch trees to provide full cultural amenities to inhabitants.
    There appeared Paektu house and a hotel of peculiar architectural style where guide to tour and other services are computerized.
    Arch-style bridges and a suspension bridge have been built to link the existing street with a new street of Samjiyon township and a man-made lake and falls have also appeared there.
    As a result, the town looks like a picture.
    Modern dwelling houses that have sprung up in the areas of Phothae, Rimyongsu and Mubong add beauty to the spectacular scenery of the base of Mt. Paektu.


Suppression of workers in S. Korea under fire

    Pyongyang, November 12 (KCNA) -- The South Korean Confederation of Trade Unions (KCTU) held a "2001 national rally of workers" in Seoul yesterday with at least 20,000 unionists and their families attending, according to radio no. 1 from Seoul. In its resolution, the KCTU condemned the authorities' suppression of workers and demanded the release of its chairman Tan Pyong Ho, the guarantee of workers' vital rights and a halt to restructuring, etc.
    Prior to this, the unionists conducted propaganda activities in different parts of Seoul as well as a demonstration.
    Meanwhile, the authorities deployed more than 3,000 policemen of 25 companies in the area of Youido, where the rally took place.


Paper on June 15 North-South Joint Declaration

    Pyongyang, November 12 (KCNA) -- The June 15 North-South Joint Declaration issued last year is a declaration on independent reunification, great national unity and peaceful reunification, says Rodong Sinmun today in a signed article. Noting that the main spirit and core of the declaration are national independence and independent reunification, the article goes on:
    The reunification of Korea should be achieved peacefully according to the independent desire, wishes, will and interests of the Korean nation responsible for reunification.
    The issue of reunification can be solved peacefully only when the Koreans pool their strength and work together to achieve it on their own efforts.
    The declaration indicates ways of solving the issue of independent and peaceful reunification of Korea.
    Under the situation where two differing systems exist in the north and south of Korea the reunification of Korea should be achieved by federal formula on the basis of the conception of one nation, one state, two systems and two governments and on the principle of not allowing any side to swallow up the other side or being swallowed up by the other side.
    In the declaration the north and the south expressed their will to work for achieving reunification by federal formula, thus paving the way for the Korean nation to achieve independent and peaceful reunification by federal formula.
    The whole nation sees a bright prospect of peaceful reunification in the declaration as it is a declaration on peaceful reunification indicating the road of achieving reunification independently and peacefully by its concerted efforts.


Congratulatory message to Nicaraguan President elect

    Pyongyang, November 12 (KCNA) -- Kim Yong Nam, President of the Presidium of the Supreme People's Assembly of the DPRK, on November 10 sent a congratulatory message to Enrique Bolanos on his election as President of Nicaragua. The message sent warm congratulations to him on his election.
    It expressed the belief that the friendly and cooperative relations between the two countries would continue to develop on good terms and sincerely wished him great success in his responsible work for national unity and the democratic development of the country.
