U.S. urged to drop its arrogant attitude

    Pyongyang, November 5 (KCNA) -- The DPRK will never yield to the U.S. unilateral and brigandish demand and high-handed offensive against it. Minju Joson, an organ of the Presidium of the Supreme People's Assembly and the Cabinet, today says this in a signed commentary urging the U.S. to sincerely approach the DPRK's proposal for concluding a non-aggression treaty. The commentary accuses the U.S. of persistently demanding the DPRK disarm itself first, while refusing to discard its unilateral and arrogant stand on the nuclear issue on the Korean Peninsula.
    It goes on:
    U.S. Secretary of State Powell recently called on Pyongyang to dismantle its nuclear and missile programs and reduce its conventional weapons and a spokesman for the National Security Council of the U.S. administration turned down the proposals of the DPRK to hold negotiations for the peaceful settlement of the nuclear issue on the Korean Peninsula.
    This only laid bare the true aim sought by the U.S. in its catcall over the nuclear issue of the DPRK.
    The U.S. assertion for the DPRK's disarming is unrealistic as it utterly disregarded the present DPRK-U.S. relations.
    It is brigandish for the U.S. to demand Pyongyang drop its weapons.
    This is little short of forcing the DPRK to put down its arms first and submit to the U.S. surrender to the U.S. means death.
    The U.S. military moves to stifle the DPRK only compel the latter to make all military preparations to cope with them with a high degree of vigilance against them.
    The U.S. demand will only further aggravate the situation on the Korean Peninsula as it is a product of its vicious hostile policy toward the DPRK. The U.S. will be held wholly responsible for a new clash to be sparked by its unilateral and arrogant attitude.
    If the U.S. truly wishes to see the nuclear issue on the Korean Peninsula peacefully settled, it should drop its unacceptable demand and opt for concluding a non-aggression treaty with the DPRK.

Hong Song Nam sends thanks to German Chancellor

    Pyongyang, November 5 (KCNA) -- Hong Song Nam, Premier of the DPRK Cabinet, sent a message to German Chancellor Gerhard Schroder. In the message he on behalf of the DPRK government and himself expressed deep thanks to the chancellor and, through him, to the German government and people for the successful conclusion of Germany's donation of beef to the DPRK.
    He said:
    The German government has donated more than 27,000 tons of beef to the DPRK in four installments since November 2001.
    The sincere assistance rendered by your government and people to the DPRK, prompted by the noble idea of humanitarianism, was great encouragement to the Korean people in their efforts to recover from the repeated natural disasters and made a positive contribution to deepening the understanding between the two peoples and placing the bilateral relations on a new level.
    Expressing confidence that the bilateral relations would grow stronger in various fields in the mutual interests, he wished the chancellor success in his responsible work for the prosperity of the country.


DPRK proposal for non-aggression treaty hailed in Britain

    Pyongyang, November 5 (KCNA) -- The British Group for the Study of the Juche Idea and the British Association for Friendship with Korea supported the DPRK proposal for concluding DPRK-U.S. non-aggression treaty. The organizations in a joint statement issued on Oct. 28 in support of a statement of a spokesman for the DPRK Foreign Ministry said that concluding the treaty is the most correct way of ensuring peace and stability in and around the Korean Peninsula.
    The statement bitterly denounced the hard-line policy and nuclear rackets of the U.S. imperialists against the DPRK as an act of pouring cold water on the inter-Korean relations and its rapidly developing relations with other countries.
    It voiced support for the army-based policy of Kim Jong Il and all self-defensive measures taken by him.


Establishing fair international information order called for

    Pyongyang, November 5 (KCNA) -- It should be a primary target of International Information Service to establish a fair international information order, said a DPRK delegate in a speech made when a discussion was made on the agenda item "information issue" at the meeting of the 4th committee of the 57th UN General Assembly held on Oct. 30. All the member countries should establish a fair international information order based on the principle of mutual respect and equality so that information service may contribute to deepening the understanding among nations and strengthening the friendly and cooperative relations among them, he noted.
    He called for international assistance in the transfer of advanced technology, the training of intellectuals, financial investment, etc. for the increase of the information capacity in developing countries.
    Appreciating the positive efforts made by the un department of public information in recent years to increase the information capacity and train technical personnel in developing countries, he hoped such efforts would be redoubled in the future.


National meeting of those active in displaying trait of assisting army hailed

    Pyongyang, November 5 (KCNA) -- Papers here today editorially hail a national meeting of those active in displaying the trait of assisting the army, the first of its kind in the DPRK. This is a meeting of loyalists which will fully demonstrate the revolutionary faith and will of the Korean people to uphold the army-based policy enforced by Kim Jong Il.
    It is an unwavering faith and will of the Korean people to absolutely worship and resolutely defend him and share their idea and will with him, Rodong Sinmun says, and goes on:
    Many moving stories about the trait of assisting the army displayed by the people are heard from different parts of the country.
    This deals a telling blow at the imperialists persistently clinging to the hardline hostile policy to stifle the DPRK. It will clearly demonstrate that no matter what military pressure and economic sanctions the U.S. imperialists may impose upon the DPRK and no matter what barbaric war of aggression they may start against it, they cannot destroy Korean-style socialism as long as there are the invincible revolutionary forces of Mt. Paektu and ten million people who sincerely assist the army.
    The paper calls upon the People's army and people of Korea to uphold the army-based policy of Kim Jong Il, highly display the army-people unity and the trait of defending the army and loving the people, firmly safeguard Korean-style socialism and build a powerful nation of Juche.

Anecdote about President Kim Il Sung

    Pyongyang, November 5 (KCNA) -- It was in April Juche 66 (1977) that President Kim Il Sung was giving on-the-spot guidance to coal mines in Kaechon area. Officials ardently hoped that he would go back to Pyongyang to spend his birthday, April 15.
    On the evening of April 14, they told him it was time to leave for Pyongyang. But he said how could he celebrate his birthday now when he was very busy. He also said he would stay there for work, while taking a rest, and that increased production of coal would be just a good rest for him.
    So, Kim Il Sung spent his 65th birthday at the production site of a coal mine together with workers.

    It has long drooping branches like other kinds of willows.
    The dark red and yellow branches add beauty to autumn and winter.
    The tree is characterized by rapid propagation.
    The cross-fertilized populus cana-koreana grows well even in areas 400 meters above the sea level.
    The winter-hardy tree is 1.6 times faster than other kinds of poplars in the period of growth.
    The fibrinous tree is used for many industrial purposes.


DPRK FM spokesman on talks for normalization of DPRK-Japan relations

    Pyongyang, November 5 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave answers to a question put by KCNA today as regards the recent talks for the normalization of DPRK-Japan relations. He said:
    The DPRK-Japan intergovernmental talks were held in Kuala Lumpur between October 29 and 30 for the normalization of the bilateral ties.
    At the talks both sides reaffirmed each other's will to implement the DPRK-Japan Pyongyang declaration. This deserves appreciation.
    However, no progress was made in the discussion on the essential problems.
    It was because the Japanese side insisted on discussing outstanding issues such as nuclear and abduction issues before taking up the issue of settling the past, the core problem for the normalization of the bilateral relations, thus damaging confidence between the two parties to the talks.
    The key point in the implementation of the DPRK-Japan Pyongyang declaration is for Japan to settle its crime-woven past.
    The declaration was adopted as Prime Minister Koizumi visited the DPRK with his decision and will to solve this problem.
    But for Japan's will to redress its past, the declaration would have not been produced.
    Unpleasant outstanding issues cropped up between the DPRK and Japan one after another because Japan has not yet redressed its big crimes committed against the Korean people in the past.
    Therefore, the DPRK recognized that doing away with the leftovers between the two countries by discussing and agreeing on the issues of establishing diplomatic relations and economic cooperation on a priority basis would lead to radically improving the bilateral relations and successfully settling the outstanding issues and proposed an appropriate mode of discussion.
    However, the Japanese side asserted at the talks that it could not discuss other issues unless the nuclear issue and the issue of kidnapped Japanese are settled despite the fact that it confirmed its will to normalize relations and effect economic cooperation in the Pyongyang declaration.
    Such behavior of Japan is now creating very serious issues as it is illogical.
    As far as the nuclear issue is concerned, it is an issue directly related to the security of the Korean nation as it is a product of the U.S. escalated hostile policy toward the DPRK and its threat to mount a preemptive nuclear attack on it.
    Japan is insisting on discussing the nuclear issue with the DPRK although it is well aware that it is in no position to guarantee the DPRK its security. This only arouses the DPRK's doubt as to whether it is not speaking for the U.S.
    If there is any security issue between the DPRK and Japan, both are only committed to keeping promises made in the declaration not to do anything threatening each other's security.
    This will be proved in the process of normalizing the bilateral relations.
    As far as the issue of kidnapped Japanese is concerned, the Japanese side broke the first promise made to the DPRK, thus damaging the confidence, spoiling-the hard-won atmosphere of cooperation and rendering the situation more complicated. The agreements and promises made between the countries should be observed on the basis of reciprocity under any circumstances.
    If any party ceases to implement its commitment, it is impossible for the other party to continue to fulfil its commitment.
    Upon learning about the outcome of the talks, the relevant organs and people of the DPRK are becoming increasingly assertive that it is necessary to reconsider various points related to security including the nuclear and missile issues under the untransparent conditions where Japan's words and deeds regarding the implementation of the DPRK-Japan Pyongyang declaration do not go with each other.
    Especially, the DPRK's relevant field is of the view that the DPRK should reconsider the moratorium on the missile test-fire in case the talks on normalising the relations between the DPRK and Japan get prolonged without making any progress as was the case with the recent talks.
    The DPRK is in the process of seriously examining the situation.


Americans visit DPRK

    Pyongyang, November 5 (KCNA) -- Donald P. Greg, president of the board Korea Associated in U.S. and ex-U.S. Ambassador to South Korea, and his party visited the DPRK from Nov. 2 to 5. During their visit, they met first vice Foreign Minister Kang Sok Ju and other officials concerned and had a sincere and candid exchange of views on a number of issues of concern including the DPRK-U.S. relations.
