Pyongyang, November 12 (KCNA) -- Wojciech Kaluza, Polish Ambassador to the DPRK, hosted a reception at the embassy Monday evening on the occasion of the Day of Independence of Poland. Present on invitation were vice-Minister of Foreign Affairs Choe Su Hon, vice-Minister of Foreign Trade Kim Yong Jae, vice-chairwoman of the Korean Committee for Cultural Relations with Foreign Countries Hong Son Ok, other officials concerned and foreign diplomatic envoys and other diplomats here.
    Speeches were made there.

U.S. moves to escalate tensions on Korean Peninsula flailed in S. Korea

Pyongyang, November 12 (KCNA) -- The reunification solidarity for the implementation of the June 15 South-North Joint Declaration and peace on the Korean Peninsula reportedly called a press conference in Seoul on November 9 denouncing the U.S. for escalating the tensions on the Korean Peninsula under the pretext of the north's nuclear issue. A statement released at the conference said that if one calculated that the U.S. would drop its plan for a preemptive nuclear attack on the north, failing to see through the U.S. unilateral policy of strength, this would be a dangerous way of thinking that might plunge the Korean Peninsula into a scourge of a nuclear war.
    It continued:
We hope for the true denuclearization, peace and security of the Korean Peninsula.
The DPRK-U.S. Agreed Framework should be observed.
The U.S. should drop its policy to isolate and stifle the DPRK.
We call for the DPRK-U.S. political negotiations.

Russian newspaper on three conditions put up by DPRK

Pyongyang, November 12 (KCNA) -- The three conditions put up by the DPRK are that the U.S. should recognize the sovereignty of the DPRK, assure it of non-aggression including the nonuse of nukes and stop economic blockade against it, said the Russian newspaper Zabtra(Tomorrow) in a commentary titled "an ultimatum issued by U.S." The U.S. unreasonably accused the DPRK of violating the 1994 DPRK-U.S. Agreed Framework (AF) and producing nuclear fuel and weapons, the commentary said, adding that it is none other than the U.S. which has not implemented the provisions of the AF.
    It went on:
Shortly ago, the DPRK openly told the U.S. special envoy that the DPRK is entitled to have not only nukes but other types of weapons more powerful than those in order to defend its sovereignty from the U.S. threat to use nukes against it.
The statement released by a spokesman for the DPRK Foreign Ministry proves that the DPRK is doing its utmost to normalize the relations between the DPRK and the U.S.
The U.S. refusal to respond to the proposal for concluding a non-aggression treaty would only once again lay bare the true nature of the U.S. policy towards the DPRK.
If the U.S. continues to behave as today as regards the international relations, it will not be able to escape international isolation. And Northeast Asia will be the first region where the U.S. policy of aggression will go busted.

Seminar and photo exhibition held

Pyongyang, November 12 (KCNA) -- A seminar and a photo exhibition were held here on November 11 on the occasion of a week for international science and peace. Present there were Mun Jae Chol, chairman of the Korean National Peace Committee, Ju Song Un, chairman of the Association of Korean A-Bomb Victims for Peace against Nukes Choe Chang Sik, chairman of the Korean Doctors Association for Peace against Nukes, and officials concerned.
Speakers at the seminar referred to the issue of strengthening scientific and technical study and international exchange in conformity with the requirements of the new century and the issues of removing the danger of war and ensuring peace in the Korean Peninsula and Northeast Asia.
Noting that the proposal for concluding a non-aggression treaty between the DPRK and the U.S. advanced by the DPRK government with a view to settling the nuclear issue in the Korean Peninsula is the best way of defusing the tension prevailing in the peninsula and ensuring peace, they demanded the U.S. accept the proposal immediately.
Then the participants looked round the photos on display.

Japan's insincere approach toward talks under fire

Pyongyang, November 12 (KCNA) -- If Japan maintains its insincere approach toward the talks, all the future talks will produce no results as was the case with the recent DPRK-Japan inter-governmental talks for the normalization of bilateral ties, warns Minju Joson today in a signed commentary. It goes on:
Before the talks, the Japanese side clarified its will to implement the DPRK-Japan Pyongyang declaration, but it behaved quite contrary to it when it sat at the negotiating table.
It insisted on discussing the issue of normalizing bilateral ties only after such outstanding issues as the security issue and the abduction issue are solved.
This can not be construed otherwise than a deliberate act on the part of the hardline conservatives of Japan to break the promise made between the two sides, scuttle the hard-won dialogue and render the settlement of issues more complicated. Japan's assertion can convince no one as it is based on a short-sighted way of thinking concerning the essence of the issue and the actual possibility of its solution. If Japan had fully redressed its crime-woven past, the DPRK-Japan relations would have been normalized on this basis and there would have been no outstanding issues between the two countries.
The same is true of the security issue much concerned about by Japan. The issue can not be an agenda item to be discussed at the DPRK-Japan talks for normalization of bilateral ties as it should be solved between the DPRK and the U.S.
Japan is well aware of the fact that it is not in a position to assure the DPRK of its security from the U.S. threat. It is, therefore, illogical for Japan to talk about discussing the security issue with the DPRK.
As seen above, the assertions made by the conservatives of Japan can not be construed otherwise than a foolish logic of those unaware of what should come first and what next.
Such an insincere approach to the talks would bring no results.
This is a serious lesson taught by the preceding DPRK-Japan talks.

Huichon Silk Mill

Pyongyang, November 12 (KCNA) --The Huichon Silk Mill is situated on the bank of the Chongchon River flowing through the heart of Huichon city, Jagang Province. The factory, which started operation on September 5, Juche 77 (1988), mainly processes cocoons produced in the northwest areas of Korea including Jagang Province.
It, with a total floor space of more than 15,200 square metres, is equipped with streamlined cocoon selecting and boiling, silk reeling, packing and other processes.
It has concentrated on introducing new technologies and training skilled workers to boost the production.
The workers and technicians of the factory have succeeded in increasing the rate of cocoon fraying, produced quality silk threads above 2a class and exported them to other countries.
The factory is now updating the equipment to further improve the quality of silk threads with less fuel and raw materials. It is also striving for computerized control of the production and management.

West Pyongyang Fold

Pyongyang, November 12 (KCNA) -- There is the West Pyongyang Fold in Jungdang-dong, Hyongjesan district, Pyongyang. The fold, caused by movements in the earth's crust in the Mesozoic era, was designated as a natural product of the country.
It, 120 metres long and 20 metres high, is made up of large and distinct and lines. The wavelength is 10-13 meters and the amplitude is 7-8 meters.
It stands nearly straight and its dip angle is about 60 degrees.
It is of weighty significance in scientific researches and education as it gives knowledge on movements in the earth's crust in the Mesozoic era and shows the change of stratum by crustal activity.

Anecdote about Kim Il Sung

Pyongyang, November 12 (KCNA) -- April 15 is the birthday of President Kim Il Sung. In Juche 61(1972), the Korean people were celebrating the greatest holiday of the nation with deep reverence for the president, who had devoted his all to the country and the people. That day, however, he was thinking about the South Korean people.
When officials congratulated him on his birthday, wishing him good health and a long life, he told them that the country's reunification, a long-cherished desire of the nation, had not yet been achieved and he was missing the fellow countrymen in the south. He also said he ardently hoped that the country would be reunified so that all the fellow countrymen in the north and the south could meet each other.
He then proposed a toast to those who fell in the struggle for the country's reunification.
The officials could not keep back their tears, deeply moved by his warm love for his revolutionary soldiers and ardent desire for national reunification.

Rodong Sinmun calls for glorifying this year with achievements

Pyongyang, November 12 (KCNA) -- Rodong Sinmun today editorially calls for turning out in the drive to glorify this year as a year of a new leaping progress in the building of a powerful nation. This year the 90th birth anniversary of President Kim Il Sung and the 70th anniversary of the Korean People's Army were commemorated.
Kim Jong Il's visit to the Far Eastern region of the Russian Federation and the adoption of the historic DPRK-Japan Pyongyang declaration this year were important events which powerfully accelerated the development of the era and demonstrated the might of the independent line, the army-based policy of the Workers' Party of Korea.
Under the uplifted slogan of the party "Glorify This Year of President Kim Il Sung's 90th Birthday as a Year of a New Surge in the Building of a Powerful Nation", the people's army and people of Korea have made signal successes in building a powerful nation by completing the land realignment project in South Hwanghae Province and the Kaechon-Lake Thaesong Waterway project and building Anbyon Youth Power Station No. 2, Kumjingang Youth Power Station No. 6 and other power stations this year, the paper says, and goes on:
The proud achievements this year are the precious fruition of the army-based revolutionary leadership of Kim Jong Il.
When this year is wound up successfully, it is possible to consolidate achievements in the building of a powerful nation and make a new progress next year.
The editorial calls upon all the working people to keep in their mind the noble duty as citizens of the socialist homeland of Juche and gain great successes in their domains.
It calls for bringing about innovations in production, holding higher the torch of Ranam, the torch of the new century, in power, coal and metal industries and railway transport, the main sectors for building an economic power.

U.S. deceptive remarks about missile threat from DPRK refuted

Pyongyang, November 12 (KCNA) -- Recently the U.S. high-ranking officials asserted that North Korea poses the biggest missile threat to the U.S. as Pyongyang is developing long-range missiles and going to sell its missile technology to other countries. Rodong Sinmun today in a signed commentary dismisses such remarks as sheer lies intended to justify the establishment of the U.S. Missile Defense System (MD), invent a pretext for a military attack on the DPRK through escalated pressure and intervention in it and justify Washington's moves for arms buildup.
The U.S. is, in fact, not entitled to talk about someone's "missile threat," the commentary says, stressing the U.S. is chiefly to blame for posing the missile threat to others.
Citing facts to prove this, the commentary notes:
The DPRK is not alarmed at the U.S. hue and cry over the former's "missile threat". No matter what vituperation the U.S. may let loose against the DPRK and no matter what threat and blackmail it may make against the latter the DPRK is not afraid of them but remains undeterred. It is ready to strike enemies no matter from any part of the world they may come in attack.
The DPRK does not conceal the fact that it is developing missiles to repel the aggression by the U.S. imperialists and defend its vital rights and sovereignty. Its missile program assumes self-defensive and peaceful nature from a to z. no one is entitled to take issue with this.
The DPRK will continue to increase its military capacity for self-defense to cope with the U.S. imperialists' escalated moves for aggression and their policy to stifle Pyongyang with nuclear weapons. The U.S. is undisguisedly pursuing the hostile policy to stifle the DPRK by force of arms, shunning the DPRK proposal for concluding a non-aggression treaty with it. It is a legitimate sovereign right for the DPRK to get ready to cope with this situation.
The U.S. is well advised to positively respond to the DPRK proposal for concluding a non-aggression treaty, not clamoring about the non-existent "threat" from the latter.

Executive director of WFP here

Pyongyang, November 12 (KCNA) -- James T. Morris, executive director of the World Food Program, and his party arrived in Pyongyang today. They were greeted at the airport by Choe Su Hon, vice-Minister of Foreign Affairs, and other officials concerned.

S. Korean forces commit military provocation

Pyongyang, November 12 (KCNA) -- The South Korean forces today committed such a military provocation as illegally infiltrating battleships deep into territorial waters of the north side in the West Sea and threatening its peaceful fishing boats. They infiltrated three warships into the waters of the north side south of Kuwol Hill, Kangryong county, South Hwanghae Province, from about 14:40 to around 15:00 and eight warships into the same waters from about 15:35 to 16:40.
Such military provocation was openly perpetrated in broad daylight against the backdrop of the dangerous situation where a military clash between the DPRK and the United States may break out on the Korean Peninsula any moment due to the U.S. imperialists' moves.
This betrays the South Korean military authorities' U.S.-toeing attitude.
They should think twice about what grave consequences will be entailed by such dangerous military provocations not beneficial to the fellow countrymen but helpful to the U.S. warmongers only.

S. Korean forces perpetrate military provocations in areas along MDL

Pyongyang, November 12 (KCNA) -- The South Korean forces committed dangerous military provocations today by introducing armored cars and self-propelled guns to areas close to the Military Demarcation Line (MDL), according to a military source. They brought an armored car and two self-propelled guns to the area near MDL marker no.1080 in the eastern sector of the front from around 8:30 to around 9:30 that day, letting them move along the mobility road in the demilitarized zone.
On November 11, they introduced a tank and three armored cars into the area near MDL marker no. 1090 in the eastern sector of the front.
From November 1 to 5 they staged tank and armored car maneuvers in the area along the MDL in the western sector of the front and in the frontline area adjacent to it.
These grave military provocations clearly prove that the South Korean military authorities are pushing the north-south relations to tensions and confrontation, deeply involved in the U.S. imperialists' anti-DPRK moves.
