U.S. urged to drop its unilateral demand for halt to nuclear development
Pyongyang, November 13 (KCNA) -- The south headquarters of the National Alliance of Youth and Students for the Country's Reunification in a statement demanded the U.S. drop its unilateral demand for a halt to the nuclear development, hold all-inclusive peace dialogue and conclude a non-aggression treaty between the DPRK and the U.S. and ensure durable peace by concluding a peace agreement and withdrawing the U.S. troops from South Korea.
Recalling that the atmosphere of reconciliation and unity in Northeast Asia is now being rapidly chilled due to the U.S. hardline policy towards the DPRK, the policy presupposing a halt to the north's nuclear development, the statement noted:
U.S. evermore undisguised unilateralism is once again triggering off a war and confrontation.
The U.S. is chiefly responsible for ditching the Geneva Agreement, the statement noted, adding that the U.S. is unilaterally demanding the north halt its nuclear development, accusing it of being chief violator of the agreement.
Formation of solidarity for youth and student reunification movement initiated
Pyongyang, November 13 (KCNA) -- Representatives of the South Korean Federation of University Student Councils, the south headquarters of the National Alliance of Youth and Students for the Country's Reunification, the South Korean Council of Girl Student Representatives, the South Korean Association of Journalists of University Newspapers, the General Federation of South Korean Christian Students Associations and other organizations of youth and students reportedly issued an article on November 8 initiating to form the solidarity for reunification movement of youth and students for the implementation of the June 15 joint declaration.
In the article they said that the meeting of youth and students in the south and the north and overseas for reunification held in Mt. Kumgang, a famous mountain of the nation, was a great event which proved that if the Korean youth and students unite irrespective of political views and religious beliefs, they can achieve anything as it was a brilliant fruition of the movement for national reunification.
They noted that the initiative made by representatives of youth and students organizations across South Korea to inaugurate the solidarity body was aimed to promote solidarity and unity among various youth and students organizations and thus effect independent exchange among youth and students in the south and the north and overseas.
U. S. urged to come out to dialogue with DPRK
Pyongyang, November 13 (KCNA) -- The Preparatory Committee for the Meeting of Youth and Students in the South and the North for Reunification reportedly released a statement on Nov. 6 demanding the U.S. stop pressurizing the DPRK into halting its nuclear development and honestly come out to the dialogue with it.
The U.S. arrogant attitude toward the north over its nuclear issue is aimed to spark another Cold War in Northeast Asia in a bid to make Japan and South Korea, more dependent upon it, put a brake on the process of improving the relations between the south and the north and between the north and Japan and ignite a war against the north, the statement said.
The headquarters of the People's Movement for the Withdrawal of the U.S. Forces issued a commentary under the title "the problem is not north's nukes but U.S. nukes" on Oct. 31.
Noting that the nuclear issue on the Korean Peninsula was caused by the U.S., the commentary said that the U.S. has reduced South Korea to a nuclear forward base by shipping many nukes there for years and brushed aside the north's proposal for denuclearization of the Korean Peninsula.
What matters is the U.S. nukes as the nuclear issue on the Korean Peninsula was faked up by the U.S. in a foolish attempt to put the whole Korean Peninsula under its permanent control, said the commentary.
U.S. brigandish demand under fire
Pyongyang, November 13 (KCNA) -- The Guyana-Korea Friendship Association, the Corriverton Branch of the Guyana Committee for Support to Korea's Reunification, the Barbados Committee for Friendship and Solidarity with the Korean People and the Trinidad and Tobago-Korea Friendship and Solidarity Association released a joint statement on Nov. 5 supporting the DPRK's proposal for concluding a non-aggression treaty between the DPRK and the U.S.
Fully supporting and welcoming the DPRK's proposal, the statement said:
The DPRK and the U.S. have long been in the hostile relationship and the distrust and confrontation between them have become extremely acute since the appearance of the bush administration.
This was attributable to the fact the Bush administration listed the DPRK as part of an "axis of evil" and singled out it as a target of its preemptive nuclear attack. This is well known to the world.
There is no reason for the U.S. to fail to conclude a non-aggression treaty nor is there any need for it to insist that a dialogue is possible only after the DPRK scraps its "nuclear weapons program" if the U.S. has no intention to invade the DPRK and its strong defence capacity causes the U.S. to worry about its security.
The U.S. is well advised to conclude the non-aggression treaty with the DPRK as unanimously demanded by the world peace-loving people, well aware that it can never bring the Korean people to their knees as they hold their sovereignty dearer than their lives.
Army-based policy, DPRK's mode of politics
Pyongyang, November 13 (KCNA) -- Army-based policy is the main mode of politics of the Democratic People's Republic of Korea (DPRK).
It is the mode of revolutionary leadership for solving all problems in the revolution and construction with the priority given to the military affairs and pushing ahead with the cause of socialism as a whole with the army as the pivot.
The army-based policy pursued by the Workers' Party of Korea (WPK) correctly reflects the actual requirements in accomplishing the socialist cause.
It, first of all, definitely guarantees independent politics.
Independence is the life and soul of the country, nation and socialism. Nothing is more important than defending the dignity of the nation and realizing its independence.
Based on the military power are the independent spirit of not yielding to any pressure and threat of the imperialists and the decision positively to hew out the road of revolution.
Since the imperialists are resorting to the military-almighty policy, independence cannot be defended without a strong military power.
It is a splendid result of the army-centred policy that the DPRK triumphantly concluded the "arduous march" and defended socialism.
The army-based policy also reliably guarantees politics for the people.
The independent and creative life of the popular masses in socialist society is provided by such politics for the people as democratic politics and benevolent politics.
Such politics provides the popular masses with genuine political rights and freedom and with a worthwhile life and happiness. It is just the army-centred policy that definitely guarantees such politics.
Without arms, the dignity and rights of the people and their happiness and wellbeing are unthinkable.
Giving importance to the military affairs in socialist society is the most reasonable step to defend the destiny of the people and guarantee their happy life. So, the army-centred policy is the most powerful mode of politics for the WPK and the socialist government that serve the people and work to provide the people with an independent and creative life.
The WPK's army-based policy has its truthfulness, validity and invincibility proved in the socialist revolution and construction.
Anecdote about Kim Jong Il
Pyongyang, November 13 (KCNA) --Kim Jong Il was guiding mobile exercises of a unit of the Korean People's Army in a winter day.
The temperature that day was 20-30 degrees below zero. A commanding officer of the unit, afraid of his health in the cold weather, brought a vessel containing heated stones to the field commanding post for him.
But he told them to bring it to commanding officers to warm their feet.
That day he guided the maneuvers for hours, wearing thin shoes.
Hearing the story about the heated stones afterwards, a woman sent a letter to him, afraid that his feet might get frozen, and ardently wanted him to take care of himself.
Whenever he received such letters from people, he expressed thanks to them, saying the Koreans are a good people and what he undergoes for the people is not troubles but pleasure.

NDFSK meeting supports DPRK's proposal for concluding non-aggression treaty
Pyongyang, November 13 (KCNA) -- The central committee of the National Democratic Front of South Korea issued a press release on the emergency enlarged meeting of its presidium on Nov. 7, according to radio Voice of National Salvation from Seoul.
The press release says:
An emergency enlarged meeting of the presidium of the central committee of the NDFSK was held in Seoul on Nov. 6.
The meeting discussed the agenda item "U.S. nuclear racket and immediate tasks facing the NDFSK."
It was noted at the meeting that the best way to save the grave situation on the Korean Peninsula is not to have dialogue with the U.S. after scrapping the DPRK's "nuclear program" as claimed by the U.S. but to conclude a non-aggression treaty between the DPRK and the U.S. as proposed by the DPRK. The meeting expressed full support to the proposal.
It was particularly stressed at the meeting that the ever-victorious army-based policy pursued by Kim Jong Il, leader of the nation and the sun of the 21st century, the most powerful policy to frustrate the U.S. attempt to stifle the DPRK, is a patriotic policy that defends the sovereignty, security and interests of the whole nation including not only the north but also the south and guarantees national reunification and prosperity.
The meeting had a detailed discussion on action programs and immediate tasks facing the NDFSK organizations at all levels to arouse the South Koreans in the struggle to support the proposal of the north for concluding a non-aggression treaty between the DPRK and the U.S. and defend the army-based policy in the north.
Ground-breaking ceremony of Friendship Park held at Russian embassy
Pyongyang, November 13 (KCNA) -- A Ground-breaking ceremony of the Friendship Park was held at the Russian embassy here on Tuesday.
Present there were Russian Ambassador Andrei Karlov and embassy officials.
Also on hand were vice-chairperson of the Korean Committee for Cultural Relations with Foreign Countries Hong Son Ok who is chairperson of the Korea-Russia Friendship Association and other officials concerned.
The participants planted fruit trees at the friendship park carrying the feelings of the Korea-Russia friendship and looked round photos showing Kim Jong Il's visit to the Far Eastern region of the Russian Federation.
The ambassador said that the park would be built up into a park symbolic of the friendship between Russia and the DPRK.
Kim Jong Il's visit to Russia was an epochal event which brought about a new turn in consolidating and developing the traditional relations of the Russia-DPRK friendship, he noted, adding: the Russia-DPRK friendship is growing stronger under the deep concern of Russian President V. V. Putin and Kim Jong Il, the top leaders of the two countries.
The ambassador hosted a reception as regards the ceremony that day.
DPRK's proposal for concluding non-aggression treaty favored
Pyongyang, November 13 (KCNA) -- The Russian newspaper Zabtra(Tomorrow) in a commentary on Nov. 6 said that the U.S. is openly threatening and blackmailing the DPRK, an independent state, under the pretext of the nuclear issue invented by itself.
Recalling that the DPRK openly told the U.S. special envoy that the DPRK is entitled to possess not only nuclear weapons but other types of weapons more powerful than them in defence of its sovereignty in face of the U.S. threat to use nukes against the DPRK, the commentary continued:
The DPRK may stop developing nuclear and accede to coordinating the DPRK-U.S. relations if the U.S. withdraws its nuclear armed forces from the Korean Peninsula. The DPRK suggested three conditions for this.
They are for the U.S. to recognize the sovereignty of the DPRK, assure it of non-aggression including non-use of nukes and lift economic blockade against it.
A statement issued by a spokesman for the DPRK Foreign Ministry proves that the DPRK is doing its utmost to put the DPRK-U.S. relations on a normal track.
The Oct. 28-Nov. 3 issue of the Indian newspaper People's Democracy in a commentary said that the DPRK clarified its willingness to solve the issues through negotiations on condition that the U.S. firstly recognizes the sovereignty of DPRK, secondly assures it of non-aggression and thirdly stops laying any obstacles to economic progress in the DPRK.
The Russian newspaper Pravda no. 124 in an article noted that by making it its policy to mount a preemptive nuclear attack on the DPRK, the Bush administration wantonly violated the basic spirit of the nuclear non-proliferation treaty and reduced the north-south joint declaration on denuclearization to a scrap of paper.
The newspaper said that if the U.S. assures the DPRK of non-aggression including non-use of nukes through the non-aggression treaty, the DPRK has willingness to clear the U.S. of security concerns.
