Kaesong Industrial Zone to be set up in Korea
Pyongyang, November 27 (KCNA) -- A decree of the Presidium of the DPRK Supreme People's Assembly on setting up the Kaesong Industrial Zone was published, with main stress on developing the national economy in Kaesong city.
According to the decree dated Nov. 13, the zone shall include Janam-dong, Sonjuk-dong, Tonghung-dong, Kwanhun-dong, Nammun-dong, Naman-dong, Tonghyon-dong, Pukan-dong, Haeun-dong, Pusan-dong, Manwol-dong, Unhak-dong no. 1, some areas of Koryo-dong, Undok-dong, Naesong-dong, Yokjon-dong, Ryongsan-dong, Unhak-dong no. 2, Tokam-dong, Poson-dong, Pangjik-dong, Songak-dong, Namsan-dong nos. 1 and 2, of Kaesong city, some areas of Phanmun township, Sambong-ri and Jonjae-ri of Phanmun county.
Phanmun township of Phanmun county of Kaesong city shall be renamed Pongdong-ri, and Pongdong-ri, Jinbong-ri, Phyonghwa-ri, Tongchang-ri, Phanmunjom-ri and some areas of Sambong-ri and Jonjae-ri of Phanmun county shall be integrated into Kaesong city, some areas of Haeson-ri of Kaephung county into Songak-dong of Kaesong city, some areas of Jonjae-ri of Phanmun county into Sonjok-ri, and Sonjok-ri into Jangphung county, some areas of Sambong-ri of Phanmun county into Sangdo-ri, and Sangdo-ri, Taeryon-ri, Hwagok-ri, Ryongjong-ri, Sinhung-ri, Woljong-ri, Jogang-ri, Rimhan-ri, Toksu-ri and Taeryong-ri shall be transferred to Kaephung county, and Phanmun county shall no longer exist.
The DPRK sovereignty shall be exercised over the Kaesong Industrial Zone.
The present Kaesong city in the zone shall exist as a tourist district only and it shall be managed by the Kaesong City People's Committee.
The DPRK shall permit free investment of corporate bodies, individuals and economic organizations for the development of the zone and protect their properties by law.
The central institution guiding the industrial zone shall take relevant steps to increase the zone in keeping with the building of the zone and its brisk management.
Law on Kaesong Industrial Zone adopted
Pyongyang, November 27 (KCNA) -- A decree of the Presidium of the Supreme People's Assembly on adopting the law on the Kaesong Industrial Zone of the DPRK was promulgated.
According to the decree dated Nov. 20, the law has chapter 1. Fundamentals of the law on the Kaesong Industrial Zone, chapter 2. Development of the Kaesong Industrial Zone, chapter 3. Management of the Kaesong Industrial Zone, chapter 4 Establishment and management of enterprises in the Kaesong Industrial Zone and chapter 5. Settlement of disputes. It has a total of 46 articles and an appendix to three articles.
The Kaesong Industrial Zone is an international industrial, trade, commercial, financial and tourist zone managed and run by the law of the DPRK.
The zone shall be developed in such a way that a developer makes a site preparation and conducts infrastructural construction on a leased land and attracts investment.
South Korean, overseas Korean, foreign corporate bodies and individuals and economic organizations can invest in the zone.
Preferential conditions for economic activities shall be provided in such fields as the hiring of workforce, use of land and payment of taxes.
The Kaesong Industrial Zone shall prohibit investment and business activities in such fields that may do harm to the security of the society, the sound progress of the national economy, the health of citizens and environmental protection and that are economically and technically backward.
Investments in the infrastructural construction, light industry and ultra-modern science and technology shall be particularly encouraged.
The central institution guiding the industrial zone shall establish unified guidance to the work in the zone and institutions, enterprises and organizations shall have nothing to do with the work of the zone.
The zone shall protect the right and interests of an investor and grant him the right to inherit invested capital and properties and the properties of the investor shall not be nationalized.
The development of the zone shall be undertaken by the appointed developers and they shall be chosen by the central institution guiding the industrial zone.
The land lease of the zone shall last for 50 years and the leased land shall be used according to the application of entrepreneurs even after the period of the lease has expired.
The industrial zone shall be managed by the industrial zone management institution under the control of the central institution guiding the industrial zone, and the management institution should report the management of the zone to the central institution guiding the industrial zone quarterly.
The institution managing the industrial zone shall be formed with members recommended by the developers, and the chief director responsible for the institution shall organize and guide its overall work.
Compatriots in the south and overseas and foreigners and transport means that are supposed to come to the industrial zone from the south side's area and leave the zone may do so without visas through the fixed route, carrying with them passes issued by the institution managing the industrial zone.
Customs shall not be levied on articles that are supposed to be brought into the industrial zone or carried to the south side and other countries from the industrial zone and articles to be processed by organs, enterprises and organizations of the DPRK on commission and customs may be levied on articles that are supposed to be carried into the zone from other countries in case they are sold to other areas of the DPRK.
An enterprise to be built in the industrial zone shall hire workforce of the DPRK and conduct its business activities within the limit of the approved type of business.
Convertible currencies shall be circulated and credit cards may be used in the industrial zone, profits made through business and other incomes can be remitted and taken to the south side or other countries free from taxes.
Differences over the development of the industrial zone and its management and business there shall be settled through negotiations between the parties concerned. In case they cannot be settled through negotiations, they shall be settled through the procedures of settling business disputes agreed upon between the north and the south or through arbitration and trial.
Gift to Kim Jong Il from S. Korean delegation
Pyongyang, November 27 (KCNA) - General Secretary Kim Jong Il received a gift from the delegation of the headquarters of the Jeju Islanders' Movement of South Korea.
The gift was handed to an official concerned by the head of the delegation Kang Yong Sok who is chief director of the headquarters.
National seminar on true patriotism held
Pyongyang, November 27 (KCNA) -- A national seminar on true patriotism took place in Pyongyang yesterday.
Among those present were Jong Ha Chol, Secretary of the Central Committee of the Workers' Party of Korea, officials concerned and officials of party and administrative organs and working people's organizations and men and women of science, education, culture and arts and the press, and officials in the field for the preservation of revolutionary sites and party cadre training institutions here.
Papers were read at the seminar.
The speakers clearly proved that the anti-Japanese patriotic tradition and spirit created by President Kim Il Sung serve as a powerful weapon to train the army and people as ardent patriots of Juche type and provided a sure guarantee and a mighty driving force for creditably carrying forward the army-based patriotic cause of Juche for the prosperity of the country.

True patriotism is in full bloom on this land thanks to patriotism created on the basis of the Juche idea in the crucible of the anti-Japanese revolutionary struggle.

Defending the homeland of Juche as firm as an iron wall is the most vivid expression of true patriotism and this patriotism serves as a banner of national reunification.
What is important for vigorously accelerating the building of a powerful nation, carrying forward the patriotic spirit of the anti-Japanese revolutionary forerunners, is to creditably fulfil the obligation as citizens and for all the officials to devote themselves to the homeland and the people with noble conscience and the sense of obligation, true to the army-based revolutionary leadership of Kim Jong Il.
Verdict of not guilty given to GI murderers under fire
Pyongyang, November 27 (KCNA) -- Civic and public organizations in South Korea reportedly issued statements on Nov. 21 denouncing the verdict of not guilty given to the GI murderers.
The reunification solidarity for the implementation of the June 15 South-North Joint Declaration and peace on the Korean Peninsula in a statement expressed indignation at the fact that the U.S. Forces described the death of two schoolgirls as a "case without assailants" and exonerated the criminals from the charge of murder. It said:
Environmental pollution, rape, murder and harm to the lives of the Korean people -- This is what the U.S. Forces have done on this land. We will call U.S. President Bush, the harasser of peace on the Korean Peninsula, to account for it and certainly wrest an apology from him.
The headquarters for monitoring and indicting Ri Hoe Chang's political activities in a statement noted: We should impose a legal penalty on the criminals without fail by taking over the jurisdiction of the U.S. Forces and completely revise the unequal South Korea-U.S. status of forces agreement.
If Ri Hoe Chang becomes "President", it is impossible to find any solution to the issue of death of Hyo Sun and Mi Son and, furthermore, we will be kept in bondage to the U.S., the statement said, and went on: We will certainly defeat Ri Hoe Chang in the presidential election.
The solidarity of democracy for social progress in a statement called for withdrawing the U.S. Forces from South Korea and terminating the military influence of the U.S., saying if the contradictory status of forces agreement stipulating that the assailants' group shall try assailants, is not put on the right track, such things will continue to happen.
Anecdote about Kim Jong Il
Pyongyang, November 27 (KCNA) -- Early in the morning in October Juche 70 (1981) Kim Jong Il was going round fields to inspect the irrigation system on the west coast.
Reaching a large reservoir, he told officials accompanying him that it seemed that carps were living there.
The officials, pleased that he would take some minutes of rest during his ceaseless field guidance, brought him a fishing tackle.
The reservoir teemed with carps.
The officials were going to prepare a breakfast with carps caught by him. But he, saying he would take a breakfast in Pyongyang, continued catching carps.
After several bags were full with carps, he told the officials to send them to a nursery or kindergarten for children.
The officials were deeply impressed by his parental care for children's health.
Exhibition of scientific achievements
Pyongyang, November 27 (KCNA) -- The exhibition of scientific achievements has been built with the approach of the 50th anniversary of the Academy of Sciences of the Democratic People's Republic of Korea, which falls on December 1.
The exhibition has seven halls--electricity and coal, mining machine, metal, railways, people's living, it and up-to-the-minute science and technology.
Valuable achievements made in recent years in scientific researches for the modernization and technical improvement of the national economy are on display in such form as real thing, model and explanatory diagram.
Among them are a circulating boiler, air current coal crusher for thermal power plant, hydraulic method of anthracite mining and coal-prospecting radar. Also seen in the exhibition are technique of increasing the operation rate of one cubic metre hydro-excavator, computer-controlled organization and commanding of railway transport, animal clone technique and method of processing goat milk by microorganism.
The exhibits offer a glimpse of the scientific and technical development of the country.
Korean dishes
Pyongyang, November 27 (KCNA) -- There are some 10,000 kinds of Korean dishes.
Typical of them are rice, rice-cake, noodle, pancake, bun and other staple food and soup, sinsollo, beef or pork casserole, roasts, steamed fish and boiled meat, broils, salad and other subsidiary food.
The Korean food is diversified in kind, peculiar in taste and smell, scientific in cookery and beautiful in shape.
The traditional food of Korea, which has developed along with the long history of the homogeneous nation, are popular not only in the country but among foreign people.
U.S. anti-DPRK vituperation under fire
Pyongyang, November 27 (KCNA) -- If the U.S. opts for escalating pressure upon the DPRK over the DPRK's non-existent "issue of biological and chemical weapons," the DPRK-U.S. relations will be so strained that they will be beyond control, warns Rodong Sinmun today in a signed commentary.
It goes on:
The U.S. hard-line hawks are making much fuss about the DPRK's alleged development of biological and chemical weapons.
This is a premeditated move to isolate the DPRK internationally and create favorable conditions for provoking a new war.
The U.S. is letting loose all sorts of vituperation against the DPRK under various absurd pretexts in a bid to garner international support for its policy to pressurize and blackmail the DPRK. But it will get the U.S. nowhere.
Pressure, blackmail and threat will never help solve anything.
No one can find fault with the DPRK as everything it does is just.
For the DPRK to increase its defence capacity is to defend the sovereignty and the right to existence.
It is the most sacred patriotic work and the most important state affair.
No matter what vituperation the U.S. may spell against the DPRK it will never give up its decision and will but do what it should do. The U.S. seeks to galvanize the public opinion over the DPRK's nuclear issue and the issue of biological and chemical weapons in a bid to evade the responsibility for having ditched the DPRK-U.S. Agreed Framework and justify its moves to provoke a war of aggression against the DPRK. But such method will never work on the DPRK.
The U.S. bellicose forces are well advised to face up to the reality and stop making anti-DPRK remarks.
KDLA spokesman brands U.S. recent trial as fraud
Pyongyang, November 27 (KCNA) -- A spokesman for the Korean Democratic Lawyers Association (KDLA) in a statement on Nov. 26 denounced the U.S. aggression troops present in South Korea for giving the verdict of "not guilty" to GI criminals, who drove an armoured car over innocent girl students in broad daylight, at a recent trial.
The statement says:
The trial and verdict made by the U.S. Forces were a very perfunctory illegal fraud bereft of the legal fairness and principle from a to z.
It is clearly evidenced by the fact that the military court of the U.S. 8th army command held a trial with U.S. servicemen as chief judge, jury man, public prosecutor and defense counsels and declared the killers, the assailants, not guilty.
By nature, the U.S. Forces side is not entitled to judge the criminals from the legal point of view as it is an assailant who should be placed in the dock, bearing the responsibility for the killings.
Are there in the world a court at which a defendant rules a defendant and a law which makes a verdict on the basis of the criminals' statement which is no more than a pretext?
This is a very brigandish act beyond human imagination in view of ethics and morality, to say nothing of law.
We vehemently denounce the recent trial as a blatant challenge to the law, conscience and justice of humankind, the total disregard of the South Koreans and an intolerable mockery of them.
We believe that the South Korean figures in judicial circles and legal organizations would turn out in a vigorous struggle of justice to bring the GI criminals to the court again and impose a stern punishment of the nation upon them.
We take this opportunity to express the expectation that the international human rights and legal bodies and organizations and democratic organizations would extend full support to the Korean nation's just struggle to get the U.S. deceptive trial and verdict withdrawn and punish the killers.
U.S. Forces' false trial under fire
Pyongyang, November 27 (KCNA) -- A spokesman for the Korean Student Committee in a statement on Tuesday denounced the military court of the U.S. 8th army command for its arrogant behaviour of giving verdict of not guilty to GI criminals at a recent "trial" though they drove an armoured car over schoolgirls, killing them in cold blood in broad daylight in Yangju county of Kyonggi Province five months ago.
This was an undisguised disregard of and insult to the bereaved families of the victims and all the South Korean people demanding the punishment of the GI criminals and a wanton violation of justice and conscience, the statement said, and continued:
The U.S. should be tried by the bereaved families of the victims and the South Korean people as GIs killed the schoolgirls.
Therefore, the U.S. has neither right nor authority to try the killers.
The verdict of not guilty given to the GI killers once again clearly proves that the U.S. aggressor troops enjoy exceptional extraterritorial privilege and they are the root cause of all the misfortune and pains the South Korean people are now undergoing and their sworn enemy.
Terming this decision a declaration on exterminating the Korean nation as the U.S. Forces' action made it clear it is not a crime that the GIs kill school children and people in South Korea as they please, the Korean Student Committee sternly denounces it in the name of all the youth and students in the northern half of the country.
We express firm solidarity with the South Korean youth and students and people in their sacred struggle against the U.S. in protest against the brutal killings and the U.S. imperialists' unjust "trial".
Japanese Gov't urged to apologize and compensate for forcible drafting of Koreans
Pyongyang, November 27 (KCNA) -- The Japanese Bar Association on Nov. 19 sent a written advise to the Japanese Prime Minister and the enterprises concerned, demanding an apology and compensation for the crimes related to the forcible drafting of Koreans and forced labour committed by Japan during its military occupation of Korea.
The written advise was worked out on the basis of the association's on-site survey and hearing of facts for nearly five years after receiving the applications for restoring the human rights from Koreans who were forcibly drafted and subjected to slave labour and bereaved families of those Koreans who died in 1994 after being subjected to forced labor.
In the written advise the association said that in those days Japan decided the immigration of Korean workers to Japan as its state policy through negotiations with the industrial circle and carried it out. Accordingly, the association recognizes that the forcible drafting was based on the state policy and has concluded that the Japanese government is responsible for it according to international law and usage including the treaty on forced labor and the treaty of slavery before recommending it, it noted.
The association demanded the Japanese Government bear its responsibility and make an apology and compensation for the forcible drafting and forced labor of Koreans.
Open letter sent to Bush
Pyongyang, November 27 (KCNA) -- The south headquarters of the National Alliance of Youth and Students for the Country's Reunification sent an open letter to Bush, which says that the U.S. assertion on "scrapping the north's nuclear program" is full of lie and strongly demands a conclusion of a non-aggression treaty between the DPRK and the U.S.
The open letter dated Nov. 18 asked why Bush fails to make public the detailed information about "the north's nuclear development" after he claimed that the north admitted its nuclear development.
Calling attention to the Geneva Agreement stipulating that the U.S. shall provide light-water reactors to the north in return for the latter's nuclear freezing and both countries shall work together for the complete normalization of the political and economic relations between them, for peace and stability on the Korean Peninsula without nukes and for the strengthening of the international nuclear non-proliferation system, it asked if bush sincerely implements the U.S. obligation under the agreement.
The letter went on:
The assertion on "scrapping the nuclear program first" can not be an agenda item of "dialogue."
Forcing unilateral action precisely means coercion and pressure.
The loudmouthed "dialogue" and "no war" are a deception designed to evade the international criticism and it is meant to provoke a war under the pretext of "scrapping of the nuclear program first."
If you truly want dialogue, immediately withdraw the unilateral demand for "scrapping nuclear program first".
Why do you turn down the north-proposed negotiations based on the recognition of sovereignty, non-aggression and guarantee of economic progress while claiming that there would be no war between the north and the U.S. and the U.S. has no intention to invade the north?
A pressure-ridden dialogue is coercion and a violation of the sovereignty. If you have a true willingness for a dialogue, you should conclude a non-aggression pact with the DPRK so as to achieve peace between North Korea and the U.S.
The U.S. refusal to conclude non-aggression pact goes only to prove that its ambition to swallow up the DPRK still remains unchanged.
The north-proposed non-aggression treaty has no unilateral demand as it is based on mutual respect.
Greetings to Mauritanian President
Pyongyang, November 27 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, today sent a message of greetings to Maaouiya Ould Sid Ahmed Taya, President of Mauritania, on the occasion of the 42nd anniversary of its independence.
In the message Kim expressed belief that the friendly and cooperative relations between the two countries would grow stronger and wished the president and the people of Mauritania greater success in their work to achieve progress and prosperity of the country.
Congratulations to President of Presidency of Bosnia-Herzegovina
Pyongyang, November 27 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, on November 20 sent a congratulatory message to Mirko Sarovic upon his election as President of the Presidency of Bosnia-Herzegovina.
In the message Kim expressed belief that the relations between the two countries would continue to develop on good terms and wished the president great success in his responsible work.
Japan urged to drop bad habit of breaking faith
Pyongyang, November 27 (KCNA) -- A spokesman for the Central Committee of the DPRK Red Cross Society in a statement today urged Japan to drop its bad habit of breaking faith as it asserted that the hometown visit of Japanese women in the DPRK can not be realized in December, without giving any explanation of the reason.
He said:
It cannot be understood at all that Japan asserts that it can not help realise the 4th hometown-visits of Japanese women in the DPRK in the wake of the agreement of Red Cross organizations of the two countries on it. We doubt whether the humanitarian issue is used for the political purpose of dishonest forces.
As far as the issue of hometown visit by Japanese women in the DPRK is concerned, it has long been suggested by the Japanese side as a humanitarian issue and Japanese women visited their hometowns three times under an agreement reached between the Red Cross organizations of the DPRK and Japan.
Japan made much ado about humanitarianism when the opportunity presented itself in favor of it. Japan's turning down such elementary humanitarian issue as hometown-visit shows what the much-talked humanitarianism is like.

los coreanos de la parte sur y en ultramar, los extranjeros y los medios de transporte que entran y salen de la region surcoreana a la zona industrial pueden entrar y salir libremente sin visa por la ruta determinada con el diploma de entrada y salida emitido por el organo de administracion de la zona industrial.
no impondran aranceles a los materiales que entraran en la zona en cuestion y saldran de esta a sudcorea y otros paises y a los que se elaboraran a pedido a los organos, empresas y entidades de la rpdc, sino a los materiales importados de otros paises para venderlos en bruto a otras regiones de la rpdc.
las empresas que se pretenden crear en esa zona deben emplear como sus empleados la mano de obra de la rpdc y hacer sus actividades dentro de la esfera de los tipos de negocios permitidos.
en la zona el dinero circulante sera la divisa convertible y se podran usar la carta de credito y otros. el interes ganado por las actividades de gestion y otras rentas los pueden enviar o tener sin tributos a la parte surcoreana y otros paises.
las divergencias de opiniones referentes al desarrollo de la zona industrial, su administracion y gestion y sus actividades empresariales seran solucionadas por medio de consulta entre las partes interesadas y en el caso de no solucionarlas por ese metodo seran resueltas por las formalidades de solucion de la disputa entre companias, el arbitraje y el juicio acordadas entre el norte y el sur de corea.

pyongyang, 27 de noviembre (atcc) -- si ee.uu. arrecia su presion sobre la republica popular democratica de corea al fraguar el supuesto "problema de armas bioquimicas" de esta, las relaciones entre ambos paises se empeoraran irremediablemente.
asi senala el periodico "rodong sinmun" en un comentario individual de hoy y continua:
en estos dias los halcones mas belicos de ee.uu. difunden mentiras de que la rpdc "desarrolla las armas bioquimicas" y lo hacen con el intento de aislarla en la esfera internacional y crear condiciones favorables para la provocacion de la nueva guerra.
ee.uu., a fin de lograr el apoyo internacional a su politica de presion y chantaje a la rpdc, solta imprecaciones contra esta al fraguar toda clase de falsedades e invenciones, pero en vano.
con la presion, chantaje y amenaza no puede resolver el problema. todas las cosas que hacemos son justas. nadie tendra motivo para censurarlas.
fortalecemos el poderio defensivo para defender nuestra soberania y derecho a la existencia.
es la mas sagrada labor y el mas importante asunto del estado.
seguiremos haciendo lo que debemos hacer sin doblegar nuestra decision y voluntad por mas aviesas que sean sus peroraciones, ee.uu. divulga el "problema nuclear" y el "problema de las armas bioquimicas" de nuestro pais para eludir su responsabilidad por la anulacion del acuerdo basico concertado con la rpdc y justificar sus maniobras de provocacion de guerra de agresion a corea. tal metodo no puede surtir efecto para con nosotros.
las fuerzas belicosas de ee.uu. deben distinguir la realidad y dejar de soltar maldiciones.
