Pyongyang, December 3 (KCNA) -- The Ministry of the People's Armed Forces sent a floral basket to the Cuban embassy here to mark the 46th anniversary of the Revolutionary Armed Forces of Cuba.
The floral basket in the name of the ministry was handed to Cuban Ambassador Esteban Lobaina Romero on Monday.
U.S. urged to drop its brigandish logic
Pyongyang, December 3 (KCNA) -- The Bush administration should drop its brigandish superpower logic that a big country is free to threaten a small country but the latter should not counter the former's threat.
Debabrata Biswas, General Secretary of the C.C., the All-India Forward Bloc, said this in a statement on November 26 assailing the U.S. decision to stop the supply of heavy oil to the DPRK which has been under way under the DPRK-U.S. Agreed Framework (AF).
He went on:
The Bush administration has pursued a hardline policy to disarm the DPRK and isolate and stifle the socialist system in the country.
The DPRK, exercising its maximum self-restraint, proposed to the U.S. to conclude a non-aggression treaty between them on October 25 as a solution to the nuclear issue in order to prevent the AF from being ditched at any cost but the U.S. responded to this with a decision to stop the supply of heavy oil.
This is a grave challenge not only to peace and stability on the Korean Peninsula but to those in the rest of the world.
We demand the Bush administration drop its hostile policy toward the DPRK and accept the DPRK's proposal for concluding a non-aggression treaty.
Lao Ambassador hosts reception
Pyongyang, December 3 (KCNA) -- Chanpheng Sihaphom, Lao Ambassador to the DPRK, hosted a reception at the embassy on Dec. 2 on the occasion of the 27th anniversary of the Lao People's Democratic Republic.
The Lao people support the proposal for founding the Democratic Federal Republic of Koryo set forth by President Kim Il Sung and the June 15 North-South Joint Declaration, the ambassador said, and went on:
The LPDR has always cooperated with the DPRK at un and international meetings. The friendly and cooperative relations between the two countries are daily developing.
These relations were provided by Kim Il Sung, great president of the Korean people, and Kaysone Phomvihane, respected president of the Lao people. Leader Kim Jong Il and leader Khamtay Siphandone have further developed the friendly relations.
Paek Nam Sun, DPRK Foreign Minister, in his speech said that the foundation of the LPDR was a turning point for the Lao people to develop the country and carve out the destiny of the nation as the true masters of the power.
After the foundation of the LPDR, the Lao people, firmly united around the Lao People's Revolutionary Party, have made great achievements in their efforts to defend the gains of revolution and achieve prosperity of the country in the spirit of patriotism, independence, self-reliance and strenuous efforts, he said.
He sincerely wished the fraternal Lao people greater success in their work for consolidating the people's democratic system and achieving prosperity of the country under the leadership of the party.
U.S. development of new type of nuclear weapons blasted
Pyongyang, December 3 (KCNA) -- Rodong Sinmun today in a signed commentary assails the United States for its frantic development of a new type of nuclear weapons targeted at the DPRK.
The U.S. decision to develop more powerful new type of nuclear weapons only lays bare its hypocritical nature as it is accustomed to making much ado about somebody's "nuclear threat", the commentary notes, and goes on:
The Bush administration included the funds necessary for the development of these weapons in its new defense budget.
The new type of nuclear weapons to be developed by the U.S. are reported to be used against the DPRK, Iraq and other countries "suspected of developing nuclear, biological and chemical weapons".
The United States has massively stockpiled nuclear weapons by every deceitful way and means, turning aside from the nuclear disarmament and has been keen to use them.
The U.S. campaign to stifle the DPRK with nuclear weapons has gone beyond the danger line, putting its sovereignty and right to existence in serious jeopardy.
This compels the DPRK to use all means and possibilities to protect them from the U.S. threat.
It is the DPRK's exercise of its entirely legitimate sovereign right to get fully prepared to counter the U.S. moves for a nuclear war.
The U.S. thinks that it may threaten the DPRK by whatever means while the latter should not be allowed to counter it. This American style superpower logic can never work on the DPRK.
If the United States resorts to a dangerous nuclear adventure in a desperate bid to isolate and stifle the DPRK, it will only invite disaster.
The United States is well advised to behave itself, properly judging what sort of disaster it will have to meet with.
Arrest of students denounced in S. Korea
Pyongyang, December 3 (KCNA) -- 45 civic and public organizations including the South Korean People's Solidarity for National Independence, Democracy and Right to Existence, the Solidarity for Implementing the South-North Joint Declaration, the South Korean Federation of University Student Councils, the South Korean Council of Youth Organizations and the National Alliance for the Country's Reunification reportedly released a joint statement on Nov. 28 denouncing the South Korean authorities for arresting patriotic students, who staged a surprise demonstration in front of a U.S. military base.
Their demonstration staged to enter the U.S. military base was sacred resistance to protect the national pride as it represented the indignation of all Koreans, the statement said, and continued:
The judicial authorities arrested the students, prompted by the logic that they should allow the national pride to be trampled down. This behaviour deserves the people's condemnation.
The statement demanded the immediate withdrawal of the measure to arrest the participants in the struggle to defend the sovereignty and national pride and the release of patriotic students.
Revision of South Korea-U.S. "Status of Forces Agreement" urged
Pyongyang, December 3 (KCNA) -- The south headquarters of the National Alliance for the Country's Reunification reportedly released a statement on Nov. 28, denouncing the U. S. troops for giving a verdict of not guilty to the criminals, who killed two girl students, and whisking them overseas.
The act of the U.S. military authorities reaffirmed that they consider the Korean nation inferior to beasts, the statement said, adding:
There will be no solution without improvement of the unparalleled South Korea-U.S. relationship.
It is entirely because of the unparalleled South Korea-U.S. Status of Forces Agreement (SOFA) that all the wrongdoings of the U.S. troops after their presence in South Korea have been protected by law and their continued crimes privileged.
The inter-Korean relations are fast progressing after the June 15 joint declaration and the U.S. troops are losing justification for their presence, the statement said, calling for immediately revising the sofa and forcing the U.S. troops out of South Korea.
Pneumatic equipment for slurry developed
Pyongyang, December 3 (KCNA) -- Korean mechanical engineers have developed new pneumatic equipment for the slurry.
The pipeline transportation device, which does not necessarily need a high-pressure pipeline, has no problem in labour safety. It also prevents the corrosion of the device and guarantees safe transport of slurry.
It consists of a pipeline, control, air compressor, slurry-absorbing pipe, slurry-exhausting pipe, etc.
It, based on new technology of slurry transport, carries large quantities of high-density slurry more than 100 meters high with 5 to 6 bars.
It is effective in preventing waste of natural resources, environmental degradation and pollution.
It has widely been used in mines.
Korean Ocean Shipping Agency
Pyongyang, December 3 (KCNA) -- The Korean Ocean Shipping Agency is the only agency to make an agent's business for foreign ships anchoring at all trade ports of the country and supplies them with sailing necessities.
It started operation in Juche 45 (1956) and joined the Baltic and International Maritime Conference (BIMCO) in November 1980.
It deals with thousands of foreign ships every year, keeping in touch with shipping companies and ship owners of more than 190 countries.
The agency has its branch offices in Nampho, Hungnam, Chongjin, Rason and the other places.
The branch offices are fully equipped with various kinds of service facilities including crew's clubs.
The agency is located in Kinmaul-dong no. 1 of Moranbong district, Pyongyang.
Anecdote about Kim Jong Il
Pyongyang, December 3 (KCNA) --An issue of a soccer game between the north and the south of Korea was raised in Juche 79 (1990).
Some people recommended inheriting the name of the soccer game between Kyongsong (Seoul) and Pyongyang which had been held before the liberation of the country. The name was Kyong-Pyong soccer game.
It is, however, fraught with the meaning of fight for victory in the game as well as the promotion of friendship between sportsmen in Pyongyang and Seoul.
Told about the recommendation, Kim Jong Il said inheriting the name Kyong-Pyong soccer game was not suitable for the present situation and that it had no reunification-oriented meaning but sounded like fostering inter-Korean confrontation.
He also said it would be good to name it soccer game for reunification.
The fact reflects his noble intention to orient even a sports game towards the promotion of national unity and the country's reunification.
U.S. urged not to poke its nose into other's affair
Pyongyang, December 3 (KCNA) -- James Soligan, deputy chief of staff of the U.S. Forces command in South Korea who represents the U.S. Forces side at the DPRK-U.S. general-level talks in Panmunjom, blustered that the inter-Korean relations cannot improve while putting aside the "UN forces command."
Rodong Sinmun today in a signed commentary terms this outburst a blatant challenge to the desire of the Korean nation to rejoin the severed ties of the nation and an insolent interference in its internal affairs.
The U.S. is talking nonsense that if the rail and road links are reconnected between the north and south, they may be used for invasion of the south by the north. Moreover, it is working hard to openly interfere in the internal affairs of the nation and hamstring the process of improving the inter-Korean relations, citing the "provisions of armistice agreement" which is gathering dust.
The U.S. hopes that the north and the south will remain in the relationship of distrust and confrontation and the Korean nation divided into the north and the south. Its intention is to perpetuate the Korean division and fish in troubled waters.
Articles related to the crossing of the Military Demarcation Line (MDL) of the Armistice Agreement have lost their validity as the members of the neutral nations supervisory commission withdrew in the middle of the 1990s, leaving the armistice commission unoperational. The issue raised by the U.S. under this situation is nothing but an absurd pretext to hamstring the process of warming the inter-Korean relations.
The U.S. stand that nothing related to the inter-Korean relations can be solved while leaving the U.S. Forces aside reflects a self-righteous and dominationist way of thinking intended to infringe upon not only the interests of the Korean people and other Asian countries but those of Europe.
The U.S. is seriously mistaken if it thinks its arrogant intention to sacrifice other countries for meeting its interests will go down with the international community.
The Korean nation will never allow the U.S. imperialists to meddle in its internal affairs and derail its efforts to develop the inter-Korean relations by its concerted efforts.
Japanese right-wing reactionaries urged to stop running riot
Pyongyang, December 3 (KCNA) -- It is a brigandish logic that the Japanese right-wing reactionary forces describe Japan-U.S. system of military cooperation as one to deter North Korean aggression, says Minju Joson Tuesday in a signed commentary.

In the wake of reckless remarks made by Tokyo metropolitan governor Ishihara, the director general of Japan's Defence Agency and the commanding general for the Japanese ground self-defence force stationed in the western region recently claimed that the "threat" from the DPRK raised the necessity of strengthening the Japan-U.S. system of military cooperation.
As far as the "threat" is concerned, the DPRK has every reason to complain about threats from the United States and Japan. It has been exposed to them for scores of years.
To say plainly, it is entirely thanks to the magnanimity and efforts on the part of the DPRK for the peace and stability in the region that a war has not broken out and the present status quo has been maintained in Northeast Asia centering around the Korean Peninsula.
Favorable circumstances have been created not only for warming the inter-Korean relations but for improving the DPRK-Japan ties thanks to the positive efforts on the part of the DPRK.
The Japanese right-wing reactionary forces should not misjudge the sincere efforts and generous gesture made by the DPRK for the normalization of the DPRK-Japan relations.
There is a limit to its magnanimity and patience.
The Japanese right-wing reactionaries' reckless moves to isolate and stifle the DPRK, pursuant to the U.S. policy, are little short of actions to spark a new war on the Korean Peninsula.
They are well advised to stop their rash acts, well aware that if another Korean war will be ignited, Japan, which is separated from Korea by a thin strip of water, will meet an inescapable disaster before anyone else.
KCNA assails U.S. Forces command's statement
Pyongyang, December 3 (KCNA) -- The U.S. Forces command in South Korea reportedly issued a statement justifying its verdict of not guilty given to those who killed two girl students by an armored car.
In the statement the command let loose sheer sophism that the verdict of not guilty was given at a fair trial and protest was voiced by South Koreans because they did not understand the difference between the legal systems in South Korea and the U.S.
This is an absolutely intolerable and illegal act as it seriously challenged the South Koreans and all other Koreans burning with their bitter grudge at the U.S. atrocities and the unfair trial and international law and human conscience.
The U.S. Forces side is not in a position to try criminals from a legal point of view as it is an assailant who should sit in the dock for the murder case.
The criminals should have been brought to the Korean court, not the U.S. military court, and be sentenced to capital punishment by the Koreans.
No criminal law in the world would declare criminals, who drove an armored car over middle schoolers to death in broad daylight, not guilty. Yet, the U.S. is insisting the trial was a fair one. That is why its behaviour can not but touch off the Korean nation's bitter curse and indignation.
The U.S. law by which a killer can go scotfree only if he insists it happened while executing his military duty becomes a basic factor of encouraging GI killings of civilians in South Korea.
What matters is that the U.S. Forces are lording it over South Korea as inviolable beings who go unpunished even after occupying it and killing its people as they please.
The U.S. Forces present in South Korea are the root cause of all misfortune and sufferings of the South Koreans and the stumbling block lying in the way of national reunification.
The Korean nation can never be safe nor can it shake off its shame and tragedy as long as the group of robbers is at large in South Korea.
DPRK-Russia joint survey started
Wonsan, December 3 (KCNA) -- The DPRK-Russia joint work started on December 3 to survey railway structures between Wonsan and Mt. Kumgang according to a note of understanding concerning reconstruction and modernization of the east coastal railways of Korea signed between the DPRK Ministry of Railways and the Russian Ministry of Railway Transport for implementing the DPRK-Russia Moscow declaration.
To this end, a Russian Ministry technical survey team arrived at Tumangang railway station by train on November 29.
