Humanitarian aid with political conditionalities unacceptable
Pyongyang, December 16 (KCNA) -- A spokesman for the DPRK Foreign Ministry on Monday gave the following answer to a question put by KCNA as regards the evermore undisguised anti-DPRK plot of the U.S. and its followers to misuse humanitarian aid for attaining a sinister political purpose:
As already reported, the UN on Nov. 19 issued a consolidated inter-agency appeal on continuously rendering aid including food to the DPRK in 2003.
The WFP and other international organizations and different donor countries have expressed positive attitude towards it.
But the U.S. has rendered the situation extremely tense by flatly rejecting the DPRK's proposal for concluding a non-aggression treaty aimed at solving the "nuclear issue". Not content with this, it is obstructing humanitarian aid by every possible means and method, even politicizing it.
No sooner had this UN appeal been made public than the U.S. got desperate in its anti-DPRK false propaganda, floating such lies as the "diversion of food aid to the army," "exodus of North Korean refugees," "drug trafficking," etc.
The U.S. has so far claimed that aid to the DPRK had nothing to do with the "nuclear issue." But at a time when its moves to stifle the DPRK have reached their height even government officials are openly asserting that it cannot give aid to the DPRK unless it meets such unreasonable conditions including the "opening of the whole country". This clearly tells what is the real intention of the U.S.
Pursuant to the U.S. policy, Japan and other U.S. allies are deliberately linking the humanitarian aid to the DPRK with such political issues as the solution of "nuclear issue" and the "normalization of state relations" in a bid to put pressure on it and wrest a sort of "concession."
This can never be justified as it is an attempt of the U.S. to misuse noble humanitarianism for attaining its sinister political aim.
The DPRK has maintained a friendly approach to international humanitarian aid and rendered its utmost cooperation in it.
The DPRK will as always warmly welcome disinterested aid from various international organizations and donor countries but will never accept any aid with political conditionalities.
Seminar on Juche idea held in Paris
Pyongyang, December 16 (KCNA) -- A seminar on the subject of "Reality of Korea Where the Juche Idea Has Been Brilliantly Embodied" took place in Paris on Dec. 9.
Present at the seminar were officials of the European society for the study of the Juche idea, French figures of various strata and teachers and students of Paris University No. 5.
A report and speeches were made at the seminar.
Edmond Jouve, president of the council of the society, in a report said that the founding of the Juche idea was a great event and a supreme fortune for humankind. The Juche idea was fathered by President Kim Il Sung and has been developed and enriched by leader Kim Jong Il, he stressed.
Referring to the uniqueness, validity and theoretical and practical significance of the Juche idea, he continued:
With the embodiment of the Juche idea the DPRK has become strong in politics and ideology and military terms.
It is because all the people firmly follow the Juche idea that the DPRK is maintaining its independent position and firmly defending socialism despite the U.S. military threat and moves to stifle it.
Patrique Bruno, lawyer of the Paris Court, in a speech said that the Korean people are invariably going along the road of socialism chosen by themselves because they are guided by the Juche idea which was founded by the president and has been enriched by Kim Jong Il.
Dangerous U.S. military moves flailed
Pyongyang, December 16 (KCNA) -- The U.S. bellicose forces let loose a string of remarks turning down the conclusion of a non-aggression treaty with the DPRK and inciting military confrontation in recent days.
In this regard, Rodong Sinmun runs a signed commentary on Monday.
It says:
The U.S. is still pursuing military confrontation and war in the Korean Peninsula and seeking to realize its ambition to stifle the DPRK under the pretext of its "nuclear issue."
The U.S. warlike forces' remarks about "peacekeeping in the Korean Peninsula" by the Armistice Agreement are aimed to cover up their crime of having reduced it to a dead document and escalate military threat and war moves against the DPRK without any legal and institutional restriction.
The conclusion of a DPRK-U.S. non-aggression treaty is not premature but timely and urgent. Now the situation of the Korean Peninsula is on the verge of a war. The only way of preventing a catastrophic crisis of a war on the Korean Peninsula is to conclude a non-aggression treaty between the DPRK and the U.S. at an early date.
Regarding the "joint military counteraction" and "sanctions" against the DPRK as a practice of the U.S. imperialists' plan to provoke a new war, the DPRK will counter it with a super hardline military counteraction. The army and the people of the DPRK are now very strong in hatred for the U.S. and the spirit of annihilating the enemies.
The enemies will never escape from the DPRK strong strike whether they are in South Korea or across the ocean and wherever they may be on the earth. The bellicose group of bush should respond to the DPRK's proposal for concluding a non-aggression treaty as soon as possible, facing up to the gravity and seriousness of the situation.
KCNA urges Japan to behave itself
Pyongyang, December 16 (KCNA) -- Some anti-DPRK elements of the Japanese Government have recently become more undisguised in their row over the "issue of abduction" while pulling up it over an "operation ship" and "drug smuggling" in a bid to kick up a fresh anti-DPRK smear campaign.
This is a reckless behavior on the part of Japan to bring the DPRK-Japan relations back to the phase of confrontation at the instigation of the U.S. this can not be construed otherwise than a mean political plot to violate the basic spirit of the DPRK-Japan Pyongyang declaration which calls for settling the unpleasant past that existed between the DPRK and Japan from a broad perspective and solving outstanding issues so as to establish productive political, economic and cultural relations.
Japan's loud-mouthed "issue of abduction" does not deserve even a passing note as it has already been settled as the DPRK declared more than once.
What matters is the fact that right-wing conservatives of Japan, not content with vociferating about the issue inside Japan, brought it even to the international arena in a bid to solicit for support and, at the same time, lobbied the un commission on human rights for adopting a resolution on conducting a probe into those abducted.
Japan's mean attempt to internationalize the abduction issue and isolate the DPRK through international pressure can never be tolerated as it is a provocative act of rendering the situation more complicated and throwing a serious obstacle in the way of improving the DPRK-Japan relations.
Intolerable is the call made by pro-U.S. elements in Japan for scrutinizing the passenger liner Mangyongbong after labeling it "North Korea's operation ship" under the pretext of its "abduction issue," not content with terming the DPRK the "biggest international terrorism sponsor".
This clearly proves to what phase their evermore undisguised hostile policy toward the DPRK has gone as it reveals their deliberate and premeditated attempt to obstruct the voyage of the ship.
This call cannot be viewed apart from the U.S. anti-DPRK hostile policy as evidenced by its call for mounting a preemptive nuclear attack on the DPRK after singling it out as part of "an axis of evil", its recent decision to stop the supply of heavy oil to the DPRK and its piracy committed against DPRK-flagged trading cargo ship Sosan in high waters off Yemen in broad daylight on Dec. 10, etc.
Anti-DPRK elements of the Japanese Government have got more undisguised in their moves to reduce the DPRK-Japan Pyongyang declaration to a dead document and their anti-DPRK hostile acts, taking advantage of the U.S. strategy for "international cooperation", a strategy intended to isolate and stifle the DPRK by forcing it to disarm itself. The prevailing situation compels the DPRK to reconsider good faith and the generous stand it has so far shown toward Japan and take a resolute countermeasure.
Japan had better stop acting rashly, mindful that it can never evade responsibility for its perfidious behavior of dancing to the tune of the U.S.
Anti-U.S. struggle unabated in S. Korea
Pyongyang, December 16 (KCNA) -- An "All-People Grand Peace March For Condemning Arrogant U.S. and Restoring Sovereignty" was reportedly held in more than 60 regions of South Korea on Dec. 14, with at least 300,000 people attending.
That day, over 100,000 Seoul citizens thronged to the square in front of the city office to participate in the event, carrying candles, pennants and placards in their hands.
The event lasted for eight hours, divided into three parts: a protest rally, memorial cultural function and candle-light grand peace march for restoring sovereignty.
Over 190 lawyers held a press conference in Seoul at which a lawyers' declaration demanding the revision of SOFA and the reinvestigation of the killing of Sin Hyo Sun and Sim Mi Son was adopted. Men and women of culture and arts held a seminar on the situation prevailing in the wake of the killing of Sin Hyo Sun and Sim Mi Son before calling an all-night sit-in strike.
Meanwhile, candle-light demonstrations in memory of the two slain girl students were held all at once in 16 countries including the U.S., Japan, Britain, Germany and Russia on Dec. 14.
Demonstrations simultaneously took place in main U.S. cities including Los Angeles, New York, Washington and Chicago.
Anecdote about Kim Jong Il
Pyongyang, December 16 (KCNA) -- Kim Jong Il visited a factory in Jagang Province in late October Juche 87 (1998).
He congratulated the workers of the factory on their fulfilment of the yearly plan ahead of the schedule and headed for a place to have a picture taken with them.
Reaching the place, however, he took off his overcoat.
An official told him that he had better keep himself on with his overcoat because it was very cold.
But Kim Jong Il said in a low voice that how could he keep it on, while the workers did not wear overcoats.
The workers were deeply touched by the leader having a souvenir picture taken with them, without wearing an overcoat in spite of the cold weather.
Many projects completed in Korea
Pyongyang, December 16 (KCNA) -- Many projects have been finished in the Democratic People's Republic of Korea this year in the efforts for the building of a powerful nation.
Among them is the Kaechon-Lake Thaesong Waterway. The natural-flow waterway of a peculiar style, more than 150 kilometers long and tens of meters wide, is the largest ever in the history of the irrigation construction in Korea.
It, designed to fully water 100,000 hectares of arable land, is greatly helpful towards boosting the agricultural production, improving the people's living and satisfactorily solving the industrial water problem in the area.
Servicemen and working people from different parts of the country have made great achievements in the land realignment projects in South Phyongan Province, Pyongyang and Nampho after rezoning over 100,000 hectares of land in South Hwanghae Province to suit the features of socialist Korea.
Many power stations are being built throughout the country.
The construction of Anbyon Youth Power Station No. 2, Kumjingang Dam, Kumjingang Youth Power Station No. 6, Janggang Power Station No. 5 and Songryonggang Youth Power Station No. 1 has already been finished.
Many projects related to the people's living have also been completed.
In Pyongyang alone, the Taedonggang Beer Factory with a plottage of 10 hectares and a total floor space of tens of thousands of square meters and the Pyongyang Catfish Farm with an annual production capacity of thousands of tons were built and the Mangyongdae, Sopho and Hadang chicken farms were rebuilt on a modern basis.
The August 1 Youth Saltern was built in Odaejin on the East Coast of Korea to fully supply salt to food and chemical industrial sectors and inhabitants in the northern area of the country.
Meanwhile, several reservoirs were constructed in Rakwon county, South Hamgyong Province and tens of thousands of dwelling houses and many edifices were built across the country.
All the projects which have been completed in the DPRK in hard time demonstrate the spirit of its people optimistic about the future.
Frantic smear campaign under fire
Pyongyang, December 16 (KCNA) -- Rodong Sinmun today in a signed commentary dismisses the frantic anti-north smear campaign now going on in South Korea as an anti-national and anti-reunification criminal act to bedevil the inter-Korean relations again and restore the military dictatorship in violation of the main spirit of the June 15 joint declaration.
Seen on walls of subway stations in Seoul are disgusting notices which say that a certain amount of money would be paid to those who spot or inform the police of the north's spyring or find out the north's spy in hiding and a similar story is aired by broadcasting services.
This anti-north smear campaign is intended to fake up a shocking case in a bid to divert people's attention elsewhere and arrest the mounting anti-U.S. struggle at a time when the fierce anti-U.S. actions are escalating into all-people resistance.
The South Korean right-wing reactionary forces and those who orchestrated this farce are well advised to ponder over what serious consequences will be entailed by their acts of encouraging the U.S. imperialists and extremely provoking the north at a time when the situation in the country turned extremely tense owing to their war moves against the DPRK. They should stop this campaign
Talks between DPRK and Cambodian ministers of Foreign Affairs
Pyongyang, December 16 (KCNA) -- Talks between Paek Nam Sun, DPRK Minister of Foreign Affairs, and Hor Nam Hong, Minister of Foreign Affairs and International Cooperation of Cambodia, were held at the Mansudae Assembly Hall today.
At the talks, the two sides exchanged views on further developing the friendly and cooperative relations between the two countries and a series of issues of mutual concern.
The talks proceeded in a friendly atmosphere.
Present at the talks from the DPRK side were officials concerned, and from the Cambodian side were Hor Nam Hong's party and the Cambodian Ambassador to the DPRK.
U.S. denounced for its interference in inter-Korean cooperation
Pyongyang, December 16 (KCNA) -- A spokesman for the North Side to the North-South Panel for the Construction of Kaesong Industrial Zone released a statement today condemning the U.S. imperialists for their highhanded practices to hamstring inter-Korean economic cooperation and exchange so as to attain their dominationist and aggressive aims wantonly violating the dignity and sovereignty of the Korean nation.
The north-south economic cooperation, which has so far been brisk thanks to the concerted efforts of the Korean nation, is facing a serious challenge owing to the deliberate and undisguised obstructive moves of the United States, the statement notes, and says:
The first round of the meeting of the law-making panel for the north-south economic cooperation held in Seoul some days ago ended without any results. This was entirely attributable to the sinister interference by the U.S.
To provide an institutional mechanism for the economic cooperation is an undertaking to lay a framework for the developing the national economy on a balanced basis and reenergizing the economic cooperation and exchange between the north and south of Korea. It therefore, admits of no outside interference and the United States has no right to hinder this undertaking.
Under the hamlet of the "UN Forces", the U.S. put the brake on the progress of the project for reconnecting the rail and road links between the north and south of Korea. It blocks the two sides from reaching an agreement on the institutional mechanism for their economic cooperation while escalating its moves to stifle the DPRK under the pretext of the "nuclear issue". Clear is what the U.S. is seeking in doing so.
The U.S. is utterly indifferent to the common interests of the north and south of Korea and to the desire of the Korean nation.
After unilaterally breaching the DPRK-U.S. Agreed Framework, the U.S. is now hindering the process of improving the north-south relations and their cooperation and unity and inciting confrontation between Koreans.
But, it should clearly know that no force can break the Korean nation's steadfast will to pave the way for its reconciliation, unity and reunification by its concerted efforts.
All the fellow countrymen will decisively smash the U.S. outright intervention through a nationwide anti-U.S. struggle.

como se ha informado ya, el pasado 19 de noviembre la onu publico un llamamiento general de ofrecer de continuo en 2003 alimentos y otros materiales de asistencia a la rpdc.
al respecto el programa mundial de alimentos y otras organizaciones internacionales y varios paises donadores expresan la posicion positiva.
pero, ee.uu. rehusa globalmente la proposicion de la rpdc de concertar un tratado de no agresion para solucionar el "problema nuclear" y exacerba al extremo la situacion, e incluso ahora obstaculiza por todos los medios la ayuda humanitarista haciendola politica.

el vocero hizo recordar el hecho que el pasado dia 12 de diciembre el gobierno de la republica popular democratica de corea estipulo al interior y exterior, mediante la declaracion del vocero del minrex, que frente a la suspension del ofrecimiento del aceite pesado de ee.uu., la rpdc decidio anular la medida de congelacion nuclear que ha tomado hasta la fecha y reanudar de inmediato el funcionamiento y la construccion de las instalaciones nucleares para la generacion de electricidad y continuo:
la presente medida es la justa para compensar la perdida de electricidad causada por el hecho de que ee.uu. interrumpio unilateralmente el ofrecimiento de aceite pesado que debe hacer obligatoriamente segun el acuerdo basico concertado con la rpdc y estabilizar la construccion economica y la vida del pueblo.
despues del acuerdo de ginebra, sufrimos solo la gran perdida de electricidad y el dano economico por eso.
si se cuestionan las instalaciones nucleares de la rpdc, tambien deberan ser cuestionadas las plantas nucleares de otras regiones y paises. es absurdo que no se cuestionan las plantas nucleares de otras regiones y paises sino se cuestiona solo la base de energia nuclear de la rpdc.
la medida de la rpdc de reanudar el funcionamiento y la construccion de las instalaciones nucleares para la generacion de electricidad no da ninguna amenaza a sudcorea.
luego de la interrupcion del ofrecimiento de aceite pesado, ee.uu. hace intencionalmente tensa la situacion de la peninsula coreana perpetrando la pirateria bandidesca contra el barco mercante de la rpdc que desplegaba su normal actividad e intenta mitigar el espiritu antiyanqui, meter la cuna entre el norte y el sur de corea y congelar las relaciones de estas ambas partes que se desarrollan favorablemente.
los surcoreanos deben tratarlo con alta vigilancia y prestar debidamente la flecha de condenacion a ee.uu. para frustrar tales maquinaciones.
