Friendly meeting with staff members of Cuban embassy

     Pyongyang, December 26 (KCNA) -- A friendly meeting with staff members of the Cuban embassy here took place at DPRK-Cuba Friendship Moranbong Middle School No. 1 on Dec. 25 to mark the 40th anniversary of the Korea-Cuba Solidarity Committee. Present on invitation were Cuban Ambassador to the DPRK Esteban Lobaina Romero and embassy officials.
    Minister of Education Pyon Yong Rip, chairman of the Korea-Cuba Solidarity Committee, Jon Yong Jin, vice-chairman of the Committee for Cultural Relations with Foreign Countries, officials concerned, teachers and students of the school were on hand.
    The participants saw an art performance given by its schoolchildren and talked to each other, deepening friendly feelings.

Reception given by Chinese Ambassador

     Pyongyang, December 26 (KCNA) -- Wu Donghe, Chinese Ambassador to the DPRK, gave a reception at his embassy on Tuesday evening on the occasion of the New Year, Juche 92 (2003). Present there on invitation were acting chairman Mun Jae Chol and vice-chairman Kim Jin Bom of the Korean Committee for Cultural Relations with Foreign Countries and other officials concerned.
    Staff members of the Chinese embassy were on hand.
    Speeches were made at the reception.

Russian political figures denounce U.S. attempt to put pressure upon DPRK

     Pyongyang, December 26 (KCNA) -- Russian Vice-Minister of Foreign Affairs Losyukov in an interview with Itar-Tass on Dec. 19 accused the U.S. attempt to put pressure upon the DPRK to solve the problem. He stressed that it would not improve the situation but get on the nerves of the DPRK and go by contraries. The problem cannot be settled by accusation, he said, adding that it is necessary to understand the root cause of the issue related to the DPRK's "nuclear and missile program" and the motive for the action of Koreans.
    According to Itar-Tass, Seleznyov, speaker of the State Duma of the Russian Federation, in an internet interview at the State Duma on Dec. 23 attributed the DPRK's resumption of the construction of a nuclear power plant to the U.S. wrongdoings.
    Recalling that the U.S. promised to build light-water reactors in the DPRK, he said that the U.S. backtracked its promise and accused the DPRK to put it on the list of an "axis of evil."
    The DPRK's reaction is too natural, he said, stressing:
    The DPRK violated nothing.
    The DPRK is a sovereign state.
    It should ensure electric power. So it will continue the construction of a nuclear power plant.

Tower of Juche Idea draws endless stream of visitors

     Pyongyang, December 26 (KCNA) -- More than 38,000 foreigners and overseas Koreans including political and public figures and Juche idea followers of over 2,750 organizations have visited the Tower of the Juche Idea this year. In the last two decades since the tower was unveiled with grand ceremony on April 15, Juche 71 (1982), the significant year which commemorated the 70th birth anniversary of President Kim Il Sung, over 371,000 foreigners and overseas compatriots of over 39,000 organizations have visited it.
    The tower was erected in reflection of the ardent worship and unbounded reverence of the Korean people and the world progressives for the president who founded the immortal Juche idea and clearly indicated the road for humankind to follow with its shining rays.
    The foreigners and overseas compatriots who visited the tower were deeply impressed to see the tower standing as a magnificent edifice of the times to convey the exploits of the great man to posterity.

U.S. senator's groundless accusation against DPRK under fire

     Pyongyang, December 26 (KCNA) -- U.S. senator Edwards at a recent lecture on land security given at the Brookings Institution malignantly slandered the DPRK over the U.S. imperialists' piracy committed against its trading cargo ship Sosan. He asserted that "North Korea should not be allowed to meet its interests according to international rules" and "It is necessary to cope with North Korea's serious threat of proliferation." Dismissing this as a ridiculous logic, Rodong Sinmun Thursday in a signed commentary says that the U.S. ruling circle's reckless accusation against the DPRK can never be tolerated.
    The commentary continues:
    It is a universally recognized fact that the U.S. is raking up huge profits through massive export of missiles and their technology. The U.S. is the kingpin of arms export and proliferation.
    The U.S. rulers are mean and brazen-faced enough to groundlessly accuse the DPRK of its violation of international rules while exporting missiles and weapons of various other types more than any other countries and posing threats to them.
    Its true aim is to justify its hostile policy to stifle the DPRK by attaching the label of "violator of international rules" to the DPRK and deprive it of its way of earning foreign currency in a bid to strangle it economically.
    This is nothing but a pipe dream. The DPRK will react to the U.S. imperialists' hard-line with the toughest stand.

Candle-light memorial service in S. Korea

     Pyongyang, December 26 (KCNA) -- A candle-light service reportedly took place in front of the Thaehwa department store, Pusan, on Dec. 21 to honor the memory of the two schoolgirls killed by the GIs in cold blood. It was attended by over 1,000 citizens, youth, students and middle and high school boys and girls in Pusan.
    Speeches were made at the service.
    Noting that the shackling South Korea-U.S. Status of Forces Agreement should not be improved but revised, the speakers said that if the U.S. troops dislike it, they must withdraw from this land.
    They laid bare the unreasonableness of the U.S. troops' occupation of South Korea, saying that they would fight it out to give a vent to the grudge of Hyo Sun and Mi Son.
    At the end of the service, the participants sang songs "Arirang" and "Fucking USA" with strong anti-Americanism.
    Prior to the service, they conducted a campaign for boycotting U.S.-made goods.

Kim Il Sung Constitution

     Pyongyang, December 26 (KCNA) -- December 27 is the 30th anniversary of the promulgation of the Socialist Constitution of the Democratic People's Republic of Korea at the first session of the 5th Supreme People's Assembly. The constitution of the DPRK was adopted at the first session of the 1st Supreme People's Assembly on September 8, 1948.
    After the promulgation of this constitution, epoch-making changes were made in the socialist revolution and construction.
    The changed situation urgently required definitely codifying the achievements in the revolution and construction and principles in the political, economic, cultural and military affairs of the socialist society by promulgating a new constitution. With a motto of believing in the people as in heaven President Kim Il Sung, basing himself on a deep penetration into the requirement, provided the socialist constitution, a new kind of political charter in the history of constitution.
    The Socialist Constitution is the most popular and revolutionary code of laws that makes the working people as the masters of the state and society and fully provides them with an independent and creative life.
    The promulgation of the socialist constitution is a splendid product of the warm love and efforts of the president, who devoted his whole life to the people.
    It was on the basis of the constitution that many laws such as the law on the nursing and upbringing of children, the Law on Public Health, a Land Law and the Socialist Labour Law were enacted.
    The constitution was revised and supplemented in several times as required by the developing revolution and the rapidly changing situation.
    It was revised in a perfect way as Kim Il Sung Constitution codifying his Juche-oriented ideas and exploits for the state building at the first session of the 10th Supreme People's Assembly held on September 5, 1998.
    Reflected in the revised constitution are the strong faith and will of the Korean people to accomplish the Juche revolutionary cause, holding in high esteem Kim Il Sung, founder of socialist Korea and the republic, as eternal president of the country.

Catfish breeding in Korea

     Pyongyang, December 26 (KCNA) -- Catfish is bred on a nationwide scale in the Democratic People's Republic of Korea according to an economic policy of the government. In recent years, many catfish breeding ponds and farms using hot spring have appeared in Taegwan county of North Phyongan Province, Songchon county of South Phyongan Province, Tongsin county of Jagang Province, Sinchon, Songhwa, Paechon counties of South Hwanghae Province and many other areas of the country.
    The hot spring catfish breeding ground in South Phyongan Province was reconstruction on an expansion basis. Now it covers 25 more hectares. Some 50 catfish breeding grounds were newly built in South Hwanghae Province.
    The catfish farms have boosted the fish production by solving various scientific and technical problems arising in catfish breeding including hatching and feed production. Many catfish farms use wastewater from thermal power stations.
    The Pyongyang Catfish Farm, with more than 130 indoor and outdoor breeding ponds equipped with up-to-date facilities, produces thousands of tons of catfish every year by making use of wastewater from the East Pyongyang Thermal Power Station.
    The products of the farm are supplied to fish stores and restaurants in the capital city.
    Sunchon, Pukchang and other thermal power stations, too, produce catfish with their wastewater.

     Pyongyang, December 26 (KCNA) -- Kim Yong Dae, chairman of the Central Committee of the Korean Social Democratic Party, today met and had a talk with David Arthur Slinn, new British Ambassador to the DPRK, who paid a courtesy call on him.

National meeting marks day of Socialist Constitution

     Pyongyang, December 26 (KCNA) -- A national meeting took place at the People's Palace of Culture Thursday to mark the 30th anniversary of the "Socialist Constitution of the Democratic People's Republic of Korea" promulgated by President Kim Il Sung. Kim Yong Nam, President of the Presidium of the Supreme People's Assembly, made a report.
    He said:
    The Socialist Constitution of the DPRK instituted by Kim Il Sung is an original one which fixes by law all the victories and achievements gained by the Korean people in the socialist revolution and construction under the banner of the Juche idea and lays down all the principles to be abided by in the political, economic and cultural fields in the socialist society. It also serves as a code of revolutionary laws as it comprehensively indicates the goal, orientation, principles and ways for the building of a socialist state and state activities.
    The institution of the socialist constitution provided the Korean people with a creditable legal guarantee for fully enjoying an independent and creative life in the political, economic, cultural and all other fields of social life as genuine master of the state and society.
    Thanks to the successful embodiment of leader Kim Jong Il's great idea of army-based leadership, the socialist constitution has developed to be a perfect code of laws that protects the army-based revolution by reliably defending the revolutionary cause of Juche, giving a strong impetus to the building of a powerful socialist nation and firmly guaranteeing the dignity and sovereignty of the nation and the country's security, reunification and prosperity.
    Calling for thoroughly applying the socialist constitution in all the fields of the revolution and construction to meet the requirements of the army-based revolution, the reporter continued:
    The people's power organs should provide the people with all conditions for exercising democratic rights and freedom as stipulated in the constitution.

     pyongyang, 26 de diciembre (atcc) -- varios paises denuncian la politica hostil de los estados unidos a la republica popular democratica de corea. el presidium del cc del partido comunista de tadjikistan envio el dia 16 una protesta a la embajada de ee.uu. en su pais por la interrupcion del ofrecimiento del aceite pesado de ee.uu. a la rpdc.
    la protesta senala que ee.uu. definio a corea como "eje del mal" y anulo el acuerdo basico concertado con la rpdc en 1994 y recalca que todo esto ejerce una influencia muy negativa sobre la atmosfera de la paz y la reconciliacion de la peninsula coreana.

personalidades rusas condenan intencion de ee.uu. de ejercer presion sobre corea

     pyongyang, 26 de diciembre (atcc) -- el viceministro de relaciones exteriores de rusia losyukov se reunio el dia 19 con un periodista de itar-tass. en la ocacion rechazo la intencion de ee.uu. de resolver los problemas ejerciendo la presion sobre la republica popular democratica de corea, y agrego que eso excita solo el nervio de esta, no mejora la situacion sino traera el resultado negativo en detrimento de la esperanza. dijo que con la censura no se podra resolver el problema y senalo que es necesario entender la fuente del problema relativo al "plan nuclear y de misil" de corea y el motivo de la accion de los coreanos.
    segun itar-tass, el presidente de la duma estatal de rusia selezhnyov, en la entrevista con internet sostenida el dia 23 en la duma estatal, se refirio a que la reapertura de la construccion de planta nuclear en la rpdc depende del error de ee.uu..
    hizo recordar el hecho de que ee.uu. hizo compromiso de construir los reactores de agua ligera en corea, y recalco que ee.uu. no cumplio su promesa sino incluyo a la rpdc en la lista de "eje del mal".
    es sumamente natural la reaccion de la rpdc, insistio el y dijo:
    corea no violo nada. la rpdc es un pais soberano.
    tiene que asegurar la energia electrica. por esta razon continuara la construccion de planta nuclear.
