Indian Ambassador hosts reception
Pyongyang, January 28 (KCNA) -- Rich Pal Singh, Indian Ambassador to the DPRK, gave a reception at the Taedonggang Club for the Diplomatic Corps on Monday evening to mark the Day of the Republic of India.
Present on invitation were Yang Hyong Sop, Vice-President of the Presidium of the Supreme People's Assembly, Ryom Sun Gil, chairman of the Korea-India Friendship Association who is chairman of the c.c., the General Federation of Trade Unions of Korea, and other officials concerned.
Also present were diplomatic envoys of different countries and representatives of international organizations here.

Message of sympathy to Australian Prime Minister
Pyongyang, January 28 (KCNA) -- Hong Song Nam, Premier of the DPRK Cabinet, sent a message of sympathy to John Howard, Australian Prime Minister.
Upon hearing the news that Australia suffered casualties and big material losses during the recent fire that broke out in Canberra and other areas on Jan. 18 owing to an unprecedentedly severe drought, I express profound sympathy to you and, through you, to the victims and the bereaved families, the message said.
It expressed belief that the Australian Government would eradicate the aftermath of the disaster at an early date and bring the life of the inhabitants in the afflicted areas to normal.
Greetings to Indian President
Pyongyang, January 28 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Indian President A.P.J. Abdul Kalam on Jan. 24 on the occasion of the Day of the Republic of India.
The message hoped that the traditional friendly relations between the two countries would grow stronger in the interests of the two peoples to meet the need of the new century. It sincerely wished the president greater success in his work to build powerful and prosperous new India as well as the friendly Indian people progress and prosperity.
International support to DPRK Government statement
Pyongyang, January 28 (KCNA) -- The DPRK Government statement declaring its withdrawal from the NPT was supported on a worldwide scale.
The secretariat of the Latin American Institute of the Juche Idea in a statement on Jan. 15 disclosed the injustice of the U.S. politics which uses international organizations to put its policy of war into practice and tells big lies and expressed solidarity with the DPRK which is bravely fighting against the U.S. in defence of the sovereignty of the nation.
The Workers' Communist Party of Norway in a statement on Jan. 20 said that just is the DPRK's demand for conclusion of a peace agreement between the DPRK and the U.S. and withdrawal of the U.S. troops from South Korea.
The Palestine Liberation Democratic Front in an information bulletin on Jan. 15 denounced the U.S. for running amuck to weaken the defence capacity of People's Korea while conniving at the nukes of Israel and extended solidarity with People's Korea in its stubborn struggle against the U.S. pressure.
Wolid Hamdoun, member of the leadership of the Syrian Arab Socialist Baath Party and chairman of the Syrian Arab-Korea Friendship Association, and Gaji al Dib, director general of the Syrian Arab News Agency (SANA), when meeting the DPRK ambassador to Syria, said that Syria and the DPRK are standing in the same trench of the struggle against the u.s. vicious and aggressive offensives and expressed full support to the principled stand and decision of People's Korea.
Meanwhile, meetings supporting the DPRK Government statement were held at the building of the New Left Movement of Peru, the National University of Callao, Peru, and the Maracai branch of the Liberators' University of Experiment and Education of Venezuela from Jan. 15 to 17.
Building of peaceful world called for
Pyongyang, January 28 (KCNA) -- The DPRK will establish friendly relations with those countries around the world which respect the sovereignty of the DPRK and make an active contribution to building a peaceful world in the future, too, said Choe Thae Bok, Chairman of the DPRK Supreme People's Assembly, addressing a meeting of the executive council of the Asian Parliamentary Association for Peace in Beijing on Jan. 25.
It is an unwavering will of the DPRK to thoroughly implement the June 15 North-South Joint Declaration no matter what situation prevails on the Korean Peninsula, he noted, and went on:
Independence, peace and friendship are the consistent idea of the foreign policy of the DPRK.
The DPRK will decisively beat back any enemy's invasion and firmly defend the dignity and sovereignty of the nation as long as it has the people who absolutely support the army-based policy enforced by leader Kim Jong Il, closely rallied around him.
The United States should stop at once its military pressure upon the DPRK and withdraw its forces from South Korea.
He expressed belief that the executive council of the Asian Parliamentary Association for Peace would extend support to the Korean people's struggle to prevent the danger of a war and defend peace on the Korean Peninsula true to its mission as a parliamentary body aimed to promote peace, stability and prosperity in the region.
National meeting of officials in agricultural field held
Pyongyang, January 28 (KCNA) -- A national meeting of officials in the field of agriculture took place at the People's Palace of Culture on Jan. 26 and 27.
At the meeting a reporter and speakers said that last year efforts were made to do farming well on the principle of the right crop on the right soil and the right crop in the right time despite unfavorable natural and climatic conditions. The Kaechon-Lake Thaesong Waterway project was completed and land leveling and rezoning projects were energetically pushed forward to lay solid material and technological foundations so as to increase grain production, they noted.
They called on all officials and other working people in the field of agriculture to thoroughly implement the revolutionary agricultural policy set out by the Workers' Party of Korea under the army-based revolutionary leadership of Kim Jong Il and thus decisively increase the agricultural production and dynamically push ahead with the land realignment.

Greetings to General Governor of Australia
Pyongyang, January 28 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Peter Hollingworth, General Governor of Australia, on Jan. 25 on the occasion of its National Day.
Expressing belief that the existing bilateral cooperative relations between the two countries would continue to develop on good terms in the interests of the two peoples, the message wished him good health and happiness.
U.S. loudmouthed dialogue flailed
Pyongyang, January 28 (KCNA) -- Shortly ago, U.S. President Bush said that the U.S. has a willingness to negotiate with North Korea. And he was followed by the state secretary and a spokesman for the White House who paid lip-service to a dialogue with North Korea. They said that North Korea would receive such benefits as energy support and food aid only if it dismantled its "nuclear weapons program".
This only indicates that there is no change in the U.S. stand that the U.S. will have a dialogue with the DPRK only after it scraps its "nuclear weapons program", says Rodong Sinmun today in a signed commentary.
It continues:
The U.S. much ballyhooed energy support and food aid are nothing but bait to force the DPRK to disarm itself.
As a nuclear war against the DPRK is made a fait accompli in the U.S. it is now loudly talking about a dialogue with the DPRK in a bid to cover up its criminal aim.
This compels the DPRK to be highly vigilant against the U.S. cynical call for dialogue.
The DPRK already clarified that it has an idea to settle the nuclear issue through direct negotiations with the U.S. on condition that it recognizes the DPRK's sovereignty, assures the DPRK of non-aggression and does not stand in the way of its economic development. The DPRK's principled stand that the nuclear issue on the Korean Peninsula should be settled through bilateral negotiations between the DPRK and the U.S. remains unchanged.
The U.S. should stop paying lip-service to dialogue and its anachronistic offensive to stifle the DPRK by nukes and do what it should do for a fair and peaceful solution to the nuclear issue on the Korean Peninsula.
Production on upswing in Korea
Pyongyang, January 28 (KCNA) -- Korean people, angered by the U.S. hostile policy towards the country, are bringing about a great upsurge in production and construction.
Servicemen are further intensifying military and political trainings and increasing the combat power of their units to cope with the U.S. moves to bring the situation of the Korean Peninsula to the brink of a nuclear war.
Coal mines under the Pyongyang Coal Industrial Bureau are topping their daily quotas at 120-130 percent. The Ranam Coal Mining Machine Complex, the Musan Mining Complex, the Pakchon Silk Mill and other industrial establishments throughout the country are answering the U.S. moves to isolate and stifle the country with a great upswing in production.
Farmers in Sukchon county of South Phyongan Province, Taehongdan county of Ryanggang Province, Kangso district of Nampho and other areas are successfully going ahead with farming preparations.
Young men and women of many factories, universities, middle schools are willing to join in the army to defend the sovereignty of the country and the dignity of the nation.
Timber production increased
Pyongyang, January 28 (KCNA) -- The timber production is on increase in the Democratic People's Republic of Korea.
Forestry stations and mine prop stations under the Ryanggang, Jagang and north Hamgyong provincial forestry complexes have already fulfilled their January plan on all indices.
The Jangjin Forestry Station and Tanchon and Toksong mine prop stations under the south hamgyong provincial forestry complex and other units finished their january plan in the first half of the month.
The south Phyongan and Kangwon provincial forestry complexes have introduced rational working methods suitable for topographical conditions of mountains and transported hundreds of cubic meters of timber more than their daily assignments by putting the means of transport in full-capacity operation.
From the beginning of the new year more than 300 forestry stations have made their appearance throughout the country.
Japanese dietman's reckless remarks blasted
Pyongyang, January 28 (KCNA) -- Nam Sung U, vice-chairman of the central standing committee of the General Association of Korean Residents in Japan (Chongryon), accused dietman Tadashi Hirono from the Japanese Liberal Party of groundlessly slinging mud at the DPRK and asserting at a meeting of the House of Councillors that Chongryon is engaged in "criminal acts", according to the Jan. 27 issue of Choson Sinbo published in Japan.
Nam in a statement on Jan. 23 demanding Hirono withdraw his remarks dismissed his remarks as eccentric and anachronistic as they were aimed to deliberately instil hostility and prejudice against the DPRK and Chongryon into Japanese people.
He said:
Chongryon is an organization that protects the rights and interests of the Koreans in Japan and has done its best to observe the Japanese law on the principle of non-interference in its internal affairs, improve the national education and the standard of the living of the Koreans in Japan, contribute to the peaceful reunification of the country and promote friendship and exchange with the Japanese people. All this is understood and supported by them.
It is a matter of deep concern that malignant vituperation against Chongryon is still going on even after the publication of the DPRK-Japan Pyongyang Declaration. Hirono and the Japanese Government should be wholly responsible for the possible unexpected consequences to be entailed by his reckless remarks.
Halt to military pressure upon DPRK urged
Pyongyang, January 28 (KCNA) -- The U.S. should promptly halt its military pressure upon the DPRK and conclude a non-aggression treaty with it as a positive response to the unanimous call of all the Koreans and the world public for a peaceful negotiated settlement of the nuclear crisis on the Korean Peninsula, said Jang Chol, Vice-Chairman of the DPRK Supreme People's Assembly, addressing an international parliamentary meeting in New Delhi on Jan. 24.
He went on:
The work for the prosperity of the country and the wellbeing of the people in the DPRK is hamstrung by the U.S. ceaseless moves for aggression, interference, isolation and blockade.
The present U.S. administration singled out the DPRK as part of an "axis of evil" and a target of its preemptive nuclear attack.
Recently it invented a new "nuclear suspicion" and adopted it as a national policy to destroy the DPRK system by force.
The situation on the Korean Peninsula is daily deteriorating but the Korean people are fully confident and optimistic that they will build a powerful socialist nation and achieve the independent and peaceful reunification of the country without fail under the army-based revolutionary leadership of Kim Jong Il, united close around him.
He expressed the expectation that the parliaments in all countries including India would extend support and solidarity to the Korean people in their drive to build a powerful nation and achieve the independent and peaceful reunification of the country by the concerted efforts of the Korean nation.
Japan urged to behave itself
Pyongyang, January 28 (KCNA) -- Japan has neither a justification nor a qualification to interfere in such an important matter as the nuclear issue on the Korean Peninsula, says Minju Joson today in a signed commentary.
The Japanese authorities groundlessly pulled up the DPRK over its withdrawal from the NPT, the commentary notes, and continues:
It was the U.S. and the IAEA, its cat's paw, which compelled the DPRK to withdraw from the treaty.
The Japanese authorities, however, are faulting the DPRK, a victim.
The same is true for the issues related to the DPRK-Japan Pyongyang Declaration. Japan is totally to blame for the non-compliance with the declaration.
Japan linked the already settled issue and unimportant issues which carry no great significance in improving the bilateral relations to the issue of compensating for its past crimes, thus deliberately hamstringing the process of establishing diplomatic relations between the two countries.
It is persistent in its moves to isolate the DPRK, taking advantage of the U.S. hostile policy toward the DPRK.
The nuclear issue on the Korean Peninsula is not an issue which admits of Japan's meddling.
The issue can be settled satisfactorily only if the U.S. totally drops its hostile policy toward the DPRK and respects its sovereignty and vital rights. The DPRK and the U.S. are, therefore, the direct parties concerned to the settlement of the nuclear issue.
It is foolhardy of Japan not to understand this simple reason and go reckless.
Japan will have to pay a very high price if it continues running wild, ignorant of the true nature of the nuclear issue.
Kim Yong Nam meets special envoy of south side
Pyongyang, January 28 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, met and had a talk with Rim Tong Won, special aide of Chongwadae on diplomacy, security and unification who is special envoy of President Kim Dae Jung, and his party in a compatriotic atmosphere at the Mansudae Assembly Hall today.
Present there were An Kyong Ho, director of the secretariat of the Committee for the Peaceful Reunification of the Fatherland, and officials concerned.
Report of Korean Central News Agency
Pyongyang, January 28 (KCNA) -- The situation on the Korean Peninsula is deteriorating so rapidly that an armed clash may break out quite contrary to the desire of the DPRK for the peaceful settlement of the nuclear issue. In this regard the Korean Central News Agency is authorized to release a report today.
The report says:
While clamoring for the "peaceful settlement" and "multilateral talks," the United States is stepping up the DPRK-targeted war preparations in full swing.
This is evidenced by the fact that the U.S. Department of Defense is making a final examination of what it calls a "serious plan" designed to decide on a scenario for military attacks on the DPRK.
The purpose of the war scenario to be carried out mainly by the U.S. Pacific Command and strategic command is to round off the preparations to strike the whole area of the DPRK all at once within a few hours after they received an order to invade it.
In particular, the strategic command is directly involved in the scenario and various war methods such as secret attacks of the special operational force are to be introduced to preempt surprise assaults on the major objects and nuclear facilities of the DPRK. Timed to coincide with this, the U.S. Forces present in South Korea together with the South Korean military worked out a "contingency plan," a war scenario to invade the DPRK, and began making preparations to put it into practice.
The main mode of carrying out the war scenario is to strike the front and the rear of the DPRK simultaneously with the mobilization of all the latest military hardware and information system tested in the war in Afghanistan so as to contain the DPRK's retaliatory capability.
This was debated in the main at the South Korea-U.S. "annual security consultative meeting" in Washington D.C. on December 20, last year and a "military committee" meeting. U.S. Defense Secretary Rumsfeld disclosed that a plan to cope with an "event of contingency" was being worked out over the nuclear issue of North Korea.
The recently worked out war scenario different from the past war scenarios to invade the DPRK is mainly characterized by the fact that all the military actions are designed on the premise that the U.S. Forces will mount preemptive attacks on the DPRK on the basis of the increased capability of forestalling attack through the modernization of the combat equipment and the drastic beefing up of the U.S. Forces in South Korea. Under the plan the South Korea-based U.S. Forces are pushing ahead with the massive arms buildup and reorganization of the armed forces in a bid to increase the war capabilities against the DPRK and staging frantic joint tactical exercises of various forms with South Korea.
According to it, Japan, too, made the Korean war a fait accompli and is preparing an "operation to evacuate Japanese residents in South Korea" in a bid to cope with it.
This operation which the Japanese Prime Minister will directly look after will be carried out with the help of the U.S. troops. It is aimed to evacuate more than 30,000 Japanese in South Korea within 70 hours from the start of the war.
To this end, Japan is putting warplanes and warships of the "Self-Defence Forces" on standby.
On the basis of such war preparations, former and present high-ranking officials of the U.S. military are asserting that in case the DPRK reprocesses the spent fuel rods, the U.S. should consider it as zero hour for its preemptive attack.
To this end, the ultra-large aircraft carrier "Kitty Hawk" and warships belong to the seventh fleet of the U.S. navy which were supposed to sail toward the Gulf waters versed their voyage to appear in the waters off the Korean Peninsula on Jan. 25.
According to the war scenario for invasion of the DPRK, fighters based on this carrier have the mission to secure the command of the air within 2-3 days.
Such dangerous military movements on the part of the U.S. behind the curtain of dialogue clearly prove that they are aimed to make a surprise attack on the DPRK.
The prevailing situation indicates that the U.S. "national security strategy" which calls for preemptive attacks on the DPRK has entered the phase of its implementation.
After all, the U.S. loudmouthed "multiple talks" are nothing but a smokescreen to deceive the DPRK and the international community and slacken their vigilance in a bid to make a surprise preemptive attack on the DPRK.
The DPRK is fully prepared to cope with the U.S. military attack.
The self-defensive step to be taken by the DPRK unavoidably when the U.S. preemptive attack is considered imminent cannot but involve an unlimited use of means corresponding to what the U.S. mobilized.

el periodico "rodong sinmun", en un comentario individual de hoy, senala que esto insinua que no ha cambiado nada la posicion de ee.uu. sobre la "renuncia nuclear, primero y dialogo, despues" con que salio este pais desde principios.

el comentario se refiere al hecho de que las autoridades japonesas censuran sin ton ni son a la republica popular democratica de corea que se retiro del tratado de no proliferacion nuclear (tnpn) y continua:
