U.S. accused of turning away from proposal for non-aggression treaty

     Pyongyang, February 19 (KCNA) -- A spokesman for the Foreign Ministry of the DPRK issued a statement on Tuesday accusing the United States of persistently turning down the DPRK's proposal for the conclusion of a non-aggression treaty aimed at finding a peaceful solution to the nuclear issue on the Korean Peninsula and pushing the situation to the phase of confrontation. He said:
    The U.S. is insisting on its strange assertion that it can not respond to the DPRK-U.S. talks as they mean a sort of reward for the DPRK despite the unanimous world public opinion that DPRK-U.S. direct talks should take place to find a peaceful solution to the nuclear issue.
    This is an illogical far-fetched assertion.
    As already clarified by the DPRK, it proposed to conclude a non-aggression treaty for the purpose of removing the unreasonable military threat posed by the U.S. to it, not for getting anything.
    The nuclear issue emerged on the Korean Peninsula and the situation grew extremely tense as today mainly because of the U.S. military threat, a product of its deep-rooted hostile policy towards the DPRK.
    If the U.S. does not work hard to stifle the DPRK by force, its people can live as well as they wish on their own efforts.
    Ours is a socialist system centered on the popular masses chosen by themselves and a system which has achieved single hearted unity and perfect political bability rare to be found in any other countries.
    We have a solid economic foundation and potentials created by ourselves with much efforts for scores of years.
    Ours is not a system that may be destabilized or toppled in face of temporary difficulties. There is no need for us to threaten somebody in order to get something or to have our system guaranteed by somebody.
    We are developing the relations of economic cooperation with neighboring countries entirely for purpose of meeting the mutual interests and requirements on an equal footing. We are now taking bold measures to improve the overall economic management system with a view to reenergizing the economy to suit the changed actual conditions in the new century.
    An overwhelming majority of the countries are positively welcoming and appreciating these economic policies and measures adopted by us but it is only the U.S. that does not wish to see our socialist system make progress and our country prosper and is desperately working to hamstring its efforts.
    That is why the U.S. is increasing its military threat to our country, doggedly dodging our proposal for the conclusion of a non-aggression treaty.
    The just steps taken by us to cope with the U.S. military threat are only to serve the purpose of self-defence pursuant to the army-based policy.
    Those who describe this as a sort of flexible "brinkmanship tactics" only betray their utter ignorance of the reality.
    Reality and delusion can not go together.

Kim Jong Il's famous work published in Cuba

     Pyongyang, February 19 (KCNA) - General Secretary Kim Jong Il's famous work "On Having a Correct Viewpoint and Understanding of the Juche Philosophy" was brought out in booklet by the Cuban Book Association Publishing House on Feb. 10. The work was published on Oct. 25, Juche 79 (1990).
    It gives a clear-cut exposition of the important issues clarified by the Juche philosophy including the originality of the Juche philosophy, the intrinsic characters of man and the correlation between nature-remaking, social transformation and remolding of man.

Rallies of participants in anti-war and peace march held in S. Korea

     Pyongyang, February 19 (KCNA) -- Members of civic and social organizations and people in Seoul, Pusan and other cities in South Korea reportedly held "February 15 rallies of participants in the international joint anti-war and peace march to oppose the attack on Iraq and the threat of a war on the Korean Peninsula" on Feb. 15. A rally took place in Maroni park, Seoul, with at least 3,000 representatives of civic and social organizations and people attending.
    At the rally, figures from all walks of life called for turning out in the struggle for the future of the country asking who is carrying out a war to kill the aged and the weak and women. They opposed a war against Iraq, branding bush as a real terrorist.
    A resolution was read out at the rally.
    Its participants marched as far as Kwanghwamun with candle-lights in their hands, chanting "no war," etc. Then they held a candle-light function marking the 15th of January of the lunar year to pray for national independence and peace free from war.
    At the function, speakers said:
    We have lived, exposed to the constant threat of war owing to the U.S. let's keep candles burning till the U.S. has accepted our demands. The 70 million Koreans want reunification, reconciliation and peace. They called for carrying on the struggle to prevent the war and give vent to the grudge of the two slain schoolgirls.
    A resolution was read out at a similar rally held in Pusan on the same day. It opposed the U.S. attempt to attack Iraq and the "government's" support for the war in Iraq, demanded the U.S. drop its hostile policy towards the north and establish a peace mechanism on the Korean Peninsula.
    After the rally, the participants marched through the street, holding anti-war and peace posters.

Congratulatory message to Kim Jong Il from Cambodian King

     Pyongyang, February 19 (KCNA) - General Secretary Kim Jong Il received a congratulatory message from Cambodian King Norodom Sihanouk on Feb. 10 on the occasion of his birthday. The message said that on this historic day the Cambodian people, the royal government of Cambodia, and the king himself extended warmest congratulations and highest glory to Kim Jong Il.
    Noting that the Kingdom of Cambodia will always remember the great contribution made by the glorious DPRK under the leadership of President Kim Il Sung and Kim Jong Il to the victory of the Cambodian people in their struggle for national liberation, territorial integrity, national independence and the overall development of the country, the message continued: The Kingdom of Cambodia will always stand on the side of the DPRK and your excellency and fully support your patriotic policy for reunifying Korea independently and peacefully.
    As your excellency advanced great initiatives and proposals, great progress could be made in achieving the national reconciliation on the Korean Peninsula and the reunification of the Korean people.
    The whole world is welcoming the inter-Korean reconciliation.
    We Cambodians are very pleased with the historic victory brought about by your most patriotic policy.
    Expressing belief that the relations of fraternal friendship and many-sided cooperation between the two countries would continue to grow stronger in the future too, the message paid highest tribute to Kim Jong Il.

S. Korea and U.S. to stage joint war exercises

     Pyongyang, February 19 (KCNA) -- The South Korea-U.S. combined forces command announced on Feb. 17 that it would stage two joint military exercises from March 4 to April 2, according to South Korean KBS. They are the "reception, staging, onward movement and integration" exercise, a combined commanding exercise, and "Foal Eagle" exercise, a large-scale field mobile exercise. More than 200,000 troops will participate in them. They will include the U.S. troops present in South Korea and the South Korean forces, 5,000-strong U.S. reinforcements, aircraft carriers and other military hardware.
    The plan to stage month-long large-scale joint war exercises announced by warhawks at a time when the situation on the Korean Peninsula is getting tenser over the nuclear issue there goes to clearly prove that the U.S. reckless plan for a nuclear war has entered the phase of practical implementation.

Rodong Sinmun on U.S. military policy

     Pyongyang, February 19 (KCNA) -- Now that the United States is seeking to attack us by force of arms, we have no choice but to take strong counteraction against it. In case it is considered to be unavoidable, we will do everything we can for our self-defence and settle accounts with the U.S.
    Rodong Sinmun today says this in a signed commentary on the clamours by Bush and the think tank of the U.S. departments of defense and state and the White House and experts of the Korean issue that military method is best in dealing with the Korean issue.
    The commentary goes on:
    Loudmouthed "dialogue" and "diplomatic settlement" on the part of the U.S. are no more than a deceptive trick to relax our spirit and ensure the surprise of a forestalling attack.
    Now the DPRK-U.S. relationship is in a dangerous state of confrontation with no gunfire.
    There is no place for us to step back and we have nothing to make a concession to the U.S.
    If the United States acts in reason, the nuclear issue of the Korean Peninsula may be settled smoothly. But if it continues military pressure as it is now, the present situation will lead to catastrophic explosion.
    Not only the united states but we have option.
    The U.S. warmongers should know that it is easy for them to provoke a war against us but it is impossible to survive the war.

Meeting held at Russian embassy

     Pyongyang, February 19 (KCNA) -- A meeting was held at the Russian embassy here on Feb. 18 to introduce the book "East Express-Russian Tour with Comrade Kim Jong Il" written by Konstantin Borisovich Pulikovski, Russian presidential envoy to the Far Eastern region. At the meeting ambassador Andrei Karlov referred to the moving facts Pulikovski experienced in the whole period when he accompanied Kim Jong Il on his historic visit to Russia in Juche 90 (2001). He underscored the need to boost the friendly relations between Russia and the DPRK more favorably developing as the days go by under the deep care of the two top leaders.
    The participants looked round with deep emotion the book and photos showing the course of Kim Jong Il's visit to Russia.
    Present on invitation were Choe Chil Nam, editor-in-chief of Rodong Sinmun, and other officials of media.
    A reception was given for the participants.

Songs about Jong Il Peak

     Pyongyang, February 19 (KCNA) -- A number of songs about Jong Il Peak are popular in the DPRK. The peak rises high behind the native home in the secret camp in Mt. Paektu, the birthplace of Kim Jong Il.
    Nearly 15 years have passed since the immortal letters were engraved on the peak.
    The songs about the peak created in the DPRK since then truthfully reflect the people's unbounded reverence for Kim Jong Il who has performed undying feats on behalf of the country and the people, the times and history and his noble personality as a great man.
    "Thunder on Jong Il Peak", "Jong Il Peak is the Most Sublime", "Jong Il Peak in Morning," "Thick Forest around Jong Il Peak," 'Glow on Jong Il Peak" and other songs depict Kim Jong Il as the illustrious commander born of heaven endowed with the spirit of Mt. Paektu.
    "Pledge made looking up to Jong Il Peak," "I will learn from you, Jong Il Peak," "Blizzard on Jong Il Peak," "Live with Jong Il Peak in mind" and other songs represent the Korean people's firm determination to make a long journey of revolution as comrades true to the army-based revolutionary leadership of the brilliant commander of Mt. Libyan Ambassador hosts reception

     Pyongyang, February 19 (KCNA) -- Ahmed Amer al Muakkaf, Secretary of the People's Bureau of the Great Socialist People's Libyan Arab Jamahiriya to the DPRK, Tuesday hosted a reception at the embassy on the occasion of the birthday of Kim Jong Il. Addressing the reception, he said that Kim Jong Il was born and grew up on Mt. Paektu, a holy mountain of revolution, amidst gun report, cultivating his iron-will and natural character and cherishing his noble intention to accomplish the revolutionary cause of Juche.
    He expressed the conviction that the Korean people would achieve national reunification and build a powerful nation without fail true to Kim Jong Il's army-centered policy.
    Kim Yong Dae, vice-president of the Presidium of the DPRK Supreme People's Assembly, in his speech said that the Korean people are convinced and optimistic of their sure victory in building a powerful reunified country of Juche in this land under Kim Jong Il's army-centered revolutionary leadership.
    The friendly and cooperative relations between the two countries forged by President Kim Il Sung and leader of the Great September First Revolution Colonel Moammer el Gaddafi are growing stronger under the deep concern of Kim Jong Il, he said, and went on:

Rodong Sinmun on army-based idea of Kim Jong Il

     Pyongyang, February 19 (KCNA) -- The army and people of the DPRK will emerge ever-victorious in the confrontation with the U.S.-led imperialists and certainly build a powerful nation of Juche under the wise leadership of Kim Jong Il, who models the whole society after the army-based idea, says Rodong Sinmun today in a signed article. It goes on:
    In his work on Feb. 19, Juche 85 (1974) Kim Jong Il formulated the revolutionary idea of President Kim Il Sung as an integrated system of the idea, theory and method of Juche and proclaimed it as the supreme programme of the Workers' Party of Korea to imbue the whole society with the Juche idea.
    The publication of this work brought about an epochal turn in the struggle of the WPK and the Korean people to accomplish the revolutionary cause of Juche. It also put the Korean revolution on a higher stage of modeling the whole society on the revolutionary idea of the president.
    Kim Jong Il has wisely led the work to model the whole society after the army-based idea. Taking it as the key point of the ideological education to arm all the servicemen and people with the Juche-oriented idea and line of giving top priority to the army, he built the Korean People's Army into an army strong in ideology and faith and led all the people to follow the revolutionary spirit of soldiers.
    In particular, he saw to it that the single-hearted unity of the party, the army and the people could be developed on a new higher stage in keeping with the requirement of the era of the army-based policy.
    It is an unwavering faith of Kim Jong Il that it is possible to defeat any huge and formidable enemy and overcome any difficulties as long as there are the revolutionary strong army of Mt. Paektu and the single-hearted unity of the party, the army and the people.

    pese a la unanime opinion publica mundial segun la cual a fin de solucionar por via pacifica el problema nuclear es preciso entablar las conversaciones directas entre la rpdc y ee.uu. este esgrime una insistencia extrana de que no puede acceder a las conversaciones con la rpdc porque estas constituyen una indemnizacion a esta.
    es un argumento ilogico.

    bush y otros funcionarios de alto rango de los departamentos de defensa, de estado y de casa blanca de ee.uu. y los especialistas en el problema coreano hablan de que es mejor el metodo militar para solucionar el problema coreano.
    hoy en dia, el "dialogo" y la "solucion diplomatica" de que habla ee.uu. no pasan de ser una artimana enganosa para desarmarnos espiritualmente y asegurar la sorpresa de ataque anticipado.
    ahora, las relaciones entre la rpdc y ee.uu. estan en el mas peligroso estado de enfrentamiento.
    no tenemos ningun lugar de retirarnos ni ninguna cosa de ceder a ee.uu..
    si ee.uu. actua con ideal, el problema nuclear de la peninsula coreana se podra resolver satisfactoriamente. pero, si sigue tomando el camino para blandir el latigo militar como hoy, el estado actual pasara a la guerra.
