     Pyongyang, August 3 (KCNA) -- The election of deputies to the 11th Supreme People's Assembly started today in the DPRK. All voters are participating as one in the election with revolutionary zeal and consciousness of citizens.

Large Mosaic Erected in Sinuiju

     Sinuiju, August 2 (KCNA) -- A large mosaic "The Great Leader Comrade Kim Il Sung Will Always Be with Us" was erected in Sinuiju. The mosaic, 10 m in width and 11 m in height, depicts smiling President Kim Il Sung, founder of socialist Korea and father of the nation.
    An unveiling ceremony took place on the spot on August 2.

Papers Call for Consolidating Revolutionary Power

     Pyongyang, August 3 (KCNA) -- Papers here today dedicate editorials to the day of the elections of deputies to the people's assemblies at all levels. Editorials call upon all the people to turn out in the elections to consolidate the revolutionary power as firm as a rock and powerfully demonstrate once again the dignity and might of the DPRK led by Kim Jong Il. The DPRK is a glorious socialist state of Juche which was built by President Kim Il Sung, the father of socialist Korea, and has been defended by the Korean people under the guidance of the Workers Party of Korea and the leader at the cost of blood and glorified through their heroic struggle, says Rodong Sinmun. Base Terrorism against Chongryon Slammed

     Pyongyang, August 3 (KCNA) -- Minju Joson Sunday in a signed commentary condemns the Japanese reactionaries for perpetrating hostile acts against the Niigata Prefectural Headquarters of the General Association of Korean Residents in Japan (Chongryon). We cannot overlook the crimes committed at the tacit connivance of the Japanese authorities, says the commentary.
    It goes on:
    The gun-firing at the Chongryon organization is unpardonable grave terrorism threatening the lives and properties of Koreans in Japan and a despicable act intended to create uneasiness and fear among the Japanese and thus fan up prejudice and antipathy towards Koreans in Japan.
    The Japanese authorities should fully guarantee the legal activities of Chongryon and status of Koreans in Japan in the basic spirit of the DPRK-Japan Pyongyang Declaration and take all measures to prevent the recurrence of similar incident.

Kim Jong Il Participates in Election

     Pyongyang, August 3 (KCNA) - General Secretary Kim Jong Il went to Kim Il Sung Military University honored with the title of Kum Song Lifeguard today to participate in the election of a deputy to the Supreme People's Assembly with servicepersons of the Korean People's Army. He was accompanied by Kim Yong Chun, chief of the KPA general staff, and KPA generals Hyon Chol Hae and Kim Ki Son.
    He was greeted on the spot by Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly who is chairman of the Central Election Committee, KPA general Pak Jae Gyong, chairman of the KPA election committee, and commanding officers of the university.
    Acknowledging the enthusiastic cheers of the teaching staff and students, he proceeded to the festively decorated polling station. After receiving a ballot from the chairman of the committee of sub-constituency no. 139 of constituency no. 658 for the election of a deputy to the Supreme People's Assembly he voted for candidate for deputy to the SPA KPA officer Ju Sun Chol.
    Kim Jong Il met the candidate and conversed with him.
    Then he looked round the room devoted to the history of the university and its library for military education.
    After seeing materials showing the glorious path covered by the university, he said that the university has developed to be a centre training the core of the revolutionary armed forces and the highest seat of learning military sceience under the wise leadership and meticulous care of President Kim Il Sung.
    He praised its teachers for devoting wisdom and energy to the training of commanding officers, greatly satisfied to learn that the university built a splendid library to train all students as competent commanding officers and is effectively operating it for the education.
    Noting that the position and role of the university are very important in the development and strengthening of the revolutionary armed forces, he put forward important tasks which would serve as guidelines in the education and training at the university and its operation.

GNP Branded as Country-Selling Party

     Pyongyang, August 2 (KCNA) -- Some days ago, the Grand National Party of south Korea referred a "new bill on special inspection" related to the "remittance to the north" again to the "National Assembly", only to be voted down. By all indications the GNP does not look like a political party as its twisted way of thinking is past remedy.
    It is a tragedy that the GNP is unaware of this.
    Rodong Sinmun today says this in a signed commentary.
    It goes on:
    It was very wrong that the GNP raised "special inspection" of the issue of a small amount of money spent for the normal economic dealings between the Korea Asia-Pacific Peace Committee and Hyundai. Those displeased with the efforts to promote the co-prosperity and common interests through national cooperation in the era of national independence and reunification are no more than a group of traitors.
    The GNP group is political greenhorns as they do not think even a bit about the consequences to be entailed by their mud-slinging at others.
    The country-selling party is bound to go to ruin.

KCNA Denounces Japanese Reactionaries' Political Terrorism

     Pyongyang, August 2 (KCNA) -- A bullet was fired at the building of the Niigata Prefectural Headquarters of Chongryon (General Association of Korean Residents in Japan) on July 29. A criminal fired at the headquarters to threaten the life of its employee and telephoned that he installed explosive at the building of the Niigata branch of the Hana Credit Association, a national financial organ of Koreans in Japan, causing more than a hundred of persons to take refugee.
    We bitterly denounce the incident as it was a political plot hatched as part of the ceaseless hostile policy pursued by the Japanese right-wing reactionary forces toward the DPRK and another base terrorist act committed against the Chongryon organization and patriotic compatriots.
    Any terrorism against a Chongryon organization precisely means state terrorism against the DPRK as Chongryon is a legitimate organization of its overseas citizens.
    In this regard we cannot but take a serious note of the fact that Japan has resorted to the evermore undisguised moves against the DPRK and encouraged Japanese right-wing forces to incite enmity toward Koreans at home, far from honestly implementing the DPRK-Japan Pyongyang Declaration since its publication on September 17 last year.
    As already known, the DPRK-Japan Pyongyang meeting provided a precious opportunity to put an end to the vicious cycle of mistrust and misunderstanding between the DPRK and Japan and build bilateral confidence.
    But hostile acts against the DPRK and Chongryon by the Japanese reactionary forces displeased with the positive process of improving the relations between the DPRK and Japan are going beyond the tolerance limit.
    According to information available, arson, stone-hurling and damage done to Chongryon local headquarters and their related facilities numbered about 20 cases from October last year to June this year. Innumerable are cases of disruptive activities against Chongryon organs at all levels and assault and threat to Koreans in Japan.
    The recent incident is intolerable as it was another planned criminal act that took place at a time when slanders against the DPRK, Chongryon and violence against Koreans in Japan have become unabated.
    What merits attention is that the incident took place in Niigata, which DPRK freight-passenger ship "Mangyongbong-92" entered in the past.
    The Japanese reactionaries have recently barred the ship from calling at the port on groundless charges of "unreasonable remittance" and "spy operation". In order to hold in check the service of the DPRK ship, Japan created an atmosphere of a national chauvinism in Niigata after placing it under a "martial law."
    It is clear that such moves are a product of plots of the Japanese right-wing reactionary forces to create prejudice and antipathy towards Chongryon and Koreans in Japan and fan up hostility towards the DPRK in the Japanese society.
    The Korean people are now enraged by Japan which is acting a shock brigade in executing the U.S. policy to stifle the DPRK, far from liquidating its past crimes, and resorting to more undisguised terrorism and suppression of Chongryon and Koreans in Japan. They are fully determined to take revenge on the Japanese reactionaries a thousand times

KCNA Slams U.S. Mandarin's Anti-DPRK Remarks

     Pyongyang, August 2 (KCNA) -- The United States is now becoming all the more undisguised in its moves to refer the nuclear issue on the Korean peninsula to the UNSC. Upon arriving at Inchon airport of south Korea on July 29, Bolton, U.S. under secretary of state, said that it is proper to discuss the nuclear issue of north Korea at the UNSC and the discussion at the un would not be obstructive to the multilateral talks.
    His remarks more clearly indicate that the U.S. is trying to abuse the un invested with an important mission to defend peace and security of the world for increasing international pressure upon the DPRK in a bid to isolate and suffocate it.
    As we have already declared several times, the nuclear issue between the DPRK and the U.S. is a product of the nuclear threat posed by the U.S. to the DPRK, a non-nuclear weapons state, after introducing nuclear weapons into south Korea in gross violation of the Korean Armistice Agreement, the DPRK-U.S. Agreed Framework and the NPT.
    The U.S. intention to bring up the nuclear issue on the peninsula for the discussion at the un at any cost is a grave criminal act to hamstring all the efforts of the DPRK for dialogue and escalate the tensions on the peninsula.
    Any move to discuss the nuclear issue at the UNSC is little short of a prelude to a war.
    The U.S. has long abused the name of the un responsible for world peace and security for carrying out its hostile policy to stifle the DPRK.
    It is a trite method of the U.S. to woo the un and other international organizations to serve the purpose of its policy of aggression.
    This year alone, the U.S. forced the UNSC to convene a meeting to discuss the issue of the DPRK's withdrawal from the NPT and called for punishing it for violating the NPT at the second meeting of the preparatory committee to examine the implementation of the NPT held in Geneva.
    It also instigated several countries to adopt a "statement of the president" critical of the DPRK at the ASEAN regional forum and is now busy with base diplomatic lobbying to have a "statement of the president accusing north Korea of its development of nuclear weapons" adopted at the UNSC.
    The Bush administration listed the DPRK, a dignified member state of the UN, as part of an "axis of evil" and a "rogue state" and a target of its preemptive nuclear attack, pushing the DPRK-U.S. relations to the lowest ebb. It is now keen to lay an international siege to the DPRK with the help of even international organizations. this policy is intolerable in view of the purpose and principle of the un charter.
    With nothing can the U.S. justify its wrong attempt to refer the nuclear issue on the Korean peninsula to the UN in a bid to invent a pretext for a military attack on the DPRK.
    If the nuclear issue on the peninsula is partially handled at the un under the pressure of the U.S., the DPRK will take a strong self-defensive measure to cope with it.

U.S. Nuclear Blackmail against DPRK under Fire

     Pyongyang, August 2 (KCNA) -- Rodong Sinmun today in a signed article discloses the criminal aim sought by the U.S. imperialists in its moves to blackmail the DPRK with nukes while staging war exercises after bolstering up the troops equipped with nuclear weapons present in and around the Korean peninsula. Accusing the U.S. imperialists of staging large nuclear test war exercises one after another after deploying huge troops in and around south Korea to throw Koreans into uneasiness and horror, the article notes:
    Violence, awe operation and psychological warfare are major methods employed by the U.S. imperialists to invade other countries nowadays. They project the policy of violence or awe operation and psychological warfare depending on situation and their targets or use them in an alternative way when necessary. They channel particular efforts into creating nuclear war phobia.
    It is the calculation of the U.S. imperialist warhawks that this phobia would help attain with ease their aim of aggression either by violence or psychological warfare. Channel particular efforts into creating nuclear war phobia.
    The "Caribbean Crisis" and the plan of "Shining Pebbles," a version of the "Star Wars" plan, convinced the U.S. that it can stifle and topple progressive countries and socialist countries with ease without gun-fire.
    It is against this backdrop that it is paying great attention to the policy of nuclear blackmail. The U.S. imperialists' vicious nuclear blackmail against the DPRK is aimed to execute that policy.
    This is futile as it is anachronistic.
    The army and the people of the DPRK will never be daunted by the U.S. blackmail nor yield to it. The U.S. imperialists are well advised to renounce its hopeless moves to blackmail the DPRK with nukes.

War Exercise against DPRK Flailed

     Pyongyang, August 2 (KCNA) -- The war exercise for which the U.S. imperialists intend to dispatch some of the task force to south Korea is a product of their ambition to invade the DPRK by force of arms, says Minju Joson today in a singed commentary. It goes on:
    The unit "striker" is an ultra-modern elite unit equipped with high-performance light armored vehicles loaded with remote controlled weapons, electronic commanding system and other ultra-modern precision weapons so as to perform its duty in any region of the world in case of emergency.
    This is the first time for the unit to join in war maneuvers abroad. South Korea was chosen as the first place of its war exercise in a bid to adapt the unit to the topography and circumstances of the Korean peninsula.
    The exercise betrays the ulterior purpose of the U.S. imperialists to ignite a new war on the Korean peninsula and commit the task force to the peninsula.
    They are giving a lip-service to "peaceful solution to the nuclear issue," but it is no more than a smoke screen to cover up their moves to stifle the DPRK.
    They are making desperate efforts to materialize their wild ambition to stifle the DPRK by force of arms behind the smoke screen. A clear proof of this is that they are planning to launch a large-scale joint military drill "Ulji Focus Lens" in the wake of the special unit's exercise.
    It is a miscalculation that they try to threaten the people and army of the DPRK with precision weapons. They should drop their foolish ambition for invasion of the DPRK and stop the war exercises aggravating the tension of the Korean peninsula.

August 15 Reunification Functions to Be Held in Pyongyang

     Pyongyang, August 2 (KCNA) -- August 15 reunification functions are slated to take place in Pyongyang from August 14 to 17 with representatives of Koreans in the north, the south and abroad attending. Their theme will be "on preserving to and implementing the June 15 Joint Declaration by the concerted efforts of the nation to prevent a war and defend peace." This was pointed out in an agreement on holding reunification functions common to the nation on the occasion of the August 15 Liberation Day, which was adopted at the working-level contact made between the delegations of the DPRK National Reconciliation Council and the South Korean Headquarters for the Promotion of Functions Common to the Nation in 2003 in Pyongyang from July 29 to August 2.

Kim Jong Il Inspects KPA Companies

     Pyongyang, August 2 (KCNA) - General Secretary Kim Jong Il inspected companies under KPA units 757 and 287. The first leg of his inspection was the company under KPA unit 757 on the frontline. He learned about the performance of its guard duty before watching its combat training.
    He was greatly satisfied to see all the officers and men trained as stalwart fighters and set forth important tasks that would serve as guidelines in increasing the company's combat power.
    Then he went round an education room, a bedroom, a mess hall, a washroom, a non-staple foodstuff store and other places of the company to take warm care of the living of the servicepersons.
    He had a photograph taken with the servicepersons of the company.
    Then he looked round the Undok Health Complex built by the KPA unit.
    Going round its exterior and interior, he learned about its service. He was pleased to see the service establishment for the servicepersons.
    The next leg of his inspection was the company under KPA unit 287.
    He saw servicepersons receiving a technical lecture at the technical lecture room and looked round entertainment and logistic facilities.
    He highly appreciated their success, pleased to learn that the servicepersons of the company have spruced up their revolutionary post and are replete with revolutionary and militant optimism as required by the party's slogan "Let us train, study and live like the anti-Japanese guerrillas".

Message of Sympathy to Russian President

     Pyongyang, August 2 (KCNA) --Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, today sent a message of sympathy to Vladimir Vladimirovich Putin, President of the Russian Federation, as regards Chechnya terrorists' suicide bombing which caused heavy casualties in Russia. The message expressed deep sympathy with the president and, through him, with the victims and their bereaved families.
    We vehemently denounce the suicide bombing terrorism committed again which is a base action to destroy the political settlement of the Chechnya issue and create instability and fear in Russia, the message said.
    Our government maintains the consistent stand against all forms of terrorism, the message pointed out, expressing the belief that Russia would put the tragic incident under control and achieve stability at an early date.

Spokesman for DPRK Foreign Ministry Slams U.S. Mandarin's Invective

     Pyongyang, August 2 (KCNA) -- A spokesman for the Foreign Ministry of the Democratic People's Republic of Korea today gave the following answer to a question put by KCNA as regards a string of vituperation let loose by Bolton, U.S. under-secretary of state, against the DPRK. According to a press report, during his recent visit to south Korea and Japan Bolton hurled malignant abuses at the top leader of the DPRK.
    Bolton asserted that "while he lives like royalty in Pyongyang, he keeps hundreds of thousands of his people locked in prison camps with millions more mired in abject poverty" and "for many in north Korea, life is a hellish nightmare."
    Bolton's remarks make one doubt whether he is a man with an elementary faculty of thinking and stature as a man or not, to say nothing of whether he is a politician belonging to a hawkish faction or to a dovish one.
    We know that there are several hawks within the present U.S. administration but have not yet found out such rude human scum as Bolton.
    What he uttered is no more than rubbish which can be let loose only by a beastly man bereft of reason.
    Bolton was so completely seized with the inveterate habit of rejecting others out of reason that he made a malignant personal attack even on the top leader of other country. If he is allowed any longer to speak for the u.s. policy on the nuclear issue, this would adversely affect not only the fate of the policy but that of the administration itself.
    Bolton's reckless remarks cast a doubt as to whether the U.S. truly wants to negotiate with the DPRK or not.
    There is no change in our stand on holding the six-party talks including the bilateral talks between the DPRK and the U.S. for the peaceful settlement of the nuclear issue on the Korean peninsula.
    A caravan is bound to go ahead though dogs bark.
    Such human scum and bloodsucker is not entitled to take part in the talks in view of either the importance of the talks aimed to decide on peace and stability in Northeast Asia or human dignity.
    On the basis of a serious analysis of Bolton's outcries in the light of his political vulgarity and psychopathological condition as they are quite different from the recent remarks of the U.S. president, we have decided not to consider him as an official of the u.s. administration any longer nor to deal with him.

    al tratar de llevar el problema nuclear de la peninsula coreana a la onu, ee.uu. comete un grave acto criminal que contraviene a todos los esfuerzos de la rpdc por el dialogo y que agrava la tension de la peninsula coreana.
    tal intento constituye el preludio de la guerra.
    historicamente, ee.uu. ha venido aprovechando el nombre de la onu para practicar su politica de aplastamiento a corea.
    el metodo habitual de ee.uu. es usar la onu y otras organizaciones internacionales en la realizacion de su politica agresiva.
    este ano ee.uu. forzo al consejo de seguridad de la onu a convocar la reunion para discutir el problema del retiro de la rpdc del tnpn y, en la segunda sesion del comite preparatorio para la revision de la ejecucion del tnpn sostenida en ginebra acuso a la rpdc de "violador de este tratado" y demando aplicarle el "castigo por la violacion de este tratado".
    tambien, azuzo a varios paises a aprobar la "declaracion del presidente" contra la rpdc en el foro regional de asean y despliega ahora viles actividades diplomaticas para aprobar una "declaracion del presidente para censurar el desarrollo de las armas nucleares de corea del norte" en el consejo de seguridad de la onu.
    contraviene al objetivo y el principio de la carta de la onu la politica de la administracion bush que llevo al peor estado las relaciones con la rpdc al definir a esta, digno miembro de la onu, como "eje del mal" y "estado bribon" y como blanco del primer ataque nuclear y que pretende formar la red de cerco internacional contra ella movilizando hasta las organizaciones internacionales.
    la erronea intencion de ee.uu. de llevar el problema nuclear de la peninsula coreana a la onu para procurar un pretexto del ataque militar no puede justificarse por nada.
    en el caso de que por la presion de ee.uu. se aborde injustamente este problema en la onu, tomaremos poderosas medidas autodefensivas pertinentes.
