KCNA Denounces Projected Joint Military Manoeuvre
Pyongyang, August 13 (KCNA) -- It is reported that the U.S. would stage the "Ulji Focus Lens" joint military manoeuvre together with the south Korean army from Aug. 18.
The exercise to be staged under the pretexts of "annual exercise for defence" and "computer mock drill" can not but arouse the DPRK's caution as it is targeted against the DPRK in every aspect.
The large-scale war exercise is to be launched to get on the nerves of the dialogue partner when the 6-way talks for the settlement of the nuclear issue on the Korean peninsula is on the order of the day. This is a criminal move to chill the atmosphere of dialogue.
With nothing can the U.S. cover up the provocative and aggressive nature of "Ulji Focus Lens".
Through these joint war exercises staged in recent years the U.S. sought to "increase the capability of common action" of the U.S. and south Korean armies and "round off the joint operation procedure and commanding system" and helped them get mastery of all combat methods applicable in case of an emergency on the Korean peninsula.
The joint military drill is an escalation of the U.S. dangerous military moves to solve the nuclear issue on the Korean peninsula by military means.
The U.S. worked out a plan for bolstering the U.S. troops in south Korea and the "operation plan 5030," a war scenario against the DPRK. Recently it staged a military exercise in south Korea after bringing there some of the elite combat unit of the U.S. Army equipped with ultra-modern precision weapons, the vanguard for a rapid mobile warfare. The "Ulji Focus Lens" drill to be launched in the wake of these military moves is aimed to militarily threaten and put pressure on the DPRK and, at the same time, "examine the U.S. forces' combat capability" in anticipation of the second Korean war.
Dialogue and war can not go together.
The DPRK is fully ready for both dialogue and war with the U.S.
If the U.S. truly wants dialogue with the DPRK it should drop its hostile policy towards the DPRK and make a switchover in its policy and immediately cancel the plan for the war exercise rattling the nerves of the dialogue partner.
GNP Accused of Driving Jong Mong Hon to Death
Pyongyang, August 13 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification on August 7 released a statement titled "The Grand National Party (GNP) should pay a high prise for driving Chairman Jong Mong Hon to death", according to news report.
Noting that the death of Jong Mong Hon was caused by the offensive of "special inspection of the remittance to the north" engineered by the GNP and its plot to scuttle the inter-Korean economic cooperation, the statement said that the traitorous party has totally denied the June 15 joint declaration.
It accused the GNP of escalating its anti-national and anti-reunification moves against peace to bring the inter-Korean relations back to those of confrontation at all costs in step with Bush's moves to provoke a nuclear war against the north.
The statement stressed that all the youth and students and people in south Korea would brand the anti-national, anti-reunification GNP as an unpopular corrupt party and energetically turn out in the struggle for its disorganization.

Also present there were Yang Hyong Sop, vice-president of the Presidium of the DPRK Supreme People's Assembly, Jo Kyu Il, director of the Secretariat of the C.C., the Democratic Front for the Reunification of the Fatherland, and officials concerned.
Speeches were made at the reception.
Anniversary of Kim Jong Il's Visit to Far Eastern Region of Russia Marked
Pyongyang, August 13 (KCNA) -- A friendly gathering took place at the Taedonggang Club for the Diplomatic Corps on Aug. 12 on the occasion of the 1st anniversary of leader Kim Jong Il's historic visit to the Far Eastern Region of the Russian Federation.
Present there on invitation were Charge d'Affaires ad interim Oleg Dabydov and staff members of the Russian embassy in Pyongyang, Russian students studying in the DPRK and Russian guests.
Also present there were Hong Son Ok, vice-chairperson of the Korean Committee for Cultural Relations with Foreign Countries who is chairperson of the DPRK-Russia Friendship Association, officials concerned, artistes of the Central Youth Art Squad and teachers and students of DPRK-Russia Friendship Moranbong Middle School No. 1.
Hong Son Ok in her speech said Kim Jong Il's historic visit to the Far Eastern region of the Russian Federation was an epoch-making event which brought about a new turn in boosting the traditional DPRK-Russia friendship, adding that it would be brilliantly recorded in the annals of the DPRK-Russia friendship.
Oleg Dabydov in his speech said Russia would make all efforts to boost the friendly and cooperative relations between Russia and the DPRK and sincerely wished the Korean people greater success in the building of a great prosperous powerful nation and an early realization of the independent and peaceful reunification of Korea.
The participants conversed with each other about Kim Jong Il's historic visit to the Far Eastern region, sang songs of the two countries, danced and played amusement games, deepening the friendship.
Projected U.S.-S. Korea Joint Military Exercise Assailed
Pyongyang, August 13 (KCNA) -- The U.S.-led "Ulji Focus Lens" joint military drill soon to be held across south Korea is a test war and a preliminary war to militarily threaten the DPRK and mount a preemptive attack on it, says Rodong Sinmun Wednesday in a signed commentary.
The war drill comes at a time when tensions are further increasing on the Korean peninsula than ever before, commentary notes, and goes on:
The exercise indicates that the "operation plan 5030," a dangerous Korean war scenario, has entered the phase of its implementation.
What should not be overlooked is that the U.S. is going to stage the "Ulji Focus Lens" before the six-way talks.
A favorable atmosphere is needed for a dialogue.
Dialogue and war can not go together. The projected U.S. war exercise targeted against the DPRK is a grave challenge to the dialogue and peace. What is essential for solving the nuclear issue between the DPRK and the U.S. is the U.S. decision to make a switchover in its hostile policy towards the DPRK.
It is the U.S. intention to hamstring the settlement of the nuclear issue and keep the situation on the Korean peninsula strained all the time and conquer the DPRK by force in the end.
The U.S. had better stop running amuck, pondering over the consequences to be entailed by its reckless sabre-rattling.
Suppression of S. Korean Students Denounced
Pyongyang, August 13 (KCNA) -- A spokesman for the Korean Student Committee issued a statement on August 12 denouncing the south Korean authorities' fascist suppression of the students belonging to the South Korean Federation of University Student Councils (Hanchongryon) who demonstrated in protest against war drills of a Striker brigade of the U.S. forces in south Korea.
The students' anti-U.S. struggle was a just patriotic action as it was staged in protest against the reckless moves of the U.S. imperialist aggression forces to plunge the whole Korean nation into a nuclear disaster, the statement noted, and went on:
The U.S. troops bent on making preparations for a new war after illegally occupying south Korea are forcing the south Korean authorities to punish those students, who staged a protest in defence of the country and the nation. This brigandish demand can be made only by aggressors and burglars.
What is more intolerable is the desperate acts of good-for-nothings of the Grand National Party of south Korea.
When schoolgirls were killed by GIs' armored car, it did not utter even a word urging the U.S. troops to "apologize." Yet, it is crying out for punishing the patriotic students.
The "GNP" as well as the U.S. imperialist aggression troops should not be allowed to remain in south Korea any longer as they are cursed and hated by the Korean nation.
The south Korean authorities should unconditionally stop at once such unwarranted suppression of the south Korean students and the fascist crackdown on Hanchongryon's patriotic activities for reunification.
GIs' Massacre during Korean War Brought to Light
Pyongyang, August 13 (KCNA) -- A hearing took place in the building of the Secretariat of the United Nations in Geneva on Aug. 5 to disclose the crimes committed by the United States during the Korean war. It was co-sponsored by the Nationwide Special Committee for Probing the Truth behind the GIs' Massacres and the International Association of Democratic Lawyers.
On display there were photos and materials on the GIs' war crimes.
Present there were a delegation of the Nationwide Special Committee for Probing the Truth behind the GIs' Massacres and delegates from more than 10 non-governmental and international organizations including the International Association of Democratic Lawyers, the resident representative of the DPRK at the UN Secretariat and an international organization and figures related to the issue of human rights.
At the hearing victims of GIs' atrocities from south Korea testified to GIs' crimes and damage done by them. Then followed a speech made by Jo Hyon Gi, member of the Executive Committee of the National Bereaved Families Society of Civilian Victims before and after and during the Korean War, on behalf of the families.
They laid bare the U.S. crimes including the massacre of innocent civilians, the bacteriological and bio-chemical warfare perpetrated in the northern half of Korea and experiments conducted on POWs of the People's Army, etc.
If the criminal war is to be prevented and durable peace guaranteed on the Korean peninsula and the rest of the world the U.S., which has committed barbarities, fancying itself an "apostol of peace," should admit its crimes and make an official apology and compensation to the victims, first of all.
Its participants watched a video tape on which U.S. crimes before and during the Korean war are recorded.

DPRK's Stand on Six-party Talks Clarified
Pyongyang, August 13 (KCNA) -- A spokesman for the Foreign Ministry of the DPRK Wednesday issued the following statement clarifying the DPRK's stand on the six-party talks:
Some disturbing views and assertions intended to becloud the prospect of solving the nuclear issue are heard from inside and outside the U.S. administration with the six-party talks at hand.
The U.S. is making an unreasonable unilateral assertion that the DPRK must dismantle its nuclear deterrent force before dialogue if it wants to get more aid from the international community, talking about the "written security assurances", the idea set out by Congress, or "collective security assurances" to be given by the U.S. together with countries around Korea, instead of responding to the proposal to conclude a non-aggression treaty with the DPRK.
There is also a rumor that Washington intends to form an inspection team involving five countries expected to attend the six-party talks and carry out an "earlier inspection" of the DPRK so as to verify Pyongyang's will to scrap its nuclear program before dialogue.
If this is the true U.S. approach towards the talks, one may come to the conclusion that at the coming talks the U.S. will seek a sinister aim of forcing the DPRK to scrap its "nuclear program" in a bid to completely disarm it in return for giving it "security assurances" with a paper without any binding force. This approach suggests that it would be hard to expect any substantial results from the talks.
Clear is the stand of the DPRK on the talks.
Firstly, it wants to confirm the U.S. willingness to make a switchover in its Korea policy.
A master key to the solution to the nuclear issue between the DPRK and the U.S. is for the latter to make a fundamental switchover in its hostile policy toward the former.
The nuclear issue surfaced and deteriorated as the present U.S. administration listed the DPRK as part of "an axis of evil" and the target of preemptive nuclear attack and ditched the DPRK-U.S. Agreed Framework.
Therefore, the U.S. switchover in its hostile policy towards the DPRK comes as a precondition for the solution to the nuclear issue.
It will be considered that the U.S. has practically given up its hostile policy toward the DPRK when a non-aggression treaty with legal binding is concluded and diplomatic relations are established between the DPRK and the U.S. and it is made clear that the U.S. does not obstruct economic cooperation between the DPRK and other countries.
At the Beijing talks in April the U.S. tried to play a trick, not seeking to make a policy switchover. At the upcoming six-way talks the U.S. will have to give an answer as regards the dramatic proposal made by the DPRK at the Beijing talks for the settlement of the nuclear issue between the two countries.
By the answer the DPRK will judge whether the U.S. is willing to make a policy switchover or it will continue to play a trick.
If it is confirmed that the six-way talks are nothing but another pitfall for disarming the DPRK in spite of its utmost magnanimity, the DPRK will be left with no other option.
It is clear that as long as the U.S. insists on its hostile policy toward the DPRK, the latter will not abandon its nuclear deterrent force.
Secondly, the DPRK does not demand of the U.S. a "guarantee for security or for system" as a present, but wants to conclude a non-aggression treaty that would strictly and legally guarantee that neither of the two sides attacks the other. The DPRK does not ask anyone to provide a guarantee for the security of its system. Its system is the socialist system of Korean style chosen by its people. It is not a matter that needs a guarantee by a third party. It is an insult to the DPRK to talk about "security" of its system guaranteed by a third party. Its system is guaranteed and safeguarded by its people themselves.
The proposal made by the DPRK for the conclusion of a non-aggression treaty between the DPRK and the U.S. is aimed at preventing a war on the Korean peninsula and guaranteeing the security and prosperity of all the Korean people. It is not a call for a collective "guarantee for the system and for security" by the participants in the multilateral talks at all.
Only the U.S. is threatening the DPRK. The very source of the danger of war on the Korean peninsula is the hostile relations between the DPRK and the U.S. and, to put it more concretely, the U.S. hostile policy toward the DPRK.
The surrounding countries, except the United States, unanimously oppose a war and, in this sense, have established good neighborly and friendly relations or are committed to non-aggression with the DPRK. Therefore, the conception of "guarantee of collective security" is meaningless and there will be no need of it for us in the future either.
The doctrine of "expression of the will to give up the nuclear program in exchange for security guarantee" is meant, in the final analysis, not to solve the nuclear issue by simultaneous action and it is nothing but a dishonest jugglery to legalize international pressure for disarming the DPRK by branding it as "an offender of law."
The DPRK and the U.S. stands in extreme hostile relations. So, the U.S. steps of policy switchover and the steps for the solution of the nuclear issue must be taken strictly on the principle of simultaneous action by both sides.
It is our immovable judgment that shunning a solution of the problem by simultaneous action and persisting in the DPRK acting first are, in essence, intended to disarm it and swallow it up.
A solution of the problem can be sincerely discussed only by the method of "give-and-take" talks.
Thirdly, an "earlier inspection" is impossible and unthinkable before the U.S. abandons its hostile policy against the DPRK.
The call for an "earlier inspection" of the nuclear facilities of the DPRK is an outrageous interference in the DPRK's internal affairs and infringement upon its sovereignty.
By abusing the safeguards agreement with the International Atomic Energy Agency, the U.S. has so far used verification by inspection as a lever for stifling our system and is still trying to completely disarm the DPRK under the pretext of verification.
That is why we deal with inspection with utmost alertness.
The matter of verification through inspection can be discussed only after it is confirmed that the U.S. has abandoned its hostile policy and renounced nuclear threats against the DPRK.
It is a mistake if the U.S. attempts to force an "earlier inspection" upon the DPRK, putting it on a par with Iraq.
The U.S. should approach the talks, clearly seeing that its policy switchover toward the DPRK is the key to the solution of the problem.
Korean People's Desire for Reunification Getting Stronger
Pyongyang, August 13 (KCNA) -- The August 15 National Rally for Peace and Reunification will be held here from August 14 to 17 with the participation of many Koreans in the north and from the south and abroad.
The desire for reunification of the Korean people, the only nation in the world that is still suffering from the division of the country, finds its clear expression around August 15, the anniversary of the country's liberation, every year.
Koreans in the north, south and abroad held the first pan-national rally for the peace and reunification of the country in August 1990, smashing obstructive moves of the U.S. imperialists and anti-reunification forces. The rally fully demonstrated the will of the Korean nation to reunify the country with concerted efforts. A march for the promotion of national reunification was also made from Mt. Paektu to Mt. Halla.
Since then, ten pan-national rallies have been held and various kinds of pro-reunification events have taken place in the north, south and abroad on the occasion of the anniversary of the country's liberation.
After the June 15 north-south joint declaration, the landmark of national reunification, was made public, the Korean people's aspiration after reunification has reached the climax.
On the basis of the spirit of the declaration workers, peasants, youth, students, intellectuals, religionists and other people in the north and south have held pro-reunification functions in Pyongyang, Seoul, Mt. Kumgang and other places. Through the events, the north and the south have deeply felt that national cooperation is a natural thing and mode of existence for the Korean nation with the same blood, language, culture and history.
On August 14, 2001 the monument to the three charters of national reunification was unveiled at the entrance of Thongil Street in Pyongyang.
Last year's August 15 rally for national reunification took place in Seoul, the first of its kind in the south since the division of the country, participated in by many north and south Korean people of various social strata.
Photo and art shows and other pro-reunification activities for the implementation of the joint declaration have also been organized.
The Korean people are now making strenuous efforts for the reunification of the country, convinced that only with concerted efforts of the nation, can they build a unified country powerful, dignified and prosperous.

S. Korean Army Infiltrates Warships into Territorial Waters of North Side
Pyongyang, August 13 (KCNA) -- Of late the south Korean army illegally infiltrated warships into the territorial waters of the north side in the West Sea to commit military provocations one after another, thus rendering the situation in the waters extremely tense, military sources said.
On August 13 three warships of the south Korean army illegally intruded into the territorial waters of the north side south of Tungsangot, Kangryong County, and sailed in the waters for hours.
Earlier, on August 11 and 12 several warships of the south Korean army illegally intruded into the territorial waters of the north side five times.
Its ceaseless illegal intrusion of the warships into the territorial waters, timed to coincide with such military provocations as bringing tanks to the area very close to the Military Demarcation Line, is chiefly aimed to create a very dangerous atmosphere of confrontation on the land and seas with Ulji Focus Lens joint military manoeuvres for aggression as an occasion and bring the situation to the brink of war.
The south Korean military should be mindful that the reckless military provocations in the West Sea would entail unpredictable consequences and act with discretion.

La declaracion senala que la presente lucha antiyanqui de los estudiantes universitarios constituye un justo acto patriotico para frenar las temerarias maniobras de provocacion de guerra de las tropas agresoras norteamericanas encaminadas a llevar a toda la nacion a una catastrofe de la guerra nuclear y continua;
