August 15 Grand Reunification March Held in Seoul
Pyongyang, August 18 (KCNA) -- An August 15 grand reunification march for peace against war was reportedly held in Seoul on August 15 with more than 20,000 members of different organizations from across south Korea and citizens in attendance.
A "reunification meeting for peace against war", the main function of the August 15 grand reunification march, took place at 3 p.m. under the co-sponsorship of the Reunification Solidarity, the National Solidarity of People and the All-people Measure Committee for Sin Hyo Sun and Sim Mi Son, Schoolgirls Killed by a U.S. Armored Car.
The chairman of the South Headquarters of the National Alliance for the Country's Reunification, the permanent chairman of the National Solidarity of People and the representative of the Democratic Workers' Party in their speeches called upon the 70 million compatriots in the south, the north and overseas to closely unite in one mind and open a new day of independence and peaceful reunification.
Then an art performance on the anti-war and anti-U.S. themes took place.
It was preceded in various places of the city by the 2003 worker's rally for peace against war, a rally of youth and students, a rally of the poor of the August 15 grand reunification march for peace against war, a reunification meeting of youth and children, an August 15 rally for the independence, reunification, peace and disarmament of the People for Bringing Peace and Reunification to denounce the U.S. posing a threat of war, to oppose growing defence spendings and to implement the June 15 joint declaration and a rally of the reunification solidarity to denounce Japanese militarism on the 58th anniversary of the country's liberation.
The main function was followed by a grand candlelight procession and a commemorative meeting of the Reunification Solidarity of the August 15 National Rally.
The resolution of the 70 million people for peace and reunification adopted at the August 15 National Rally for Peace and Reunification in Pyongyang was read out at the commemorative meeting.
The participants closed all the events of the August 15 grand reunification march past midnight and held a ceremony of dissolving the organising group of 100,000 people of the vanguard of reunification and August 15 grand reunification march at the dawn of August 16.
Waving flags of different organizations, they renewed their determination to achieve closer unity and solidarity and smash the war moves of the U.S. and invariably carry on the struggle for the realization of the independent and peaceful reunification of the country.
U.S.-South Korea Madcap Joint Sabre-rattling Denounced
Pyongyang, August 18 (KCNA) -- The dangerous large-scale "Ulji Focus Lens" joint military exercise started by the U.S. imperialists together with south Korea under the simulated conditions of an actual war against the north is a grave challenge and an unbearable provocation against the DPRK which stands for dialogue, peace and reunification of the country, says Rodong Sinmun today in a signed commentary.
It goes on:
No sooner had the August 15 function for reunification closed than the U.S. launched a large-scale aggressive war exercise against peace and reunification, the drill aimed to fan up confrontation and a war atmosphere between the fellow countrymen in the north and the south. This proves that the U.S. loudmouthed "dialogue" is nothing but an artifice to mislead the public opinion and it only seeks to escalate the moves for confrontation and war and isolate and stifle the DPRK.
Under what it called "arms buildup plan" the U.S. has recently brought into south Korea from overseas some of its first rapid deployment brigade of the U.S. army equipped with a new type of high performance and ultra-modern precision weapons for their drill of getting familiar with its local conditions. It announced even the extremely adventurous "operation plan 5030" aimed at invading the DPRK, driving the situation to the brink of a war.
The "Ulji Focus Lens" joint military drill brought the U.S. wild ambition to invade the DPRK into bold relief.
No one can vouch that the U.S.-launched dangerous war exercise will not lead to an actual war. If the U.S. keeps to the road of confrontation and war, refusing to give up its wild ambition to invade the DPRK, the latter will have no option but to take corresponding strong self-defense measures.
The south Korean authorities should bear in mind that if they go reckless, cooperating with the outside forces in their moves to exterminate the Korean nation, they would get nothing but the nation's curse and denunciation.
KCNA Urges U.S. to Show Will to Make Policy Switchover
Pyongyang, August 18 (KCNA) -- The United States is building up public opinion on "written security assurances," "collective security assurances," "early inspection," etc. inside and outside the country in the run-up to the six-way talks.
If this is the U.S. stance on the talks one can not but doubt whether it is going to repeat its previous unjust assertion at the forthcoming talks, too, sidestepping the essential issues to be solved between the DPRK and the U.S.
As everybody knows, the key to the solution of the nuclear issue on the Korean peninsula is for the U.S. to make a fundamental switchover in its hostile policy towards the DPRK.
The nuclear issue cropped up and has deteriorated as the present Bush administration listed the DPRK as part of an "axis of evil" and a target of its preemptive nuclear attack and scrapped the DPRK-U.S. Agreed Framework. The U.S. switchover in its hostile policy towards the DPRK is, therefore, a precondition for solving the issue.
The ups and downs in the past dialogues and negotiations between the DPRK and the U.S. were attributable to the U.S. wrong stance on dialogue and persistent hostile policy towards the DPRK.
At the Beijing talks held in last April the DPRK put forward a new bold and comprehensive proposal which calls for simultaneous package settlement of the nuclear issue and the issue of concerns between the DPRK and the U.S. but Washington did not accept it, playing a trick.
The U.S. should not forget the lesson taught by the previous talks but drop its double-dealing tactics of "dialogue and pressure," a product of its hostile policy towards the DPRK, before the talks.
The U.S. continued pressure on the DPRK including "economic blockade" and military blackmail would only sour the atmosphere of the talks and cast dark shadow on the prospect of the talks.
The six-way talks are expected to open amid keen interest and expectation of the international community. If they are to prove trustworthy and fruitful it is important for the U.S. to make a bold decision to make a switchover in its policy towards the DPRK.
The DPRK will be able to judge that the U.S. has practically abandoned its hostile policy towards the DPRK only when the DPRK and the U.S. conclude a legally-binding non-aggression treaty and establish diplomatic relations and when it becomes clear that the U.S. does not hinder the economic cooperation between the DPRK and other countries.
If the U.S. does not express its will to make a switchover in its policy towards the DPRK the DPRK will have no option but to declare that it can not dismantle its nuclear deterrent force at the talks.
Acceleration of Revolution and Construction Urged
Pyongyang, August 18 (KCNA) -- Rodong Sinmun today editorially calls for accelerating the revolution and construction with high class consciousness under the great banner of Songun and thus powerfully demonstrate the ever-victorious spirit of heroic Korea.
The editorial says that the Korean people strong in anti-imperialist spirit, through a long historical course, have made it their unshakable faith that they should fight the imperialists to the bitter end. It goes on:
The anti-imperialist class consciousness of the people making revolution must be enhanced as years pass by and the cause of socialism advances.
Now the imperialists and reactionaries going against history are getting more desperate in their moves to stifle the DPRK which is firmly standing as the fortress of socialism.
The aggressive nature of imperialism never changes.
We should see everything from the viewpoint of anti-imperialist and anti-U.S. struggle, clearly mindful that peace cannot settle a moment in this land and pains and disasters cannot be dispelled as long as the U.S. imperialists remain in this land.
We should always remember the crimes committed by the U.S.-led imperialists in Korea in the past and fight staunchly with an ideological resolution to make them pay for the blood we shed.
We must keenly watch the aggressive moves of the U.S. imperialists and be fully prepared to crush them at one blow when they pounce upon us.
No force on earth can block the way of the Korean army and people accelerating the revolution and construction in the spirit of destroying the enemy.
Japan Urged to Sincerely Approach Six-Way Talks
Pyongyang, August 18 (KCNA) -- The ultra-right conservative forces of Japan are talking nonsense that the issue of abduction should be discussed at the six-way talks expected to open soon to discuss the nuclear issue between the DPRK and the U.S. although it has nothing to do with the issue.
Commenting on this Rodong Sinmun today urges Japan to know well its position, the purport and purpose of the talks. The news analyst goes on:
In fact, Japan is not entitled to poke its nose into the talks. The DPRK, however, allowed Japan to participate in the talks, taking its request and face into consideration out of broad mind and magnanimity.
It would be a proper behavior for Japan to make sincere efforts to do what it should as a participant in the coming talks.
However, the Japanese right-wing conservative forces are misusing the magnanimity of the DPRK for serving its foul purpose to create a complication in the way of the talks.
The six-way talks are aimed to solve the nuclear issue and the other outstanding issues between the DPRK and the U.S. related to it both in the name and in reality in view of its cause, origin, purport and purpose.
Any attempt to bring the abduction issue for discussion at the six-way talks, whose main purpose is to settle the nuclear issue, may create an unnecessary complication in the issue of the agenda of the talks and thus throw the discussion into confusion and divert its focus.
If Japan is truly interested in the settlement of the nuclear issue between the DPRK and the U.S. and peace and stability on the Korean peninsula, it should refrain from doing such an improper thing as trying to include the abduction issue in the agenda items of the six-way talks.
Joint War Game Flailed
Pyongyang, August 18 (KCNA) -- A spokesman for the National Democratic Front of South Korea (NDFSK) in a statement on Aug. 16 denounced the large-scale "Ulji Focus Lens" joint military manoeuvres to be staged by the U.S. warhawks with the south Korean military as a test nuclear war and a preliminary war aimed at rounding off its plan of preemptive nuclear strike at the north.
What is more serious is that the war rehearsal is scheduled to take place just before the six-way talks for a solution to the nuclear issue on the Korean peninsula, the statement said, and continued:
If the talks are to prove fruitful, a favorable atmosphere must be created for them, first of all.
The U.S., however, is staging one war game after another, threatening its dialogue counterpart and chilling the climate of the talks, while paying lip-service to "dialogue".
Facts clearly prove once again that its harping on "dialogue" is a lie and there is no change in its aggressive designs to stifle the north by force of arms.
The NDFSK in the name of the whole nation bitterly condemns the war game of the south Korean and U.S. warhawks, branding it as an intolerable challenge to the aspiration and desire of all the Koreans and humankind who hope for the peace, stability and reunification of the Korean peninsula.
The United States should promptly withdraw its plan for the provocative "Ulji Focus Lens" exercise and approach the six-way talks from a sincere stand, mindful of the consequences to be entailed by its reckless war manoeuvres against the north.
Rodong Sinmun on Ideological Foundation of Single-Hearted Unity
Pyongyang, August 18 (KCNA) -- The Juche idea serves as the ideological foundation of our single-hearted unity as it correctly reflects the demand of the times flowing toward independence and indicates the way of most staunchly defending in practice the independent demand and fundamental interests of the popular masses, says Rodong Sinmun in a signed article today.
It goes on:
Our single-hearted unity is an unbreakable unity and cohesion that was provided by President Kim Il Sung who blazed a trail of the Korean revolution under the banner of the Juche idea and has been brought to the highest plane by leader Kim Jong Il.
The Songun idea is a banner of unity that makes the whole army and people revolutionary comrades of Songun who uphold the intention and will of Songun of Kim Jong Il in do-or-die spirit
Our army and people are determined, alive or dead, to share destiny with Kim Jong Il to the end, regarding the Songun intention and will of Kim Jong Il to bring the revolution to accomplishment with arms as their only lifeline. By this death-defying resolution, our single-hearted unity in the Songun era has been brought to the highest plane.
The might of the single-hearted unity of our army and people who are rallied close with his intention and will at a time of most rigorous tests is being demonstrated more eloquently.
Single-hearted unity is one in idea and in action. The Songun idea today is the only guideline of thinking and action of our army and people.
The system of leadership over the Party, the state and the army meeting the demand of the Songun era has now been firmly established in our society.
The single-hearted unity in which the entire people and army form an integral whole of action under the monolithic leadership of Kim Jong Il is the source of all miracles and victories on this land today.
North to Strictly Deal with Issues Arising in Inter-Korean Relations
Pyongyang, August 18 (KCNA) -- We are compelled to strictly deal with all the issues arising in the inter-Korean relations with the highest degree of vigilance as there occurred in the heart of Seoul in broad daylight such extreme and reckless provocation as seriously hurting the dignity and the prestige of the DPRK and malignantly insulting it, declared a spokesman for the Committee for the Peaceful Reunification of the Fatherland in a statement on August 17.
The statement continued:
On August 15 ultra-right conservative forces including the representative of the Grand National Party organized so-called "August 15 national rally" in the plaza of the Seoul City Building. There they called for "a complete stop to aid to the north" and "a halt to the north's development of nuclear weapons." They dared defile the dignified political system in the DPRK, not content with tearing off and burning the sacred flag of the DPRK.
The committee vehemently denounces the recent rowdyism perpetrated by the GNP and other ultra-right fascist elements in south Korea as a vicious provocation unprecedented in the north-south relations and an intolerable anti-national act of wantonly violating the historic June 15 joint declaration as it was the most vicious frantic racket of seriously hurting the dignity and the prestige of the DPRK.
This compelled us to take a resolute measure as regards the issue of our people's visit to south Korea fraught with the danger of openly infringing upon the security and the dignity of fellow countrymen in the north, the issue of sending our players' team and supporters group to the Taegu Universiad at present. This principled stand of the north is quite just as it was taken to cope with the grave situation created in south Korea.
The blame for this entirely rests with the GNP and other ultra-right fascist forces and the south Korean authorities who have connived at that rowdyism.
The south Korean authorities should make an open apology for the recent provocation in any form to make the north understandable.
It is the unshakable will and consistent stand of the DPRK to never tolerate any act of infringing upon its dignity and prestige.

A ceremony of welcoming the delegation took place at the airport.
Jo Myong Rok Meets Chinese Military Delegation
Pyongyang, August 18 (KCNA) -- Vice Marshal of the Korean People's Army Jo Myong Rok, first vice-chairman of the National Defence Commission of the DPRK and director of the KPA General Political Department, today met and had a conversation with the high-level military delegation of the Chinese People's Liberation Army led by Colonel General Xu Caihou, director of the General Political Department of the Chinese People's Liberation Army who is member of the Secretariat of the Central Committee of the Communist Party of China and member of its Central Military Commission.
Present there were KPA General Pak Jae Gyong, Colonel General Pak Sung Won and other generals and officers, Chinese Ambassador to the DPRK Wu Donghe and military attache Yan Jiangfeng.
On the occasion the head of the delegation said that the party, government and army of China take a serious view of friendly relations between the two armies and the two peoples.
Leader Kim Jong Il visited China and President Jiang Zemin visited Korea, which shows the firm will of China and Korea to carry forward the tradition, look forward into the future and strengthen cooperation, he said, and went on:
The achievements in Korea is the result of the wise leadership of the Workers' Party of Korea headed by Kim Jong Il. Korea is a heroic country and the Korean people are a sagacious and industrious people.
The Korean people have made successes in the socialist construction in the revolutionary spirit of self-reliance and working hard under the leadership of Kim Jong Il. The friendly relations between the two armies are developing on good terms.
The head of the delegation expressed the belief that the people and army of Korea would make greater achievements in the socialist construction and in the defense of the country.
International Book Exhibition Opens
Pyongyang, August 18 (KCNA) -- The 3rd Pyongyang International Scientific and Technological Book Exhibition opened at the Gymnasium of Kim Il Sung University today.
Present at the opening ceremony were Kim Yong Dae, vice-president of the Presidium of the DPRK Supreme People's Assembly, Mun Jae Chol, acting chairman of the Korean Committee for Cultural Relations with Foreign Countries who is chairman of the organizing committee for the exhibition, and other officials concerned and officials in the field of publication, scientists and technicians and university teachers.
Also present there were delegations from an international organization and different countries, diplomatic envoys and staff members of various embassies here.
Mun Jae Chol in his opening speech said that holding the exhibition as an annual event is a clear proof of the expectation of humankind for science and technology and the attraction of mutual exchange and cooperation.
Valery Dikarev, head of a delegation of the Far-Eastern State University of Russia, in his congratulatory speech said that the exhibition attended by many countries would draw attention of visitors as many valuable books are displayed there.
Then the participants looked round books on display.
KCNA Assails Japanese Heavyweights' Visits to "Yasukuni Shrine"
Pyongyang, August 18 (KCNA) -- Several Japanese heavyweights reportedly visited the "Yasukuni Shrine" on August 15.
When interviewed by media persons at the end of the visit Tanikaki, chairman of the national public safety commission, said that he prayed for the souls of the dead in the past history and visited the shrine, thinking that the foundation of Japan today was laid at their sacrifices.
This indicates that the Japanese reactionaries still seek to realise their wild ambition for the reinvasion of Asia at any cost by calling back the departed souls of militarists, oblivious of a lesson taught by history.
The visit to the shrine, where arch war criminals, who launched wars of aggression in the past, are entombed, can not but be a criminal move to revive militarism. Japanese politicians' visit to the shrine on the day of Japan's defeat compels us doubt whether they have a political intention to redeem Japan's aggression of Asia and all other crimes it committed against Korean and other Asian people in the past century or not.
What should not be overlooked is that the visit to the shrine by the present chief executive and other government officials of Japan has become undisguised even after the publication of the DPRK-Japan Pyongyang Declaration.
Prime minister Koizumi visited the shrine on January 14 only to invite strong criticism from the international community. On April 22 182 Japanese politicians including 74 dietmen visited the shrine, sparking again a furor among the international community.
The endless visit to the shrine by the Japanese reactionaries can not but be a perfidy to the declaration, whereby the DPRK and Japan committed themselves to liquidate the unhappy past and establish new good neighborly and friendly relations, and a serious provocative act of putting the fate of the declaration and its prospect at peril.
The Korean people will never tolerate the Japanese reactionaries' criminal act of escalating their moves for militarization and overseas expansion while evading the issue of redeeming Japan's past and laying an ideological and moral foundation for militarization in wanton violation of the spirit of the Pyongyang declaration.
