U.S. Imperialists Commit Aerial Espionage

    Pyongyang, August 31 (KCNA) -- The U.S. imperialist warmongers committed aerial espionage against the north of Korea on more than 170 occasions in August by strategic reconnaissance planes and command aircraft based overseas and strategic and tactical reconnaissance planes based in south Korea, according to military sources. Around 08:00 on August 29 U-2 high altitude reconnaissance plane took off the U.S. Air Force base in south Korea and made shuttle flights between east and west for a long time in the sky above the Military Demarcation Line, photographing the depth area of the north and committing electronic espionage, which numbered nearly 30 in a month of August.
    Around 15:47, on August 21 when the aggressive Ulji Focus Lens military joint exercise was at its height, overseas-based RC-135 strategic reconnaissance plane and E-3 command aircraft flew for a long time in the sky above the East Sea of Korea, committing electronic and photography espionage on the whole of northern Korea. Such espionage was conducted from about 21:00 on August 13 to about 01:00 on August 14.
    Meanwhile, 11 RC-12 and RC-7B tactical reconnaissance planes continued to fly in the sky above the Military Demarcation Line day and night on August 26, 8 each on August 8 and 25 and 7 each on August 5 and 22 to spy on the front line of the north and the major objects in the east and west coastal areas.


DPRK Anniversary Celebrated Abroad

    Pyongyang, August 31 (KCNA) -- Lectures, photo exhibitions and film shows were held in India, Uganda, Peru, etc. on August 21 and 22 on the occasion of the 55th anniversary of the DPRK. Photos of President Kim Il Sung and leader Kim Jong Il giving on-the-spot guidance to various fields were on display at the photo exhibitions.
    Screened at the film shows were films "The Great Leader Comrade Kim Jong Il Gives On-the-Spot Guidance to the Work of Various Fields", "The Mass Gymnastic and Artistic Performance 'Arirang', Kim Il Sung Prize Laureate Work," and so on.
    The chairman of the Juche Idea Study Society of Delhi, India in a lecture said that the DPRK has resolutely defended national interests with independence in external relations and proudly exercised its sovereign right in the international arena, saying what it should do with its own view, which is unthinkable without transparent independent politics, Songun politics of Kim Jong Il.
    The chairman of the Kampala City Committee of the National Movement of Uganda in a lecture said that the DPRK is a peculiar country where the army and people have a strong spiritual strength and the whole society forms the integral whole of the same destiny. He stressed that neither weapons nor smear propaganda can break up the army and people who are transparent in their faith in their leadership, system and cause, the whole society forming the community of destiny.
    The international secretary of the Central Committee of the Peruvian Communist Party in a lecture said that Kim Jong Il set forth the Songun policy in the practical struggle to embody the Juche idea and has firmly defended the independence of the country and the nation with it.
    He said that the DPRK is vigorously advancing toward a great prosperous powerful nation in the 21st century in the tense confrontation with the imperialists.


U.S. Urged to Make Policy Switchover

    Pyongyang, August 31 (KCNA) -- The U.S. should drop its hostile policy toward the DPRK if the nuclear issue between the DPRK and the U.S. is to be settled, which is a precondition and master key to the settlement of the issue. Rodong Sinmun today says this in a signed article.
    The article says: Only when it becomes obvious that the non-aggression treaty with legal binding force is concluded and diplomatic relations are established between the DPRK and the U.S. and the U.S. does not hamstring economic cooperation between the DPRK and other countries, it can be considered that the U.S. substantially gives up its hostile policy toward the DPRK.
    The DPRK proposed to the U.S. to drop its hostile policy toward the DPRK as a realistic and reasonable way for the settlement of the issue. That conforms to the desire of the world people for peace.
    The U.S. advertises that it has no intention to invade and attack the DPRK. If it is true, there is no reason whatsoever for the U.S. not to make a radical switchover in its hostile policy toward the DPRK.
    The mode of "security assurances" without legal guarantee, does not mean a switchover in the hostile policy toward the DPRK.
    Only when the U.S. makes a bold decision to make a switchover in its hostile policy toward the DPRK and conclude a non-aggression treaty through the six-way talks, is it possible to settle the issue and improve the DPRK-U.S. relations.
    If the U.S. does not want to do so, the nuclear issue will never be settled any time but result in irrevocable consequences.
    The U.S. should be aware of the essence of the nuclear issue between the DPRK and the U.S. and make a political decision to drop the hostile policy toward the DPRK at an early date.


Obituary of Death of Jang Chol

    Pyongyang, August 31 (KCNA) -- The Central Committee of the Workers' Party of Korea and the Presidium of the Supreme People's Assembly of the DPRK on August 30 issued an obituary of the death of Jang Chol, member of the WPK Central Committee, vice-chairman of the SPA and chairman of the Central Committee of the General Federation of the Unions of Literature and the Arts of Korea. According to the obituary Jang Chol died of incurable disease (cancer of the stomach) at the age of 77 on August 30, Juche 92 (2003).
    He was born in south Korea and went over to Japan, being subject to national contempt and humiliation, before he devoted himself to the patriotic work of the General Association of Korean Residents in Japan and the work for independent reunification of the country, upholding the Juche-oriented idea and line of the overseas compatriot movement of President Kim Il Sung.
    Since he came back to the socialist homeland he grew as a competent official under the deep trust and love of the Party and the leader and worked in the responsible position of state and power organs and the domain of culture and art, devoting all his wisdom and energy to consolidate the socialist system and carry out the literary and art policy of our Party.
    He received many state commendations including the title of Labor Hero and Kim Il Sung Order for his feats for the fatherland and the people. Although he passed away, his feats performed for the party and the revolution will shine long, the obituary said.


Wreath to Bier of Late Jang Chol

    Pyongyang, August 31 (KCNA) -- Leader Kim Jong Il today sent a wreath to the bier of the late Jang Chol, member of the Central Committee of the Workers' Party of Korea, vice-chairman of the Supreme People's Assembly of the DPRK and chairman of the Central Committee of the General Federation of the Unions of Literature and the Arts of Korea, to express deep condolences over his death.


Peace Movement against U.S. and War Called for

    Pyongyang, August 30 (KCNA) -- The Youth and Student Solidarity for the Implementation of the June 15 South-North Joint Declaration on August 25 reportedly released an appeal titled "All the youth and students should turn out in the movement for defending peace against the U.S. and war". The appeal denounced the U.S. for working out the "operation plan 5030" and further strengthening "psychological warfare to shake the north's system", while openly disclosing its attempt to make a preemptive nuclear attack on the north. It said that the recent anti-DPRK racket kicked up by the ultra-right conservatives in Taegu is related to the U.S. Korea policy.
    The Korean nation would turn out in the struggle to deal a decisive blow to the U.S. wild ambition for supremacy through the united anti-U.S. and anti-war movement and make the U.S. pay for soiling this land, committing all sorts of crimes, it stressed.


Anti-DPRK Racket Denounced

    Pyongyang, August 30 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification issued a statement on August 25 denouncing the ultra-right anti-reunification conservatives for kicking up reckless anti-DPRK rackets in Taegu, according to a news report. The anti-national rash act perpetrated again by ultra-right anti-reunification conservatives in Taegu where the Universiad is underway arouses great indignation of not only the citizens of Taegu but all the Koreans, the statement said, and continued:
    Moreover, we can not but express apprehension as to the fact that the police protected and remained a mere on-looker to those who staged such rowdyism aimed to spoil the warm reception to be given to the players' team and supporters' group of the north which visited the south for national unity in the spirit of the June 15 joint declaration.
    If the government authorities sincerely want to see the Universiad providing a chapter of national unity, they should prevent the recurrence of anti-reunification, anti-national acts of ultra-right conservatives to misuse even the Universiad for their political purpose.


Message of Sympathy to Portuguese President

    Pyongyang, August 30 (KCNA) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, Thursday sent a message of sympathy to Portuguese President George Sampaio in connection with the fact that intense heat caused many human casualties and material losses in Portugal. The message hoped that the government and people of Portugal would undo the consequences of natural disaster and put the living of people in the afflicted areas to normal at an early date.

Message of Sympathy to Italian President

    Pyongyang, August 30 (KCNA) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, sent a message of sympathy to Italian President Carlo Azeglio Ciampi on August 28 in connection with the fact that a long spell of intense heat claimed not a few casualties and did huge damage to agricultural production in Italy. The message hoped that the Italian government and people would eradicate the aftereffect of natural disaster at an early date.


Greetings to King of Malaysia

    Pyongyang, August 30 (KCNA) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, today sent a message of greetings to Tuanku Syed Sirajuddin Ibni Al-Marhum Tuanku Syed Putra Jamalullail, king of Malaysia, on the occasion of the 46th anniversary of its national day. In the belief that the good relations of friendship and cooperation between the two countries would expand in the future, too, the message sincerely wished the king good health and happiness.


DPRK Foreign Ministry on Six-way Talks

    Pyongyang, August 30 (KCNA) -- A spokesman for the Foreign Ministry of the DPRK today answered a question put by KCNA as regards the six-way talks held in Beijing. He said:
    As already reported, the six-way talks on the nuclear issue between the DPRK and the U.S. took place in Beijing from August 27 to 29.
    The talks were a product of the utmost magnanimity and good faith shown by the DPRK prompted by its will to seek a negotiated peaceful settlement of the nuclear issue between the DPRK and the U.S.
    Proceeding from its principled stand to fundamentally settle the nuclear issue on the Korean peninsula, the DPRK took an initiative of proposing to hold the six-way talks, not sticking to any format of dialogue. At the recent talks, too, the DPRK made clear its consistent stand on the denuclearization of the Korean peninsula and set out reasonable and comprehensive ways to realize it.
    Despite our good faith and magnanimity the U.S., however, took a more hard-line stand and raised undisguised brigandish demands worse than its repeated call for the DPRK's "abandonment of its nuclear weapons program first," far from showing its will to renounce hostile policy toward the DPRK.
    The U.S. asserted that it can discuss the issue of the DPRK's concerns only when it takes a practical action to physically dismantle the "nuclear weapons program" in a verifiable and irreversible manner.
    At the bilateral contact made between the DPRK and the U.S. on the sidelines of the six-way talks the U.S. flatly denied a package solution and the order of simultaneous actions proposed by the DPRK to attain its goal of denuclearizing the Korean peninsula, but made such assertions that a full range of other issues of concerns including missiles, conventional weapons and human rights should be discussed for the normalization of relationship between the DPRK and the U.S. only after its "nuclear program" is scrapped.
    This means the U.S. asking the DPRK drop its gun first, saying it would not open fire, when both sides are leveling guns at each other. How can the DPRK trust the U.S. and drop its gun?
    Even a child would not be taken in by such a trick.
    What we want is for both sides to drop guns at the same time and co-exist peacefully.
    However, the U.S. is insisting for no reason that it would think about it only after the DPRK drops its gun first.
    This only convinced the DPRK of the fact that the U.S. has neither willingness to improve relations with the DPRK nor any intention to make a switchover in its policy toward the DPRK and does not want to co-exist with the DPRK in peace but seeks its invariable sinister aim to totally disarm the DPRK at any cost.
    The talks, therefore, were reduced to armchair argument quite contrary to our expectation and offered only an occasion of demanding the DPRK disarm itself.
    This made it impossible for the DPRK to have any interest or expectation for the talks as they are not beneficial to it.
    The talks only reinforced our confidence that there is no other option for us but to further increase the nuclear deterrent force as a self-defensive measure to protect our sovereignty.


Message of Sympathy to Spanish Prime Minister

    Pyongyang, August 30 (KCNA) -- Premier of the DPRK Cabinet Hong Song Nam sent a message of sympathy to Spanish Prime Minister Jose Maria Aznar in connection with the big human and material losses caused by the severe sultriness and drought in the country. The message expressed the conviction that the government and the people of Spain would be successful in the work to eradicate the aftereffects of natural disasters.

    Pyongyang, 30 de agosto (ATCC) -- Kim Yong Nam, presidente del Presidium de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea envio el dia 25 un mensaje de felicitacion al presidente de Trinidad-Tobago, George Maxwell Richard, con motivo del 41 aniversario de la independencia de este pais. El remitente expresa conviccion de que las relaciones de amistad entre los dos paises seguiran desarrollandose favorablemente en el futuro tambien y le desea al destinatario exitos en su responsable labor para el progreso y la prosperidad del pais.


Nombrado embajador de RPDC en Reino Unido de Gran Bretana e Irlanda del Norte

    Pyongyang, 30 de agosto (ATCC) -- Segun un decreto del Presidium de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, Ri Yong Ho fue nombrado el embajador extraordinario y plenipotenciario de la RPDC a acreditarse en el Reino Unido de Gran Bretana e Irlanda del Norte.
